R. 6185</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20200310">March 10, 2020</action-date><action-desc><sponsor name-id="W000797">Ms. Wasserman Schultz</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to impose an excise tax on the extraction of certain water for bottling, and for other purposes.</official-title></form><legis-body id="HE0166928A2284D8FBDB071CE3D9DB3E7" style="OLC"><section id="H47F3AF8BA9EE41F295A46767C4B68AAA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Save Our Springs Act of 2020</short-title></quote>.</text></section><section id="HE060FBFB0DF5433BAA6717EBF21A9697" section-type="subsequent-section"><enum>2.</enum><header>Excise tax on extraction of certain water</header><subsection id="H2440290DDB7E4DC6B468F87AF3382776"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/36">Chapter 36</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after subchapter B the following new subchapter: </text><quoted-block style="OLC" id="H6EAAFFE7280F4BD4A642290C9C94FA98" display-inline="no-display-inline"><subchapter id="HEE85A5DB100B49229A991FC8E3BDC94B"><enum>C</enum><header>Extraction of Certain Water</header><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 4473. Imposition of tax. </toc-entry></toc><section id="H87B80F5EA38A4235956B9E03DAA0DBC1"><enum>4473.</enum><header>Imposition of tax</header><subsection id="H440B19410956478D8A662729624B68E0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">A tax of $0.06 is hereby imposed on each gallon of water extracted from a spring or an underground water source for use as bottled drinking water.</text></subsection><subsection id="H7B0DB7C46FD64C3F993DEFAE38660C78"><enum>(b)</enum><header>By whom paid</header><text display-inline="yes-display-inline">The tax imposed by this section shall be paid by the person extracting the water. </text></subsection></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H62B8E059B3D946D18AE9F73BFF0759A4"><enum>(b)</enum><header>Conforming amendment</header><text>The table of subchapters for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/36">chapter 36</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after the item relating to subchapter B the following new item: </text><quoted-block style="OLC" id="HE57AB1E4670F4EADB4B7D09EE1D0521A" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="subchapter">Subchapter C—Extraction of Certain Water</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H28E60DB63AB5461D9FD4A1B594F0AD9D"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to water extracted in calendar years beginning after the date of the enactment of this Act.</text></subsection></section><section id="H579BF27E66C94B3E98425274FB0024E4"><enum>3.</enum><header>Drinking Water State Revolving Loan Fund Trust Fund</header><subsection id="H9A4D858F0C694316BEEFF5DDEB09DD68"><enum>(a)</enum><header>Establishment</header><text>Subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/98">chapter 98</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new section:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HBC2319A3735040F29AD83E9DB016A1FE"><section id="H78832BC04CFE4059813DD76A21667C0D"><enum>9512.</enum><header>Drinking Water State Revolving Loan Fund Trust Fund</header><subsection id="HC957BF4F162D4623890805781B6580C4"><enum>(a)</enum><header>Creation of Trust Fund</header><text display-inline="yes-display-inline">There is established in the Treasury of the United States a trust fund to be known as the <quote>Drinking Water State Revolving Loan Fund Trust Fund</quote> (referred to in this section as the <quote>Trust Fund</quote>), consisting of such amounts as may be appropriated or credited to such fund as provided in this section or section 9602(b).</text></subsection><subsection id="HCF97BA917365446BAF25498A6C112ECB"><enum>(b)</enum><header>Transfers to Trust Fund</header><text display-inline="yes-display-inline">There are hereby appropriated to the Trust Fund amounts equal to the revenues received in the Treasury that are attributable to subchapter C of chapter 36. </text></subsection><subsection id="HE5E752530B584FC7B018C9EC6A63C20F" commented="no"><enum>(c)</enum><header>Expenditures</header><text display-inline="yes-display-inline">Amounts in the Trust Fund shall be available, as provided in appropriation Acts, for carrying out section 1452 of the Safe Drinking Water Act (relating to State revolving loan funds).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6C4817909BC347E88D15598B1666C382"><enum>(b)</enum><header>Clerical Amendment</header><text display-inline="yes-display-inline">The table of sections for subchapter A of chapter 98 of such Code is amended by adding at the end the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HBB1D43AE06D040A6B9041DE115CCDE2F"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 9512. Drinking Water State Revolving Loan Fund Trust Fund.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H671EE982C5E14481A1E675E966C9E571"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
