			 develop
			 policies to address security concerns with climate change and serve as a
			 liaison with other Federal agencies and international partners on climate
			 security issues, to express concern with, and improved preparedness for,
			 growing security issues in the Arctic, to establish the position of
			 Special
			 Representative for the Arctic, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="idC32AF89EFA4F4C04B0FA070D8BB6F9AF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Climate Security Act of 2019</short-title></quote>.</text> </section><section id="idEF894CC8D65F4ECE8666A45674A66AD1"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
 <paragraph id="id83364b83e1c64d9f8e05886a3db58f86"><enum>(1)</enum><text>the impacts of climate change are—</text> <subparagraph id="id8FB78449FE954392A097AC338F008684"><enum>(A)</enum><text>worsening natural disasters and global water, food, health, and energy insecurities;</text>
 </subparagraph><subparagraph id="id65B8DBD2CAEA448DBE8A1FB0B6910E39"><enum>(B)</enum><text>contributing to the conditions that lead to intrastate and interstate conflict, state instability, and state failure; and</text>
 </subparagraph><subparagraph id="id29FDB688F27C47EE9BA300B482AA7248"><enum>(C)</enum><text>straining United States and allied military readiness, operations, and strategy;</text> </subparagraph></paragraph><paragraph id="idce9acf4b93a040c4847528d3b12ee054"><enum>(2)</enum><text>the impacts of climate change on sea level and on the Arctic region are among the most significant current and projected impacts of climate change on national and international security;</text>
 </paragraph><paragraph id="id98edebe959754fbbbb5445d323e212a9"><enum>(3)</enum><text>during the administrations of George H. W. Bush, William J. Clinton, George W. Bush, and Barack H. Obama, various departments and agencies of the Federal Government initiated actions to prepare for and reduce climate-change-related risks to national security;</text>
 </paragraph><paragraph id="id5d787b7c24054c72a6a22a87effe0d52"><enum>(4)</enum><text>the Intelligence Community, the Department of Defense, the Department of State, a broad range of national security experts and organizations, and key allies of the United States have concluded that—</text>
 <subparagraph id="idE44F6D59FD8443B6B12E01932B51F26F"><enum>(A)</enum><text>the impacts of climate change already present a strategically significant risk to the United States and our allies and partners; and</text>
 </subparagraph><subparagraph id="idDAEF205B62D44C2CACA49EFDA9E09CA6"><enum>(B)</enum><text>this risk will increase over time;</text> </subparagraph></paragraph><paragraph id="id339d81e908ef4231812d68b3407adcfa"><enum>(5)</enum><text>the collaboration of the National Oceanic and Atmospheric Administration, the Department of the Navy, the Department of the Air Force, the Department of Energy, the National Aeronautics and Space Administration, and the National Science Foundation on the National Earth System Prediction Capability provides accurate global analysis and prediction capabilities for the physical environment that enhances response and prevention strategies to national security threats;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9131F8DD14BE4335A11943040CFD7AFE"><enum>(6)</enum><text display-inline="yes-display-inline">comprehensive action must be taken to ensure that the response of the United States and of our key international partners is commensurate with the scale of the existing and projected climate-related risks to national and international security;</text>
 </paragraph><paragraph id="id2e68845f892d43f090beb28a9febba1a"><enum>(7)</enum><text>these responses should include actions—</text> <subparagraph id="id4316baa2d4a740b3b7d8533e5a5b0f61"><enum>(A)</enum><text>to reduce the contributions to climate change caused by human activity; and</text>
