<enum>I</enum><header>Biennial Budget Resolutions</header>
<section id="HEFA05AD2580541D99A9F9FF8542D8ECC"><enum>101.</enum><header>Purposes</header><text display-inline="no-display-inline">Paragraph (2) of section 2 of the Congressional Budget and Impoundment Control Act of 1974 is amended to read as follows:</text>

<paragraph id="H66DEC5C6C0B5460B85F7209E21DBDB7E"><enum>(2)</enum><text>to facilitate the determination biennially of the appropriate level of Federal revenues and expenditures by the Congress;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="H06DA8152547C4A8CB1A8C5F54CF82F9C"><enum>102.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>) is amended—</text>
<paragraph commented="no" id="HD73DCC3856C44DCDB2CD898563C6FB02"><enum>(1)</enum><text>in paragraph (4), by striking <quote>for a fiscal year</quote> each place it appears and inserting <quote>for a biennium</quote>; and</text> </paragraph><paragraph id="HF8F3D3D64AD646EB817ACB31040DADBB"><enum>(2)</enum><text>by adding at the end the following new paragraphs:</text>

Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/631">2 U.S.C. 631</external-xref>) is amended to read as follows:</text> <quoted-block </section><section id="H745F15B8F11C4F9F9E2108C5952A989B"><enum>104.</enum><header>Biennial concurrent resolutions on the budget</header>
<subsection commented="no" id="H4CC68B869DD647BABA6FDE982D0A2A98"><enum>(a)</enum><header>Contents of resolution</header>
<paragraph id="H0858BB1955CE479EA532B4D87B042B67"><enum>(1)</enum><header>In general</header><text>Section 301(a) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(a)</external-xref>) is amended—</text> <subparagraph commented="no" id="HC7707FF668B74CDFAF05F1331511B856"><enum>(A)</enum><text>by striking the matter preceding paragraph (1) beginning with <quote>On or before April 15</quote> and inserting the following: <quote>On or before May 1 of each odd-numbered calendar year, the Congress shall complete action on a concurrent resolution on the budget for the biennium beginning on October 1 of that calendar year. The concurrent resolution shall set forth appropriate levels for each fiscal year in the biennium and for at least each fiscal year in the next 2 bienniums for the following—</quote>;</text>
</subparagraph><subparagraph commented="no" id="HFE356926A84644C3A9680EF91937CD89"><enum>(B)</enum><text>in paragraph (6)—</text> <clause id="H02D0527A712E42BAB319FD4663B7C101"><enum>(i)</enum><text>by striking <quote>for the fiscal year</quote> and inserting <quote>for each fiscal year in the biennium</quote>; and</text>
</clause><clause id="H3DA2A09F77B448CD8B0D43E0FCE2A2AD"><enum>(ii)</enum><text>by striking <quote>and</quote> at the end;</text> </clause></subparagraph><subparagraph commented="no" id="H68B6B3FB627E42779E7DF922968B1C31"><enum>(C)</enum><text>in paragraph (7)—</text>
<clause id="H4B3C06D8D67D409681F67F885DA9EFEB"><enum>(i)</enum><text>by striking <quote>for the fiscal year</quote> and inserting <quote>for each fiscal year in the biennium</quote>; and</text> </clause><clause id="H0A42B2B1D340414B85B7A41827BE8C33"><enum>(ii)</enum><text>by striking the period at the end and inserting <quote>; and</quote>;</text>
</clause></subparagraph><subparagraph id="H8A91B331EC104805995A921C6CA780FD"><enum>(D)</enum><text>by adding after paragraph (7) the following:</text> <quoted-block display-inline="no-display-inline" id="H23DF3C52D8D74617ACB531C3FAE0A646" style="OLC"> <paragraph commented="no" id="H98CF2DB6509A4938BA588960B48F2113"><enum>(8)</enum><text display-inline="yes-display-inline">subtotals of new budget authority and outlays for nondefense discretionary spending; defense discretionary spending; direct spending; and net interest.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
</subparagraph><subparagraph id="H57EE80C4E9F04C239FE56FE175DA359B"><enum>(E)</enum><text>by adding at the end of the matter following paragraph (8) (as added by subparagraph (D)) the following: <quote>The concurrent resolution on the budget for a biennium shall include procedures for adjusting spending and revenue levels, committee allocations, and other amounts in the resolution during the second session of a Congress to reflect an updated baseline that will be used for scoring purposes.</quote>.</text>
