 <paragraph id="id37f840eefe5f4b3b9b893f877b7e4eb1"><enum>(1)</enum><text>Coloradans value public land and have a long and proud history of balanced, varied, sustainable use of public land for agriculture, energy development, recreation, and other purposes;</text>
 </paragraph><paragraph id="id7ffc262b6ec14e4587d96e646a8fc086"><enum>(2)</enum><text>public land—</text> <subparagraph id="id983401B85CBE4B12A845E0514F27BAD2"><enum>(A)</enum><text>is an essential part of the Colorado way of life and what makes the State a desirable place to live, work, and visit; and</text>
 </subparagraph><subparagraph id="id175AADEFE23241A6A5AE86E4F2434AE8"><enum>(B)</enum><text>provides for—</text> <clause id="idc9cda301e5e94a57908396a94dc09e47"><enum>(i)</enum><text>a clean water supply;</text>
 </clause><clause id="id3b18f7c1fb864d7abdcdb89deaa40a59"><enum>(ii)</enum><text>access to recreational opportunities, including hiking, backpacking, camping, mountain biking, skiing, climbing, snowmobiling, off-highway vehicle travel, and rafting;</text>
 </clause><clause id="idfc22fd7394c34567868f66b1a0ca9aa5"><enum>(iii)</enum><text>high-quality wildlife habitat and migration corridors that support at-risk species and big game animals important to hunters and anglers across the United States; and</text>
 </clause><clause id="id638da00197894ed6908c9484501cf7dc"><enum>(iv)</enum><text>grazing land that supports the agricultural economy of the State;</text> </clause></subparagraph></paragraph><paragraph id="idd77bd967bb7f4c559b057579d04a1765"><enum>(3)</enum><text>outdoor recreation on public land is a key component of the economy of the State, supporting large and small businesses and communities statewide;</text>
 </paragraph><paragraph id="idE843BF7D980842D49EC40559E4511C9D"><enum>(4)</enum><text>according to the Outdoor Industry Association—</text> <subparagraph id="id4A8C74F7CCD64298B8FE08B1C63D5D38"><enum>(A)</enum><text>71 percent of Colorado residents participate in outdoor recreation each year; and</text>
 </subparagraph><subparagraph id="id29B879EA7E904528A2ADA743BBD48BF0"><enum>(B)</enum><text>in Colorado, outdoor recreation generates—</text> <clause id="id2E9C6B2CA11B4E79857CF1E174B51C9F"><enum>(i)</enum><text>$28,000,000,000 in consumer spending annually;</text>
 </clause><clause id="idCF58180A43EA4163BD35DF559F21DF12"><enum>(ii)</enum><text>229,000 direct jobs;</text> </clause><clause id="id631660ADDB3046BFAC9DDCD78290AAAF"><enum>(iii)</enum><text>$9,700,000,000 in wages and salaries; and</text>
 </clause><clause id="id537513D731D3421C844D5F880DF85FE8"><enum>(iv)</enum><text>$2,000,000,000 in State and local tax revenue;</text> </clause></subparagraph></paragraph><paragraph id="id360726ad1836479d8ab3347d50c864d4"><enum>(5)</enum><text>the wilderness, conservation, and recreation areas in this Act will—</text>
 <subparagraph id="id9aaaf9e30c31490ba60ed7239c4b0160"><enum>(A)</enum><text>protect—</text> <clause id="idFA6F65EE57C84BF4901F6CE728BEE1FC"><enum>(i)</enum><text>3 highly visible mountain peaks with an elevation of at least 14,000 feet (commonly known as <quote>Fourteeners</quote>), including Mt. Sneffels, Wilson Peak, and Quandary Peak; and</text>
 </clause><clause id="id8CE17268B2C74E4BBC53B1D5D475CE85"><enum>(ii)</enum><text>many well-known smaller peaks;</text> </clause></subparagraph><subparagraph id="idbb2d8b440bf6475cb6961341196353aa"><enum>(B)</enum><text>preserve iconic landscapes across Colorado;</text>
 </subparagraph><subparagraph id="idDA4653B3D9674FB78048ED4496922D79"><enum>(C)</enum><text>conserve important wildlife habitat;</text> </subparagraph><subparagraph id="idd990a4df0d2448839e9748bfa2f01fad"><enum>(D)</enum><text>safeguard important watersheds that provide many communities a supply of clean drinking water;</text>
 </subparagraph><subparagraph id="ide176df8e364640efb5594472adb211b1"><enum>(E)</enum><text>protect valuable, high-quality land for biking, skiing, and other road- and trail-based recreation; and</text>