 </subparagraph><subparagraph id="id847FBC123DF547A0B6CC29DFB29757D9"><enum>(B)</enum><text>to adapt to and to increase resiliency to the impacts of climate change; and</text> </subparagraph></paragraph><paragraph id="idf1da3e5972994cd5b2f1443c0eb3f2b0"><enum>(8)</enum><text>the United States requires, but does not now have, comprehensive and effective whole of government, whole of nation, and international strategies to address existing climate-related security risks and anticipated increases in such risks.</text>
 </paragraph></section><section id="id985F26C50A7C4B0F90073D098354C1BE"><enum>3.</enum><header>Climate Security Envoy</header><text display-inline="no-display-inline">Section 1 of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a</external-xref>) is amended—</text> <paragraph id="idFC1BF01976AC47C5981EA48E56E4A1C0"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsection (g) as subsection (i); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7E794F338F54433386564A4AF146B940"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text> <quoted-block display-inline="no-display-inline" id="idB96BD6DB9439484E9E2B57CFECFD2AB8" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="IDA15CFB1E6D3A4F9BBFAC96E704CE86F3"><enum>(g)</enum><header display-inline="yes-display-inline">Climate Security Envoy</header> <paragraph commented="no" display-inline="no-display-inline" id="IDC461D7EDCCCA4EB68391C5CF1EBC160B"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the President shall appoint, by and with the advice and consent of the Senate, a Climate Security Envoy, who shall serve within the Office of the Secretary of State.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCFA4B580FE0042DD9C8000EBD2048FD9"><enum>(2)</enum><header>Duties</header><text>The Climate Security Envoy—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idDB312B8F0A0842C6AAD92959C41EE792"><enum>(A)</enum><text>shall develop a climate security policy in accordance with paragraph (3);</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC4EF9E5C72834261A3EF0510A7DB52E6"><enum>(B)</enum><text>shall coordinate the integration of the climate security policy into applied strategies across programmatic and regional bureaus and into the Department of State’s decision-making processes;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id01A93091546C4580BA43AEF0F940D611"><enum>(C)</enum><text>shall serve as a key point of contact for other Federal agencies, including the Department of Defense, the Department of Homeland Security, and the Intelligence Community, on climate security issues;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id122D62EDDF47410AA8DC6DD01DA5CB48"><enum>(D)</enum><text>shall use the voice, vote, and influence of the United States to encourage other countries and international multilateral organizations to support the principles of the climate security policy implemented under paragraph (3);</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD756D50986EF465EB9A460731083490A"><enum>(E)</enum><text>shall perform such other duties and exercise such powers as the Secretary of State shall prescribe; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id03FF4BD5411640339B6DA5EC4B891294"><enum>(F)</enum><text>may not perform the functions of the Special Envoy for Climate Change to the United Nations or serve as the United States negotiator in any international fora to address climate change.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID20B0F8A6D661408EB0A973FD8E16D2C0"><enum>(3)</enum><header>Climate security policy</header><text>The Climate Security Envoy shall develop and implement a climate security policy that includes requirements for the Bureau of Conflict and Stabilization Operations, the Bureau of Political-Military Affairs, embassies, regional bureaus, and other offices with a role in conflict avoidance, prevention and security assistance, or humanitarian disaster response, prevention, and assistance to assess, develop, budget for, and (upon approval) implement plans, policies, and actions—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id7A23D1B8194C4C5A90C41084EA8A39C9"><enum>(A)</enum><text>to enhance resilience to the effects of climate change as a principal means of reducing the risk of conflict and instability;</text>
