<enum>I</enum><header>Support for Artists and Entrepreneurs</header> <section id="idDEE12B5511C4432DBB693E333D333E85"><enum>101.</enum><header>Microloan program expansion</header><text display-inline="no-display-inline">Section 7(m)(6) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)(6)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idC2B3BF2DA1714D679AB1B9625629C42B" style="OLC"> <subparagraph id="id89F3C09AF686450FBB3F2DC167748524"><enum>(F)</enum><header>Loan criteria for artists and arts entrepreneurs</header><text>The Administration, in consultation with eligible intermediaries, shall develop loan criteria to ensure that small business concerns owned and controlled by artists and small business concerns that support the creative economy receive loan proceeds under this subsection.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id75E1C102DD6948C09C90E79C47F89523"><enum>102.</enum><header>SBA business loans for the creative economy</header><text display-inline="no-display-inline">Section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id9ECF9165ADCE44CB93712E49963D397C" style="OLC"> <paragraph id="id5C85553BFC674FAE90AB0AA37662E828"><enum>(36)</enum><header>Creative economy</header><text>In providing assistance under this subsection, the Administration shall develop procedures to evaluate the business proposals and business plans of small business concerns that focus on economic development, job creation, and community growth with respect to the creative economy.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id2B33CA3A512A4DA38EE00AB8A553F05C"><enum>103.</enum><header>SBA technical assistance programs</header><text display-inline="no-display-inline">Section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idB510474AA207421F9C24E7CEDC0B55E3" style="OLC"> <subsection id="idDD4601A7B8044D039F0BFAF3DF672FE4"><enum>(o)</enum><header>Technical assistance programs for artists and arts entrepreneurs</header><text>The Administration, in consultation with relevant stakeholders, shall develop technical assistance programs to be carried out by small business development centers under this subsection that target the specific needs of artists and arts entrepreneurs.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id9CE39CDE5BA3411587039F85681CA444"><enum>104.</enum><header>Arts-focused economic development</header><text display-inline="no-display-inline">Title II of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141</external-xref> et seq.) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idA57CD495AE134B27996FCE5D0568A778" style="OLC"> <section id="idE754FE9C6DC343A1A000DF292A34A52E"><enum>219.</enum><header>Arts-focused economic development</header> <subsection id="id5A75328BD91B4513B5E3E32401A9E769"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="id560EEF7B3107473DA2B1125DA119D1C5"><enum>(1)</enum><header>Business incubation program</header><text>The term <term>business incubation program</term> means a program that—</text> <subparagraph id="idA7D56F31E0F7419FA99DD3ED929E40F8"><enum>(A)</enum><text>accelerates the successful development of entrepreneurial businesses through business support resources and services, developed or orchestrated by incubator management;</text> </subparagraph><subparagraph id="id068B9C0AFA1242D29C35828C1E63550D"><enum>(B)</enum><text>is designed to produce successful businesses; and</text> </subparagraph><subparagraph id="id47596591BB9848D39E286653209487FC"><enum>(C)</enum><text>provides management guidance, technical assistance, and consulting designed for young, growing businesses, including by providing—</text> <clause id="id2DDE4A72F456423FB5C8C3D1C8CEA59F"><enum>(i)</enum><text>rental space and flexible leases;</text> </clause><clause id="id8B26FC6917E34383A7B5205473BEE35B"><enum>(ii)</enum><text>shared basic business services and equipment;</text> </clause><clause id="idA10DA631EDAF4293B37FB82983B16D70"><enum>(iii)</enum><text>technology support services; and</text> </clause><clause id="idDA416FCB89B141C593A7A17DFDA9B6C6"><enum>(iv)</enum><text>assistance in obtaining financing necessary for growth of the business.</text> </clause></subparagraph></paragraph><paragraph id="id54ECD777B9694C53A657500B73D794F0"><enum>(2)</enum><header>Incubator</header><text display-inline="yes-display-inline">The term <term>incubator</term> means a multitenant facility with on-site management that directs a business incubation program.</text> </paragraph></subsection><subsection id="id52CC775131D14D759092B59CFB841F01"><enum>(b)</enum><header>Arts-Focused economic development</header><text display-inline="yes-display-inline">In providing grants and assistance under this Act (including through the local technical assistance, partnership planning, and comprehensive economic development strategies programs of the Economic Development Administration), the Secretary shall provide to artists and the creative economy support through traditional economic development tools, including—</text> <paragraph id="idA390108137884D649942DAB88E1A402E"><enum>(1)</enum><text>incubators; and</text> </paragraph><paragraph id="id7768747A163A4D3DA4B8B0B7FD6C4D8C"><enum>(2)</enum><text>economic development planning and technical assistance.