</subparagraph></paragraph></subsection><subsection id="H39B26EE6D92A4A6793B811AEE8E8E1C1"><enum>(b)</enum><header>Additional Matters in concurrent resolution</header><text display-inline="yes-display-inline">Section 301(b) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(b)</external-xref>) is amended—</text> <paragraph id="H352F4DC93FB547D480B16EED1EED4E84"><enum>(1)</enum><text>in paragraph (3), by striking <quote>for such fiscal year</quote> and inserting <quote>for either fiscal year in such biennium</quote>;</text>
</paragraph><paragraph id="HDC7E6B2E2D4E420B87BB3E22039181D1"><enum>(2)</enum><text>in paragraph (8), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="H28821910E6BD4D4185A1AD4AEDE69327"><enum>(3)</enum><text>in paragraph (9), by striking the period at the end and inserting <quote>; and</quote>; and</text>
</paragraph><paragraph id="H844D83DF5BCE49CA8E9E99E8E687109C"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H2121E61DA65446B293AB7C2E6BF94475" style="OLC"> <paragraph id="H1526A0A883AC4E989DAFE2695B96DF89"><enum>(10)</enum><text display-inline="yes-display-inline">include total combined outlays and revenues for tax expenditures.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection id="HF6A93F98AACF4F5B99E06BAF07EEB9AF"><enum>(c)</enum><header>Hearings and report</header><text display-inline="yes-display-inline">Section 301(e)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(e)</external-xref>) is amended by striking <quote>fiscal year</quote> and inserting <quote>biennium</quote>.</text> </subsection><subsection id="HA0319ED0F92740878FB98035FEDE585C"><enum>(d)</enum><header>Goals for reducing unemployment</header><text display-inline="yes-display-inline">Section 301(f) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(f)</external-xref>) is amended by striking <quote>fiscal year</quote> each place it appears and inserting <quote>biennium</quote>.</text>
</subsection><subsection id="H84458C4723D04DA9AD4C83D9D687DCBB"><enum>(e)</enum><header>Economic assumptions</header><text display-inline="yes-display-inline">Section 301(g) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(g)</external-xref>) is amended by striking <quote>for a fiscal year</quote> and inserting <quote>for a biennium</quote>.</text> </subsection><subsection id="HC6A4B53D242E4A9085C787B08E9DBC3F"><enum>(f)</enum><header>Section heading</header><text display-inline="yes-display-inline">The section heading of section 301 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632</external-xref>) is amended by striking <quote><header-in-text style="traditional">Annual Adoption of</header-in-text></quote> and inserting <quote><header-in-text style="traditional">Adoption of Biennial</header-in-text></quote>.</text>
</subsection></section><section commented="no" id="HDFE966864B904FAB84224BB5CB0938F5"><enum>105.</enum><header>Committee allocations</header><text display-inline="no-display-inline">Section 302 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/633">2 U.S.C. 633</external-xref>) is amended—</text> <paragraph commented="no" id="HB5A5FFAF38C14CF78A3B159CED583E8A"><enum>(1)</enum><text>in subsection (a)(1)—</text>
<subparagraph id="H34330C98BCD74AA9B1BB59E7B5FAFFB4"><enum>(A)</enum><text>by striking <quote>for that period of fiscal years</quote> and inserting <quote>for all fiscal years covered by the resolution</quote>; and</text> </subparagraph><subparagraph id="H0B0F0F92D8A048C29867C194D3C0099F"><enum>(B)</enum><text>by striking <quote>only for the fiscal year of that resolution</quote> and inserting <quote>only for each fiscal year of the biennium</quote>;</text>
</subparagraph></paragraph><paragraph id="HEFCD1053DF0646888BD8612EBBFC1AB4"><enum>(2)</enum><text>in subsection (c)—</text> <subparagraph id="H374441E1288C4DD6A3CDE1CE774A71C0"><enum>(A)</enum><text>by striking <quote>subsection (a)</quote> and inserting <quote>subsection (a)(1)</quote>;</text>

