			 hazing incidents, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H1ADFE886549B435B84A5E0C6E857DC4B" style="OLC">
 <section id="H69D44B6FC63D42CC9139F3483679A4BD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Report and Educate About Campus Hazing Act</short-title></quote> or the <quote><short-title>REACH Act</short-title></quote>.</text> </section><section id="HF8A3699C8B3D46D1AE11D58DA7732437"><enum>2.</enum><header>Inclusion of hazing incidents in annual security reports</header><text display-inline="no-display-inline">Section 485(f)(1)(F) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1092">20 U.S.C. 1092(f)(1)(F)</external-xref>) is amended—</text>
 <paragraph id="H613B2FEBC3D744B8B72801E09626D5E4"><enum>(1)</enum><text>in clause (i)(IX), by striking <quote>and</quote> after the semicolon;</text> </paragraph><paragraph id="HE8DEA2EFE88F4B569FC3AD23A6963D91"><enum>(2)</enum><text>in clause (ii), by striking <quote>and</quote> after the semicolon;</text>
 </paragraph><paragraph id="H9E549D31E4FA4900B9F31E522806E630"><enum>(3)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="H3D559EDD04D14275BFBE41D6095307BA"><enum>(4)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H693C9F167D3C48669DADF582514AC3A1" style="OLC">
 <clause id="H02FD4432124B4226B21F32F3619A4915" indent="up1"><enum>(iv)</enum><text display-inline="yes-display-inline">of hazing incidents that were reported to a campus official.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="H16D32560989F43F9990091B5F37BD500"><enum>3.</enum><header>Definition of hazing</header><text display-inline="no-display-inline">Section 485(f)(6)(A) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1092">20 U.S.C. 1092(f)(6)(A)</external-xref>) is amended—</text>
 <paragraph id="id7A113A3AB8A341B79E545D80800E7FAE"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating clauses (iii) through (v) as clauses (iv) through (vi), respectively; and</text> </paragraph><paragraph id="idD4CC799A3EB64E1DA1ADE9B7393D0DCB"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after clause (ii) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6138B3839AE74E3F8F9E12D9D690D2F4" style="OLC">
 <clause id="H6B46D4B3640C4EFDA59BE98612D0461F" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">The term <term>hazing</term> means any intentional, knowing, or reckless act committed by a student, or a former student, of an institution of higher education, whether individually or in concert with other persons, against another student (regardless of that student's willingness to participate), that—</text>
 <subclause id="H9051C01ED68F494BB754999583FB4068"><enum>(I)</enum><text display-inline="yes-display-inline">was committed in connection with an initiation into, an affiliation with, or the maintenance of membership in, any organization that is affiliated with such institution of higher education (including any athletic team affiliated with that institution); and</text>
 </subclause><subclause id="HC1838058760344FFB1DD355AEDBDE75D"><enum>(II)</enum><text display-inline="yes-display-inline">contributes to a substantial risk of physical injury, mental harm, or degradation or causes physical injury, mental harm, or personal degradation.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="H065D1F8EA06E43508B1ADAE7BFDAA7C1"><enum>4.</enum><header>Recording of hazing incidents</header><text display-inline="no-display-inline">Section 485(f)(7) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1092">20 U.S.C. 1092(f)(7)</external-xref>) is amended by inserting after the second sentence the following: <quote>For hazing incidents, such statistics shall be compiled in accordance with the definition of that term in paragraph (6)(A)(iii).</quote>.</text>
 </section><section id="HEA10522EC86C4ECF811F6D6CC366B46A"><enum>5.</enum><header>Educational program on hazing</header><text display-inline="no-display-inline">Section 487(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1094">20 U.S.C. 1094(a)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HC3E2677746924B41A3F82A0F2A10E694" style="OLC">
 <paragraph id="H4B9E3082C95C40C1B3C52575636A80CF"><enum>(30)</enum><text display-inline="yes-display-inline">The institution shall provide a comprehensive program to prevent hazing (as defined in section 485(f)(6)(A)(iii)). The program shall—</text>
 <subparagraph id="id7C8B1079C5B94557A977908C7912A2A0"><enum>(A)</enum><text display-inline="yes-display-inline">be a campus-wide program for students, staff, faculty, and other campus stakeholders (such as alumni and families of students);</text>
 </subparagraph><subparagraph id="id389F17A7EB7E4D7AA8F54C1CB813FC47"><enum>(B)</enum><text display-inline="yes-display-inline">be a research-based program;</text> </subparagraph><subparagraph id="id602450DF2666410B94B25F8466CA02DE"><enum>(C)</enum><text>be designed and implemented in partnership with a broad coalition of campus stakeholders, including leadership of the institution, faculty, staff, students, alumni, and families of students;</text>
 </subparagraph><subparagraph id="id8C7C6EC4E38A490299F53D591F53978B"><enum>(D)</enum><text display-inline="yes-display-inline">include information on hazing awareness, hazing prevention, the institution’s policies on hazing, how to report hazing, and the process used to investigate hazing; and</text>
 </subparagraph><subparagraph id="idEB37415D23A14999B7827726B68F516A"><enum>(E)</enum><text display-inline="yes-display-inline">include skill building for bystander intervention, information about ethical leadership, and the promotion of strategies for building group cohesion without hazing.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
