 </subsection></section><section id="ida4e18eeb53ca4c19ab4791182b812102"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id269777485ff042f19717c50d1f3eb730"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means—</text>
 <subparagraph id="id53f5390f4fdb4e8389db595841ea061c"><enum>(A)</enum><text>the Secretary of the Interior, with respect to public land administered by the Secretary of the Interior; or</text>
 </subparagraph><subparagraph id="ida0bc3b698522425ba41607be848c9abf"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land.</text> </subparagraph></paragraph><paragraph id="id5e5d97a38a3142c9beb498839ef9da4d"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means the State of Oregon.</text>
			</paragraph></section><title id="idf0cc56ed2e9f49beb5748947ef702772"><enum>I</enum><header>Recreation areas</header>
			<section id="id46de6fc6e884434ea145634135761b6b"><enum>101.</enum><header>Rogue Canyon and Molalla Recreation Areas, Oregon</header>
 <subsection id="id48ab3ba08b8a49d1a7f26c0140586866"><enum>(a)</enum><header>Designation of rogue canyon and molalla recreation areas</header><text>For the purposes of protecting, conserving, and enhancing the unique and nationally important recreational, ecological, scenic, cultural, watershed, and fish and wildlife values of the areas, the following areas in the State are designated as recreation areas for management by the Secretary in accordance with subsection (c):</text>
 <paragraph id="idd953a3672b594b9d887e82031992bfa9"><enum>(1)</enum><header>Rogue canyon recreation area</header><text>The approximately 98,150 acres of Bureau of Land Management land within the boundary generally depicted as the <quote>Rogue Canyon Recreation Area</quote> on the map entitled <quote>Rogue Canyon Recreation Area Wild Rogue Wilderness Additions</quote> and dated October 10, 2018, which is designated as the <quote>Rogue Canyon Recreation Area</quote>.</text>
 </paragraph><paragraph id="id40c162e902fb4e0e9234d92426c3ec34"><enum>(2)</enum><header>Molalla recreation area</header><text>The approximately 29,884 acres of Bureau of Land Management land within the boundary generally depicted on the map entitled <quote>Molalla Recreation Area</quote> and dated September 26, 2018, which is designated as the <quote>Molalla Recreation Area</quote>.</text>
					</paragraph></subsection><subsection id="id0d885acefdf249f09b9fcdec8faa42bd"><enum>(b)</enum><header>Maps and legal descriptions</header>
 <paragraph id="idf716b6151d774bde8d730af61bb31a72"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall a prepare a map and legal description of each recreation area designated by subsection (a).</text>
 </paragraph><paragraph id="iddd7bfd52ecd3470eb09a533257798b3d"><enum>(2)</enum><header>Effect</header><text>The maps and legal descriptions prepared under paragraph (1) shall have the same force and effect as if included in this Act, except that the Secretary may correct any minor errors in the maps and legal descriptions.</text>
 </paragraph><paragraph id="idc445829e07364d45aa72c15ffb90eba3"><enum>(3)</enum><header>Public availability</header><text>The maps and legal descriptions prepared under paragraph (1) shall be available for public inspection in the appropriate offices of the Bureau of Land Management.</text>
					</paragraph></subsection><subsection id="id60a9d9e719fc406b9a0aea6c5ad54084"><enum>(c)</enum><header>Administration</header>
 <paragraph id="id5363c497a97b4553a794671e45371686"><enum>(1)</enum><header>Applicable law</header><text>The Secretary shall administer each recreation area designated by subsection (a)—</text> <subparagraph id="id13ab568186264f2e93d6553db940b887"><enum>(A)</enum><text>in a manner that conserves, protects, and enhances the purposes for which the recreation area is established; and</text>
 </subparagraph><subparagraph id="id1379748ffdaa49ebb458d3d34e8af0c3"><enum>(B)</enum><text>in accordance with—</text> <clause id="id42D8EFC6AFE64B819BBD4C283726E390"><enum>(i)</enum><text>this section;</text>
 </clause><clause id="idBF24E3550A9A419F850F802F46B86FF9"><enum>(ii)</enum><text>the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref> et seq.); and</text> </clause><clause id="idB4AB37E632604331BABE960A9DBBC695"><enum>(iii)</enum><text>other applicable laws.</text>
