		<official-title>To direct the Comptroller General of the United States to submit a report on the response of law
			 enforcement agencies to reports of  missing or murdered
				Indians.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Studying the Missing and Murdered Indian Crisis Act of 2019</short-title></quote>.</text>
 </section><section id="id85EC1B8743764686B0804BC067E51564"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="idc02edd5265414860bc6d71d6d97df3c0"><enum>(1)</enum><header>Covered database</header><text>The term <quote>covered database</quote> means—</text>
 <subparagraph id="idBF1E7C26FB82493B8D004C412ED4E69B"><enum>(A)</enum><text>the database of the National Crime Information Center;</text> </subparagraph><subparagraph id="id30E35DC0C13C4D2C9C92F93038AEED6D"><enum>(B)</enum><text>the Combined DNA Index System;</text>
 </subparagraph><subparagraph id="id082D7A5CF4CE4C18AC438A3EF132CC8A"><enum>(C)</enum><text>the Next Generation Identification System; and</text> </subparagraph><subparagraph id="id232A3EF95C4D4972AD66447C5A580461"><enum>(D)</enum><text>any other database or system of a law enforcement agency under which a report of a missing or murdered Indian may be submitted, including—</text>
 <clause id="idFFD1B935333D45B2B9565B296DFE0A1B"><enum>(i)</enum><text>the Violent Criminal Apprehension Program; or</text> </clause><clause id="id45C16195F9CE42A2B4CFDCAB94F7E80A"><enum>(ii)</enum><text>the National Missing and Unidentified Persons System.</text>
 </clause></subparagraph></paragraph><paragraph id="id16D5C1FE31884F3CAC8C82F59BB6F009"><enum>(2)</enum><header>Indian</header><text>The term <term>Indian</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
 </paragraph><paragraph id="id2cbbd03582db47c7bc27f84cc15c1447"><enum>(3)</enum><header>Indian country</header><text>The term <term>Indian country</term> has the meaning given the term in section 1151 of title 18, United States Code.</text> </paragraph><paragraph id="idf7dfcbfee7424a5ead60b9cb9d07b746"><enum>(4)</enum><header>Law enforcement agency</header><text>The term <term>law enforcement agency</term> means a Federal, State, local, or Tribal law enforcement agency.</text>
 </paragraph><paragraph id="id7cbd872bb00d4a8baf5a3f2ea4e13c35"><enum>(5)</enum><header>Missing or murdered Indian</header><text>The term <term>missing or murdered Indian</term> means any Indian who is—</text> <subparagraph id="idFD8620352386404A9AA319E58888FE76"><enum>(A)</enum><text>reported missing in Indian country<italic> </italic> or any other location; or</text>
 </subparagraph><subparagraph id="id28BEC1D3CE4F45ECB9ED56D1BEDB1221"><enum>(B)</enum><text>murdered in Indian country or any other location.</text> </subparagraph></paragraph><paragraph id="iddb0684e14b444f70a38ca973109ddf9b"><enum>(6)</enum><header>Notification System</header><text>The term <term>notification system</term> means—</text>
 <subparagraph id="idc747cdd4e8814bf9994f3214376d9276"><enum>(A)</enum><text>the Criminal Justice Information Network;</text> </subparagraph><subparagraph id="id1f0bdfea48dd4b568e9d24df0118c060"><enum>(B)</enum><text>the AMBER Alert communications network established under subtitle A of title III of the PROTECT Act (<external-xref legal-doc="usc" parsable-cite="usc/34/20501">34 U.S.C. 20501</external-xref> et seq.); and</text>
 </subparagraph><subparagraph id="idef2ba00440d8495ab32489448cef10b6"><enum>(C)</enum><text>any other system or public notification system that relates to a report of a missing or murdered Indian, including any State, local, or Tribal notification system.</text>
 </subparagraph></paragraph></section><section id="id605d965238284d629fe6b6a85e8b20d9"><enum>3.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Indian Affairs of the Senate and the Committee on Natural Resources of the House of Representatives a comprehensive report that includes—</text>
 <paragraph id="id1b6d27d365174d9aa4758c695e95d943"><enum>(1)</enum><text>a review of—</text> <subparagraph id="id07B975CEC18E428BA91DC58D7A0C445E"><enum>(A)</enum><text>each law enforcement agency that has jurisdiction over missing or murdered Indians and the basis for that jurisdiction;</text>
 </subparagraph><subparagraph id="id4b6d4bd91b554d938316188855e5da4d"><enum>(B)</enum><text>the response procedures, with respect to a report of a missing or murdered Indian, of—</text> <clause id="idE8DC31BFDEE04AF497E8FC50925BBF7D"><enum>(i)</enum><text>the Federal Bureau of Investigation;</text>
 </clause><clause id="id9F1A22F61B014F738BEEAC47D2A8CF70"><enum>(ii)</enum><text>the Bureau of Indian Affairs; and</text> </clause><clause id="idF7F1AE3BC6094109B4CE6B93182A1EF2"><enum>(iii)</enum><text>any other Federal law enforcement agency responsible for responding to or investigating a report of a missing or murdered Indian;</text>
 </clause></subparagraph><subparagraph id="id048ffb496ec74b3a8564994b2aecc26f"><enum>(C)</enum><text>each covered database and notification system;</text> </subparagraph><subparagraph id="idb55a118705b44663a6bea2d822d38368"><enum>(D)</enum><text>Federal interagency cooperation and notification policies and procedures related to missing or murdered Indians;</text>
 </subparagraph><subparagraph id="id096e7f918b2c4359ab513ce4d2f845e2"><enum>(E)</enum><text>the requirements of each Federal law enforcement agency relating to notifying State, local, or Tribal law enforcement agencies after the Federal law enforcement agency receives a report of a missing or murdered Indian; and</text>
 </subparagraph><subparagraph id="idbbf16c48dc00435e80fd6cb83954811a"><enum>(F)</enum><text>the public notification requirements of law enforcement agencies relating to missing or murdered Indians;</text>
 </subparagraph></paragraph><paragraph id="id702c4b859f6e415089e6c56c4dd2c883"><enum>(2)</enum><text>recommendations and best practices relating to improving cooperation between and response policies of law enforcement agencies relating to missing and murdered Indians; and</text>
 </paragraph><paragraph id="id2842b753a4dc4da692b7f426750886ee"><enum>(3)</enum><text>recommendations relating to—</text> <subparagraph id="id4114EA6DC947471F9622D023BC4BE228"><enum>(A)</enum><text>improving how—</text>
 <clause id="id2049F247543D43C79C3E57328E8704E1"><enum>(i)</enum><text>covered databases address instances of missing or murdered Indians, including by improving access to, integrating, and improving the sharing of information between covered databases; and</text>
 </clause><clause id="id1C2276910D284B9C86E21F6BC02FE1C1"><enum>(ii)</enum><text>notification systems address instances of missing or murdered Indians, including by improving access to, integrating, and improving the sharing of information between notification systems;</text>
 </clause></subparagraph><subparagraph id="idb82498b1c4784b86b30562346d947c3e"><enum>(B)</enum><text>social, educational, economic, and any other factor that may contribute to an Indian becoming a missing or murdered Indian; and</text>
 </subparagraph><subparagraph id="id710ad2deb42e4cb9a42da22041d54fa0"><enum>(C)</enum><text>legislation to reduce the likelihood that an Indian may become a missing or murdered Indian.</text> </subparagraph></paragraph></section></legis-body> </bill>
