	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H9DBC1F9C84E94DB185431F7DA3A53699" style="OLC">
 <section id="H4674A40308B84374927709431FADCEFF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Springfield Race Riot National Historic Monument Act</short-title></quote>.</text> </section><section id="H0D6E1E2EDCE745FE9FF15D6EFCDFFF1F"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H019A2CA9E78042AAAEAFC74C1888BD9F"><enum>(1)</enum><header>Historic Monument</header><text>The term <term>Historic Monument</term> means the Springfield Race Riot National Historic Monument established by section 3(a)(1).</text> </paragraph><paragraph display-inline="no-display-inline" id="H0587F828806F498FB6DAA9E9A797D6ED"><enum>(2)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Springfield Race Riot National Memorial Proposed Boundary</quote>, numbered 687/148588, and dated October 2018.</text>
 </paragraph><paragraph id="H22F4F4BFF042433CACB596F9FEFC7FC4"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text> </paragraph></section><section id="H7508A590AB8D41EA832DE4908D642BB9"><enum>3.</enum><header>Establishment of Springfield Race Riot National Historic Monument</header> <subsection id="H36C98F2033344367BB33987D11DBF2F8"><enum>(a)</enum><header>Establishment</header> <paragraph id="H28A80F49B4D94919A88D83025767BCA4"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), there is established the Springfield Race Riot National Historic Monument in the State of Illinois, as a unit of the National Park System, to preserve, protect, and interpret for the benefit of present and future generations resources associated with the Springfield Race Riot of 1908 and the role of the riot in the formation of the National Association for the Advancement of Colored People.</text>
 </paragraph><paragraph id="H39726F4C9C28473A8B9B9476066F7E6C"><enum>(2)</enum><header>Conditions</header><text>The Historic Monument shall not be established until the date on which the Secretary acquires sufficient land within the boundary of the Historic Monument to constitute a manageable unit.</text>
 </paragraph></subsection><subsection id="H9DF71190E4AB4DCC86696FA9EF9867B7"><enum>(b)</enum><header>Boundaries</header><text>The boundaries of the Historic Monument shall be the boundaries generally depicted on the Map.</text> </subsection><subsection id="H844497E4CB45403DB594BAFCB4A5C119"><enum>(c)</enum><header>Availability of map</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
 </subsection><subsection id="HB15BCC20E0164D2ABE6F749E3272F947"><enum>(d)</enum><header>Acquisition of authority</header><text>The Secretary may acquire any land or interest in land located within the boundary of the Historic Monument by—</text>
 <paragraph id="H70B85D02D6054593A6CE510F2455AA9E"><enum>(1)</enum><text>donation;</text> </paragraph><paragraph id="H48E5E4C5352D4273BA9DFD14DF0DAD4C"><enum>(2)</enum><text>purchase with donated or appropriated funds; or</text>
 </paragraph><paragraph id="H5EB7EC4126CC4AE08949BE4F5DA16011"><enum>(3)</enum><text>exchange.</text> </paragraph></subsection><subsection id="H346A8A957F49470FB18DFC45FD12B450"><enum>(e)</enum><header>Agreements</header><text>The Secretary may enter into agreements with—</text>
 <paragraph id="H9E5B97BB208047DABA89A126B60CBF2E"><enum>(1)</enum><text>the city of Springfield, Illinois, for the purpose of establishing and operating outside of the Historic Monument boundary facilities for administration and visitor services; and</text>
 </paragraph><paragraph id="HD38B4354FE884CA5AF62B0B0D470C458"><enum>(2)</enum><text>other public or private entities for the purposes of carrying out this Act.</text> </paragraph></subsection><subsection id="HF1FF5C4062DE4F9DB63ABF62ED0454E2"><enum>(f)</enum><header>Administration</header> <paragraph id="H9FE917315BA94819B4661B2B206CFF9E"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer the Historic Monument in accordance with—</text>
 <subparagraph id="H18E7ECB276B34CAC82DD357C7358D223"><enum>(A)</enum><text>this Act; and</text> </subparagraph><subparagraph id="H5DC44F5BB0124FC788370A52ECA73DD8"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System.</text>
					</subparagraph></paragraph><paragraph id="H687E80E9C24046789B1EF39ABCC08A32"><enum>(2)</enum><header>Management plan</header>
 <subparagraph id="H621007CD0B864A7FBD27F8507CB716BE"><enum>(A)</enum><header>Deadline for completion</header><text>Not later than 3 years after the date on which funds are first made available to the Secretary for the preparation of a general management plan for the Historic Monument, the Secretary shall prepare a general management plan for the Historic Monument in accordance with section 100502 of title 54, United States Code.</text>
 </subparagraph><subparagraph id="HAD84606AB92645C1A75FAF7BC4FF06BC"><enum>(B)</enum><header>Submission to Congress</header><text>On completion of the general management plan under subparagraph (A), the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate the general management plan prepared under that subparagraph.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
