			 States and transportation planning organizations accessibility data sets,
			 and for other purposes. </official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="id2F8A04D5059B42FAA3D60463B9E87D87" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act</short-title></quote> or the <quote><short-title>COMMUTE Act</short-title></quote>.</text> </section><section id="idF9FD3333EF0B420A9209E88F2CA2E317" section-type="subsequent-section"><enum>2.</enum><header>Accessibility data pilot program</header> <subsection id="id02C97B24D402445ABAA5F035BA213748"><enum>(a)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation (referred to in this section as the <quote>Secretary</quote>) shall carry out an accessibility data pilot program (referred to in this section as the <quote>pilot program</quote>).</text>
 </subsection><subsection id="idA4E038CD9D3A4B759642E98E91420BA8"><enum>(b)</enum><header>Purpose</header><text>The purpose of the pilot program is to develop or make available an accessibility data set for each eligible entity selected to participate in the pilot program to improve transportation planning of those eligible entities by measuring the level of access by multiple transportation modes to important destinations, such as—</text>
 <paragraph id="idA15FF934E50947BE96CB0B71160E583D"><enum>(1)</enum><text>jobs, including areas with a concentration of available jobs;</text> </paragraph><paragraph id="idF047D6B63A124C3682CC7BA393F78F74"><enum>(2)</enum><text>health care facilities;</text>
 </paragraph><paragraph id="id16FB092B22E0451BB8D20DCB6062038C"><enum>(3)</enum><text>child care services;</text> </paragraph><paragraph id="id47EE922FAE314E5983DEF2DCCF8C0896"><enum>(4)</enum><text>educational and workforce training facilities;</text>
 </paragraph><paragraph id="id2F3693BB6C214A92852B2D4882636F5C"><enum>(5)</enum><text>affordable housing; and</text> </paragraph><paragraph id="idA49F93B47D2C4D0FA50F3CBD043D2F3F"><enum>(6)</enum><text>food sources.</text>
 </paragraph></subsection><subsection id="idBD1DE1CA75BB49F8AA2CE185DB2104BC"><enum>(c)</enum><header>Eligible entities</header><text>An entity eligible to participate in the pilot program is—</text> <paragraph id="id85F940EDF5BE4057AE66317BF57995B7"><enum>(1)</enum><text>a State (as defined in section 101(a) of title 23, United States Code);</text>
 </paragraph><paragraph id="id1C3CDF082F604D3AB9EEB70A5557A25C"><enum>(2)</enum><text>a metropolitan planning organization; or</text> </paragraph><paragraph id="id896FD3DF7AD044688C35C924B3878210"><enum>(3)</enum><text>a rural planning organization.</text>
 </paragraph></subsection><subsection id="idF535C94A4F124F28A01E8E59012C2A4F"><enum>(d)</enum><header>Application</header><text>To be eligible to participate in the pilot program, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subsection><subsection id="id3F9F6BFDE2E440A2BC27FAED295C93E0"><enum>(e)</enum><header>Selection</header><text>The Secretary shall select eligible entities to participate in the program on a competitive basis, including—</text>
 <paragraph id="id4AD05A8CAFB347BEBED8706F5AC50542"><enum>(1)</enum><text>5 States;</text> </paragraph><paragraph id="id330F5709317B4C45B14F7CE11CAB9343"><enum>(2)</enum><text>10 metropolitan planning organizations, of which—</text>
 <subparagraph id="idD05FB6195C46446AB4362F5C9ADF2B88"><enum>(A)</enum><text>5 shall each serve an area with a population of not more than 200,000 people; and</text>
 </subparagraph><subparagraph id="id82176A4CE01F43CABF431094B1F04398"><enum>(B)</enum><text>5 shall each serve an area with a population of 200,000 or more people; and</text> </subparagraph></paragraph><paragraph id="idC4B136070BF3441FAC46990FB77C7B6F"><enum>(3)</enum><text>5 rural planning organizations.</text>
 </paragraph></subsection><subsection id="idA1EBD19A0EBC48D0932DBBC9DFEE0085"><enum>(f)</enum><header>Duties</header><text>For each eligible entity participating in the pilot program, the Secretary shall—</text> <paragraph id="id4DD725FF2B82488FABEAB282B62DFA2D"><enum>(1)</enum><text>develop or acquire an accessibility data set described in subsection (b); and</text>
 </paragraph><paragraph id="idC9E0BEDF5BA84A12A141FE65340A3D45"><enum>(2)</enum><text>submit the data set to the eligible entity.</text> </paragraph></subsection><subsection id="id8A308D5163EE4F1E8AB64C07A45A92BF"><enum>(g)</enum><header>Methodology</header><text>In calculating the measures for the data set under the pilot program, the Secretary shall ensure that methodology is open source.</text>
 </subsection><subsection id="id7C714479CE0E4027B9DBD288BBC7CBD8"><enum>(h)</enum><header>Availability</header><text>The Secretary shall make an accessibility data set under the pilot program available to—</text> <paragraph id="idD6E0EE06A351428A81FA422F15A0B029"><enum>(1)</enum><text>units of local government within the jurisdiction of the eligible entity participating in the pilot program; and</text>
 </paragraph><paragraph id="id9A6E3761D1B64686AC3BA06694A82EC1"><enum>(2)</enum><text>researchers.</text> </paragraph></subsection><subsection id="id687AACC9C4C841E0883E2C4C31E8D644"><enum>(i)</enum><header>Report</header><text>Not later than 120 days after the last date on which the Secretary submits data sets to the eligible entity under subsection (f), the Secretary shall submit to Congress a report on the results of the program, including the feasibility of developing and providing periodic accessibility data sets for all States, regions, and localities.</text>
 </subsection><subsection id="id25FB1737044D4925BEE4FCB6874503D0"><enum>(j)</enum><header>Funding</header><text>The Secretary shall carry out the pilot program using amounts made available to the Secretary for administrative expenses to carry out programs under the authority of the Secretary.</text>
 </subsection><subsection id="id0221F7AD3B574BFAA1DEB73CA09D89F5"><enum>(k)</enum><header>Sunset</header><text>The pilot program shall terminate on the date that is 8 years after the date on which the pilot program is implemented.</text></subsection></section></legis-body></bill>