 </subparagraph><subparagraph id="iddea620e0085c409aa11fc0e036e21ac8"><enum>(F)</enum><text>provide access to world-class hunting and fishing opportunities;</text> </subparagraph></paragraph><paragraph id="idac8e9be92a944f6fb6d7cbb02f7173bc"><enum>(6)</enum><text>the Camp Hale National Historic Landscape designation honors the legacy of the 10th Mountain Division, the members of which—</text>
 <subparagraph id="id2D7BA172F8BC4FB0A80AB2E75D18D7EC"><enum>(A)</enum><text>trained at Camp Hale;</text> </subparagraph><subparagraph id="id2D01117192084C8BBE1965D826677540"><enum>(B)</enum><text>contributed to the United States victory during World War II; and</text>
 </subparagraph><subparagraph id="idF0D87CDFAF9D41348A28C4F1012C1634"><enum>(C)</enum><text>went on to help create the modern outdoor industry in Colorado, including several iconic Colorado ski areas;</text>
 </subparagraph></paragraph><paragraph id="idc0b6713c588243ea9304e8f0c87a801c"><enum>(7)</enum><text>the Thompson Divide in western Colorado—</text> <subparagraph id="id54E73D2788AC467DA4BA5814D87CA48B"><enum>(A)</enum><text>supports a robust agriculture-based economy;</text>
 </subparagraph><subparagraph id="id1DCCB4EAE3994F2CBDB69619E7046B39"><enum>(B)</enum><text>provides outstanding recreation and hunting opportunities to the public;</text>
 </subparagraph><subparagraph id="idB641098069A64F64B4CD565364E455D9"><enum>(C)</enum><text>serves as important spring and summer grazing land for ranching operations; and</text>
 </subparagraph><subparagraph id="id1F47CDB8CCBC4D0CAF056A6EE800B51E"><enum>(D)</enum><text>was described by President Theodore Roosevelt as a <quote>great, wild country</quote>;</text> </subparagraph></paragraph><paragraph id="id972447e7bbea49c3b0f77adf994ce757"><enum>(8)</enum><text>the National Park Service has formally recommended that Congress legislatively establish Curecanti as a National Recreation Area with a new legislative boundary;</text>
 </paragraph><paragraph id="id6F87B070860F48759FFD7BE9B223E9EC"><enum>(9)</enum><text>Curecanti National Recreation Area—</text>
 <subparagraph id="id3F11312DD26E471C90475013704D74C1"><enum>(A)</enum><text>includes an abundance of natural features in a setting of reservoirs, canyons, pinnacles, cliffs, and mesas;</text>
 </subparagraph><subparagraph id="idaf8d1c4052354229ba66bd95a92c1cf5"><enum>(B)</enum><text>includes Blue Mesa Reservoir, the largest body of water entirely contained in Colorado and home to an outstanding fishery;</text>
 </subparagraph><subparagraph id="ide521848e54a741649bb5ed45d374c06a"><enum>(C)</enum><text>offers the public outstanding opportunities for recreation; and</text> </subparagraph><subparagraph id="id5493b6d02c9946a296d00493c010229b"><enum>(D)</enum><text>is 1 of the few remaining units of the National Park Service that has never been legislatively established by Congress;</text>
 </subparagraph></paragraph><paragraph id="id6789474269f2482cb07af7e88efdf188"><enum>(10)</enum><text>the provisions contained in this Act are the result of years-long, locally driven, collaborative efforts from a diverse set of stakeholders regarding the management of public land in Colorado; and</text>
 </paragraph><paragraph id="idb7ada08dec734b73892d55f15305dd1b"><enum>(11)</enum><text>this Act will provide long-term certainty for management of public land in Colorado, protecting the relevant areas in perpetuity for the benefit of the people of the United States.</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="idFE070D5970E94D5C99F490C385205485" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definition of State</header><text display-inline="no-display-inline">In this Act, the term <term>State</term> means the State of Colorado.</text> </section><title id="id061BAB5F7BF544938A5E9B31015986B6" style="OLC"><enum>I</enum><header>Continental Divide</header> <section id="idD3D6380053E64F70B59ED4F6C8D4531E"><enum>101.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
 <paragraph id="idCAD88AC6747E4C988E5DEAA8BC16C4BD"><enum>(1)</enum><header>Covered area</header><text>The term <term>covered area</term> means any area designated as wilderness by the amendments to section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) made by section 102(a).</text>
