			 Heights.</official-title></form>
	<legis-body>
 <section display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><text>That it is the sense of the Senate that—</text> </section><section id="idC1DFDCE27CE449728D21E216C91FFDF5" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="id9C45123B8B394644AE04FE94219CA7D8"><enum>(1)</enum><text>On September 1, 1975, President Gerald Ford provided a diplomatic assurance to Israel that <quote>the U.S. will support the position that an overall settlement with Syria in the framework of a peace agreement must assure Israel’s security from attack from the Golan Heights [and] it will give great weight to Israel’s position that any peace agreement with Syria must be predicated on Israel remaining on the Golan Heights</quote>.</text>
 </paragraph><paragraph id="idF637BA5D6D0D46788014B634BB5FDB70"><enum>(2)</enum><text>In October 1991, Secretary of State James Baker provided a diplomatic assurance to Israel that <quote>the United States continues to stand behind the assurance given by President Ford to Prime Minister Rabin on September 1, 1975</quote>.</text>
 </paragraph><paragraph id="id6E126BF661DF4D12AE74B2A5A0F7BAE9"><enum>(3)</enum><text>Iran has used the war in Syria to establish a long-term military presence in the Levant, to attack Israel from across the Golan Heights, and to create territorial corridors that allow it to provide arms to its troops and terrorist proxies.</text>
 </paragraph></section><section id="id6AC98C36C5C345BAB90D5BFA1962759C"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="id557a49bbefa44792846f488d0cba4336"><enum>(1)</enum><text>Israel’s security from attacks from Syria and Lebanon cannot be assured without Israeli sovereignty over the Golan Heights; and</text>
 </paragraph><paragraph id="id51c83b2c7fb0499bb340fccb62066637"><enum>(2)</enum><text>in light of new realities on the ground, including Iran’s presence in Syria—</text> <subparagraph id="idbbda7e2e528a4b61926a08a1a06b8fb1"><enum>(A)</enum><text>it is unrealistic to expect that the outcome of a peace agreement between Israel and Syria will be an Israeli withdrawal from the Golan Heights; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id928d946791f445cb98a49b41a996c4df"><enum>(B)</enum><text>it is realistic to expect that any peace agreement between Israel and Syria will only be achieved on the basis of Israel remaining on the Golan Heights; and</text>
 </subparagraph></paragraph><paragraph id="id85870e2fc6d8466cb9ea2caf836fdba6"><enum>(3)</enum><text>it is in the United States national security interest to ensure that—</text> <subparagraph id="idFB1F4A681E004AA194D6F7B898520FD0"><enum>(A)</enum><text>Israel retains control of the Golan Heights; and</text>
 </subparagraph><subparagraph id="id183F60EC8F1D48C0BD8F1C41D78022F0"><enum>(B)</enum><text>the Syrian regime of Bashar al-Assad faces diplomatic and geopolitical consequences for its killing of civilians, the ethnic cleansing of Arab Sunnis, and the use of weapons of mass destruction.</text>
 </subparagraph></paragraph></section><section id="idef56a9ba8cba4cfd81243566b4e86d12"><enum>3.</enum><header>Statement of United States policy</header><text display-inline="no-display-inline">It shall be the policy of the United States—</text> <paragraph id="idA118F1D526924CB8B4AB0118924BD9F0"><enum>(1)</enum><text display-inline="yes-display-inline">to recognize Israel’s sovereignty over the Golan Heights; and</text>
 </paragraph><paragraph id="id4195fac02dc649ce92842fa659431069"><enum>(2)</enum><text>to promote and conduct joint projects with Israel on the Golan Heights, including projects—</text> <subparagraph id="id2D80F5EA28114060BAD78A817E57D457"><enum>(A)</enum><text>in basic and applied scientific fields;</text>
 </subparagraph><subparagraph id="id7843A8B6EB7F4A3FB446C12F57A7E20E"><enum>(B)</enum><text>in industrial research and development; and</text> </subparagraph><subparagraph id="id959EFFEC86364F369F039B683801329F"><enum>(C)</enum><text>in strategic and applied research of agricultural problems.</text>
 </subparagraph></paragraph></section><section id="idbb337bfc8aa04acba9b2f7840df2eeca"><enum>4.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Any reference to <quote>Israel</quote> in any existing or future Act of Congress relating to appropriations or foreign commerce, including customs and international trade, shall be interpreted to include the Golan Heights.</text></section></legis-body></bill>
