			 Trafficking Program to train law enforcement officers to identify and
			 assist victims of child exploitation and human trafficking.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Act</short-title></quote>.</text>
		</section><section id="idB564CDF2D61142F7BCB89C2DE00EC5B2"><enum>2.</enum><header>Interdiction for the protection of child victims of exploitation and human trafficking</header>
 <subsection id="idAA69D204D68647179E399CD03022DC2E"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline">Title II of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/34/20701">34 U.S.C. 20701</external-xref> et seq.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id60E08A299A1E4BCC95AD1402C2E4CBF0" style="OLC">
					<section id="id31A8C2346B254449B9CD329EEA49DF71"><enum>208.</enum><header>Interdiction for the protection of child victims of exploitation and human trafficking</header>
 <subsection id="id8A3B0413B81440F6B0305DF59D574465"><enum>(a)</enum><header>Definitions</header><text>In this section—</text> <paragraph id="id2F15691D303A440D804D49091326FA12"><enum>(1)</enum><text>the term <term>human trafficking</term> has the meaning given the term <term>severe forms of trafficking in persons</term> in section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>); and</text>
 </paragraph><paragraph id="idB88266D4C9C74D00B60CD70E46C51420"><enum>(2)</enum><text>the term <term>pilot program</term> means the Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Program required to be established under subsection (b).</text>
							</paragraph></subsection><subsection id="id195c7e6637b24895852d9b572b1a9c40"><enum>(b)</enum><header>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Program</header>
 <paragraph id="idaadf496112b44b6785e7da6e47a0be4a"><enum>(1)</enum><header>Establishment</header><text>The Attorney General shall establish a pilot program, which shall be known as the <quote>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Program</quote> to provide training to Federal, State, Tribal, territorial, and local law enforcement officers and other relevant professionals on child exploitation and human trafficking in accordance with the purposes described in paragraph (2).</text>
 </paragraph><paragraph id="idc37d3ee973274a97ab376734cda43eec"><enum>(2)</enum><header>Purposes</header><text>The pilot program shall provide training for law enforcement officers and other relevant professionals, including first responders and child welfare professionals, on—</text>
 <subparagraph id="idf7e9a3a77e6d4cde9ed191f8c474e507"><enum>(A)</enum><text>identifying potential child victims of human trafficking;</text> </subparagraph><subparagraph id="id73c2015f7a984450b729404b21cea8aa"><enum>(B)</enum><text>identifying children who are missing;</text>
 </subparagraph><subparagraph id="idADE627BDC37847BE9EFDC76740F3FD6E"><enum>(C)</enum><text>identifying children who are at risk of being trafficked, exploited, or sexually abused;</text> </subparagraph><subparagraph id="ida8faf01336f34bd7a3e618030bd36c56"><enum>(D)</enum><text>identifying individuals who are likely to engage in trafficking, exploitation, or sexual abuse of child victims;</text>
 </subparagraph><subparagraph id="id6be65722e95a4cf4884cf8739e55d2ec"><enum>(E)</enum><text>implementing proper protocols and procedures for—</text> <clause id="id156102C54C9C456B9E066E5A5DC708D0"><enum>(i)</enum><text>communicating with potential child victims; and</text>
 </clause><clause id="id8BED8214DD114281B2CC30D02E49F81B"><enum>(ii)</enum><text>encouraging their cooperation with law enforcement investigations and any resulting prosecutions when appropriate;</text>
 </clause></subparagraph><subparagraph id="idea2bd435e61345f380671dfec5fb04a8"><enum>(F)</enum><text>implementing proper protocols and procedures for referring such victims to appropriate social or victims service agencies or organizations;</text>
 </subparagraph><subparagraph id="id5088fff21b9a4be18b17d310667f32a9"><enum>(G)</enum><text>implementing proper protocols and procedures for interacting with victims in a manner that are trauma-informed, culturally and linguistically relevant, gender responsive, and age appropriate; and</text>
 </subparagraph><subparagraph id="idEF42A130F7FE4930B33C87162475FF25"><enum>(H)</enum><text>establishing a train-the-trainer program in which law enforcement officers who complete the pilot program training described in this subsection are given further instruction on how to train other law enforcement officers in order to increase the availability of the training program.</text>
								</subparagraph></paragraph><paragraph id="idfdcd879738cd4751a52fc3703ec92f95"><enum>(3)</enum><header>Functions</header>
