	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Evaluation of Techniques for Making Energy Technologies More Efficient and Resilient Act of 2019</short-title></quote>.</text>
 </section><section id="idF7BB2405C5FB493395D9CA9D26A36310"><enum>2.</enum><header>Net metering study and evaluation</header><text display-inline="no-display-inline">Title XVIII of the Energy Policy Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/58">Public Law 109–58</external-xref>; 119 Stat. 1122) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idBA6C3507D2844828B441CCD0E6D977BB" style="OLC">
				<section id="id3690DAA9D1CB4434914D84394A939014"><enum>1841.</enum><header>Net metering study and evaluation</header>
 <subsection id="id0E836F6E203A45D1B362C2A95FB921EA"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this section, the Secretary shall seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine (referred to in this section as the <quote>National Academies</quote>) under which the National Academies shall—</text>
 <paragraph id="id3F7ABA21A34C46879244656D172F59F6"><enum>(1)</enum><text>study the opportunities and challenges associated with net metering; and</text> </paragraph><paragraph id="idE6A2BBEE9C28437EB08AF395ED8567B7"><enum>(2)</enum><text>evaluate the expected medium- and long-term impacts of net metering.</text>
 </paragraph></subsection><subsection id="id47617C244C4C47F69C963F6073A09A14"><enum>(b)</enum><header>Elements</header><text>The study and evaluation conducted pursuant to the agreement entered into under subsection (a) shall address—</text>
 <paragraph id="id57d21d2430a14a17bcb1db2322e6bfef"><enum>(1)</enum><text>developments in net metering, including the emergence of new technologies;</text> </paragraph><paragraph id="id088ecec2fb4e443293019d438a010474"><enum>(2)</enum><text>alternatives to existing metering systems that—</text>
 <subparagraph id="id6E4F7CF5BE3E4D92B35BD327FAB7D804"><enum>(A)</enum><text>provide for transactions that—</text> <clause id="id6DC7BA27CEBA45448C0175E35FC0C3B8"><enum>(i)</enum><text>measure electric energy consumption by an electric consumer at the home or facility of that electric consumer; and</text>
 </clause><clause id="idA7CE2E564B134C1AB6BE03E406B8B44D"><enum>(ii)</enum><text>are capable of sending electric energy usage information through a communications network to an electric utility;</text>
 </clause></subparagraph><subparagraph id="id5FABC0ED162C4868BB6C277E9ECF127F"><enum>(B)</enum><text>promote equitable distribution of resources and costs; and</text> </subparagraph><subparagraph id="idD0A1AC9FC36247F4828AAC9E27B4B2E7"><enum>(C)</enum><text>provide incentives for the use of distributed renewable generation;</text>
 </subparagraph></paragraph><paragraph id="idd05bbd559d2a4d86ae1135309459a19b"><enum>(3)</enum><text>net metering planning and operating techniques;</text> </paragraph><paragraph id="id1617bf1572fe4c379cb1659ed19f61b2"><enum>(4)</enum><text>effective architecture for net metering;</text>
 </paragraph><paragraph id="idae61c0904d1a437b8c5d0d174c795a80"><enum>(5)</enum><text>successful net metering business models;</text> </paragraph><paragraph id="id93f099a67b5b43249bc88fd04b34306c"><enum>(6)</enum><text>consumer and industry incentives for net metering;</text>
 </paragraph><paragraph id="id128442efcd024ff6ae3851b0bb266b2a"><enum>(7)</enum><text>the role of renewable resources in the electric grid;</text> </paragraph><paragraph id="id88860782b1b94cbfb9e76eddbb965671"><enum>(8)</enum><text>the role of net metering in developing future models for renewable infrastructure; and</text>
 </paragraph><paragraph id="idff13bb70da1846fda71ff75ec2a5a8d8"><enum>(9)</enum><text>the use of battery storage with net metering.</text> </paragraph></subsection><subsection id="id8E3B2826B9D9417DBEA010936CE3E785"><enum>(c)</enum><header>Report</header> <paragraph id="idF1EABE2BCA6A44769A9E741CC3B8A70C"><enum>(1)</enum><header>In general</header><text>The agreement entered into under subsection (a) shall require the National Academies to submit to the Secretary, not later than 2 years after entering into the agreement, a report that describes the results of the study and evaluation conducted pursuant to the agreement.</text>
 </paragraph><paragraph id="id189768DCFE944A909359466D958E938F"><enum>(2)</enum><header>Public availability</header><text>The report submitted under paragraph (1) shall be made available to the public through electronic means, including the internet.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