 </paragraph><paragraph id="id4C872B0BD64241ABB2149A2AECAC653C"><enum>(2)</enum><header>Historic Landscape</header><text>The term <term>Historic Landscape</term> means the Camp Hale National Historic Landscape designated by section 107(a).</text>
 </paragraph><paragraph id="idD44D901A76D64BB287F1DCE41547091C"><enum>(3)</enum><header>Recreation Management Area</header><text>The term <term>Recreation Management Area</term> means the Tenmile Recreation Management Area designated by section 104(a).</text> </paragraph><paragraph id="idF3B641812EA54EB8A98C975709F33708"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text>
 </paragraph><paragraph id="idAD0660AB9A6C4E068F6EC12006CA1CBB"><enum>(5)</enum><header>Wildlife Conservation Area</header><text>The term <term>Wildlife Conservation Area</term> means, as applicable—</text> <subparagraph id="id4404B28520E14EB7BBACEA6685A98037"><enum>(A)</enum><text>the Porcupine Gulch Wildlife Conservation Area designated by section 105(a); and</text>
 </subparagraph><subparagraph id="idA66F8B5589754DD288313819CE9AAFD5"><enum>(B)</enum><text>the Williams Fork Wildlife Conservation Area designated by section 106(a).</text> </subparagraph></paragraph></section><section id="id6E2ADE285F08411795A0E4D8D602C43B"><enum>102.</enum><header>Colorado Wilderness additions</header> <subsection id="idd8fe3bcda19049068451be01500dee69"><enum>(a)</enum><header>Designation</header><text>Section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) is amended—</text>
 <paragraph id="id102ae0a3c4f74f64b10ab6a3794c2f26"><enum>(1)</enum><text>in paragraph (18), by striking <quote>1993,</quote> and inserting <quote>1993, and certain Federal land within the White River National Forest that comprises approximately 6,876 acres, as generally depicted as <quote>Proposed Ptarmigan Peak Wilderness Additions</quote> on the map entitled <quote>Proposed Ptarmigan Peak Wilderness Additions</quote> and dated January 23, 2018,</quote>; and</text>
 </paragraph><paragraph id="id14f2e7dff59649ed82db669f9639f4dd"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idf4cb4fd8101446dbb18c3de572f22d4a" style="OLC"> <paragraph id="id17f9dea758a34c4f968d8e691c635b9d"><enum>(23)</enum><header>Holy Cross Wilderness addition</header><text>Certain Federal land within the White River National Forest that comprises approximately 3,902 acres, as generally depicted as <quote>Proposed Megan Dickie Wilderness Addition</quote> on the map entitled <quote>Holy Cross Wilderness Addition Proposal</quote> and dated January 23, 2018, which shall be incorporated into, and managed as part of, the Holy Cross Wilderness designated by section 102(a)(5) of <external-xref legal-doc="public-law" parsable-cite="pl/96/560">Public Law 96–560</external-xref> (94 Stat. 3266).</text>
 </paragraph><paragraph id="id0b52792957a74fba848082af2f546930"><enum>(24)</enum><header>Hoosier Ridge Wilderness</header><text>Certain Federal land within the White River National Forest that comprises approximately 5,235 acres, as generally depicted on the map entitled <quote>Tenmile Proposal</quote> and dated January 23, 2018, which shall be known as the <quote>Hoosier Ridge Wilderness</quote>.</text>
 </paragraph><paragraph id="idcd05f26131fc41a49f69371c5e1e5a81"><enum>(25)</enum><header>Tenmile Wilderness</header><text>Certain Federal land within the White River National Forest that comprises approximately 7,606 acres, as generally depicted as <quote>Proposed Tenmile Wilderness</quote> on the map entitled <quote>Tenmile Proposal</quote> and dated January 23, 2018, which shall be known as the <quote>Tenmile Wilderness</quote>.</text>
