		<official-title>To establish a Counterterrorism Advisory Board, and for other purposes. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Counterterrorism Advisory Board Act of 2019</short-title></quote>.</text>
		</section><section id="ida1357fb855194857a44d6310d475d7b8" section-type="subsequent-section"><enum>2.</enum><header>Department of homeland security counterterrorism advisory board</header>
 <subsection id="id6752e952f9974930a39754f1afeb017f"><enum>(a)</enum><header>In General</header><text>Subtitle A of title II of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/121">6 U.S.C. 121</external-xref> et seq.) is amended by inserting after section 210E the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9be5fc843758426899ce620a7c1b963d" style="OLC">
					<section id="id2c96ec4fb60d4e78a5f7daac62df9261"><enum>210F.</enum><header>Departmental coordination on counterterrorism</header>
 <subsection id="idbee2d124df6e4724b598316c4d7663ca"><enum>(a)</enum><header>Authorization</header><text>There is authorized in the Department a Counterterrorism Advisory Board (in this section referred to as the <quote>Board</quote>) which shall—</text>
 <paragraph id="id9952b893c0e6481196393ef29c7c5d91"><enum>(1)</enum><text>be composed of senior representatives of departmental operational components and headquarters elements; and</text>
 </paragraph><paragraph id="id85ad399af48f4212af15452646398f38"><enum>(2)</enum><text>coordinate departmental intelligence activities and policy and information related to the mission and functions of the Department that counter terrorist threats.</text>
 </paragraph></subsection><subsection id="id8bdae29aacc74c42ad6e8aa6ffebd163"><enum>(b)</enum><header>Charter</header><text>There shall be a charter to govern the structure and mission of the Board, which shall—</text> <paragraph id="id71640b9ea7ee4135954b1b121158e531"><enum>(1)</enum><text>direct the Board to focus on the current threat environment and the importance of aligning departmental activities to counter threats under the guidance of the Secretary; and</text>
 </paragraph><paragraph id="ide139436c8e2648bdb1e972c6bdbe6530"><enum>(2)</enum><text>be reviewed and updated as appropriate.</text> </paragraph></subsection><subsection id="id9bc8e9cc66f64ed69b871b5ee64bde95"><enum>(c)</enum><header>Members</header> <paragraph id="id69ac63a9e9aa433784645723a90792c3"><enum>(1)</enum><header>In general</header><text>The Board shall be composed of senior representatives of departmental operational components and headquarters elements.</text>
 </paragraph><paragraph id="idf98087ce3bfc472da4e36a3e9df0da39"><enum>(2)</enum><header>Chair</header><text>The Under Secretary for Intelligence and Analysis shall serve as the Chair of the Board.</text> </paragraph><paragraph id="id6103a31a0daa4866baf59e50c0d1008b"><enum>(3)</enum><header>Members</header><text>The Secretary shall appoint additional members of the Board from among the following:</text>
 <subparagraph id="id305dafbb9c9146eb93f51e316ae588ae"><enum>(A)</enum><text>The Transportation Security Administration.</text> </subparagraph><subparagraph id="id7707f251bbc549659c7aa7c5f010dd95"><enum>(B)</enum><text>U.S. Customs and Border Protection.</text>
 </subparagraph><subparagraph id="id693b690cad3c41f983c30ed11782a916"><enum>(C)</enum><text>U.S. Immigration and Customs Enforcement.</text> </subparagraph><subparagraph id="idb46a5b52beca4291a0928faeac35b503"><enum>(D)</enum><text>The Federal Emergency Management Agency.</text>
 </subparagraph><subparagraph id="id3c28de36a8584ce9a0a17164361dfd3d"><enum>(E)</enum><text>The Coast Guard.</text> </subparagraph><subparagraph id="id7157931056884e27bb392f3e3db79fa4"><enum>(F)</enum><text>U.S. Citizenship and Immigration Services.</text>
 </subparagraph><subparagraph id="ided1ba2e9875342ea9d3aaca45953ed60"><enum>(G)</enum><text>The United States Secret Service.</text> </subparagraph><subparagraph id="id0c206aac5f1346a4adbb28e05a3d45f2"><enum>(H)</enum><text>The Cybersecurity and Infrastructure Security Agency.</text>
