which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a competitive program to make grants to States to provide child care to individuals receiving services at American Job Centers.</official-title></form><legis-body id="HE7357F2B44874B24B3F40C13496BC704" style="OLC"><section id="H36AEF651514F4319B55735CE2BE2C2C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Job Centers Family Accessibility Act of 2020</short-title></quote>. </text></section><section id="H415F789A8B4341D0AABB5E2CD0A9ACCD"><enum>2.</enum><header>Establishment</header><subsection id="HB1B03A17C9DA4FBEA2E0142E9F7A6398"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 6 months after the date of the enactment of this Act, the Secretary shall establish a competitive program (hereinafter referred to as the <quote>program</quote>) to make grants to States with an established one-stop delivery system under subsection (a) of section 121 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3151">29 U.S.C. 3151</external-xref>) to provide access to childcare for individuals that receive services from such one-stop delivery systems.</text></subsection><subsection id="HE75E8320CEB54994AFB4C61D142DBD40"><enum>(b)</enum><header>Selection</header><paragraph id="H30361055D2384BB283A18521D61E4318"><enum>(1)</enum><header>Number of grantees</header><text>The Secretary shall award grants under the program to not fewer than 6 States.</text></paragraph><paragraph id="H9B30C9202AB94F0AB5DD73D40E00341B"><enum>(2)</enum><header>Workforce area specification</header><subparagraph id="H7203500C33B34483B13B0896692DBBAA" display-inline="no-display-inline"><enum>(A)</enum><header>In general</header><text>The Secretary shall require each applicant State to specify a workforce area in the State in which the applicant intends to implement the project funded by the grant under this section.</text></subparagraph><subparagraph id="H78EA1BFE32C54DDFB1E83BB294524781"><enum>(B)</enum><header>Rural workforce areas</header><text display-inline="yes-display-inline">An applicant State with multiple local workforce boards shall designate a rural workforce area as the project site. </text></subparagraph></paragraph><paragraph id="H0CEA037CF76B4E2080E8167BE197349F"><enum>(3)</enum><header>Application</header><text>The Secretary shall require applicant States to submit an application containing—</text><subparagraph id="H158434F28E734A0DA7262D14A63C7E6F"><enum>(A)</enum><text>a description of—</text><clause id="HEE0FDB2217284ADCB285BDD24EAA7B59"><enum>(i)</enum><text display-inline="yes-display-inline">the project, including how the State intends to carry out the project and use funds granted under this section;</text></clause><clause id="H9A6CBF91CFCD432F8CF69601C5803EA7"><enum>(ii)</enum><text display-inline="yes-display-inline">the designated workforce area described in subsection (b);</text></clause><clause id="H7CFF16A5D43D4EFB847A4C901F4E33A3"><enum>(iii)</enum><text>a plan for third-party evaluation of the project; and</text></clause><clause id="HBA4D9E8910064260AFB5E76A262701B2"><enum>(iv)</enum><text>the cost estimate of the project; and</text></clause></subparagraph><subparagraph id="HA23AC89F3F264D7E9575B4F93AA9F60A"><enum>(B)</enum><text>a letter from each workforce board with jurisdiction in the designated workforce area described in subsection (b) certifying that such board acknowledges that such board will receive funds to implement the described project.</text></subparagraph></paragraph><paragraph id="HD5DA4594902E493B86CA0A0FE56D1537"><enum>(4)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to States that—</text><subparagraph id="H299527B37B2D4B08999D3CEFEC718A31"><enum>(A)</enum><text display-inline="yes-display-inline">have more rural areas; and</text></subparagraph><subparagraph id="HAB6B902267104BE29E806F07E46FE8C4"><enum>(B)</enum><text display-inline="yes-display-inline">provide access to childcare for individuals that receive services from such one-stop delivery systems.</text></subparagraph></paragraph><paragraph id="HDCC208BD6A20498C881D12668F3DD8D1"><enum>(5)</enum><header>Geographic diversity</header><text display-inline="yes-display-inline">In carrying out the program, the Secretary shall, select not more than one State from each of the six Regions of the Employment and Training Administration (ETA) of DOL.</text></paragraph></subsection><subsection id="HEE6F7353C6E14DB2A5154173F5F5E628"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">The Secretary shall include as a condition of receipt of the grant a requirement that the State shall—</text><paragraph id="H3757B735799F4901BD355D8321A27293"><enum>(1)</enum><text>reserve not fewer than 5 percent of funds received under the grant to fund a third-party evaluation; and </text></paragraph><paragraph id="H657AC33F61224AED93EAA0DC3921EC91"><enum>(2)</enum><text display-inline="yes-display-inline">all other grant funds awarded to the State under the program shall be used to provide access to child care for individuals using the service of such a one-stop delivery system.</text></paragraph></subsection><subsection id="H3DA274EAD71C48DDA0B87F0AD2225333"><enum>(d)</enum><header>Report</header><paragraph id="HBBA9BD5C068E4C98AAEA3CBADB5C550D"><enum>(1)</enum><header>Grantee reports</header><text display-inline="yes-display-inline">The Secretary shall include as a condition of receipt of the grant a requirement that the State shall submit annual reports containing—</text><subparagraph id="H05CDE8DA21434B52A6C3B8C8832BFD5D"><enum>(A)</enum><text>information on how the grant funds have been used to achieve the purpose of this Act;</text></subparagraph><subparagraph id="H1B3B91B1584B4B58A62C2EB2CA70356B"><enum>(B)</enum><text>with respect to each grant, a description of progress made toward achievement of the goals described in the application of such grantee; and</text></subparagraph><subparagraph id="H58BA26364C954F30B90344D6C0EB71D7"><enum>(C)</enum><text>a description of metrics relevant to the project, including—</text><clause id="HA173E474BB394900BD184C4536838638"><enum>(i)</enum><text display-inline="yes-display-inline">number of unique residents who utilized child care services funded under this section in a given time period; and</text></clause><clause id="H579BBF785A81466B930105F51593A1C8"><enum>(ii)</enum><text display-inline="yes-display-inline">number of children served using funds under this section in a given time period.</text></clause></subparagraph></paragraph><paragraph id="H279AFFC1F14A499EBA85E07180970BDE"><enum>(2)</enum><header>Congressional report</header><text display-inline="yes-display-inline">Not later than 5 years after the date on which the first grant is awarded under this Act, the Secretary shall submit to Congress an evaluation of all grants issued under this Act, including—</text><subparagraph id="H87C4E77B7194428FA993CE9A6B86F59E"><enum>(A)</enum><text>the goals of each grantee;</text></subparagraph><subparagraph id="HA1FFF14613D147C0A1BA8C53EB01A975"><enum>(B)</enum><text>challenges and outcomes associated with each grant; and</text></subparagraph><subparagraph id="HF6735852B1B94926BD3AA58E0BDE58C4"><enum>(C)</enum><text>recommendations with respect to future programs to achieve the purpose of this Act.</text></subparagraph></paragraph></subsection><subsection id="H6534F7244FC1411091597BFDFE7DFDD1"><enum>(e)</enum><header>State defined</header><text display-inline="yes-display-inline">In this Act, the term <quote>State</quote> means any State, the District of Columbia, Puerto Rico, and any territory or possession of the United States.</text></subsection><subsection id="H59B61B35539941CEA871264A85885E01"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this Act $5,000,000 for fiscal year 2020.</text></subsection></section></legis-body></bill>