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id4C9230AF82954A59A73E0CC549022719"><enum>105.</enum><header>Arts-focused rural development</header><text display-inline="no-display-inline">The Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1921">7 U.S.C. 1921</external-xref> et seq.) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id00EDBCF79CF54FDDB92950C3451C31EB" style="OLC"> <subtitle id="id97755C83DE264F4C8EB16C5130A88A69" style="OLC"><enum>I</enum><header>Arts-Focused Economic Development</header> <section id="id5043FC40753F4052A1BA0712A5C90B2E"><enum>385.</enum><header>Arts-focused economic development</header> <subsection id="idBC79D7215A2C4FE2B878EB370562EFBE"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="id8D53AAB13BC7438AA866D8C73C5340CD"><enum>(1)</enum><header>Business incubation program</header><text>The term <term>business incubation program</term> means a program that—</text> <subparagraph id="id4FE36CADF3B44580ACA8393486770600"><enum>(A)</enum><text>accelerates the successful development of entrepreneurial businesses through business support resources and services, developed or orchestrated by incubator management;</text> </subparagraph><subparagraph id="id2FD1C8CC3C9F4EE182026D16FC4CB368"><enum>(B)</enum><text>is designed to produce successful businesses; and</text> </paragraph><paragraph id="id54EA0F7668F04153A6AE9CB155222563"><enum>(2)</enum><text>economic development planning and technical assistance.</text></paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="HB4B488C2162D4722A319822F60C71C9F" section-type="subsequent-section"><enum>106.</enum><header>International participation in the arts</header><text display-inline="no-display-inline">Section 214(c)(6)(D) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184(c)(6)(D)</external-xref>) is amended—</text> <paragraph id="HC635E727CBC24DF5A525C26FE26ECBC7"><enum>(1)</enum><text>in the first sentence, by inserting <quote>(i)</quote> before <quote>Any person</quote>;</text> </paragraph><paragraph id="id52FFC572C7DE4F63A2CBA93775FED6EF"><enum>(2)</enum><text>in the second sentence—</text> <subparagraph id="H74236BF8FF21433BB25DFCFC60A793F1"><enum>(A)</enum><text>by striking <quote>Once</quote> and inserting <quote>Except as provided in clause (ii), once</quote>; and</text> </subparagraph><subparagraph id="id60342E8A71CA4750AED94725280385F7"><enum>(B)</enum><text>by striking <quote>Attorney General shall</quote> and inserting <quote>Secretary of Homeland Security shall</quote>;</text> </subparagraph></paragraph><paragraph id="id1FEC91D871284B5D988570D18845E0D1"><enum>(3)</enum><text>in the third sentence, by striking <quote>The Attorney General</quote> and inserting <quote>The Secretary</quote>; and</text> </paragraph><paragraph id="HC6C26559D6ED4654A60000B5F19576D"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H949F0D7656514748A1E37BC6F6DA33C3" style="traditional"> <clause display-inline="no-display-inline" id="H2EA5D5ACBAD54EDE946DE1D011C4DB9B" indent="up3"><enum>(ii)</enum><text display-inline="yes-display-inline">The Secretary of Homeland Security shall adjudicate each petition for an alien with extraordinary ability in the arts (as described in section 101(a)(15)(O)(i)), an alien accompanying such an alien (as described in section 101(a)(15)(O)(ii)), or an alien described in section 101(a)(15)(P) (other than an alien described in section 214(c)(4)(A) (relating to athletes)) not later than 14 days after—</text> <subclause id="HD7A3FD77004A4F87998942C5890072C5"><enum>(I)</enum><text>the date on which the petitioner submits the petition with a written advisory opinion, letter of no objection, or request for a waiver; or</text> </subclause><subclause id="H45CB2BFA3EE24FDEA40077C3E9B46F2"><enum>(II)</enum><text>the date on which the 15-day period described in clause (i) has expired, if the petitioner has had an opportunity to supply rebuttal evidence.</text> </subclause></clause><clause id="HA96B8C76B81540CF82414C26E753B2E0" indent="up3"><enum>(iii)</enum><text display-inline="yes-display-inline">If a petition described in clause (ii) is not adjudicated by the end of the 14-day period described in clause (ii) and the petitioner is an arts organization described in paragraph (3), (5), or (6) of <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code for the taxable year preceding the calendar year in which the petition is submitted, or an individual or entity petitioning primarily on behalf of such an organization, the Secretary of Homeland Security shall provide the petitioner with the premium-processing services referred to in section 286(u), without a fee.