 </subparagraph><subparagraph id="id023499734dff45c78974f405c4a3551c"><enum>(I)</enum><text>The Office of Operations Coordination.</text> </subparagraph><subparagraph id="id723c917a06084d03a8271e5fe1c33c6a"><enum>(J)</enum><text>The Office of the General Counsel.</text>
 </subparagraph><subparagraph id="id1c76298681c2463f810a7419dd29e999"><enum>(K)</enum><text>The Office of Intelligence and Analysis.</text> </subparagraph><subparagraph id="id7d1ff70fa3b543ea8131c3037049885b"><enum>(L)</enum><text>The Office of Strategy, Policy, and Plans.</text>
 </subparagraph><subparagraph id="id586f5ff5b07e4b18bf7c373f85eb2135"><enum>(M)</enum><text>The Science and Technology Directorate.</text> </subparagraph><subparagraph id="id82b51ee9713c482cac3494d4bae9f5b3"><enum>(N)</enum><text>The Office for State and Local Law Enforcement.</text>
 </subparagraph><subparagraph id="id86f1c7a2ed8d4879856193402784a93f"><enum>(O)</enum><text>The Privacy Office.</text> </subparagraph><subparagraph id="idaac298c502144a48813ef563287f1037"><enum>(P)</enum><text>The Office for Civil Rights and Civil Liberties.</text>
 </subparagraph><subparagraph id="id4a06ff8a310e4da691bd44a3f8706c25"><enum>(Q)</enum><text>Other departmental offices and programs as determined appropriate by the Secretary.</text> </subparagraph></paragraph></subsection><subsection id="idab3d4aaf3ce04e65907aeb0f3dad0ba3"><enum>(d)</enum><header>Meetings</header><text>The Board shall—</text>
 <paragraph id="iddfbb0a7623d8458085015c5546db9943"><enum>(1)</enum><text>meet on a regular basis to discuss intelligence and coordinate ongoing threat mitigation efforts and departmental activities, including coordination with other Federal, State, local, tribal, territorial, and private sector partners; and</text>
 </paragraph><paragraph id="id47308b6ad80b4fe9a6d9e4e92a7c2b6d"><enum>(2)</enum><text>make recommendations to the Secretary.</text> </paragraph></subsection><subsection id="id09baacbd23104fa3b94dcb71761f1a42"><enum>(e)</enum><header>Terrorism alerts</header><text>The Board shall advise the Secretary on the issuance of terrorism alerts under section 203.</text>
 </subsection><subsection id="iddc83ff78959946658001ff17c581dc30"><enum>(f)</enum><header>Prohibition on additional funds</header><text>No additional funds are authorized to carry out this section.</text> </subsection><subsection id="id6EC90EEEB686462BA92FA05DE68B07D1"><enum>(g)</enum><header>Sunset</header><text>The authority under this section shall terminate on the date that is 2 years after the date of enactment of the <short-title>Counterterrorism Advisory Board Act of 2019</short-title>.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idd658bc107ba24bb6891a0466f56371e7"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/296">Public Law 107–296</external-xref>; 116 Stat. 2135) is amended by inserting after the item relating to section 210E the following:</text>
				<quoted-block display-inline="no-display-inline" id="idEB79E0BAF6CB4BC19385D03C8700C48F" style="OLC"><toc><toc-entry idref="id2c96ec4fb60d4e78a5f7daac62df9261" level="section">Sec. 210F. Departmental coordination on counterterrorism.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id511fce16a09f48f2bcfe4801d90518e6"><enum>(c)</enum><header>Report</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary of Homeland Security, acting through the Chair of the Counterterrorism Advisory Board established under section 210F of the Homeland Security Act of 2002, as added by subsection (a), shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives a report on the status and activities of the Counterterrorism Advisory Board.</text>
 </subsection><subsection id="ide2ffaf1282864b1bbc16facb87c0d815"><enum>(d)</enum><header>Notice</header><text>The Secretary of Homeland Security shall provide written notification to and brief the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives on any changes to or introductions of new mechanisms to coordinate threats across the Department of Homeland Security.</text>
