			 countries from entering the United States.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="idF379AFBC7B284FB38FBD0D2DA60F1DA2" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that Executive Order 13780 and the presidential proclamation issued on September 24, 2017—</text>
 <paragraph id="id06DEA6D16F6C4795B338E941CF70C934"><enum>(1)</enum><text display-inline="yes-display-inline">contravene the intent of Congress in enacting section 202(a)(1) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1152">8 U.S.C. 1152(a)(1)</external-xref>), which states, <quote>no person shall receive any preference or priority or be discriminated against in the issuance of an immigrant visa because of the person's race, sex, nationality, place of birth, or place of residence</quote>; and</text>
 </paragraph><paragraph id="idB66F0A27A11544C18E06CCA4EFAD980C"><enum>(2)</enum><text>violate the Establishment Clause of the First Amendment to the United States Constitution and the equal protection component of the Due Process Clause of the Fifth Amendment to the United States Constitution.</text>
 </paragraph></section><section id="id71E7610D382141F98489CBDFD44A4A18"><enum>2.</enum><header>Prohibition against use of funds</header><text display-inline="no-display-inline">No funds, resources, or fees made available to the Secretary of Homeland Security, or to any other official of a Federal agency by any Act of Congress for any fiscal year, may be used to implement or enforce—</text>
 <paragraph id="id4C5CF18DFACD4EEE890ED37E307F1782"><enum>(1)</enum><text display-inline="yes-display-inline">Executive Order 13780, signed on March 6, 2017; or</text> </paragraph><paragraph id="id5D1E0249DC354B2381AF3DCAB7DC2D93"><enum>(2)</enum><text display-inline="yes-display-inline">Presidential Proclamation 9645, issued on September 24, 2017.</text></paragraph></section></legis-body></bill>
