R. 7262</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200618">June 18, 2020</action-date><action-desc><sponsor name-id="M001137">Mr. Meeks</sponsor> (for himself, <cosponsor name-id="Q000023">Mr. Quigley</cosponsor>, <cosponsor name-id="C001061">Mr. Cleaver</cosponsor>, <cosponsor name-id="G000553">Mr. Green of Texas</cosponsor>, <cosponsor name-id="C001097">Mr. Cárdenas</cosponsor>, <cosponsor name-id="E000215">Ms. Eshoo</cosponsor>, <cosponsor name-id="G000574">Mr. Gallego</cosponsor>, and <cosponsor name-id="C001111">Mr. Crist</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to allow qualified opportunity funds to invest in community development financial institutions.</official-title></form><legis-body id="H53F209813CD7435BACD56EDA09051902" style="OLC"><section id="H5FA8665865D04B6B9A73A0E43F192FD9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community Development in Opportunity Zones Act of 2020</short-title></quote>. </text></section><section id="HCD90FF640A8D4159BCD4B2BA7BE4F633"><enum>2.</enum><header>Qualified opportunity fund investments in community development financial institutions</header><subsection id="HCC8E109C8FC841F88506B560498F1306"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/1400Z">Section 1400Z–2(d)(3)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="HFC5DAA2D1BDD49C79C547DEDF8A3E1FE" display-inline="no-display-inline"><subparagraph id="H7631B559EB174064B7E82EADF4D96F35"><enum>(C)</enum><header>Special rule for community development financial institutions</header><text display-inline="yes-display-inline">The term <quote>qualified opportunity zone business</quote> shall include any community development financial institution (as defined in section 103 of the Community Development Banking and Financial Institutions Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/12/4702">12 U.S.C. 4702</external-xref>)) if, during substantially all the qualified opportunity fund’s holding period for its investment in such community development financial institution, the average of the aggregate amount of investment, and principal amount of loans, provided by such community development financial institution to qualified opportunity zone businesses (other than community development financial institutions) or residents of qualified opportunity zones is not less than such investment.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC442A4A0F91742D0B60C5F3CD72DD074"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall take effect on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