</subparagraph></paragraph><paragraph commented="no" id="H1715574A013F475D855FC44383449A94"><enum>(3)</enum><text>in subsection (f)(1)—</text> <subparagraph id="H73144C8BACCA45408E4A5DADDF85B718"><enum>(A)</enum><text>by striking <quote>for a fiscal year</quote>; and</text>
</subparagraph><subparagraph id="HE5A624762D7D464293D7DA57BBA39C04"><enum>(B)</enum><text>by striking <quote>the first fiscal year</quote> and inserting <quote>either fiscal year of the biennium of that resolution</quote>; and</text> </subparagraph></paragraph><paragraph commented="no" id="H40A6316FA74C41F4A4B79FD141FDE466"><enum>(4)</enum><text>in subsection (f)(2)(A), by—</text>
<subparagraph commented="no" id="HEA382034E488480A8275F863A54660A8"><enum>(A)</enum><text>striking <quote>first fiscal year</quote> and inserting <quote>either fiscal year of the biennium of that resolution</quote>; and</text> </subparagraph><subparagraph commented="no" id="H3042AE454A1F4891A9ABC97DFAB4C3AD"><enum>(B)</enum><text>striking <quote>the total of fiscal years</quote> and inserting <quote>the total of all fiscal years covered by the resolution</quote>.</text>
</subparagraph></paragraph></section><section id="HB0C8556FF43E4480ABF56C35D3BD7D97"><enum>106.</enum><header>Revision of biennial budget</header><text display-inline="no-display-inline">Section 304 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/635">2 U.S.C. 635</external-xref>) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="HAECD9AF30990420BB3365D39226D394A" style="appropriations"><section id="HE7C4B166DEE4429FAA123ACD1ED10E67"><enum>304.</enum><header>Permissible revisions of concurrent resolutions on the budget</header><text display-inline="yes-display-inline">At any time after the concurrent resolution on the budget has been agreed to pursuant to section 301 and before the end of the biennium, the two Houses may adopt a concurrent resolution that revises or reaffirms the most recently agreed to concurrent resolution on the budget. Any concurrent resolution that revises or reaffirms the most recently agreed to concurrent resolution on the budget shall be considered under the procedures set forth in section 305.</text></section><after-quoted-block>. </after-quoted-block></quoted-block>
</section><section id="HC49D2531E1834F148D9DBC20D8138EFD"><enum>107.</enum><header>Additional amendments to the Congressional Budget Act of 1974 to effectuate biennial budgeting</header>
<subsection id="H8D902E66C5624F628E8044A161CBA96E"><enum>(a)</enum><header>Enforcement of section 303</header><text>Section 303 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/634">2 U.S.C. 634</external-xref>) is amended—</text> <paragraph id="H0D288DAC3BC14EC79650B4FC0D321020"><enum>(1)</enum><text>in subsection (a)—</text>
<subparagraph id="HCED20C8E0BE5431FA620E535F492E588"><enum>(A)</enum><text>by striking <quote>for a fiscal year</quote> and inserting <quote>for a biennium</quote>; and</text> </subparagraph><subparagraph id="HAB2788FB7FAB4385AC9A461F2615E335"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>the first fiscal year covered by that resolution</quote> and inserting <quote>either fiscal year of that biennium</quote>;</text>
</subparagraph></paragraph><paragraph id="HF77A6D930DA7476FB0050EDBA5D6DA7C"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1)(B), by striking <quote>the fiscal year</quote> and inserting <quote>the biennium</quote>; and</text> </paragraph><paragraph id="HD7DFAFEFDD4F4838AFC62170ADE8D69D"><enum>(3)</enum><text>in subsection (c)—</text>

</subparagraph></paragraph></subsection><subsection id="HCCF47C11531E4A9D940D861294041752"><enum>(b)</enum><header>Section 305</header><text display-inline="yes-display-inline">Subsections (a)(3) and (b)(3) of section 305 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/636">2 U.S.C. 636</external-xref>) are amended by striking <quote>for a fiscal year</quote>.</text>

</paragraph><paragraph id="H7880CE6913874556AC0AB654FC369E90"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (1)(D), by striking <quote>such fiscal year</quote> and inserting <quote>each fiscal year of the biennium</quote>.</text> </paragraph></section><section id="H336DC4B9315243D6AA1411E5D7E48BD4"><enum>109.</enum><header>Bipartisan budget resolution</header> <subsection id="H3D06A76268A54DDDA70536B13F0E98FB"><enum>(a)</enum><header>Definition</header><text>Section 3 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622</external-xref>), as amended by section 102, is further amended by adding at the end the following:</text>