 </paragraph><paragraph id="id3e148a04df574024b0de60ec7a224e4e"><enum>(26)</enum><header>Eagles Nest Wilderness additions</header><text>Certain Federal land within the White River National Forest that comprises approximately 9,419 acres, as generally depicted as <quote>Proposed Freeman Creek Wilderness Addition</quote> and <quote>Proposed Spraddle Creek Wilderness Addition</quote> on the map entitled <quote>Eagles Nest Wilderness Additions Proposal</quote> and dated January 23, 2018, which shall be incorporated into, and managed as part of, the Eagles Nest Wilderness designated by <external-xref legal-doc="public-law" parsable-cite="pl/94/352">Public Law 94–352</external-xref> (90 Stat. 870).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="id2f2b0de6a7b84ad4837c58a0c3c0316f"><enum>(b)</enum><header>Applicable law</header><text>Any reference in the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.) to the effective date of that Act shall be considered to be a reference to the date of enactment of this Act for purposes of administering a covered area.</text>
 </subsection><subsection id="id5566682bded74a929c52a743be4a0f83"><enum>(c)</enum><header>Fire, insects, and diseases</header><text>In accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>), the Secretary may carry out any activity in a covered area that the Secretary determines to be necessary for the control of fire, insects, and diseases, subject to such terms and conditions as the Secretary determines to be appropriate.</text>
 </subsection><subsection id="id8c867cec38394769b9b7b9a344bfc3de"><enum>(d)</enum><header>Grazing</header><text>The grazing of livestock on a covered area, if established before the date of enactment of this Act, shall be permitted to continue subject to such reasonable regulations as are considered to be necessary by the Secretary, in accordance with—</text>
 <paragraph id="idA43DC58BD1C049E7BAB8EFAF60CCEB01"><enum>(1)</enum><text>section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text>
 </paragraph><paragraph id="idF206E12FD64A480683AE20E1DE142DB9"><enum>(2)</enum><text>the guidelines set forth in Appendix A of the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (H. Rept. 101–405).</text>
 </paragraph></subsection><subsection commented="no" id="id888f559c1a0a4d1687bd9db86979a052"><enum>(e)</enum><header>Coordination</header><text>For purposes of administering the Federal land designated as wilderness by paragraph (26) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by subsection (a)(2)), the Secretary shall, as determined to be appropriate for the protection of watersheds, coordinate the activities of the Secretary in response to fires and flooding events with interested State and local agencies, including operations using aircraft or mechanized equipment.</text>
				</subsection></section><section id="id15a5d00e5dca454ba67aa30bff1f678e"><enum>103.</enum><header>Williams Fork Wilderness</header>
 <subsection id="idd94d5f350a85489cbc7c46607ead3fe5"><enum>(a)</enum><header>Designation</header><text>In furtherance of the purposes of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), certain Federal land in the White River National Forest in the State, comprising approximately 8,192 acres and generally depicted as <quote>Proposed Williams Fork Wilderness</quote> on the map entitled <quote>Williams Fork Proposal</quote> and dated January 23, 2018, is designated as a potential wilderness area.</text>
 </subsection><subsection id="id3f753f9b34b64420ba0b8018905f2e4d"><enum>(b)</enum><header>Management</header><text>Subject to valid existing rights and except as provided in subsection (d), the potential wilderness area designated by subsection (a) shall be managed in accordance with—</text>
 <paragraph id="id73273C075BA345B6A0DA95A945DD4767"><enum>(1)</enum><text>the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.); and</text>
 </paragraph><paragraph id="id75147CF2BDD445F5A58736F4B4CB9D4B"><enum>(2)</enum><text>this section.</text> </paragraph></subsection><subsection id="id5cc0dc08108641abb7e3ef8097462afc"><enum>(c)</enum><header>Livestock use of vacant allotments</header> <paragraph id="idf7229f1f70ed43febbb1c38fa230b4df"><enum>(1)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, in accordance with applicable laws (including regulations), the Secretary shall publish a determination regarding whether to authorize livestock grazing or other use by livestock on the vacant allotments known as—</text>