 </clause></subparagraph></paragraph><paragraph id="id8d3ca730941a407a88c84badb7ecdd35"><enum>(2)</enum><header>Uses</header><text>The Secretary shall only allow those uses of a recreation area designated by subsection (a) that are consistent with the purposes for which the recreation area is established.</text>
					</paragraph><paragraph id="idf95311675c1c4f66978a726ce950a434"><enum>(3)</enum><header>Road construction</header>
 <subparagraph id="id837A2F141ABE497EAF7CBA246D5D2C3D"><enum>(A)</enum><header>In general</header><text>Except as the Secretary determines necessary for public safety, no new permanent or temporary roads shall be constructed (other than the repair and maintenance of existing roads) within a recreation area designated by subsection (a).</text>
 </subparagraph><subparagraph id="ide0b30ed9ffe24c11bfe7fbb5c66b212a"><enum>(B)</enum><header>Effect</header><text>Nothing in this paragraph affects the administration by the Secretary of the Molalla Forest Road in accordance with applicable resource management plans.</text>
 </subparagraph></paragraph><paragraph id="id30ff42966abe4b44953a1dcbc3226c0c"><enum>(4)</enum><header>Vegetation management</header><text>Nothing in this section prohibits the Secretary from conducting vegetation management projects within a recreation area designated by subsection (a) to the extent consistent with the purposes of the recreation area.</text>
 </paragraph><paragraph id="id083ac8e1df6941c29eec5c4ac9e6a715"><enum>(5)</enum><header>Withdrawal</header><text>Subject to valid existing rights, all Federal surface and subsurface land within a recreation area designated by subsection (a) is withdrawn from all forms of—</text>
 <subparagraph id="idca3fdb3927f54ba3b500b05cd5b81e97"><enum>(A)</enum><text>entry, appropriation, or disposal under the public land laws;</text> </subparagraph><subparagraph id="idc834fcd4906c46bbbdee437cb1e1f10d"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text>
 </subparagraph><subparagraph id="idc628e2cc6d13449ab9545b187afc8668"><enum>(C)</enum><text>laws pertaining to mineral and geothermal leasing and mineral materials.</text> </subparagraph></paragraph></subsection><subsection id="idb67f9c2cef774db2a35049e2f441878a"><enum>(d)</enum><header>Adjacent management</header><text>Nothing in this section creates any protective perimeter or buffer zone around a recreation area designated by subsection (a).</text>
				</subsection></section></title><title id="idbd3918d3cdb64510b9a2d8e2dca6e099"><enum>II</enum><header>Additional wild and scenic river designations and technical corrections</header>
			<section id="id90c45b25a18e4a84951d28f791bb96a4"><enum>201.</enum><header>Additions to Rogue Wild and Scenic River</header>
 <subsection id="idff263fab8ea04efa84ea19a72848d2bd"><enum>(a)</enum><header>In general</header><text>Section 3(a) of the Wild and Scenic Rivers Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1274">16 U.S.C. 1274(a)</external-xref>) is amended by striking paragraph (5) and inserting the following:</text>

						<paragraph id="idc2d289cff7814ecd8242e7c688825d6e"><enum>(5)</enum><header>Rogue, Oregon</header>
 <subparagraph id="id08db2d3370df41789649ae4f2e57ca8e"><enum>(A)</enum><header>In general</header><text>The segment of the river extending from the mouth of the Applegate River downstream to the Lobster Creek Bridge, to be administered by the Secretary of the Interior or the Secretary of Agriculture, as agreed to by the Secretaries of the Interior and Agriculture or as directed by the President.</text>
 </subparagraph><subparagraph id="ida5fb26069cad4ebb961e84330a13b273"><enum>(B)</enum><header>Additions</header><text>In addition to the segment described in subparagraph (A), there are designated the following segments in the Rogue River:</text>
 <clause id="idb1d4de7759bb4412a9af749507163ea7"><enum>(i)</enum><header>Kelsey Creek</header><text>The approximately 6.8-mile segment of Kelsey Creek from the Wild Rogue Wilderness boundary in T. 32 S., R. 9 W., sec. 25, Willamette Meridian, to the confluence with the Rogue River, as a wild river.</text>
								</clause><clause id="id8312be4bca01476683a1f756b5b621b6"><enum>(ii)</enum><header>East Fork Kelsey Creek</header>