 <subparagraph id="id4800a8ca64f04b99823b08bef330250c"><enum>(A)</enum><header>In general</header><text>The pilot program—</text> <clause id="id3EA62E37188E4DE2A4754F3BF5E0C244"><enum>(i)</enum><text>shall incorporate the functions of the Interdiction for the Protection of Children Program funded through the Office of Community Oriented Policing Services of the Department of Justice that was operating on the day before the date of enactment of the <short-title>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Act</short-title>;</text>
 </clause><clause id="id7281C8F8A8F045BCBE3902D3A9968E55"><enum>(ii)</enum><text>shall incorporate the functions of the initiatives authorized under subparagraphs (B) and (C);</text>
 </clause><clause id="idA4E3EDE5342C45439C6308DDB24006CC"><enum>(iii)</enum><text>may engage stakeholders, including victims of child exploitation and any Federal, State, Tribal, territorial, or local partners, to develop a flexible training module—</text>
 <subclause id="id505335638eca4706a7b98be57009df91"><enum>(I)</enum><text>for achieving the purposes described in paragraph (2); and</text> </subclause><subclause id="ide26983f18a5e438c9bddd0590e253b3d"><enum>(II)</enum><text>that adapts to various needs and settings of law enforcement officers and other relevant professionals;</text>
 </subclause></clause><clause id="idA40237C3B557456890EB84A3574F615D"><enum>(iv)</enum><text>may engage with, and continue the data collection, analysis, and sharing of criminal incidents and reports conducted by, Federal, State, Tribal, territorial, and local partners, including fusion centers and the Behavioral Analysis Unit of the United States Marshals Service related to the Interdiction for the Protection of Children Program that was operating on the day before the date of enactment of the <short-title>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Act</short-title>;</text>
 </clause><clause id="id88ef1b186508482cb5935553de9f862f"><enum>(v)</enum><text>may provide technical assistance for law enforcement education programs, in furtherance of the purposes described in paragraph (2)—</text>
 <subclause id="idd61b7ea36d1b4e95bea5f456bdf1c257"><enum>(I)</enum><text>to implement nationwide law enforcement protocols; or</text> </subclause><subclause id="ide42cf37ec1194a2bba439354dafb14ca"><enum>(II)</enum><text>to develop and distribute continuing education training materials;</text>
 </subclause></clause><clause id="id2f61a73a9c8e44ca8433488addf4aed3"><enum>(vi)</enum><text>may develop a strategy, as the Attorney General considers appropriate, to incentivize—</text> <subclause id="ide7a7bf49dc374ccb95fc3f73987c5dea"><enum>(I)</enum><text>the implementation of nationwide law enforcement officer protocols referred to in clause (v)(I); and</text>
 </subclause><subclause id="idf77411a304f34b9ea33fd650b7f61f42"><enum>(II)</enum><text>the utilization of the training materials developed under clause (v)(II);</text> </subclause></clause><clause id="id664c85481b7f4e5eb073a5fb74d7c2ab"><enum>(vii)</enum><text>may develop a reliable methodology for collecting, sharing, and reporting data among Federal, State, Tribal, territorial, and local law enforcement partners, including fusion centers, on the number of missing, at-risk, or exploited children identified and served by law enforcement officers or other relevant professionals; and</text>
 </clause><clause id="idc813dfe026014b30844ba2c1e1eb6772"><enum>(viii)</enum><text>may conduct an independent evaluation of the effectiveness of training provided under the pilot program.</text>
									</clause></subparagraph><subparagraph id="idED9BE1F586BC431A8515AE3ED7D8D42D"><enum>(B)</enum><header>Grants authorized</header>
 <clause id="id0727eb41a5824f938179ce37ca76fb9b"><enum>(i)</enum><header>In general</header><text>The Attorney General, acting through the Director of Community Oriented Policing Services, shall award grants, on a competitive basis, to Federal, State, Tribal, territorial, and local law enforcement agencies that represent diversity in geography, the demographics of the population served, and the predominant types of cases encountered, including missing children, at-risk children, and victims of child exploitation and trafficking.</text>
 </clause><clause id="id42953b4f1a984f24ad224d7c1970ab27"><enum>(ii)</enum><header>Use of funds</header><text>A law enforcement agency that receives a grant under this subparagraph shall—</text> <subclause id="id5e3aaf737ca045ee92248ff205964e29"><enum>(I)</enum><text>provide training activities designed to achieve the purposes described in paragraph (2);</text>
 </subclause><subclause id="idda578772a02f4e9c890e5314d49be1b1"><enum>(II)</enum><text>include relevant professionals from State partner agencies in training to ensure multi-disciplinary understanding of issues and resources;</text>
 </subclause><subclause id="idc0f3547adc8742dfb22c5133d09a96cf"><enum>(III)</enum><text>carry out the data collection and reporting activities described in subparagraph (A)(iv) and subsection (c); and</text>
