<official-title display="yes">To amend the Older Americans Act of 1965 to establish a competitive grant program to enable States to purchase, customize, or repair vehicles with hot and cold food storage for delivering meals to older individuals through the Congregate Nutrition Program or the Home-Delivered Nutrition Program.</official-title>

<section id="id18E910BD6EEF4072909F9CD2032897E6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Our Most Elderly secure Meals Act</short-title></quote> or the <quote><short-title>HOME Meals Act</short-title></quote>.</text></section> <section section-type="subsequent-section" id="id38CE86191F8B4BB0A5E97F708893DA68"><enum>2.</enum><header>Grants for vehicles with hot and cold food storage for meal delivery to older individuals</header><text display-inline="no-display-inline">Subpart 3 of part C of title III of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030g-21">42 U.S.C. 3030g–21</external-xref> et seq.) is amended by adding at the end the following:</text>

<section id="id96FF23E063154810B47F700BB4CD3601"><enum>340.</enum><header>Grants for vehicles with hot and cold food storage for meal delivery</header>
<subsection id="id3207B81E9BCE492C877BC9E6293A9CE2"><enum>(a)</enum><header>In general</header><text>The Assistant Secretary shall award grants in accordance with subsection (c) on a competitive basis to States receiving a grant under section 331 or 336 to enable such States to provide direct funds to area agencies on aging and local nutrition service providers to purchase, customize, or repair vehicles meeting the requirement under subsection (b) to be used in delivering meals to older individuals through an existing and eligible nutrition project supported under either such section.</text></subsection> <subsection id="idFA4B4F7E36B94C128C93F646096F0627"><enum>(b)</enum><header>Vehicle requirement</header><text>The requirement under this subsection is that the vehicle has the capability to safely store hot food and cold food, as determined by the Assistant Secretary, while delivering meals.</text></subsection>
<subsection id="idC95CD688E6454251A8125ACB597F1CA4"><enum>(c)</enum><header>Application and selection process</header>
<paragraph id="idE0E30C245B384D87B6AA1C498359587B"><enum>(1)</enum><header>Applications</header>
<subparagraph id="id92E08DC3F8C8432CA34D7C0B60D374A7"><enum>(A)</enum><header>In general</header><text>A State receiving a grant under section 331 or 336 that seeks a grant under this section shall submit an application to the Assistant Secretary at such time, in such manner, and containing such information as the Assistant Secretary may reasonably require, including the demonstrations described in subparagraph (B).</text></subparagraph> <subparagraph id="id34F75B9F9B084619BACB8EB39A34F36D"><enum>(B)</enum><header>Demonstrations</header><text>An application under this paragraph shall contain a demonstration—</text>
<clause id="id8AA6F830EDD249778213C62899441C06"><enum>(i)</enum><text>of how the State submitting the application will use the grant to allow existing and eligible nutrition projects to enhance the delivery of services to older individuals with the greatest economic need and older individuals with the greatest social need; and</text></clause> <clause id="id2EB7C64457B0444BA420D655B747971E"><enum>(ii)</enum><text>that the nutrition projects utilizing the funds are in effect within the State, on the date on which the State submits the application, to use vehicles meeting the requirement under subsection (b) to provide nutrition services under section 331 or 336.</text></clause></subparagraph></paragraph>
<paragraph id="id45ECADDB12B047F5BB2E1F5AFB51F2AA"><enum>(2)</enum><header>Selection</header><text>The Assistant Secretary, in selecting States meeting the requirements under paragraph (1) to receive a grant under this section, shall give preference to—</text> <subparagraph id="id8336B8F8212D461290CD84433B080BAE"><enum>(A)</enum><text>States with a high percentage of individuals who are 60 years of age or older; and</text></subparagraph>
<subparagraph id="idF26226FFF864410EA861A8C959AE3F8E"><enum>(B)</enum><text>States with a high rate of individuals at or below the poverty line.</text></subparagraph></paragraph></subsection> <subsection id="id9377574B1D664A16953EF7F2779C9286"><enum>(d)</enum><header>Grant amount</header><text>A grant awarded under this section shall be for an amount that is equal to or less than $3,000,000.</text></subsection>
<subsection id="idF3CEC0F26B17495FA10AB2A7F824AC78"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $60,000,000 for each of fiscal years 2020 through 2024 to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body> </bill>
