 <section id="H758E3454AD454B18B2B7D7CF526436B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>La Paz County Land Conveyance Act of 2019</short-title></quote>.</text> </section><section id="HFC9C71EADE264D2EB01E0AFE2DD83091"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="H58FA4E2419384A5D936EDFBF60B3B445"><enum>(1)</enum><header display-inline="yes-display-inline">County</header><text display-inline="yes-display-inline">The term <term>County</term> means La Paz County, Arizona.</text> </paragraph><paragraph id="H2C57C74E373F4F6F803C34737BCD3ADF"><enum>(2)</enum><header>Federal land</header><text display-inline="yes-display-inline">The term <term>Federal land</term> means the approximately 5,935 acres of land managed by the Bureau of Land Management and designated as <quote>Federal land to be conveyed</quote> on the map.</text>
 </paragraph><paragraph id="H3D0F151238704B2EB87DE118684CE7DA"><enum>(3)</enum><header>Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map prepared by the Bureau of Land Management entitled <quote>Proposed La Paz County Land Conveyance</quote> and dated October 1, 2018.</text> </paragraph><paragraph id="H7CA2EE5B28604F3497F0ABCEDC604E17"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph></section><section id="H21826485759B405EBC764D5CDF3367F6"><enum>3.</enum><header>Conveyance to La Paz County, Arizona</header>
 <subsection id="id25fd0688df8142edbc07f3773a4313d0"><enum>(a)</enum><header>In general</header><text>Notwithstanding the planning requirement of sections 202 and 203 of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1712">43 U.S.C. 1712</external-xref>, 1713) and in accordance with this section and other applicable law, as soon as practicable after receiving a request from the County to convey the Federal land, the Secretary shall convey the Federal land to the County.</text>
			</subsection><subsection id="id79abf0910a3940a0afd45c6035db3bf2"><enum>(b)</enum><header>Restrictions on conveyance</header>
 <paragraph id="id7AA2FA6796394180BF88E21E675BA9A9"><enum>(1)</enum><header>In general</header><text>The conveyance under subsection (a) shall be subject to—</text> <subparagraph id="id6FEB88307A9E4C6DAA396ADC0873A66E"><enum>(A)</enum><text>valid existing rights; and</text>
 </subparagraph><subparagraph id="id41F857C492FB4C31BFBEB01838FF19BE"><enum>(B)</enum><text>such terms and conditions as the Secretary determines to be necessary.</text> </subparagraph></paragraph><paragraph id="id02FEA934CFAD416FAF684EDA6EB22D62"><enum>(2)</enum><header>Exclusion</header><text>The Secretary shall exclude from the conveyance under subsection (a) any Federal land that contains significant cultural, environmental, wildlife, or recreational resources.</text>
 </paragraph></subsection><subsection id="id6fd0842cd1a64a70a7f067a9f0ee44a1"><enum>(c)</enum><header>Payment of fair market value</header><text>The conveyance under subsection (a) shall be for the fair market value of the Federal land to be conveyed, as determined—</text>
 <paragraph id="ida0aaf9349be64ab9a7bc47029a339c92"><enum>(1)</enum><text>in accordance with the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref> et seq.); and</text> </paragraph><paragraph id="id8928890d9b044eefaa7ca49f1eb48550"><enum>(2)</enum><text>based on an appraisal that is conducted in accordance with—</text>
 <subparagraph id="id8adbf96e24904662903c51c5a1fdcaec"><enum>(A)</enum><text>the Uniform Appraisal Standards for Federal Land Acquisitions; and</text> </subparagraph><subparagraph id="ide8194c75d3a34d5bb3d55ca856665c42"><enum>(B)</enum><text>the Uniform Standards of Professional Appraisal Practice.</text>
 </subparagraph></paragraph></subsection><subsection id="id38f9dccc14884647be7b9f15a0871523"><enum>(d)</enum><header>Protection of Tribal cultural artifacts</header><text>As a condition of the conveyance under subsection (a), the County shall, and as a condition of any subsequent conveyance, any subsequent owner shall—</text>
 <paragraph id="HC99429B8A35E4354A135BA7FEFEF9E33"><enum>(1)</enum><text>make good faith efforts to avoid disturbing Tribal artifacts;</text> </paragraph><paragraph id="H493F210B84AA48589E95D6DFD67CF764"><enum>(2)</enum><text>minimize impacts on Tribal artifacts if they are disturbed;</text>
 </paragraph><paragraph id="H8395839399814E75939CEF41250CAE07"><enum>(3)</enum><text>coordinate with the Colorado River Indian Tribes Tribal Historic Preservation Office to identify artifacts of cultural and historic significance; and</text>
 </paragraph><paragraph id="HF8829F519F2843B691B8CBA96341BA50"><enum>(4)</enum><text>allow Tribal representatives to rebury unearthed artifacts at or near where the artifacts were discovered.</text>
				</paragraph></subsection><subsection id="H37E4DC806D5D405E985DBA07B6B38FBF"><enum>(e)</enum><header>Availability of map</header>
 <paragraph id="HF442940B0FA949FBAF9698AB73E4FC99"><enum>(1)</enum><header>In general</header><text>The map shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management.</text>
 </paragraph><paragraph id="HC0F2176BF5774D84A6E09AE8BAFF34DA"><enum>(2)</enum><header>Corrections</header><text>The Secretary and the County may, by mutual agreement—</text> <subparagraph id="H39BEEC7D3F714292BADB89D3BD1739E8"><enum>(A)</enum><text>make minor boundary adjustments to the Federal land to be conveyed under subsection (a); and</text>
 </subparagraph><subparagraph id="HE74E34D8777E44C2BC37D19CEFEA767D"><enum>(B)</enum><text>correct any minor errors in the map, an acreage estimate, or the description of the Federal land.</text> </subparagraph></paragraph></subsection><subsection id="H902B7BCDE2DD4E49935E63C1A4A8EFA6"><enum>(f)</enum><header>Withdrawal</header><text>The Federal land is withdrawn from the operation of the mining and mineral leasing laws of the United States.</text>
 </subsection><subsection id="HAF863D3D95EE4EC89685D9E770ED194E"><enum>(g)</enum><header>Costs</header><text>As a condition of the conveyance of the Federal land under subsection (a), the County shall pay—</text> <paragraph id="H39FF82AC3EEC4D428BE5EC59B1FFBE3A"><enum>(1)</enum><text>an amount equal to the appraised value determined in accordance with subsection (c)(2); and</text>
 </paragraph><paragraph id="H5B2352EF490541079B67CCB30FE12BFA"><enum>(2)</enum><text>all costs related to the conveyance, including all surveys, appraisals, and other administrative costs associated with the conveyance of the Federal land to the County under subsection (a).</text>
 </paragraph></subsection><subsection id="id789cb8478ddf47379d46c9b32148dbef"><enum>(h)</enum><header>Proceeds from the sale of land</header><text>The proceeds from the sale of land under this section shall be—</text> <paragraph id="id7D7F4EFCD5D34C1893CD85FA4F8A3F41"><enum>(1)</enum><text>deposited in the Federal Land Disposal Account established by section 206(a) of the Federal Land Transaction Facilitation Act (<external-xref legal-doc="usc" parsable-cite="usc/43/2305">43 U.S.C. 2305(a)</external-xref>); and</text>
 </paragraph><paragraph id="idBCB24E6CEF1F4B6BBE597342E869C14D"><enum>(2)</enum><text>used in accordance with that Act (<external-xref legal-doc="usc" parsable-cite="usc/43/2301">43 U.S.C. 2301</external-xref> et seq.).</text></paragraph></subsection></section></legis-body></bill>