 </subparagraph><subparagraph id="id953d3c7e36304161ab314a515a56f858"><enum>(B)</enum><text>to evaluate specific added risks to certain regions and countries that are—</text> <clause id="idCCB5E8E0ACD344FD87F1383CB0B5FFEE"><enum>(i)</enum><text>vulnerable to the effects of climate change; and</text>
 </clause><clause id="id007628ED439647CE982272D6EEAB575F"><enum>(ii)</enum><text>strategically significant to the United States;</text> </clause></subparagraph><subparagraph id="idbae4b8cb26ff4724b4e58c1a2bacc48b"><enum>(C)</enum><text>to account for the impacts on human health, safety, stresses, reliability, food production, fresh water and other critical natural resources, and economic activity;</text>
 </subparagraph><subparagraph id="idd33be6ad24f54954b88f49dba5364c2e"><enum>(D)</enum><text>to coordinate the integration of climate change risk and vulnerability assessments into the decision-making process on foreign assistance awards;</text>
 </subparagraph><subparagraph id="id3336f852a7b746f6a37bc8f52c14e8bb"><enum>(E)</enum><text>to advance principles of good governance by encouraging foreign governments, particularly nations that are least capable of coping with the effects of climate change—</text>
 <clause id="idC3D70641B986426BBDC7FB4882E70B62"><enum>(i)</enum><text>to conduct climate security evaluations; and</text>
 </clause><clause id="idC70F0CADEC224BCC8FF17030815A0DE3"><enum>(ii)</enum><text>to facilitate the development of climate security action plans to ensure stability and public safety in disaster situations in a humane and responsible fashion; and</text>
 </clause></subparagraph><subparagraph id="id8481e96b86a24a7dae4a02b8f63adf25"><enum>(F)</enum><text>to evaluate the vulnerability, security, susceptibility, and resiliency of United States assets and interests abroad.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4640A2BE518E436E9F1CF94B4DF98181"><enum>(4)</enum><header>Report</header><text>The Climate Security Envoy shall regularly report to the Secretary of State on activities described in paragraphs (2) and (3) to integrate climate concerns into agendas and program budget requests.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFE1CE1573ED84DBDA181F4E84EB54BF2"><enum>(5)</enum><header>Rank and status of ambassador</header><text>The Climate Security Envoy shall have the rank and status of Ambassador at Large.</text> </paragraph><paragraph id="id639D985275284DE5BF46D1D4D32E74F5"><enum>(6)</enum><header>Defined term</header><text display-inline="yes-display-inline">In this subsection, the term <term>climate security</term> means the effects of climate change on—</text>
 <subparagraph id="idF26CBC198AFF4D97B1E14C08A03ACDD4"><enum>(A)</enum><text display-inline="yes-display-inline">United States national security concerns and subnational, national, and regional political stability; and</text>
 </subparagraph><subparagraph id="id92DAA5916EF54B34A37C6DC8AC210979"><enum>(B)</enum><text display-inline="yes-display-inline">overseas security and conflict situations that are potentially exacerbated by dynamic environmental factors and events, including—</text>
 <clause id="idC223CE196FA9461D9D3B815F4AB90DFB"><enum>(i)</enum><text display-inline="yes-display-inline">the intensification and frequency of droughts, floods, wildfires, tropical storms, and other extreme weather events;</text>
 </clause><clause id="id07336F7AD09542A3A587BA5A14669F1F"><enum>(ii)</enum><text display-inline="yes-display-inline">changes in historical severe weather, drought, and wildfire patterns;</text> </clause><clause id="idE7346AE4F8624E02BF7273B21CD5F0E9"><enum>(iii)</enum><text display-inline="yes-display-inline">the expansion of geographical ranges of droughts, floods, and wildfires into regions that had not regularly experienced such phenomena;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id465F635DA2154D2AAFD8EA06159DD018"><enum>(iv)</enum><text display-inline="yes-display-inline">global sea level rise patterns and the expansion of geographical ranges affected by drought; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="idA71BC761643C40C298065E44B53BE124"><enum>(v)</enum><text>changes in marine environments that effect critical geostrategic waterways, such as the Arctic Ocean, the South China Sea, the South Pacific Ocean, the Barents Sea, and the Beaufort Sea.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id7ef7fa6d16cf4203969a408f290003cb"><enum>4.</enum><header>Enhancing United States understanding on global climate disruptions</header>