<quoted-block display-inline="no-display-inline" id="H9DE8D30A34384E38B63DE78CB7BE780C" style="OLC">
<paragraph id="H921B70386E9D419DBB3378E06F3E8C96"><enum>(15)</enum><text>The term <term>bipartisan budget resolution</term> means a concurrent resolution on the budget for a biennium—</text> <subparagraph id="H8F0B93890D5E4029BEFF42E9FC7E5391"><enum>(A)</enum><text>ordered reported to the Senate by the Committee on the Budget of the Senate by an affirmative vote of not less than half of the Senators that are members of the majority party in the Senate and not less than half of the Senators that are members of the minority party in the Senate;</text>
</subparagraph><subparagraph id="H1C5F0F13E86D427292FC1CA82E0303D8"><enum>(B)</enum><text>that establishes—</text> <clause id="H93E8BBAB4F0C4E2A902DC34C61A4673E"><enum>(i)</enum><text>a target for the ratio of the public debt to the gross domestic product as of the end of the period covered by the concurrent resolution or a later date; and</text>
</clause><clause id="HEF4E11A0D5864FDCA5ECBC08E17A9244"><enum>(ii)</enum><text>for each fiscal year covered by the concurrent resolution, targets for—</text> <subclause id="HF5F9B284FA0A4E699249E5EE17D5596B"><enum>(I)</enum><text>the ratio of the public debt to the gross domestic product;</text>
</subclause><subclause id="HD21B2E30BDB24D8B8A312AE42EAB1FE0"><enum>(II)</enum><text>the amount of health care spending by the Government;</text> </subclause><subclause id="HF58D524DE7E44B2698119FA81843D26E"><enum>(III)</enum><text>the amount of tax expenditures;</text>
</subclause><subclause id="H718659649117449B9071642BF1A45DF7"><enum>(IV)</enum><text>the amount of discretionary appropriations (as defined in section 250 of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900</external-xref>)); and</text>
</subclause><subclause id="H9B0EF426855B48CEBB7C115DB7AE60F6"><enum>(V)</enum><text>the amount of revenues; and</text> </subclause></clause></subparagraph><subparagraph id="H5F15C3C653FF4D11BD65D9A61D4C68D3"><enum>(C)</enum><text>which may include other economic or policy targets.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection><subsection id="HB652F05436F544439E287FE25C4948F4"><enum>(b)</enum><header>Consideration of bipartisan budget resolutions</header><text>Section 305 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/636">2 U.S.C. 636</external-xref>) is amended by adding at the end the following:</text>

<subsection id="H02D82177BE2342D8A03F7E45E2FE1584"><enum>(e)</enum><header>Procedures in the Senate for bipartisan budget resolutions</header>
<paragraph id="HCB361CD604E743FFA571C805ACDC92AE"><enum>(1)</enum><header>Other expedited process</header><text>In the Senate, upon the agreement of the majority leader and the minority leader, additional procedures to expedite consideration of a bipartisan budget resolution (which may include limiting the number of amendments upon which the Senate shall vote) shall apply to consideration of the bipartisan budget resolution. The majority leader shall submit a written statement for the Congressional Record reflecting any agreement described in this paragraph.</text>
</paragraph><paragraph id="HD91771B9CA1249D2BC3F05D9C76AD09C"><enum>(2)</enum><header>Passage</header><text>In the Senate, a bipartisan budget resolution shall be agreed to only upon the affirmative vote of not less than—</text>
<subparagraph id="H2298B4ACDA8744ADA71A6E0A8E9EDABE"><enum>(A)</enum><text>three-fifths of the Members, duly chosen and sworn; and</text> </subparagraph><subparagraph id="H15058A02007547DF8A0296331F9915CA"><enum>(B)</enum><text>15 Members that are members of the minority party in the Senate.</text>
</subparagraph></paragraph><paragraph id="HE76C30051983487BBCC18C3B1E0B93D0"><enum>(3)</enum><header>Amendments between the Houses and conference reports</header><text>To be considered a bipartisan budget resolution, a conference report or an amendment between the Houses on a concurrent resolution on the budget shall—</text>