 <subparagraph id="idB810D7DFC9F7418B997EA2F9E1D369CA"><enum>(A)</enum><text>the <quote>Big Hole Allotment</quote>; and</text> </subparagraph><subparagraph id="id1ABA17086D56432E871E4744EC07C3A7"><enum>(B)</enum><text>the <quote>Blue Ridge Allotment</quote>.</text>
 </subparagraph></paragraph><paragraph id="id710f97d6090048c288e9ab2320e2e44b"><enum>(2)</enum><header>Modification of allotments</header><text>In publishing a determination pursuant to paragraph (1), the Secretary may modify or combine the vacant allotments referred to in that paragraph.</text>
 </paragraph><paragraph id="id3b2ec93392b64d8f9a67317565fff47d"><enum>(3)</enum><header>Permit or other authorization</header><text>Not later than 1 year after the date on which a determination of the Secretary to authorize livestock grazing or other use by livestock is published under paragraph (1), if applicable, the Secretary shall grant a permit or other authorization for that livestock grazing or other use.</text>
					</paragraph></subsection><subsection id="id8f260961550f4faca877240b0335be97"><enum>(d)</enum><header>Range improvements</header>
 <paragraph id="id641852123e4f4b6fb9b2927124fc2679"><enum>(1)</enum><header>In general</header><text>If the Secretary permits livestock grazing or other use by livestock on the potential wilderness area under subsection (c), the Secretary, or a third party authorized by the Secretary, may use any motorized or mechanized transport or equipment for purposes of constructing or rehabilitating such range improvements as are necessary to obtain appropriate livestock management objectives (including habitat and watershed restoration).</text>
 </paragraph><paragraph id="idf82235dd63924e5783b906bc214babe3"><enum>(2)</enum><header>Termination of authority</header><text>The authority provided by this subsection terminates on the date that is 2 years after the date on which the Secretary publishes a positive determination under subsection (c)(3).</text>
					</paragraph></subsection><subsection id="id2b1a0ba1c1aa4977a90efe6fa921de0d"><enum>(e)</enum><header>Designation as wilderness</header>
 <paragraph id="id76d3024f2adf4f51b131e7b4f5c8b727"><enum>(1)</enum><header>Designation</header><text>The potential wilderness area designated by subsection (a) shall be designated as wilderness, to be known as the <quote>Williams Fork Wilderness</quote>—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="idB6E591FFE2AB43BBACE665E1B8C4C12F"><enum>(A)</enum><text display-inline="yes-display-inline">effective not earlier than the date that is 180 days after the date of enactment this Act; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE52BCC32E3684399BC0299317CA0E0D2"><enum>(B)</enum><text>on the earliest of—</text>
 <clause id="idc1ba4f6b242641a0a9e473cdc021e931"><enum>(i)</enum><text>the date on which the Secretary publishes in the Federal Register a notice that the construction or rehabilitation of range improvements under subsection (d) is complete;</text>
 </clause><clause id="id2b707236790b49c2941123fbc6c1ea5a"><enum>(ii)</enum><text>the date described in subsection (d)(2); and</text> </clause><clause id="ide43320fbc8d144ef85258d40237e8294"><enum>(iii)</enum><text>the effective date of a determination of the Secretary not to authorize livestock grazing or other use by livestock under subsection (c)(1).</text>
 </clause></subparagraph></paragraph><paragraph id="ide66e5c9fa0094343a052a0aa1ae8925e"><enum>(2)</enum><header>Administration</header><text>Subject to valid existing rights, the Secretary shall manage the Williams Fork Wilderness in accordance with—</text>
 <subparagraph id="idDD9DA0EC244D4CF0BA7220106101F51D"><enum>(A)</enum><text>the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>); and</text>