 <subclause id="idd886376dc8004bcab213495cb4a16997"><enum>(I)</enum><header>Scenic river</header><text>The approximately 0.2-mile segment of East Fork Kelsey Creek from headwaters downstream to the Wild Rogue Wilderness boundary in T. 33 S., R. 8 W., sec. 5, Willamette Meridian, as a scenic river.</text>
 </subclause><subclause id="id8fe5ec378e94415e9ae6eec751ea1c5c"><enum>(II)</enum><header>Wild river</header><text>The approximately 4.6-mile segment of East Fork Kelsey Creek from the Wild Rogue Wilderness boundary in T. 33 S., R. 8 W., sec. 5, Willamette Meridian, to the confluence with Kelsey Creek, as a wild river.</text>
									</subclause></clause><clause id="idaaf379b5cffd4c78af5682ff08523759"><enum>(iii)</enum><header>Whisky Creek</header>
 <subclause id="id1a2384575e304aa488552a0dd57766fc"><enum>(I)</enum><header>Recreational river</header><text>The approximately 1.6-mile segment of Whisky Creek from the confluence of the East Fork and West Fork to the south boundary of the non-Federal land in T. 33 S., R. 8 W., sec. 17, Willamette Meridian, as a recreational river.</text>
 </subclause><subclause id="ide4ca2ea32ec54e4086ea6fda1a41e7fb"><enum>(II)</enum><header>Wild river</header><text>The approximately 1.2-mile segment of Whisky Creek from road 33-8-23 to the confluence with the Rogue River, as a wild river.</text>

 <subclause id="id0b250b8e5f794bf28b7199b3c49be592"><enum>(I)</enum><header>Scenic river</header><text>The approximately 0.9-mile segment of East Fork Whisky Creek from its headwaters to Wild Rogue Wilderness boundary in T. 33 S., R. 8 W., sec. 11, Willamette Meridian, as a scenic river.</text>
 </subclause><subclause id="idc0e80e2a1fe94efebffc97a3af911b6a"><enum>(II)</enum><header>Wild river</header><text>The approximately 2.6-mile segment of East Fork Whisky Creek from the Wild Rogue Wilderness boundary in T. 33 S., R. 8 W., sec. 11, Willamette Meridian, downstream to road 33-8-26 crossing, as a wild river.</text>
 </subclause><subclause id="id404090b6e0354735b0de52594e4db343"><enum>(III)</enum><header>Recreational river</header><text>The approximately 0.3-mile segment of East Fork Whisky Creek from road 33-8-26 to the confluence with Whisky Creek, as a recreational river.</text>

 </paragraph><paragraph id="id00b85bb37712424b92d80fa2696433b6"><enum>(3)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text> </paragraph></subsection><subsection id="ida3b5804915ab4f4fafc60ca0c4ced9a2"><enum>(d)</enum><header>Additional protections for rogue river tributaries</header> <paragraph id="idf07d56bc48ae4adeacbb945cc2222d66"><enum>(1)</enum><header>Licensing by commission</header><text>The Federal Energy Regulatory Commission shall not license the construction of any dam, water conduit, reservoir, powerhouse, transmission line, or other project works on or directly affecting any stream described in paragraph (4).</text>
					</paragraph><paragraph id="id48cc52ea560b47a39c69d99f0caae0d2"><enum>(2)</enum><header>Other agencies</header>
 <subparagraph id="id23bdc4aa99e44e6cb0ae4a1c84f84e71"><enum>(A)</enum><header>In general</header><text>No department or agency of the United States shall assist by loan, grant, license, or otherwise in the construction of any water resources project on or directly affecting any stream segment that is described in paragraph (4), except to maintain or repair water resources projects in existence on the date of enactment of this Act.</text>
 </subparagraph><subparagraph id="id733f9d4282c44bedaad0a1907fda2c6a"><enum>(B)</enum><header>Effect</header><text>Nothing in this paragraph prohibits any department or agency of the United States in assisting by loan, grant, license, or otherwise, a water resources project—</text>
 <clause id="id790c5bf2497e4a538a2c0781870b3e30"><enum>(i)</enum><text>the primary purpose of which is ecological or aquatic restoration;</text> </clause><clause id="id6701503eea764addb1816ae2367fb284"><enum>(ii)</enum><text>that provides a net benefit to water quality and aquatic resources; and</text>
 </clause><clause id="id81308037c3c74a539d5ef9be58952154"><enum>(iii)</enum><text>that is consistent with protecting and enhancing the values for which the river was designated.</text> </clause></subparagraph></paragraph><paragraph id="id3745939cf29141b1aba83d135bed587f"><enum>(3)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Federal land located within <fraction>1/4</fraction> mile on either side of the stream segments described in paragraph (4), is withdrawn from all forms of—</text>
