R. 7063</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200528">May 28, 2020</action-date><action-desc><sponsor name-id="W000795">Mr. Wilson of South Carolina</sponsor> (for himself, <cosponsor name-id="G000563">Mr. Gibbs</cosponsor>, and <cosponsor name-id="G000591">Mr. Guest</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HED00">Education and Labor</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Foreign Agents Registration Act of 1938 to limit the exemption from the registration requirements of such Act for persons engaging in activities in furtherance of bona fide religious, scholastic, academic, or scientific pursuits or the fine arts to activities which do not promote the political agenda of a foreign government, to amend the Higher Education Act of 1965 to clarify the disclosures of foreign gifts by institutions, and for other purposes.</official-title></form><legis-body id="HB563902BA44E4576B557E08FB4A0F3F4" style="OLC"><section section-type="section-one" id="HD4A37AF19F494AFBAC0E0D350D864CD6"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foreign Influence Transparency Act</short-title></quote>.</text></section><section id="H689348A5B53740078F0B96C11EF8E469"><enum>2.</enum><header>Limiting exemption from foreign agent registration requirement for persons engaging in activities in furtherance of certain pursuits to activities not promoting political agenda of foreign governments</header><subsection id="H4E043C718BAD49179FC52807C25E29DD"><enum>(a)</enum><header>Limitation on exemption</header><text display-inline="yes-display-inline">Section 3(e) of the Foreign Agents Registration Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/22/613">22 U.S.C. 613(e)</external-xref>) is amended by striking the semicolon at the end and inserting the following: <quote>, but only if the activities do not promote the political agenda of a government of a foreign country;</quote>.</text></subsection><subsection id="H8666855A1E074E83ADFF2EA1D263F264"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to activities carried out on or after the date of the enactment of this Act.</text></subsection></section><section id="H23FD2D1AA6744F0294CEEB9E9116D83E"><enum>3.</enum><header>Disclosures of foreign gifts</header><subsection id="H24CD470CD2BC4B05B49447FED35E984D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 117 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f</external-xref>) is amended—</text><paragraph id="H39258412523D418790E524767CACB6A4"><enum>(1)</enum><text>in subsection (a), by striking <quote>the value of which is $250,000 or more, considered alone or in combination with all other gifts from or contracts with</quote> and inserting <quote>the value of which is $50,000 or more for such gift from or contract with</quote>;</text></paragraph><paragraph id="H175C6746B6B8403C868E11399A25E71C"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="HB0BC6CEF291E4B85921A079AC183E663"><enum>(A)</enum><text>in paragraph (1), in the first sentence, by inserting before the period at the end the following: <quote>, and the content of each such contract</quote>; and</text></subparagraph><subparagraph id="HB21ABFF5C508483FA23AAA8FCD9C1ED1"><enum>(B)</enum><text>in paragraph (2), by inserting before the period the following: <quote>, and the content of each such contract</quote>;</text></subparagraph></paragraph><paragraph id="HE0DBE139DA9F4A469A02FF194EB21FF7"><enum>(3)</enum><text>in subsection (e), by inserting <quote>, including the contents of any contracts,</quote> after <quote>reports</quote>; and</text></paragraph><paragraph id="H9865F0D33E5C4DC2B970484AE21D1781"><enum>(4)</enum><text>in subsection (h)(3), by inserting before the semicolon at the end the following: <quote>, or the fair market value of an in-kind gift</quote>.</text></paragraph></subsection><subsection id="H1FDA6D1D5D83410D8C578FDB58351396" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall apply with respect to gifts received or contracts entered into, or other activities carried out, on or after the date of enactment of this Act. </text></subsection></section></legis-body></bill>