 </subparagraph><subparagraph id="id0DB10815468B450D900F98C282587175"><enum>(B)</enum><text>this title.</text> </subparagraph></paragraph></subsection></section><section id="id11ff06a337d74d36a8383a92d0862c0a"><enum>104.</enum><header>Tenmile Recreation Management Area</header> <subsection id="id1a56abef58784941bc4e49fcfc2fe9bd"><enum>(a)</enum><header>Designation</header><text>Subject to valid existing rights, the approximately 16,996 acres of Federal land in the White River National Forest in the State depicted as <quote>Proposed Tenmile Recreation Management Area</quote> on the map entitled <quote>Tenmile Proposal</quote> and dated January 23, 2018, are designated as the <quote>Tenmile Recreation Management Area</quote>.</text>
 </subsection><subsection id="idb30b098632984a9b88c43e6bc81e7d77"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Recreation Management Area are to conserve, protect, and enhance for the benefit and enjoyment of present and future generations the recreational, scenic, watershed, habitat, and ecological resources of the Recreation Management Area.</text>
				</subsection><subsection id="id99d1d45912dd49d180ed54d6d5b87e79"><enum>(c)</enum><header>Management</header>
 <paragraph id="id94f41824695642edbafb1a273be6c6b4"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the Recreation Management Area—</text> <subparagraph id="idbf23f1d236cf407ba740e46ad0b0ff53"><enum>(A)</enum><text>in a manner that conserves, protects, and enhances—</text>
 <clause id="id9c23a63bf15c4eebbe93c70caa39ae6a"><enum>(i)</enum><text>the purposes of the Recreation Management Area described in subsection (b); and</text> </clause><clause id="id55d3d8d32a2446fead6934d2572e706d"><enum>(ii)</enum><text>recreation opportunities, including mountain biking, hiking, fishing, horseback riding, snowshoeing, climbing, skiing, camping, and hunting; and</text>
 </clause></subparagraph><subparagraph id="ida71a5d096aab435aa835aa43caa50a4c"><enum>(B)</enum><text>in accordance with—</text> <clause id="idafce7ab514bd49f6a4c44548acc67ced"><enum>(i)</enum><text>the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600</external-xref> et seq.);</text>
 </clause><clause id="idf30183995cee4febb08de79a442d1993"><enum>(ii)</enum><text>any other applicable laws (including regulations); and</text> </clause><clause id="idbadc397364b544d29ed1c02dbd52e5dd"><enum>(iii)</enum><text>this section.</text>
							</clause></subparagraph></paragraph><paragraph id="idfd8b442800b1475b88877ee67aa1d2fd"><enum>(2)</enum><header>Uses</header>
 <subparagraph id="id6cb62174b8964415a58cc9006d5f89af"><enum>(A)</enum><header>In general</header><text>The Secretary shall only allow such uses of the Recreation Management Area as the Secretary determines would further the purposes described in subsection (b).</text>
						</subparagraph><subparagraph id="id5f4e5d50145740df9563067ff72ad8ac"><enum>(B)</enum><header>Vehicles</header>
 <clause id="id197698d637f849db860906ce2d8e587f"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (iii), the use of motorized vehicles in the Recreation Management Area shall be limited to the roads, vehicle classes, and periods authorized for motorized vehicle use on the date of enactment of this Act.</text>
 </clause><clause id="ida32ba104947d4437acb59d4ce73201fe"><enum>(ii)</enum><header>New or temporary roads</header><text>Except as provided in clause (iii), no new or temporary road shall be constructed in the Recreation Management Area.</text>
 </clause><clause id="id1722688623464dd1809d34cec05cadfb"><enum>(iii)</enum><header>Exceptions</header><text>Nothing in clause (i) or (ii) prevents the Secretary from—</text> <subclause id="idcb8cd2e31a9243d4a82903b9eb58b3c6"><enum>(I)</enum><text>rerouting or closing an existing road or trail to protect natural resources from degradation, as the Secretary determines to be appropriate;</text>
 </subclause><subclause id="idbd77f900ea28447c9e35f7db2bda772a"><enum>(II)</enum><text>authorizing the use of motorized vehicles for administrative purposes or roadside camping;</text> </subclause><subclause id="id04c999240faa480687dde43bdad41456"><enum>(III)</enum><text>constructing temporary roads or permitting the use of motorized vehicles to carry out pre- or post-fire watershed protection projects;</text>