 <subparagraph id="id2b5f02ac59934141b6f400cdd8667e2e"><enum>(A)</enum><text>entry, appropriation, or disposal under the public land laws;</text> </subparagraph><subparagraph id="idf4095d76b8e34a069ef3b6d814d18e88"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text>

 <paragraph id="id637d43e2fcbc4fe18ba6e8eab57ede2a"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Rogue Canyon Recreation Area Wild Rogue Wilderness Additions</quote> and dated October 10, 2018.</text> </paragraph><paragraph id="id52a5b456f0594d5680a963272bebea23"><enum>(2)</enum><header>Wilderness additions</header><text>The term <term>Wilderness additions</term> means the land added to the Wild Rogue Wilderness under subsection (b)(1).</text>
					</paragraph></subsection><subsection id="id270283a550394c999883b232aafffebf"><enum>(b)</enum><header>Expansion of wild rogue wilderness area</header>
 <paragraph id="id4afab6fcdbdd4b87bb9b4e935d8de793"><enum>(1)</enum><header>Expansion</header><text>The approximately 59,512 acres of Federal land in the State generally depicted on the map as <quote>Proposed Wilderness</quote> shall be added to and administered as part of the Wild Rogue Wilderness in accordance with the Endangered American Wilderness Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/95/237">Public Law 95–237</external-xref>), except that—</text>
 <subparagraph id="id49f29fb1feee4ee3b7c21b7a142aed2f"><enum>(A)</enum><text>the Secretary of the Interior and the Secretary of Agriculture shall administer the Federal land under their respective jurisdiction; and</text>
 </subparagraph><subparagraph id="id42b0465a7e694ed4bd3b227926ec40a0"><enum>(B)</enum><text>any reference in that Act to the Secretary of Agriculture shall be considered to be a reference to the Secretary of Agriculture or the Secretary of the Interior, as applicable.</text>
						</subparagraph></paragraph><paragraph id="id8dab3a446a5c4de384f55677e4747b8d"><enum>(2)</enum><header>Map; legal description</header>
 <subparagraph id="id88387950ae4541f38d377ec4acc2d307"><enum>(A)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map and legal description of the wilderness area designated by paragraph (1).</text>
 </subparagraph><subparagraph id="idbffd7a73120e4d4cbee23972741b2f42"><enum>(B)</enum><header>Force of law</header><text>The map and legal description filed under subparagraph (A) shall have the same force and effect as if included in this section, except that the Secretary may correct typographical errors in the map and legal description.</text>
 </subparagraph><subparagraph id="id27ff633f14a446dfb7e8935eddce2c6b"><enum>(C)</enum><header>Public availability</header><text>The map and legal description filed under subparagraph (A) shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management and Forest Service.</text>
 </subparagraph></paragraph><paragraph id="id2ecadd1290f44fe6a14ab56ce1990f73"><enum>(3)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Wilderness additions are withdrawn from all forms of—</text> <subparagraph id="id4c004804f6584aa6956bfebfa57f94aa"><enum>(A)</enum><text>entry, appropriation, or disposal under the public land laws;</text>
 </subparagraph><subparagraph id="id518c649db47a416d87b7591d242fab42"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text> </subparagraph><subparagraph id="idf4df88eea57d47578bba11571872f27c"><enum>(C)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text>

 <subsection id="id362f1745f01849f9aa127f6c312e51b4"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idda90fcaf3efe4f0daa39ecce5d4c230e"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Devil’s Staircase Wilderness Proposal</quote> and dated July 26, 2018.</text>
 </paragraph><paragraph id="ideb2b555016bf401194f2e9140ebee2e0"><enum>(2)</enum><header>Wilderness</header><text>The term <term>Wilderness</term> means the Devil’s Staircase Wilderness designated by subsection (b).</text> </paragraph></subsection><subsection id="idf25e4f0bbdd444dfa0fb19cdd02f66f0"><enum>(b)</enum><header>Designation</header><text>In accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), the approximately 30,621 acres of Forest Service land and Bureau of Land Management land in the State, as generally depicted on the map, is designated as wilderness and as a component of the National Wilderness Preservation System, to be known as the <quote>Devil’s Staircase Wilderness</quote>.</text>