 <subsection id="idf2c5834b14b14647a5408dd6dc496666"><enum>(a)</enum><header>In general</header><text>The President shall conduct periodic comprehensive evaluations of present and ongoing disruptions to the global climate system that analyze—</text>
 <paragraph id="id18d603a427f84765a1fd975ba35fad58"><enum>(1)</enum><text>the intensity, frequency, and range of natural disasters;</text> </paragraph><paragraph id="id4b1cbd9e581c433ba12382034c136125"><enum>(2)</enum><text>the scarcity of global natural resources, including fresh water;</text>
 </paragraph><paragraph id="id625e04e635e94e618979b432a6ab9a2a"><enum>(3)</enum><text>global food, health, and energy insecurities;</text> </paragraph><paragraph id="id5f0653281762434c9e438f6ea9aeb7e7"><enum>(4)</enum><text>conditions that contribute to—</text>
 <subparagraph id="id083ec42915fe4f1aae304006501f0b38"><enum>(A)</enum><text>intrastate and interstate conflict;</text> </subparagraph><subparagraph id="id286e0f6806fc48f4bf4cdec6e1cffa2f"><enum>(B)</enum><text>political and economic instability;</text>
 </subparagraph><subparagraph id="ide6bd9af876d4466b903210b7362406f4"><enum>(C)</enum><text>migration of vulnerable and underserved populations;</text> </subparagraph><subparagraph id="id8a9afe22e116412f9f01f39cdcd07b23"><enum>(D)</enum><text>state failure; and</text>
 </subparagraph><subparagraph id="id14599bc911fd4e6cb382ef97b9cbebb9"><enum>(E)</enum><text>gender based violence; and</text> </subparagraph></paragraph><paragraph id="idd1532cdb8492454482c6f4d6469ed652"><enum>(5)</enum><text>United States and allied military readiness, operations, and strategy.</text>
 </paragraph></subsection><subsection id="iddc33b16640bd491fadc7249719fe093f"><enum>(b)</enum><header>Purposes</header><text>The purposes of the evaluations conducted under subsection (a) shall be—</text> <paragraph id="id1d270a088c1f47d3956c873ffb1dc38a"><enum>(1)</enum><text>to support the practical application of scientific data and research on climate change’s dynamic effects around the world towards improving resilience, adaptability, security, and stability in the face of growing global environmental risks and changes;</text>
 </paragraph><paragraph id="id61e2daa171cb423ea4821c0bdf877c35"><enum>(2)</enum><text>to ensure that the strategic planning and mission execution of United States international development and diplomatic missions adequately account for heightened and dynamic risks and challenges associated with the effects of climate change;</text>
 </paragraph><paragraph id="id375babd2faea4e1c97e358f17411d70c"><enum>(3)</enum><text>to improve coordination between United States science agencies conducting research and forecasts on the causes and effects of climate change and United States national security agencies; and</text>
 </paragraph><paragraph id="id6b4ec74c21fe4ca4b4690e8125ddf4e1"><enum>(4)</enum><text>to better understand the effects of global climate disruptions on all genders, thereby leading to better, more sustainable, and targeted solutions.</text>
 </paragraph></subsection><subsection id="id58f81e070c114f55a106e27c1ac39158"><enum>(c)</enum><header>Scope</header><text>The evaluations conducted under subsection (a) shall—</text> <paragraph id="id98681F5ACE2E40A09802B446DDC8F78A"><enum>(1)</enum><text>examine developing countries’ vulnerabilities and risks associated with global, regional, and localized effects of climate change, including utilizing gender analysis; and</text>
 </paragraph><paragraph id="id079B27C91CA04010B064E858D18594D0"><enum>(2)</enum><text>assess and make recommendations regarding necessary measures to mitigate risks and reduce vulnerabilities associated with effects, including—</text>