<subparagraph id="H9AC70A3E36DB4BB6984C882E70998494"><enum>(A)</enum><text>comply with section 3(15)(B); and</text> </subparagraph><subparagraph id="HD0C1D5701B004A4D9F0E1C2A9834B758"><enum>(B)</enum><text>be agreed to in the Senate by an affirmative vote of not less than—</text>
<clause id="HD2BFEBCF0F2B4DD8A8FF25258553843E"><enum>(i)</enum><text>three-fifths of the Members, duly chosen and sworn; and</text> </clause><clause id="HDB9D9ED8287C42AD855F30D686BF560D"><enum>(ii)</enum><text>15 Members that are members of the minority party in the Senate.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection><subsection id="HB661C3400071414ABAD1086D21942FD9"><enum>(c)</enum><header>Reconciliation under bipartisan budget resolutions</header><text>Section 310(e)(2) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/641">2 U.S.C. 641(e)(2)</external-xref>) is amended—</text>
<paragraph commented="no" display-inline="no-display-inline" id="HDDE380A9C15D40EE802E92E3940BA9CE"><enum>(1)</enum><text>by inserting <quote>(A)</quote> before <quote>Debate</quote>; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6B8C6D601DFA4B1AA55F78D1DF3B9484"><enum>(2)</enum><text>by adding at the end the following:</text>

<subparagraph commented="no" display-inline="no-display-inline" id="H1561154AD28C4CBE9BAC1A4BD21B6790" indent="up1"><enum>(B)</enum><text>In the Senate, a reconciliation bill reported under subsection (b) pursuant to reconciliation instructions in a bipartisan budget resolution, a House amendment thereto, and a conference report thereon shall be agreed to only upon the affirmative vote of not less than—</text>
<clause commented="no" display-inline="no-display-inline" id="H2958E0E2C14249D9BAAE91AFC6B5239A"><enum>(i)</enum><text>a majority of the Members voting, a quorum being present; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="H799CB22C18B447AAA190524A7999220F"><enum>(ii)</enum><text>15 Members that are members of the minority party in the Senate.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HAD86F9C1B98746D698B5DEFEE7A3318F"><enum>(d)</enum><header>Reporting</header><text>Section 202 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/603">2 U.S.C. 603</external-xref>) is amended by adding at the end the following:</text>

<subsection commented="no" display-inline="no-display-inline" id="HA5C052A257CE471599543AE92D15553A"><enum>(h)</enum><header>Report on ratio of the public debt to the gross domestic product</header><text>On and after the date on which the first bipartisan budget resolution is agreed to, the Director of the Congressional Budget Office shall submit to Congress semiannual reports on the ratio of the public debt to the gross domestic product, which shall evaluate whether the targets in the most recently agreed to bipartisan budget resolution have been met.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection></section><enum>II</enum><header>Other Matters</header>
<section id="HE83214F084B94ED484AA0B7086F799DE"><enum>201.</enum><header>Views and estimates of committees</header><text display-inline="no-display-inline">Section 301(d) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/632">2 U.S.C. 632(d)</external-xref>) is amended to read as follows:</text>

<subsection id="HA3F707B9A4864F02B901D5EED3A00BEC"><enum>(d)</enum><header>Views and estimates of other committees</header>
<paragraph id="H3D817580C06541EC96EBC44A7C304C7C"><enum>(1)</enum><header>In general</header><text>Not later than March 1 of the first session of a Congress, or upon the request of the Committee on the Budget of the House of Representatives or the Senate, each committee of the House of Representatives and the Senate having legislative jurisdiction shall submit to its respective Committee on the Budget its views and estimates (as determined by the committee making such submission) with respect to the following:</text>