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section commented="no" display-inline="no-display-inline" id="id9CB89EFB715540C6B0D9F9378782E8BB" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Disaster support for artists through FEMA</header> <subsection commented="no" display-inline="no-display-inline" id="id1267F36B59A9413F91C34DBE4DD32399"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The President, acting through the Administrator of the Federal Emergency Management Agency, shall promulgate rules to ensure that expenses incurred, as a result of a major disaster or emergency, by a self-employed or freelance worker to repair or replace tools, specialized or protective clothing, and equipment required by the self-employed or freelance worker are considered eligible expenses for assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>).</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="id92CBB01413A140899E0BA4022278F6AD"><enum>(b)</enum><header>Limitations</header><text>The rules promulgated under subsection (a)—</text> <paragraph commented="no" display-inline="no-display-inline" id="idCE78B9A896E7493BA42934912F75C992"><enum>(1)</enum><text>may not require, as a condition of receiving such assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>), an applicant—</text> <subparagraph id="idf809e65fba72401ab56b0a030943ae27"><enum>(A)</enum><text>to apply or be declined for assistance from the Small Business Administration; or</text> </subparagraph><subparagraph id="id9F65BB68CC3E430B9F0FA8DF804CFFD4"><enum>(B)</enum><text>to demonstrate that assistance received from the Small Business Administration does not satisfy the total necessary expenses or serious needs arising out of a major disaster or emergency; and</text> </subparagraph></paragraph><paragraph id="id7AECDDB417E945F1A4CC4C35417DC723"><enum>(2)</enum><text>shall provide that an applicant may not receive assistance from the Small Business Administration and under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>) for the same item.</text> </paragraph></subsection></section>

and</text> </clause><clause id="id90575E698BA94898810B4F3F0522F7C1"><enum>(iv)</enum><text>assistance in obtaining financing necessary for growth of the business.</text> </clause></subparagraph></paragraph><paragraph id="idDA08A6010157435092A0484DD7CE25C7"><enum>(2)</enum><header>Incubator</header><text display-inline="yes-display-inline">The term <term>incubator</term> means a multitenant facility with on-site management that directs a business incubation program.</text> </paragraph></subsection><subsection id="id2309B0A625C84E72B7B6182A5F83AD5E"><enum>(b)</enum><header>Arts-Focused economic development</header><text display-inline="yes-display-inline">In providing grants and assistance under this Act (including through the local technical assistance, partnership planning, and comprehensive economic development strategies programs of the Office of Rural Development), the Secretary, acting through the Assistant to the Secretary for Rural Development, shall provide to artists and the creative economy support through traditional economic development tools, including—</text> <paragraph id="id4D1F6DD0D4084D7C86B80DDFC4C41974"><enum>(1)</enum><text>incubators; and</text> </paragraph><paragraph id="id54EA0F7668F04153A6AE9CB155222563"><enum>(2)</enum><text>economic development planning and technical assistance.</text></paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="HB4B488C2162D4722A319822F60C71C9F" section-type="subsequent-section"><enum>106.</enum><header>International participation in the arts</header><text display-inline="no-display-inline">Section 214(c)(6)(D) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184(c)(6)(D)</external-xref>) is amended—</text> <paragraph id="HC635E727CBC24DF5A525C26FE26ECBC7"><enum>(1)</enum><text>in the first sentence, by inserting <quote>(i)</quote> before <quote>Any person</quote>;</text> </paragraph><paragraph id="id52FFC572C7DE4F63A2CBA93775FED6EF"><enum>(2)</enum><text>in the second sentence—</text> <subparagraph id="H74236BF8FF21433BB25DFCFC60A793F1"><enum>(A)</enum><text>by striking <quote>Once</quote> and inserting <quote>Except as provided in clause (ii), once</quote>; and</text> </subparagraph><subparagraph id="id60342E8A71CA4750AED94725280385F7"><enum>(B)</enum><text>by striking <quote>Attorney General shall</quote> and inserting <quote>Secretary of Homeland Security shall</quote>;</text> </subparagraph></paragraph><paragraph id="id1FEC91D871284B5D988570D18845E0D1"><enum>(3)</enum><text>in the third sentence, by striking <quote>The Attorney General</quote> and inserting <quote>The Secretary</quote>; and</text> </paragraph><paragraph id="HC6C26559D6ED4654A60000B5F19576D"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H949F0D7656514748A1E37BC6F6DA33C3" style="traditional"> <clause display-inline="no-display-inline" id="H2EA5D5ACBAD54EDE946DE1D011C4DB9B" indent="up3"><enum>(ii)</enum><text display-inline="yes-display-inline">The Secretary of Homeland Security shall adjudicate each petition for an alien with extraordinary ability in the arts (as described in section 101(a)(15)(O)(i)), an alien accompanying such an alien (as described in section 101(a)(15)(O)(ii)), or an alien described in section 101(a)(15)(P) (other than an alien described in section 214(c)(4)(A) (relating to athletes)) not later than 14 days after—</text> <subclause id="HD7A3FD77004A4F87998942C5890072C5"><enum>(I)</enum><text>the date on which the petitioner submits the petition with a written advisory opinion, letter of no objection, or request for a waiver; or</text> </subclause><subclause id="H45CB2BFA3EE24FDEA40077C3E9B46F2"><enum>(II)</enum><text>the date on which the 15-day period described in clause (i) has expired, if the petitioner has had an opportunity to supply rebuttal evidence.