			 to include the disclosure of persons who are registered lobbyists under
			 the Lobbying Disclosure Act of 1995, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H086CC0F8AA7C45D99E9AA710745CD9FB" style="OLC">
 <section id="HE0389EA63BDB4DC78C9431C1B08F75D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Connecting Lobbyists and Electeds for Accountability and Reform Act</short-title></quote> or the <quote><short-title>CLEAR Act</short-title></quote>.</text> </section><section id="H01FDE47ECEE3472787479533FD2D8398"><enum>2.</enum><header>Requiring disclosure in certain reports filed with Federal Election Commission of persons who are registered lobbyists</header> <subsection id="HF15A4BBC64B644E1A4377A6D5C3A1F53"><enum>(a)</enum><header>Reports filed by political committees</header><text display-inline="yes-display-inline">Section 304(b) of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30104">52 U.S.C. 30104(b)</external-xref>) is amended—</text>
 <paragraph id="H4B8CEEE6F6B44C48B81A76F335680765"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (7);</text> </paragraph><paragraph id="H14D2E54988BF494D97FF946E19879EC0"><enum>(2)</enum><text>by striking the period at the end of paragraph (8) and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph id="H979E79D1567D455AA58E543B84A0EF2E"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="HCA3A39C52F7147BD8251DDC894AA875F" style="traditional"> <paragraph id="HCFEB57451A2A4009BBF9C84619911EB2"><enum>(9)</enum><text>if any person identified in subparagraph (A), (E), (F), or (G) of paragraph (3) is a registered lobbyist under the Lobbying Disclosure Act of 1995, a separate statement that such person is a registered lobbyist under such Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H7E737C4765D74B248C32AF63270E21E8"><enum>(b)</enum><header>Reports filed by persons making independent expenditures</header><text display-inline="yes-display-inline">Section 304(c)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/30104">52 U.S.C. 30104(c)(2)</external-xref>) is amended—</text> <paragraph id="HF2324C257EB84DE78DDCF0D9981CD35E"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of subparagraph (B);</text>
 </paragraph><paragraph id="H878B00474CD746239D22AB954CF0E528"><enum>(2)</enum><text>by striking the period at the end of subparagraph (C) and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="HF6BEF32C1B644AAA97BC5737A343832A"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HFE04F003BFCF440C86411C518435FB24" style="traditional">
 <subparagraph id="H2BFF0C6E2BAE457EAB2DCA6066FC0B36" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">if the person filing the statement, or a person whose identification is required to be disclosed under subparagraph (C), is a registered lobbyist under the Lobbying Disclosure Act of 1995, a separate statement that such person is a registered lobbyist under such Act.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H97D9A992BAF8444499D453CD0DC513B9"><enum>(c)</enum><header>Reports filed by persons making disbursements for electioneering communications</header><text>Section 304(f)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/30104">52 U.S.C. 30104(f)(2)</external-xref>) is amended by adding at the end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="HD9FF4015D72942B58D33D641BC03BABD" style="OLC">
 <subparagraph id="H986B3FF098F7426F80A79D16C3E29EAE"><enum>(G)</enum><text display-inline="yes-display-inline">If the person making the disbursement, or a contributor described in subparagraph (E) or (F), is a registered lobbyist under the Lobbying Disclosure Act of 1995, a separate statement that such person or contributor is a registered lobbyist under such Act.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H00B0D40AD1DB4058A595BB22545D457E"><enum>(d)</enum><header>Requiring Commission To establish link to websites of the Clerk of the House and the Secretary of
 the Senate</header><text>Section 304 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/30104">52 U.S.C. 30104</external-xref>) is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H8B5EE8612C764973A18CBEDD9357BFE4" style="OLC">
					<subsection id="HE9CE6AD41B4B446EADB16D06F846F3C7"><enum>(j)</enum><header>Requiring information on registered lobbyists To be linked to websites of the Clerk of the House
			 and
			 the Secretary of the Senate</header>
 <paragraph id="H9410E3AD3E1F4D1B8C282EE57A4D641B"><enum>(1)</enum><header>Links to websites</header><text>The Commission shall ensure that the Commission's public database containing information described in paragraph (2) is linked electronically to the websites maintained by the Secretary of the Senate and the Clerk of the House of Representatives containing information filed pursuant to the Lobbying Disclosure Act of 1995.</text>
 </paragraph><paragraph id="HF9F33612F6564E86AB85258D09105CF1"><enum>(2)</enum><header>Information described</header><text>The information described in this paragraph is each of the following:</text> <subparagraph id="HA1BE0312EA3742F293A8847ECB5FA8A4"><enum>(A)</enum><text>Information disclosed under paragraph (9) of subsection (b).</text>
 </subparagraph><subparagraph id="HDACBC766CB8C415E84DC1A69BDB2E9BA"><enum>(B)</enum><text display-inline="yes-display-inline">Information disclosed under subparagraph (D) of subsection (c)(2).</text> </subparagraph><subparagraph id="HD7996E541833403CB28CFB72F8945B73"><enum>(C)</enum><text>Information disclosed under subparagraph (G) of subsection (f)(2).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="HA658FF0246134329B47D13390190C3DB"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to reports required to be filed under the Federal Election Campaign Act of 1971 on or after the expiration of the 90-day period which begins on the date of the enactment of this Act.</text></section></legis-body></bill>
