		<official-title>To prohibit the use of funds to take any action that would constitute a violation of the
			 Intermediate-Range Nuclear Forces Treaty for the duration of the six-month
			 withdrawal period from the INF Treaty, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preserving Arms Control Treaties (PACT) Act of 2019</short-title></quote>.</text>
		</section><section id="id4663532b5f034aed939cd96ea5ba6bf1"><enum>2.</enum><header>Prohibition on use of funds to take actions that would constitute violations of the
			 Intermediate-Range Nuclear Forces Treaty during the
			 six-month withdrawal period from the Treaty</header>
 <text display-inline="no-display-inline">Notwithstanding any other provision of law, no funds may be obligated or expended to take any action that would constitute a violation of the INF Treaty for the duration of the six-month withdrawal period under the Treaty, effective as of February 2, 2019.</text>
		</section><section id="id46F56CD23BC64C5C9A43E409C34E93BA"><enum>3.</enum><header>Report on INF Treaty withdrawal</header>
 <subsection id="id39F24551FE8D4100A3D5A295A290206A"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, and every 30 days thereafter during the six-month withdrawal period described in section (2), the Secretary of State, in concurrence with the Secretary of Defense and the Director of National Intelligence, shall submit to the appropriate committees of Congress a report that includes the following elements:</text>
 <paragraph id="id9ff0cc158b144babbbdfcb486f58791b"><enum>(1)</enum><text>A description of diplomatic, economic, and INF-compliant military measures that the United States has undertaken in order to bring the Russian Federation back into compliance during the six-month withdrawal period, including consultations with North Atlantic Treaty Organization (NATO) allies.</text>
 </paragraph><paragraph id="idd1b42eddc1ad4ad180fdc6009023a55f"><enum>(2)</enum><text>A description of the status of the development of the Russian Federation’s GLCM (SSC–8) and any other INF-range systems, their capabilities, current deployment levels, and the threat they may pose to the United States European and Asian allies and assets in the region.</text>
 </paragraph><paragraph id="ida9c2bd18e09e46a3a6a257790d363e28"><enum>(3)</enum><text>A formal, detailed description of the arms control proposal that the President referenced in his State of the Union Address on February 5, 2019, and the status of any offer to convene the party or parties therein referenced to negotiate the terms of a new agreement.</text>
 </paragraph></subsection><subsection id="id63d2ebd92ef144d3a56662d744eb7605"><enum>(b)</enum><header>Form of report</header><text>The report required under subsection (a) shall be unclassified with a classified annex if necessary.</text>
 </subsection></section><section id="id1a80dec28131447089297a1640508506"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id63B479EA583E4C879B1DF3461D58A2FC"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>the term <term>appropriate committees of Congress</term> means—</text>
 <subparagraph id="id2498469f36824090a1ad6ced396f816a"><enum>(A)</enum><text>the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate; and</text>
 </subparagraph><subparagraph id="ide019217d2e4a4afa9e7c029cfa21a14a"><enum>(B)</enum><text>the Committee on Foreign Affairs, the Committee on Armed Services, and the Committee on Appropriations of the House of Representatives.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id27D6859CEC2E49789385D979363E5A0D"><enum>(2)</enum><header>INF Treaty</header><text>The term <term>INF Treaty</term> means the Treaty between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, together with the Memorandum of Understanding and Two Protocols, signed at Washington December 8, 1987, and entered into force June 1, 1988.</text></paragraph></section></legis-body>