</text> </subclause></clause><clause id="HA96B8C76B81540CF82414C26E753B2E0" indent="up3"><enum>(iii)</enum><text display-inline="yes-display-inline">If a petition described in clause (ii) is not adjudicated by the end of the 14-day period described in clause (ii) and the petitioner is an arts organization described in paragraph (3), (5), or (6) of <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code for the taxable year preceding the calendar year in which the petition is submitted, or an individual or entity petitioning primarily on behalf of such an organization, the Secretary of Homeland Security shall provide the petitioner with the premium-processing services referred to in section 286(u), without a fee.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section commented="no" display-inline="no-display-inline" id="id9CB89EFB715540C6B0D9F9378782E8BB" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Disaster support for artists through FEMA</header> <subsection commented="no" display-inline="no-display-inline" id="id1267F36B59A9413F91C34DBE4DD32399"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The President, acting through the Administrator of the Federal Emergency Management Agency, shall promulgate rules to ensure that expenses incurred, as a result of a major disaster or emergency, by a self-employed or freelance worker to repair or replace tools, specialized or protective clothing, and equipment required by the self-employed or freelance worker are considered eligible expenses for assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>).</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="id92CBB01413A140899E0BA4022278F6AD"><enum>(b)</enum><header>Limitations</header><text>The rules promulgated under subsection (a)—</text> <paragraph commented="no" display-inline="no-display-inline" id="idCE78B9A896E7493BA42934912F75C992"><enum>(1)</enum><text>may not require, as a condition of receiving such assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>), an applicant—</text> <subparagraph id="idf809e65fba72401ab56b0a030943ae27"><enum>(A)</enum><text>to apply or be declined for assistance from the Small Business Administration; or</text> </subparagraph><subparagraph id="id9F65BB68CC3E430B9F0FA8DF804CFFD4"><enum>(B)</enum><text>to demonstrate that assistance received from the Small Business Administration does not satisfy the total necessary expenses or serious needs arising out of a major disaster or emergency; and</text> </subparagraph></paragraph><paragraph id="id7AECDDB417E945F1A4CC4C35417DC723"><enum>(2)</enum><text>shall provide that an applicant may not receive assistance from the Small Business Administration and under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>) for the same item.</text> </paragraph></subsection></section><enum>II</enum><header>Creative Community Development</header> <section id="id99E3222D5AB6447ABBFF74F445A21CC2"><enum>201.</enum><header>Artist Corps</header> <subsection id="idCA5B46B50D0E493591DAD9B88FAA6F2F"><enum>(a)</enum><header>Corps</header><text display-inline="yes-display-inline">Section 122(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idBB5BFB0281DE4E2092E9D25FF609593E" style="OLC"> <paragraph id="HC75113F273814179A79AAA742FBC9428"><enum>(6)</enum><header>Artist Corps</header> <subparagraph id="H688F374D27504E0A99D9B026988B944A"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The recipient may carry out national service programs through an Artist Corps that identifies and meets unmet needs within communities through artistic activities such as those described in subparagraph (B) and improves performance on the indicators described in subparagraph (C).</text> </subparagraph><subparagraph id="HAD05C2EDBAD2431BBD733A30444C7E9C"><enum>(B)</enum><header>Activities</header><text>An Artist Corps described in this paragraph may carry out activities such as—</text> <clause commented="no" display-inline="no-display-inline" id="id0158F5C621D043F39D897536797699E0"><enum>(i)</enum><text display-inline="yes-display-inline">providing skilled visual and performance artists to address community needs through artistic activities in education, health care, and therapeutic settings, and in other settings in the community; or</text> </clause><clause id="HA2F413A7791241B9A6B726C57BB8450A"><enum>(ii)</enum><text>providing other artistic activities, addressing unmet community needs, that the Corporation may designate, such as providing technical assistance for grant writing, marketing, and financial planning for artistic initiatives.