 <subparagraph id="id8cd75b60548d4dbc9db602b2bd0d6667"><enum>(A)</enum><text>sea level rise;</text> </subparagraph><subparagraph id="idb5e590a913f34f7cb41ddf910ade32fe"><enum>(B)</enum><text>freshwater resource scarcity;</text>
 </subparagraph><subparagraph id="id40c7c071bcac44f59d01b2cfa509165d"><enum>(C)</enum><text>wildfires; and</text> </subparagraph><subparagraph id="idd69d31a4b5464891b2b09c7fd3cbb6eb"><enum>(D)</enum><text>increased intensity and frequency of extreme weather conditions and events, including flooding, drought, and extreme storm events, including tropical cyclones.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" id="id181072a7c89b4738afae8a8f18886598"><enum>(d)</enum><header>Report</header><text>The President shall—</text> <paragraph commented="no" id="id0EF48CDFD9394DAA98DDC8680896FE3C"><enum>(1)</enum><text>compile a report containing a summary of the results of the evaluations conducted under this section; and</text>
 </paragraph><paragraph commented="no" id="idD4585DEE1D974D2FB11F83D82E3CD13E"><enum>(2)</enum><text>make such report available to the public.</text> </paragraph></subsection></section><section id="idd3369851a8b94da7a56837df92a90969"><enum>5.</enum><header>Transparency</header> <subsection id="id7d05e44998644544a9cf44d29e2daebe"><enum>(a)</enum><header>In general</header><text>Any commission, advisory panel, or committee designated by the President to examine or evaluate climate security (as defined in section 1(g)(6) of the State Department Basic Authorities Act of 1956, as added by section 3) shall comply with the Federal Advisory Committee Act (5 U.S.C. App.).</text>
 </subsection><subsection id="idf4e414d48641495c96160f7289e17d6f"><enum>(b)</enum><header>Whistleblower protections</header><text>Section 2302(b)(8)(A) of title 5, United States Code, is amended—</text> <paragraph id="id9226d554684547918f81af6b1bcdc242"><enum>(1)</enum><text>in clause (i), by striking <quote>, or</quote> and inserting a semicolon;</text>
 </paragraph><paragraph id="id5813cc9eff254d9798ff621036367163"><enum>(2)</enum><text>by redesignating clause (ii) as clause (iii); and</text> </paragraph><paragraph id="id5622613e81c44cc3ad5059c08f206df8"><enum>(3)</enum><text>by inserting after clause (i) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id8D4F3A06F4B5434592B9E9EEF9BF3A53" style="OLC">
 <clause id="id79AFA0033CEC415EAFD798ADC4A3D945"><enum>(ii)</enum><text>a deliberate manipulation, misjudgment, removal, or obfuscation of, or failure to take into account, data and information critical to fulsome or accurate national security assessment and planning; or</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection commented="no" id="id72df241859d44c9d9deced530c88f967"><enum>(c)</enum><header>Accessibility of processes</header><text>The President shall ensure that the draft and final reports, studies, and policy recommendations relating to climate security research that are compiled by entities working under the direction of the Federal Government are made available to the public.</text>
 </subsection></section><section id="id7014a67f07d64c55b51a4a82204c7644"><enum>6.</enum><header>Sense of Congress on Arctic security</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="idE0F6F90610FC444F96821A607049364E"><enum>(1)</enum><text display-inline="yes-display-inline">the rapidly changing Arctic environment—</text>
 <subparagraph id="idcad6c11b77b84677b9f2ba6be65d3218"><enum>(A)</enum><text>creates new national and regional security challenges due to increased military activity in the Arctic;</text>
 </subparagraph><subparagraph id="idB75F28940D29469399B3B6CD43652E0F"><enum>(B)</enum><text>heightens the risks of potential conflicts spilling over into the Arctic region from interventions and theaters of tension in other regions of the world;</text>
 </subparagraph><subparagraph id="id5238bf3dbd5b4ecda7a7b735a63efa4f"><enum>(C)</enum><text>threatens maritime safety due to inadequate regional resource capacity to patrol the increases in vessel traffic this remote region is experiencing from the increased expanses of open Arctic water from diminished annual levels of sea ice;</text>
