		<official-title>To amend the Animal Health Protection Act to provide chronic wasting disease support for States and
			 coordinated response efforts, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Detection, Enhanced Education, and Response Act of 2019</short-title></quote> or the <quote><short-title>DEER Act</short-title></quote>.</text>
		</section><section id="idaa23a35496364ef0994cb800dd8e51db"><enum>2.</enum><header>Chronic wasting disease support for States and coordinated response efforts</header>
 <text display-inline="no-display-inline">The Animal Health Protection Act is amended by inserting after section 10409A (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a</external-xref>) the following:</text>
			<quoted-block display-inline="no-display-inline" id="idF3A8C4CF666D4AE795A58E5BC3AAC912" style="OLC">
				<section id="id965f2bb03e9f430d9de25e1b2013a468"><enum>10409B.</enum><header>Chronic wasting disease support for States and coordinated response efforts</header>
 <subsection id="id18985cad80064bf382678048bf9662b4"><enum>(a)</enum><header>Definition of chronic wasting disease</header><text>In this section, the term <term>chronic wasting disease</term> means the animal disease afflicting deer, elk, and moose populations that—</text> <paragraph id="id09698caf193e4039b322e86c5ada5699"><enum>(1)</enum><text>is a transmissible disease of the nervous system resulting in distinctive lesions in the brain; and</text>
 </paragraph><paragraph id="id4a410d0db7c84928ba8408175d590258"><enum>(2)</enum><text>belongs to the group of diseases known as transmissible spongiform encephalopathies, which includes scrapie, bovine spongiform encephalopathy, and Cruetzfeldt-Jakob disease.</text>
						</paragraph></subsection><subsection id="id7cb30299f69044c98a96a52bd1393e1f"><enum>(b)</enum><header>Support for State efforts To manage and control chronic wasting disease</header>
 <paragraph id="id92a1f03b7c7f4cdb9d9a88f2bb0c4afd"><enum>(1)</enum><header>Availability of assistance</header><text>The Secretary shall allocate funds made available under subsection (e) directly to State departments of wildlife and State departments of agriculture to further develop and implement chronic wasting disease surveillance, testing, management, and response activities.</text>
 </paragraph><paragraph id="id10809e71fc25429c93d1f65b50e57bec"><enum>(2)</enum><header>Funding priorities</header><text>In determining the amounts to be allocated to State departments of wildlife and agriculture, the Secretary shall give priority to States that—</text>
 <subparagraph id="id3f90e96bf68347ce83cfb9b4cf732179"><enum>(A)</enum><text>have experienced a recent incidence of chronic wasting disease;</text> </subparagraph><subparagraph id="idc0ff9274dc6545b6a4560b8e3aa2e073"><enum>(B)</enum><text>have a chronic wasting disease monitoring and surveillance program; and</text>
 </subparagraph><subparagraph id="ide19dc51e086441f0a1d5a2d4ddc8892b"><enum>(C)</enum><text>have a diagnostic laboratory system certified for chronic wasting disease testing.</text> </subparagraph></paragraph></subsection><subsection id="idfbe872b693b646058ff8897b75b0ada0"><enum>(c)</enum><header>Chronic wasting disease multiagency task force</header> <paragraph id="id631E68B87E60420C84045DBBC58AA4BC"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a multiagency task force that shall—</text>
 <subparagraph id="idfa2d24058cfb4c5da2d3ec598e4de5a5"><enum>(A)</enum><text>establish a unified response framework to better position the Department of Agriculture to respond to the growing threat of chronic wasting disease;</text>
 </subparagraph><subparagraph id="id95c6f989da4a4921b4caaa3a283cbb5f"><enum>(B)</enum><text>provide a single Federal point of contact for Federal and State entities that work on chronic wasting disease issues;</text>
 </subparagraph><subparagraph id="id399485c60dcc495b83a8fc9718c1f184"><enum>(C)</enum><text>determine funding priorities and allocation of resources; and</text> </subparagraph><subparagraph id="idC345B2DDA13C4F7F9AE46506962F345D"><enum>(D)</enum><text>disseminate information to the public relating to chronic wasting disease.</text>
 </subparagraph></paragraph><paragraph id="idF68002A415974FBFB7BC8FF336D970DC"><enum>(2)</enum><header>Composition</header><text>The multiagency task force established under paragraph (1) shall—</text> <subparagraph id="idE83475D17E8D4A2DB47B7326316AFCD9"><enum>(A)</enum><text>be led by the Administrator of the Animal and Plant Health Inspection Service; and</text>