</text> </clause></subparagraph><subparagraph id="H0D2CC540BF2E4F089BABCCC5D9DDBA55"><enum>(C)</enum><header>Artist Corps indicators</header><text>The indicators for a corps program described in this paragraph are—</text> <clause id="H14D7C03F537446928226FA1C8DF355B6"><enum>(i)</enum><text>any indicator relating to meeting critical needs that the Corporation establishes; or</text> </clause><clause id="H0E17186D4B7F48A9ACC63DEE129FE835"><enum>(ii)</enum><text>any local indicator (applicable to a particular recipient or community and on which an improvement in performance is needed) relating to meeting critical needs, that is approved by the Corporation or a State Commission.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="idCA761554C4374B47B5868E5A98F5DA45"><enum>(b)</enum><header>Conforming amendments</header><text>Section 122 of such Act is amended—</text> <paragraph id="id98BCC37EC1664478A6901447F6EA1432"><enum>(1)</enum><text>in subsection (b)(3), by striking <quote>or (5)</quote> and inserting <quote>(5), or (6)</quote>; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0A3EEAA0A6E14AE38907CAEB22607690"><enum>(2)</enum><text>in subsection (c)(1), in the matter preceding subparagraph (A), by striking <quote>through (5)</quote> and inserting <quote>through (6)</quote>.</text> </paragraph></subsection></section><section id="id6AF97E1F80394744A6AF62D59F3DC05E"><enum>202.</enum><header>Demonstration program on support of local programs that promote creative and performance arts in local economic planning</header> <subsection id="idA735FC6249BD46F5AC2F992494973B38"><enum>(a)</enum><header>Demonstration program required</header><text display-inline="yes-display-inline">The Secretary of Commerce shall establish a demonstration program to assess the feasibility and advisability of providing support to covered programs to promote creative and performing arts in the economic planning of local governments.</text> </subsection><subsection id="idBDB9BCC7FB0A4E868C51F9FEFDDFDFE3"><enum>(b)</enum><header>Covered programs</header><text display-inline="yes-display-inline">For purposes of the demonstration program required by subsection (a), a covered program is any program that—</text> <paragraph id="id1D23C041B45F441187B9902EEB2285FB"><enum>(1)</enum><text display-inline="yes-display-inline">was in effect on the day before the date of the enactment of this Act; and</text> </paragraph><paragraph id="idBE0316A0496E4472851AA1210105B32D"><enum>(2)</enum><text display-inline="yes-display-inline">the Secretary of Commerce considers part of an art community.</text> </paragraph></subsection></section><section id="id71942917CB994980913BDA7C6058B3E0"><enum>203.</enum><header>Creative placemaking activities under the Housing and Community Development Act of 1974</header><text display-inline="no-display-inline">Title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> et seq.) is amended—</text> <paragraph id="idCFE84680EA094A4AA7B87A9173947722"><enum>(1)</enum><text>in section 102(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302(a)</external-xref>), by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id15AA2E3A48AD40AFA6713E78E831FE1D" style="OLC"> <paragraph id="idD187A8CF77E540B996FB8D97F90706AD"><enum>(25)</enum><text>The term <term>creative placemaking</term> means an activity that integrates arts, culture, or design to strengthen communities by advancing local economic, physical, or social outcomes.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </paragraph><paragraph id="id0605C1C7F6DC4D82937D38B0B5F20743"><enum>(2)</enum><text>in section 105(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/5305">42 U.S.C. 5305(a)</external-xref>)—</text> <subparagraph id="idB850C51C96BB46C4B0842C16A09C7E08"><enum>(A)</enum><text>in paragraph (25)(D), by striking <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="idCB240F32A5D54D41A93366476DEC0C87"><enum>(B)</enum><text>in paragraph (26), by striking the period at the end and inserting <quote>; and</quote>; and</text> </subparagraph><subparagraph id="id96DA97997F3C46C491172A087146AE2B"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id96314CC1719F4879B73E9E9E22B175BE" style="OLC"> <paragraph id="id2051495C02174CEF95AAA1C861C57B0B"><enum>(27)</enum><text>activities that support creative placemaking through—</text> <subparagraph id="id85674DFBAC6D40E98EFC6CEECD66F175"><enum>(A)</enum><text>partnerships between local governments and nonprofit cultural organizations for the purpose of community development; or</text> </subparagraph><subparagraph id="id9B4A0DE6C0ED486496E3D668AFFA2FA8"><enum>(B)</enum><text>disseminating knowledge about how to leverage arts and culture as mechanisms for community development.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section>