 </subparagraph><subparagraph id="idf6f1818d7adf44cc83047ec579583a42"><enum>(D)</enum><text>impacts public safety due to increased human activity in the Arctic region where search and rescue capacity remains very limited; and</text>
 </subparagraph><subparagraph id="id230d40508b514d03be7e3454c93602e3"><enum>(E)</enum><text>threatens the health of the Arctic’s fragile and historically pristine environment and the unique and highly sensitive species found in the Arctic’s marine and terrestrial ecosystems; and</text>
 </subparagraph></paragraph><paragraph id="id20b919b347204a2a9615cf8432c5e0c2"><enum>(2)</enum><text>the United States should reduce the consequences outlined in paragraph (1) by—</text> <subparagraph id="ideb53608ac8444d048d348306cce63414"><enum>(A)</enum><text>carefully evaluating the wide variety and extremely dynamic set of security and safety risks unfolding in the Arctic;</text>
 </subparagraph><subparagraph id="id915BBACFCA924071B3957374839F99E0"><enum>(B)</enum><text>developing policies and making preparations for mitigating and responding to threats and risks in the Arctic;</text>
 </subparagraph><subparagraph id="iddcae0a6270044ee9ab8c82f510446567"><enum>(C)</enum><text>adequately funding the National Earth System Prediction Capability to substantively improve weather, ocean, and ice predictions on time scales necessary for ensuring regional security and trans-Arctic shipping;</text>
 </subparagraph><subparagraph id="id689B0855286349279CAF38D4D72B9D29"><enum>(D)</enum><text>investing in resources, including a significantly expanded icebreaker fleet, to ensure that the United States has adequate capacity to prevent and respond to security threats in the Arctic region; and</text>
 </subparagraph><subparagraph id="ida497f935010a444d94c6e3fe85ccc546"><enum>(E)</enum><text>pursuing diplomatic engagements with all nations in the Arctic region to reach an agreement for—</text> <clause id="id5F2F8FA64F394A23857EC9A6BF1E27D0"><enum>(i)</enum><text>maintaining peace and stability in the Arctic region; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idE3DAD97043AD4187BED01878D456AADF"><enum>(ii)</enum><text>fostering cooperation on stewardship and safety initiatives in the Arctic region.</text> </clause></subparagraph></paragraph></section><section id="id71E5BD87C05D4B259E8974EC44E9E208"><enum>7.</enum><header>United States Special Representative for the Arctic</header><text display-inline="no-display-inline">Section 1 of the State Department Basic Authorities Act of 1956, as amended by section 3, is further amended by inserting after subsection (g) the following:</text>

				<subsection id="ida237233b11874d519e1e3b6a3cd10458"><enum>(h)</enum><header>Special representative for the Arctic</header>
 <paragraph id="ide9f40dfd14f84525af21ce3ab284705d"><enum>(1)</enum><header>Designation</header><text>The Secretary of State shall designate a Special Representative for the Arctic—</text> <subparagraph id="ide615ada5ab1b4e779b25a6ccf501429e"><enum>(A)</enum><text>to coordinate the United States Government response to international disputes and needs in the Arctic;</text>
 </subparagraph><subparagraph id="id7346e017be4b4f7cba42cda2e63bb595"><enum>(B)</enum><text>to represent the United States Government, as appropriate, in multilateral fora in discussions concerning access, cooperation, conservation, cultural relations, and transit in the Arctic; and</text>
 </subparagraph><subparagraph id="idfadc09823b924724a4b7b2899f6ed118"><enum>(C)</enum><text>to formulate United States policy to assist in the resolution of international conflicts in the Arctic.</text>
 </subparagraph></paragraph><paragraph id="idea46faed3eb042ae841a2f4ca25edba1"><enum>(2)</enum><header>Other responsibilities</header><text>The individual designated under paragraph (1) may carry out the duties set forth in paragraph (1) in addition to other assigned responsibilities.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