 </subclause><subclause id="idFC0E6E58D73E4CAD8831F885C9CCFB68"><enum>(IV)</enum><text>share data and information related to incidents where trained officers successfully identified a missing, at-risk, or exploited child with appropriate Federal, State, Tribal, territorial, and local law enforcement partners, as specified by the Attorney General under subparagraph (A)(iv).</text>
 </subclause></clause></subparagraph><subparagraph id="id30d33a1bf83148059d8bd77be476503f"><enum>(C)</enum><header>Duties</header><text>The Attorney General shall support—</text> <clause id="id0E251C9131F645C3AB4FBCEC5D7BA744"><enum>(i)</enum><text>the training activities described in paragraph (2); and</text>
 </clause><clause id="id2B9646F2FCD3490DA0D14A192D94A7C9"><enum>(ii)</enum><text>the data collection, analysis, and sharing of criminal incidents and reports conducted by Federal, State, Tribal, territorial, and local law enforcement partners that provide ongoing support for the pilot program and the Interdiction for the Protection of Children Program that was operating on the day before the date of enactment of the <short-title>Interdiction for the Protection of Child Victims of Exploitation and Human Trafficking Act</short-title>.</text>
 </clause></subparagraph></paragraph><paragraph id="idce9f94e8237f4238ae7447de84a745c1"><enum>(4)</enum><header>Termination</header><text>The pilot program shall terminate on October 1, 2023.</text> </paragraph></subsection><subsection id="id6d711ac2a8ea4e5c9671b215491438c1"><enum>(c)</enum><header>Data collection and reporting requirements</header> <paragraph id="id4727015da9ec4fcbb2efd99735886c4b"><enum>(1)</enum><header>Data collection</header> <subparagraph id="idcd7b39aa9ab34634b8c814d002b98ea1"><enum>(A)</enum><header>In general</header><text>During each of fiscal years 2020 through 2023, the Attorney General shall collect data regarding—</text>
 <clause id="id48c19997fa8a44de8b176b63407f2409"><enum>(i)</enum><text>the total number of grants awarded under the pilot program—</text> <subclause id="id04c49e00f1b04fd793af70aa626aee6e"><enum>(I)</enum><text>during the previous fiscal year; and</text>
 </subclause><subclause id="id3ac5e3b2ecc24f63bb2a753d430bf774"><enum>(II)</enum><text>before the previous fiscal year;</text> </subclause></clause><clause id="idb0309ed463cb4987b333e25945e4ee3e"><enum>(ii)</enum><text>the total number of law enforcement agencies, law enforcement officers, and other relevant professionals trained through the pilot program during each of the periods described in subclauses (I) and (II) of clause (i); and</text>
 </clause><clause commented="no" id="id7f3ab48ed10a4b25ac82613b882cae7d"><enum>(iii)</enum><text>the number of children, and the demographic data of the children when available, who are successfully identified as missing, at-risk, or victims of exploitation by law enforcement officers who received training through the pilot program.</text>
 </clause></subparagraph><subparagraph id="ideb801c8f1f7743d09bd522080f0b36d7"><enum>(B)</enum><header>Initial report</header><text>In addition to the data required to be collected under subparagraph (A), the Attorney General shall collect data, for purposes of the initial report to be submitted under paragraph (3), regarding—</text>
 <clause id="id88DB35A91CE24C26B505D1253CF59ACB"><enum>(i)</enum><text>the total number of trainings conducted under the Interdiction for the Protection of Children Program referred to in subsection (b)(3)(A)(i); and</text>
 </clause><clause id="id35640E6803C14D8D8BFD2A6FEF5A2B74"><enum>(ii)</enum><text>the total number of law enforcement agencies, law enforcement officers, and other relevant professionals trained through such program.</text>
 </clause></subparagraph></paragraph><paragraph id="id0680a706520e442687e77f48c372752c"><enum>(2)</enum><header>Reporting</header><text>Not later than December 31, 2019, and annually thereafter through December 31, 2023, the Attorney General shall submit a report to Congress that contains the data collected pursuant to paragraph (1).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id04b1eccc10e14d3693bfc7f1cee94045"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Of the amount authorized to be appropriated under section 113(d) of the Trafficking Victims Prevention Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(d)</external-xref>), the Attorney General may use such sums as may be necessary to carry out this section for each of fiscal years 2020 through 2023.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idD96B537BB6A94C40AE81B17FDE4A48C3"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of contents in section 1(b) of the Trafficking Victims Protection Reauthorization Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/109/164">Public Law 109–164</external-xref>; 119 Stat. 3558) is amended by inserting after the item relating to section 207 the following:</text>