<subparagraph id="H36A35737AC8345B0996E82F2259468BF"><enum>(A)</enum><text display-inline="yes-display-inline">Any legislation to be considered during that Congress that is a priority for the committee.</text> </subparagraph><subparagraph id="HE69623DB23904DCD8CDC2517175CEEAA"><enum>(B)</enum><text display-inline="yes-display-inline">Any legislation within the jurisdiction of the committee that would establish, amend, or reauthorize any Federal program and likely have a significant budgetary impact.</text>
</subparagraph></paragraph><paragraph id="H445D7E078F344D629D72A38F32773548"><enum>(2)</enum><header>Additional matters</header><text display-inline="yes-display-inline">Any committee of the House of Representatives or the Senate and any joint committee of the Congress may submit to the appropriate Committees on the Budget its views and estimates with respect to all matters set forth in subsections (a) and (b) which relate to matters within its jurisdiction.</text>
</paragraph><paragraph id="HA6D9141BCCCC4F52AF2AEB01D5E25639"><enum>(3)</enum><header>Joint Economic Committee</header><text display-inline="yes-display-inline">The Joint Economic Committee shall submit to the Committees on the Budget of both Houses its recommendations as to the fiscal policy appropriate to the goals of the Employment Act of 1946.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="HC2430DA961A7477C8EDC218C36ACBCF3" section-type="subsequent-section"><enum>202.</enum><header>Annual supplemental budget submission by the President</header><text display-inline="no-display-inline">Section 1106 of title 31, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HCA87D127337140B9AAD818F7C8D53DA1" style="USC"> <subsection commented="no" id="H5B7A6E1A72E5416BA37D3F9F0BFEE6A3"><enum>(d)</enum><text display-inline="yes-display-inline">On or before December 1 of each calendar year, the President shall submit to Congress an administrative budget for the fiscal year beginning in the ensuing calendar year, which shall include up-to-date estimates for current year and prior year data and credit reestimates for the current year (as included in the Federal credit supplement of such budget).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section display-inline="no-display-inline" id="H6217A3AC06414DB681DFDFCBC0EACC25" section-type="subsequent-section"><enum>203.</enum><header>Hearing on the fiscal state of the Nation</header>
<subsection id="HCB8BA02A878D46E1872AB0ADD92F361F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days (excluding Saturdays, Sundays, and holidays) after the date on which the Secretary of the Treasury submits to Congress the audited financial statement required under paragraph (1) of section 331(e) of title 31, United States Code, on a date agreed upon by the chairs of the Committees on the Budget of the House of Representatives and the Senate and the Comptroller General of the United States, the chairs shall conduct a hearing to receive a presentation from the Comptroller General reviewing the findings of the audit required under paragraph (2) of such section and providing, with respect to the information included by the Secretary in the report accompanying such audited financial statement, an analysis of the financial position and condition of the Federal Government, including financial measures (such as the net operating cost, income, budget deficits, or budget surpluses) and sustainability measures (such as the long-term fiscal projection or social insurance projection) described in such report.</text>
</subsection><subsection id="H55EA0D788CA74DFDA456E3FC230D5415"><enum>(b)</enum><header>Effective date</header><text>The requirement under subsection (a) shall apply with respect to any audited financial statement submitted on or after the date of the enactment of this Act.</text>
</subsection></section><section id="H9DD9623FE64C48CFBE4D7C577EC92C28"><enum>204.</enum><header>Reform of Senate Budget Committee</header><text display-inline="no-display-inline">In the Senate, the Committee on the Budget shall include the following:</text> <paragraph id="H6B7FC744C8A745ED9240CD1F12B35D4C"><enum>(1)</enum><text>The Chairman and Ranking Member of the Committee on Appropriations.</text>
</paragraph><paragraph id="H4FDBC7ABAA5E4BF28295ABC14F63ECD7"><enum>(2)</enum><text>The Chairman and Ranking Member of the Committee on Finance.</text></paragraph></section>