 </subparagraph><subparagraph id="idA28CDB7A26FA48C4A4A8EEF478078458"><enum>(B)</enum><text>include 1 or more representatives from each of the following:</text> <clause id="id557EEABDAA154C419C98B0ADA1E82DC7"><enum>(i)</enum><text>The Agricultural Research Service.</text>
 </clause><clause id="id2D2CB3ECEF064A40ABD2DE3356C19096"><enum>(ii)</enum><text>The National Institute of Food and Agriculture.</text> </clause><clause id="id1696BB86D8F04F7AAE0032B0C6FDB133"><enum>(iii)</enum><text>The Forest Service.</text>
 </clause><clause id="id0856DF09BBDA45B68F6995AA89605F53"><enum>(iv)</enum><text>The United States Fish and Wildlife Service.</text> </clause><clause id="id6E6F0DBEE40D4BA1A783110BC376AB6E"><enum>(v)</enum><text>State departments of wildlife.</text>
 </clause><clause id="idA0E4093DD3234442A58295ED3A46E005"><enum>(vi)</enum><text>State departments of agriculture.</text> </clause><clause id="idA7EAF161EBE140728B6B446FC104C94C"><enum>(vii)</enum><text>Institutions of higher education.</text>
								</clause></subparagraph></paragraph></subsection><subsection id="id579939598f814db89ebf59e960bb75ee"><enum>(d)</enum><header>Mid-South Center of Excellence in Wildlife Diseases</header>
 <paragraph id="id7d68b3cd2e65435385bccce5c3e9af37"><enum>(1)</enum><header>In general</header><text>The Secretary shall award a grant to a land-grant college or university (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) eligible to receive funds under the Hatch Act of 1887 (<external-xref legal-doc="usc" parsable-cite="usc/7/361a">7 U.S.C. 361a</external-xref> et seq.) and the Smith-Lever Act (<external-xref legal-doc="usc" parsable-cite="usc/7/341">7 U.S.C. 341</external-xref> et seq.) to establish a policy research center to be known as the <quote>Mid-South Center of Excellence in Wildlife Diseases</quote>.</text>
 </paragraph><paragraph id="id9dcb508b660c4026921474c33c68da67"><enum>(2)</enum><header>Criteria</header><text>The Secretary shall award the grant under paragraph (1) to a land-grant college or university that—</text>
 <subparagraph id="idb1b715a18d4b4e1aac1762d75190cae8"><enum>(A)</enum><text>is located in a State—</text> <clause id="id170010668DE04868A78AB23CCD68FC01"><enum>(i)</enum><text>in the Southeast area of the Agricultural Research Service; and</text>
 </clause><clause id="id5CD623F814CB429A857A5FDB1E345D9F"><enum>(ii)</enum><text>that has confirmed cases of chronic wasting disease in the State;</text>
 </clause></subparagraph><subparagraph id="id55f25ee3024d43fab1f97f1af5580fa7"><enum>(B)</enum><text>has an established whitetail deer research program with significant research history in deer ecology, movements, genetics, and management;</text>
 </subparagraph><subparagraph id="id1FA0ED16347441BEAF90713A2A305696"><enum>(C)</enum><text>has a college of veterinary medicine; and</text> </subparagraph><subparagraph id="id06e55c92931c4335a5513c947d49ed51"><enum>(D)</enum><text>has technical and scientific expertise relevant to chronic wasting disease through the university extension service and college of veterinary medicine.</text>
 </subparagraph></paragraph><paragraph id="id877E037BE992429AA1FD0689EE604657"><enum>(3)</enum><header>Activities</header><text>The Mid-South Center of Excellence in Wildlife Diseases established under paragraph (1) shall—</text> <subparagraph id="idE2363F62864A4448925A4407DA353397"><enum>(A)</enum><text>have a special research focus on chronic wasting disease in whitetail deer;</text>
 </subparagraph><subparagraph id="iddd3dcf15f6174e89b9e5193c8fb99dd8"><enum>(B)</enum><text>serve as the lead institution of higher education in collaborating with the multiagency task force established under subsection (c)(1);</text>
 </subparagraph><subparagraph id="idac7397b119f949fd9c0dcd0cf60b29f7"><enum>(C)</enum><text>establish partnerships with other universities with expertise relevant to chronic wasting disease research;</text>
 </subparagraph><subparagraph id="iddb97bba8edbd42c9962ec621558ea96b"><enum>(D)</enum><text>develop an epidemiological research program focused on chronic wasting disease;</text> </subparagraph><subparagraph id="ide927073c8e194c2c9bc63e56e2590c36"><enum>(E)</enum><text>expand chronic wasting disease surveillance and testing capacity; and</text>
 </subparagraph><subparagraph id="id9b4c22a03b8d483483f0d75438cadc47"><enum>(F)</enum><text>improve current chronic wasting disease ecology, movements, transmission, and management research.</text> </subparagraph></paragraph></subsection><subsection id="idcd342fbe82af4318ab9ed6db2be93611"><enum>(e)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
