R. 6466</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200407">April 7, 2020</action-date><action-desc><sponsor name-id="M001199">Mr. Mast</sponsor> (for himself and <cosponsor name-id="G000571">Ms. Gabbard</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to conduct a report on the implementation and application of the Integrated Disability Evaluation System.</official-title></form><legis-body id="HDC40DB5034AF4E93BEEE6F60DCB02245" style="OLC"><section id="H2D1E96082D274E7B9687636A391E3604" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Integrated Disability Evaluation System Accountability Act of 2020</short-title></quote>. </text></section><section id="H9355F38284274760B6C56A8D590AB170"><enum>2.</enum><header>Report on Integrated Disability Evaluation System</header><subsection id="H2EAE37DAF2E441CC833E0CA89A200DAF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report on the findings of a study, conducted by the Secretary for the purposes of the report, of the implementation and application of the Integrated Disability Evaluation System.</text></subsection><subsection id="HBD4D354F41FF49FC913DBB5F94837447"><enum>(b)</enum><header>Matters included</header><text>The report under subsection (a) shall include the following: </text><paragraph id="H973EE6B37AC244F0A658FCD87A974EF2"><enum>(1)</enum><text display-inline="yes-display-inline">All changes to policies and procedures applicable to the implementation of the Integrated Disability Evaluation System from the previous disability evaluation system.</text></paragraph><paragraph id="HA786771C4B2440B4B8DF58EEC04F4B46"><enum>(2)</enum><text display-inline="yes-display-inline">The extent to which the Integrated Disability Evaluation System is the primary means of processing members of the Armed Forces through the disability evaluation system process.</text></paragraph><paragraph id="H33DC4020C93D42FE82ECCDD7F969FE2D"><enum>(3)</enum><text display-inline="yes-display-inline">The extent to which the military departments and the Defense Health Agency coordinate—</text><subparagraph id="H8AF5145F483D4F9F8F72067E743C3352"><enum>(A)</enum><text>treatment of members of the Armed Forces;</text></subparagraph><subparagraph id="H38439566CB4F45D6BBBDDA0A621D792F"><enum>(B)</enum><text>referrals of members of the Armed Forces to a medical evaluation board;</text></subparagraph><subparagraph id="HC16049F9BF1D4B52AA38237FFDED993B"><enum>(C)</enum><text display-inline="yes-display-inline">appointing a convening authority and staffing a medical evaluation board;</text></subparagraph><subparagraph id="H09D16E8F19434B01BA4CA587197132E4"><enum>(D)</enum><text display-inline="yes-display-inline">the sharing of medical documentation with a medical evaluation board;</text></subparagraph><subparagraph id="H9788EEEB2DA6463B8614640E382BB585"><enum>(E)</enum><text display-inline="yes-display-inline">evaluations of members of the Armed Forces for initial or subsequent limited duty status; and</text></subparagraph><subparagraph id="H1D0F2DFB3D3C47AA9E83D49F82607501"><enum>(F)</enum><text display-inline="yes-display-inline">a medical evaluation board referral to a physical evaluation board.</text></subparagraph></paragraph><paragraph id="H7AE2BC138A224C7B88A1D2AB52C6A0F3"><enum>(4)</enum><text display-inline="yes-display-inline">The process for members of the Armed Forces to request an impartial medical review or rebut medical evaluation board findings.</text></paragraph><paragraph id="HEA18C8FA44FD499EBC263FDBEE79C162"><enum>(5)</enum><text display-inline="yes-display-inline">The criteria a medical evaluation board convening authority applies when considering such requests under paragraph (4).</text></paragraph><paragraph id="HAA568F854FCF453398CEC122B6862DAB"><enum>(6)</enum><text display-inline="yes-display-inline">The average time to process Integrated Disability Evaluation System cases by both phase and stage (as defined in Department of Defense Manual 1332.18) for both the active component and reserve component.</text></paragraph></subsection></section></legis-body></bill>
