			 individual’s failure to vote as the basis for initiating the procedures
			 provided under such Act for the removal of the individual from the
			 official list of registered voters in the State on the grounds that the
			 individual has changed residence, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H73AEC358ADB549868A8B31FFD55FCECC" style="OLC">
 <section id="HA04FD4C80839449C96D1FD127B617AA9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Automatically Voiding Eligible Voters Off Their Enlisted Rolls in States Act</short-title></quote> or the <quote><short-title>Save Voters Act</short-title></quote>.</text> </section><section id="idE3E4ADC61A384AF89EDC7B5573125593"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
 <paragraph id="idFBAB32ECC9FB41B09E586BE51E8B95D0"><enum>(1)</enum><text display-inline="yes-display-inline">to prohibit States from removing individuals from an official list of registered voters due to changes in residence; and</text>
 </paragraph><paragraph id="id20DDD11B38994A908B4AD00A4D703B40"><enum>(2)</enum><text>to protect the right to vote by allowing voters who are automatically registered or had previously registered to vote in a State to update their address through the day of the election.</text>
			</paragraph></section><section id="H94889EE2F54C4CB29B083AD8E448373E"><enum>3.</enum><header>Clarification that States may not use failure to vote as basis for initiating procedures to remove
			 voters from list of registered voters on grounds of changed residence</header>
 <subsection id="HC3266AC710874ECCA15CED0169ECC540"><enum>(a)</enum><header>Criteria for confirmation of voter registration</header><text display-inline="yes-display-inline">Section 8(b) of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507(b)</external-xref>) is amended—</text> <paragraph id="H3E1D6B0D0FF44F7EB2CF4C395F6EA4B0"><enum>(1)</enum><text>by striking <quote>and</quote> at the end of paragraph (1);</text>
 </paragraph><paragraph id="H621C7EFE37444E53A69644EED17E87D0"><enum>(2)</enum><text>by striking the period at the end of paragraph (2) and inserting <quote>; and</quote>; and</text> </paragraph><paragraph id="H5ECFDC445DB44E1383CF8EFCDB102A3D"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H10297DDE2FB446F89A0EE6D259B4D6F8" style="traditional">
 <paragraph id="H198780300E2741AB9E8D5B7DDE13F1F2"><enum>(3)</enum><text>shall not use the failure of a registrant to vote or the failure of a registrant to respond to a notice from the State as the basis for sending the registrant the notice described in subsection (d).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="HE8EBB5F876404A8BA9BE019003D8A6CA"><enum>(b)</enum><header>Criteria for voter removal program</header><text display-inline="yes-display-inline">Section 8(d) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507(d)</external-xref>) is amended—</text> <paragraph id="H1F2BA9D7C3D24339A50E1CD2C9417A9F"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text>
 </paragraph><paragraph id="HD743D2152392455C910868F959C67D23"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="HAD7626E06F5C465E8CAE044B1F9BA69F" style="traditional"> <paragraph id="HDF995172D923497F8CE5186BF290B8AC"><enum>(3)</enum><text>A State may not use the procedures described in this subsection with respect to any registrant unless the State has first obtained objective and reliable evidence of the registrant’s change of residence. For purposes of this paragraph, the objective and reliable evidence of a registrant’s change of residence shall not include the failure of the registrant to vote or the failure of the registrant to respond to a notice from the State.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H71BE2422D805428F8666453B3B27AD41"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date of the enactment of this Act.</text> </subsection></section><section id="idc4bc9a9d34bc468ab9bfe988e6592eac"><enum>4.</enum><header>State registration portability</header> <subsection id="id5603127c3e3f42c0b2f9d2bab3019557"><enum>(a)</enum><header>In general</header><text>Section 8(e) of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507(e)</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="idadb25b0d5b124833ad25abe2dbca0a64" style="OLC">
 <subsection id="idbdfd08daace740f496e08bcc237bd263"><enum>(e)</enum><header>Procedure for voting following failure To return card</header><text>Notwithstanding failure to notify the registrar of the change of address prior to the date of an election, a registrant who has moved from an address in the State to an address in the same State shall, upon oral or written affirmation by the registrant of the change of address before an election official, be permitted to vote (at the option of the voter)—</text>
 <paragraph id="ideab6b27c3e454cd0bd91d4c666e09d23"><enum>(1)</enum><text>at the polling place of the registrant’s current address; or</text> </paragraph><paragraph id="id5796b0648ac841c8b16d621aa93246a2"><enum>(2)</enum><text>at a central location within the same registrar’s jurisdiction.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id964a2ce177f34df0803e62e89f6393ad"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall take effect on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
