		<official-title>To improve oversight and evaluation of the mental health and suicide prevention media outreach
			 campaigns of the Department of Veterans Affairs, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reach Every Veteran in Crisis Act</short-title></quote>.</text>
		</section><section id="id6857b33358e44d609a0abcddd3718f33"><enum>2.</enum><header>Evaluation of the Department of Veterans Affairs mental health and suicide prevention
			 media outreach campaigns</header>
			<subsection id="id76DC92BF0D0E4172B16C7C1696F69530"><enum>(a)</enum><header>Establishment of targets</header>
 <paragraph id="id07FD85AD62554063985F5F8EC5E19C0E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall establish targets to evaluate the effectiveness of the mental health and suicide prevention media outreach campaigns of the Department of Veterans Affairs in raising awareness about mental health and suicide prevention.</text>
				</paragraph><paragraph commented="no" id="id6E3ADCD30A854541B9B96F30E98D5973"><enum>(2)</enum><header>Use of metrics</header>
 <subparagraph commented="no" id="id9D2DCA04244C4B6DBDBD5AAAB82D4F38"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The targets established under paragraph (1) shall be based on metrics specific to different media types as follows:</text>
 <clause commented="no" id="idA44CB462EC724AC3A5E1B4ADE418779F"><enum>(i)</enum><text>Metrics relating to social media shall include the following:</text> <subclause commented="no" id="id7335D8824539413EAB36AA8918B05B3F"><enum>(I)</enum><text>Impressions.</text>
 </subclause><subclause commented="no" id="idBD4F219D89F54C33AF304624DD04F4D3"><enum>(II)</enum><text>Reach.</text> </subclause><subclause commented="no" id="idA6AADAA06F1541CAA56282D92A7437BD"><enum>(III)</enum><text>Engagement rate.</text>
 </subclause><subclause commented="no" id="idE8838B20387B418FAB062539FF9AADAC"><enum>(IV)</enum><text>Such other metrics as the Secretary considers necessary.</text> </subclause></clause><clause commented="no" id="idC3547CE4909E4865B34A0E4D9D40B0B8"><enum>(ii)</enum><text>Metrics relating to television shall include the following:</text>
 <subclause commented="no" id="idDC2A7DC6E9FE4B0EA4CF947C80EF6B8E"><enum>(I)</enum><text>Nielsen ratings.</text> </subclause><subclause commented="no" id="id1F3B41E2BE804B579F8C74FB94F6CB00"><enum>(II)</enum><text>Such other metrics as the Secretary considers necessary.</text>
 </subclause></clause><clause commented="no" id="idA5F276BCA98A4D7AB30755BE126E9F8B"><enum>(iii)</enum><text>Metrics relating to email shall include the following:</text> <subclause commented="no" id="id99484D44D1B44941A121CA0434220AE4"><enum>(I)</enum><text>Open rate.</text>
 </subclause><subclause commented="no" id="idDCB2E7830AE64FCBACE2C8CD5B8F8ABB"><enum>(II)</enum><text>Response rate.</text> </subclause><subclause commented="no" id="idD4AABE48E77C43C091F241C340153B6F"><enum>(III)</enum><text>Click rate.</text>
 </subclause><subclause commented="no" id="idEFB04AC2F37B47A7A8A2CE8AC13FAC85"><enum>(IV)</enum><text>Such other metrics as the Secretary considers necessary.</text> </subclause></clause></subparagraph><subparagraph commented="no" id="idDC8E58AAF855409DA02668885AD5D56F"><enum>(B)</enum><header>Periodic updates</header><text>The Secretary shall periodically update the metrics under subparagraph (A) as more accurate metrics become available.</text>
 </subparagraph></paragraph><paragraph commented="no" id="idC9E9EB536C3A4855A7DACAE5D0631142"><enum>(3)</enum><header>Consultation</header><text>In establishing the targets under paragraph (1), the Secretary shall consult with the following:</text> <subparagraph commented="no" id="idA32AE291AD2C4758A06E8BD2BA187954"><enum>(A)</enum><text>Relevant stakeholders as determined by the Secretary.</text>
 </subparagraph><subparagraph commented="no" id="id081BCBAE7DAF4B55BEE11BD8307E515B"><enum>(B)</enum><text>Mental health and suicide prevention experts.</text> </subparagraph><subparagraph commented="no" id="id61EF200D3CC24A2B9D9B8240BA2D3F2E"><enum>(C)</enum><text>Such other persons as the Secretary considers appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="id69B8016CB22949FC97B05B8BC61A1791"><enum>(b)</enum><header>Reports on outreach targets and metrics</header>
