			 Standards and Technology, to help facilitate the adoption of composite
			 technology in infrastructure in the United States, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
		<section id="id1E4660D66DCF419B910E2BB805586BFE" section-type="section-one"><enum>1.</enum><header>Facilitating the adoption of composite technology in infrastructure</header>
 <subsection id="id858b65e3a3264e21af05682f1318c318"><enum>(a)</enum><header>Research</header><text>The Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology, shall implement the recommendations contained in the December 2017 report entitled <quote>Road Mapping Workshop Report on Overcoming Barriers to Adoption of Composites in Sustainable Infrastructure</quote>, as appropriate, to help facilitate the adoption of composite technology in infrastructure in the United States. In implementing such recommendations, the Secretary, acting through the Director shall, with respect to the use of composite technology in infrastructure—</text>
 <paragraph id="id63F9C5F80DAB475CA10194431A86CACE"><enum>(1)</enum><text>not later than 9 months after the date of the enactment of this Act, develop a design for a data clearinghouse to identify, gather, validate, and disseminate existing design criteria, tools, guidelines, and standards in a timely manner;</text>
 </paragraph><paragraph id="id48F52C4F7D99473895BE81FD579AC718"><enum>(2)</enum><text>not later than 18 months after the date of the enactment of this Act, establish the data clearinghouse described in paragraph (1); and</text>
 </paragraph><paragraph id="id818fc888c2d34dee87f5d55dab059221"><enum>(3)</enum><text>develop methods and resources required for testing and evaluating safe and appropriate uses of composite materials for infrastructure, including—</text>
 <subparagraph id="id58c43c2d458f49c1ae72411df2dd4fba"><enum>(A)</enum><text>conditioning protocols, procedures and models;</text> </subparagraph><subparagraph id="id7a055d6c7fdc40169c65169f668237d8"><enum>(B)</enum><text>screening and acceptance tools; and</text>
 </subparagraph><subparagraph id="idac3c69678b9c427ab2f75f01cb61db68"><enum>(C)</enum><text>minimum allowable design data sets that can be converted into design tools.</text> </subparagraph></paragraph></subsection><subsection id="iddc8fecb2c7104312b1fb3a3815dbf4c8"><enum>(b)</enum><header>Standards coordination</header><text>The Secretary, acting through the Director, shall assure that the appropriate Institute staff consult regularly with standards developers, members of the composites industry, institutions of higher education, and other stakeholders in order to facilitate the adoption of standards for use of composite materials in infrastructure that are based on the research and testing results and other information developed by the Institute.</text>
			</subsection><subsection id="idDEB6140049124BACB4B7A2EF34F00221"><enum>(c)</enum><header>Pilot program</header>
 <paragraph id="idDE484220D9A74510AEC76FD010961866"><enum>(1)</enum><header>In general</header><text>Commencing not later than 1 year after the date of the enactment of this Act, the Director of the National Institute of Standards and Technology shall, in consultation with the Industry-University Cooperative Research Centers Program of the National Science Foundation, conduct a pilot program to assess the feasibility and advisability of adopting composite technology in sustainable infrastructure.</text>
 </paragraph><paragraph id="id352D137B93CE4F69BA27227E539C64DB"><enum>(2)</enum><header>Duration</header><text>The Director shall carry out the pilot program during the 4-year period beginning on the date of the commencement of the pilot program.</text>
				</paragraph><paragraph id="id9739E84CFC82442FB01CA9127F14B181"><enum>(3)</enum><header>Reports</header>
 <subparagraph id="idEE79619D36C14D5EA0AA81FD4FB44CFD"><enum>(A)</enum><header>Preliminary report</header><text>Not later than the date that is 2 years after the date of the commencement of the pilot program, the Director shall submit to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name> and the <committee-name committee-id="">Committee on Science, Space, and Technology of the House of Representatives</committee-name> a report on the preliminary findings of the Director with respect to the pilot program.</text>
 </subparagraph><subparagraph id="idC9DC86B407424912895622A0F05FECC8"><enum>(B)</enum><header>Final report</header><text>Not later than the date that is 90 days after the date of the completion of the pilot program, the Director shall submit to the committees referred to in subparagraph (A) a report on the findings of the Director with respect to the pilot program.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