 <paragraph id="id848068c5d9ff4334972b119d508431f9"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map and legal description of the Wilderness.</text>
 </paragraph><paragraph id="id45251c1bee2a4994bd8cc20e3a50cf3b"><enum>(2)</enum><header>Force of law</header><text>The map and legal description prepared under paragraph (1) shall have the same force and effect as if included in this Act, except that the Secretary may correct clerical and typographical errors in the map and legal description.</text>
 </paragraph><paragraph id="idd51c524ef18b4c09b3dde192eb481c83"><enum>(3)</enum><header>Availability</header><text>The map and legal description prepared under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Forest Service and Bureau of Land Management.</text>
 </paragraph></subsection><subsection id="id93c8083b727b4677bab489db5f73a29a"><enum>(d)</enum><header>Administration</header><text>Subject to valid existing rights, the area designated as wilderness by this section shall be administered by the Secretary in accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), except that—</text>
 <paragraph id="id83c3fea7e4d6434bbf396c0bb24d0e09"><enum>(1)</enum><text>any reference in that Act to the effective date shall be considered to be a reference to the date of enactment of this Act; and</text>
 </paragraph><paragraph id="id3cfa00f1e4a64edd9bb3ff493fd517e4"><enum>(2)</enum><text>any reference in that Act to the Secretary of Agriculture shall be considered to be a reference to the Secretary that has jurisdiction over the land within the Wilderness.</text>
 </paragraph></subsection><subsection id="id3dd0c28d9e6c4eba8cb0cacdeb10707c"><enum>(e)</enum><header>Fish and wildlife</header><text>Nothing in this section affects the jurisdiction or responsibilities of the State with respect to fish and wildlife in the State.</text>
				</subsection><subsection id="id29380c43153c4c09a7bf348465265e95"><enum>(f)</enum><header>Adjacent management</header>
 <paragraph id="id3d02935cc40548958207bae55b5e32fa"><enum>(1)</enum><header>In general</header><text>Nothing in this section creates any protective perimeter or buffer zone around the Wilderness.</text> </paragraph><paragraph id="id22953613300b4740bab902fc6db18d21"><enum>(2)</enum><header>Activities outside wilderness</header><text>The fact that a nonwilderness activity or use on land outside the Wilderness can be seen or heard within the Wilderness shall not preclude the activity or use outside the boundary of the Wilderness.</text>
 </paragraph></subsection><subsection id="id1c41753dfe984c568aeff742e83cf365"><enum>(g)</enum><header>Protection of tribal rights</header><text>Nothing in this section diminishes any treaty rights of an Indian tribe.</text> </subsection><subsection id="idfc289804708141f7982a76193c556886"><enum>(h)</enum><header>Transfer of administrative jurisdiction</header> <paragraph id="idb21b49820963439b82af5ce9f3789c82"><enum>(1)</enum><header>In general</header><text>Administrative jurisdiction over the approximately 49 acres of Bureau of Land Management land north of the Umpqua River in T. 21 S., R. 11 W., sec. 32, is transferred from the Bureau of Land Management to the Forest Service.</text>
 </paragraph><paragraph id="id2035d5055d114a8a80a0b6eef2d28c35"><enum>(2)</enum><header>Administration</header><text>The Secretary shall administer the land transferred by paragraph (1) in accordance with—</text> <subparagraph id="id591a4407945945f1a20b025122b8ab18"><enum>(A)</enum><text>the Act of March 1, 1911 (commonly known as the <quote>Weeks Law</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/16/480">16 U.S.C. 480</external-xref> et seq.); and</text>
 </subparagraph><subparagraph id="id3691a75c7d624eebaac4c5551ea07d9c"><enum>(B)</enum><text>any laws (including regulations) applicable to the National Forest System.</text></subparagraph></paragraph></subsection></section></title></legis-body></bill>
