 <section id="H2D96A35217984B2BBC7DCBD813495E1D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Office of Rural Broadband Act</short-title></quote>.</text> </section><section id="HDD560652E44E4D84AB0F0C42897460D5"><enum>2.</enum><header>Office of Rural Broadband</header> <subsection id="HD1262DA46D3642DD992704B11F231764"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
 <paragraph commented="no" id="HA507576766874D1797D8324871E42866"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code.</text> </paragraph><paragraph commented="no" id="HAA168A47AC2941CB9ACA3CDDCB812E42"><enum>(2)</enum><header>Broadband</header><text>The term <term>broadband</term> has the meaning given the term <term>advanced telecommunications capability</term> in section 706 of the Te­le­com­mu­ni­ca­tions Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/47/1302">47 U.S.C. 1302</external-xref>).</text>
 </paragraph><paragraph id="HEF409218F8DD44A5A3B9F8FB57E0C138"><enum>(3)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Communications Commission.</text> </paragraph><paragraph id="HA228CF5946D94B24AC3C1E1F43F3E3BE"><enum>(4)</enum><header>Office</header><text display-inline="yes-display-inline">The term <term>Office</term> means the Office of Rural Broadband established under subsection (b).</text>
 </paragraph><paragraph commented="no" id="HC1DE2648B7074D799BF738C0F2B36854"><enum>(5)</enum><header>Rural</header><text display-inline="yes-display-inline">The term <term>rural</term> has the meaning given the term in section 54.505(b)(3) of title 47, Code of Federal Regulations, or any successor regulation.</text>
 </paragraph></subsection><subsection id="HDC8FC3FA907D4379829264AE203DD09E"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Commission shall establish an Office of Rural Broadband.</text>
 </subsection><subsection id="H05F180A1AFCA4C388360A05ADA915BDA"><enum>(c)</enum><header>Duties</header><text>The Office shall have the following duties:</text> <paragraph id="HFA946FB379324715B442ACB88D81CBD4"><enum>(1)</enum><text display-inline="yes-display-inline">Coordinate efforts with the Rural Utilities Service of the Department of Agriculture and the National Telecommunications and Information Administration to ensure the mutual and complementary success of—</text>
 <subparagraph id="id95F63C9A6C4E46E7AB40A6A51BED0585"><enum>(A)</enum><text display-inline="yes-display-inline">the initiatives of the Commission; and</text> </subparagraph><subparagraph id="id066815E3C94E489DB8798C54B4025A20"><enum>(B)</enum><text display-inline="yes-display-inline">the programs overseen by the other agencies described in this paragraph.</text>
 </subparagraph></paragraph><paragraph id="H0EC6A75C4E24407C8B85E0213E53B424"><enum>(2)</enum><text>Coordinate with the Universal Service Administrative Company to maintain updated information regarding programs that deploy rural broad­band.</text>
 </paragraph><paragraph id="H5BA7187E71F84DDAB4EC095AF9181170"><enum>(3)</enum><text>Coordinate with other agencies to remove barriers to broadband deployment.</text> </paragraph><paragraph id="HF1F885A6BDA3496FA96E668A5DE41C79"><enum>(4)</enum><text>Assess, and publish the assessment of, the impact of proposed actions of the Commission on rural consumers before the actions are voted upon or taken.</text>
 </paragraph><paragraph id="HF4C38024E16B404099461954FA2DF88C"><enum>(5)</enum><text>Track broadband subscription rates in rural areas, using data collected by the Bureau of the Census under section 103(d) of the Broadband Data Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/47/1303">47 U.S.C. 1303(d)</external-xref>).</text>
 </paragraph><paragraph id="H5AB987A49CFE4C9BBC904212D02508B9"><enum>(6)</enum><text display-inline="yes-display-inline">Coordinate with other bureaus and offices of the Commission and other agencies to ensure consistency and updating of broadband mapping in rural areas.</text>
 </paragraph><paragraph id="H9BA75B5BADEB4331AD47652866BB897B"><enum>(7)</enum><text display-inline="yes-display-inline">Include in the Communications Marketplace Report required under section 13 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/163">47 U.S.C. 163</external-xref>) a report on the efforts of the Office to promote and sustain quality and affordable rural communications services, including voice service and broadband.</text>
 </paragraph><paragraph id="HC974751597604B8F9D15D715EE2FE4E1"><enum>(8)</enum><text>Dedicate a representative to address stakeholder questions and concerns.</text> </paragraph></subsection><subsection id="HAF3FCEADB240412BAE3BB16D5DA3D96B"><enum>(d)</enum><header>No additional reporting requirements</header><text>Nothing in this section shall create any additional reporting requirement for a broadband provider.</text></subsection></section></legis-body></bill>