 <paragraph id="id441C4DB2E839458CB5026AB52F536B42"><enum>(1)</enum><header>Report on targets and metrics</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report detailing the targets established under subsection (a)(1) to evaluate the effectiveness of the mental health and suicide prevention media outreach campaigns of the Department in raising awareness about mental health and suicide prevention, including the metrics on which such targets are based under subsection (a)(2).</text>
 </paragraph><paragraph id="idF6ECFD155E774B838B745CB5ED14B79B"><enum>(2)</enum><header>Annual report</header><text>Not later than one year after the submittal of the report under paragraph (1), and annually thereafter, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report detailing—</text>
 <subparagraph id="idB49346411628464FB8B8551BA9358232"><enum>(A)</enum><text>the progress of the Department in meeting the targets established under subsection (a)(1); and</text> </subparagraph><subparagraph id="id295520AC77204D03A6C23084658667CB"><enum>(B)</enum><text>a description of any action to be taken by the Department to modify mental health and suicide prevention media outreach campaigns if those targets are not being met.</text>
					</subparagraph></paragraph></subsection></section><section id="id10cb52f6074644cd8a82710defcef863"><enum>3.</enum><header>Establishment of oversight process for Department of Veterans Affairs mental health and suicide
			 prevention
			 media outreach campaigns</header>
 <subsection id="idE1CDC16DB08A40DB90D36940EB1F5F1D"><enum>(a)</enum><header>Establishment of oversight process</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall establish a process to oversee the mental health and suicide prevention media outreach campaigns of the Department of Veterans Affairs.</text>
 </subsection><subsection id="idA45D7DE1F78443878578E3BFA4545CE3"><enum>(b)</enum><header>Components of oversight process</header><text display-inline="yes-display-inline">The process established under subsection (a) shall include a delineation of the roles and responsibilities of officials in leadership and contract oversight positions within the Office of Mental Health and Suicide Prevention of the Veterans Health Administration, including during periods of staff turnover or program changes.</text>
			</subsection></section><section commented="no" id="idd08836a69efd45fb8c1e6579a0d601c6"><enum>4.</enum><header>Report on expenditures and obligations of funds of the Office of Mental Health and Suicide
			 Prevention</header>
 <subsection id="id10A8D8391FF048C4B13811A141C9D49C"><enum>(a)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, and semiannually thereafter, the Secretary of Veterans Affairs shall submit to the appropriate congressional committees a report detailing the expenditures of and obligations of funds by the Office of Mental Health and Suicide Prevention of the Veterans Health Administration during the period covered by the report.</text>
 </subsection><subsection id="id48129D9AD5DA4B9AB576243169E9996D"><enum>(b)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text> <paragraph commented="no" id="idEA51126B28A04882B895AA43D9D6926C"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Veterans’ Affairs and the Committee on Appropriations of the Senate; and</text>
 </paragraph><paragraph commented="no" id="id2D0F5230811A40EBB07DFD8DF213FF25"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Veterans Affairs and the Committee on Appropriations of the House of Representatives.</text>
 </paragraph></subsection></section><section commented="no" id="idED861139F3EA43D0AF40D1D559239B2A"><enum>5.</enum><header>Contract requirements</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall ensure that each contract into which the Secretary enters to develop mental health and suicide prevention outreach media includes a requirement that the contractor—</text>
 <paragraph commented="no" id="idB9D02739E88B41D4B398AD030D7D4888"><enum>(1)</enum><text display-inline="yes-display-inline">track metrics used by the Secretary under section 2(a)(2); and</text>
 </paragraph><paragraph commented="no" id="id9379723429044165964DCC00F743E103"><enum>(2)</enum><text display-inline="yes-display-inline">not less frequently than quarterly, report such metrics to the Office of Mental Health and Suicide Prevention of the Veterans Health Administration.</text>
