which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name>, and in addition to the Committees on <committee-name committee-id="HHM00">Homeland Security</committee-name>, and <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide paid parental leave to certain employees of the Federal Aviation Administration, the Transportation Security Administration, and the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body id="H4D5C3EFDC3E240DBB4CE443A99AAFD7A" style="OLC"><section id="H4DCB1F16D0D74A03A9D883836BB2D94A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VAlue FAAmily Act</short-title></quote>.</text></section><section id="H48C9ADE906BC4502AF884BEECF127B7F"><enum>2.</enum><header>Paid parental leave for certain employees of the FAA, TSA, and VA</header><subsection id="H3604842738C342F2AD9E298A05FEB167"><enum>(a)</enum><header>FAA and TSA</header><paragraph id="H9674A9EBF8D04B12AE115F84F5A72CD0"><enum>(1)</enum><header>Application of Federal fml</header><text>Section 40122(g)(2) of title 49, United States Code, is amended—</text><subparagraph id="HA941A46E039244E39A38CFA3D4BD38BD"><enum>(A)</enum><text>in subparagraph (I)(iii), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="HBF4CCFE62BD14DF1B24706C8C254690A"><enum>(B)</enum><text>in subparagraph (J), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H95ADE0BEF15D4D24918BDE9453CABBEE"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block id="H8CEC487378574838B92FF3C5FC0A7D7F" style="OLC"><subparagraph id="H0F0FA3C6CA4640768C6B622170BD5D3C"><enum>(K)</enum><text>subchapter V of chapter 63, relating to family and medical leave.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H0703077E6A684ECFAC28739F4BB46DC8"><enum>(2)</enum><header>Corrections for TSA screeners</header><text>Section 7606 of the National Defense Authorization Act for Fiscal Year 2020 is amended—</text><subparagraph id="HF619DFDFA3BE4344A90007BBB9454222"><enum>(A)</enum><text>by striking <quote>Section 111(d)(2)</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—Section 111(d)(2)</quote>; and </text></subparagraph><subparagraph id="H4BC6073F29F94D8AAB711A0E0FFC56A7"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block id="HE6FF8E94F1E64F67903948085567CC81" style="OLC"><subsection id="H2338DD6DF1954E63BB850449079A83AF"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall not be effective with respect to any event for which leave may be taken under subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/63">chapter 63</external-xref> of title 5, United States Code, occurring before October 1, 2020.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H355568A4DD8E4241A2732FB64A4C96D2"><enum>(b)</enum><header>Title 38 employees</header><text>Section 7425 of title 38, United States Code, is amended—</text><paragraph id="HAD25C2C98EFC41FEB68C2DDAD4646D66"><enum>(1)</enum><text>in subsection (b), by striking <quote>Notwithstanding</quote> and inserting <quote>Except as provided in subsection (c), and notwithstanding</quote>; and</text></paragraph><paragraph id="H90B3B7050FB241B098C62136C90DB135"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block id="H354266DB0DEA49E6B2F7D625162EB37D" style="OLC"><subsection id="H2519ECD025384410AEE27CB335F20B5E"><enum>(c)</enum><text>Notwithstanding any other provision of this subchapter, the Administration shall provide to individuals appointed to any position described in section 7421(b) who are employed by the Administration family and medical leave in the same manner, to the maximum extent practicable, as family and medical leave is provided under subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/63">chapter 63</external-xref> of title 5 to employees, as defined in section 6381(1) of such title.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFBB5CC68072648658991E4DAD49CDEB4"><enum>(c)</enum><header>Application</header><paragraph id="H831158FBD3FA4AB89DB30B1237F58CC6"><enum>(1)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by subsections (a)(1) and (b) shall not be effective with respect to any event for which leave may be taken under subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/63">chapter 63</external-xref> of title 5, United States Code, occurring before October 1, 2020.</text></paragraph><paragraph id="HEBDD9B9CCFC842F79CF8F280B2555D6E"><enum>(2)</enum><header>Service requirement for eligibility</header><text display-inline="yes-display-inline">Any Federal service by an individual provided leave by the amendments made by subsections (a)(1) or (b) of this Act or by section 7606(a) of the National Defense Authorization Act for Fiscal Year 2020 (as amended by subsection (a)(2)), including any Federal service occurring prior to the effective date of such amendments, shall count for purposes of determining the period of service requirement under section 6381(1)(B) of title 5, United States Code.</text></paragraph></subsection></section></legis-body></bill>