 </subclause><subclause id="id43c5d5fece9f43d1a550b10e58f3d5c3"><enum>(IV)</enum><text>authorizing the use of motorized vehicles to carry out any activity described in subsection (d), (e)(1), or (f); or</text>
 </subclause><subclause id="idc70222e466154f58bd840d7911630669"><enum>(V)</enum><text>responding to an emergency.</text> </subclause></clause></subparagraph><subparagraph id="id440e853be9f04d30b373400b0638b535"><enum>(C)</enum><header>Commercial timber</header> <clause id="id785ba593a1a34752aca60ce52ee53cce"><enum>(i)</enum><header>In general</header><text>Subject to clause (ii), no project shall be carried out in the Recreation Management Area for the purpose of harvesting commercial timber.</text>
 </clause><clause id="idc85f69fc166a404bab6f4681248dfe66"><enum>(ii)</enum><header>Limitation</header><text>Nothing in clause (i) prevents the Secretary from harvesting or selling a merchantable product that is a byproduct of an activity authorized under this section.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="id827eae58073c497ea18bbc567b203028"><enum>(d)</enum><header>Fire, insects, and diseases</header><text>The Secretary may carry out any activity, in accordance with applicable laws (including regulations), that the Secretary determines to be necessary to prevent, control, or mitigate fire, insects, or disease in the Recreation Management Area, subject to such terms and conditions as the Secretary determines to be appropriate.</text>
				</subsection><subsection id="idf183bc9357d34886b749b6a470af5a1c"><enum>(e)</enum><header>Water</header>
 <paragraph id="idDC9169A3FDFF4A4B87940EE27A3C22AD"><enum>(1)</enum><header>Effect on water management infrastructure</header><text>Nothing in this section affects the construction, repair, reconstruction, replacement, operation, maintenance, or renovation within the Recreation Management Area of—</text>
 <subparagraph id="idC1357E17EE94415E96B82E3BFC0B88C6"><enum>(A)</enum><text>water management infrastructure in existence on the date of enactment of this Act; or</text>
 </subparagraph><subparagraph id="id16769F15E75D4362883C8B4A154A4BB8"><enum>(B)</enum><text>any future infrastructure necessary for the development or exercise of water rights decreed before the date of enactment of this Act.</text>
 </subparagraph></paragraph><paragraph id="id4AE39F5754464EC19DDA6CA112B4A473"><enum>(2)</enum><header>Applicable law</header><text>Section 3(e) of the James Peak Wilderness and Protection Area Act (<external-xref legal-doc="public-law" parsable-cite="pl/107/216">Public Law 107–216</external-xref>; 116 Stat. 1058) shall apply to the Recreation Management Area.</text>
 </paragraph></subsection><subsection id="ide83cb77dc614473491fc064b1993686d"><enum>(f)</enum><header>Regional transportation projects</header><text>Nothing in this section precludes the Secretary from authorizing, in accordance with applicable laws (including regulations), the use or leasing of Federal land within the Recreation Management Area for—</text>
 <paragraph id="idacb9110f2cfd499eac8a2bf5bb57d214"><enum>(1)</enum><text>a regional transportation project, including—</text> <subparagraph id="idC6F6E735322F4B5A92270D3F3BB62BAB"><enum>(A)</enum><text>highway widening or realignment; and</text>
 </subparagraph><subparagraph id="idB93BA3D56C014C62A101334E4813A145"><enum>(B)</enum><text>construction of multimodal transportation systems; or</text>
 </subparagraph></paragraph><paragraph id="idd5f0655022914584bd21192bf2cfaec8"><enum>(2)</enum><text>any infrastructure, activity, or safety measure associated with the implementation or use of a facility constructed under paragraph (1).</text>
 </paragraph></subsection><subsection id="idd2182d1cf13b4ee09e032306a785ee29"><enum>(g)</enum><header>Applicable law</header><text>Nothing in this section affects the designation of the Federal land within the Recreation Management Area for purposes of—</text>
 <paragraph id="idF141779D3B06424DB4ACB9A665FBA337"><enum>(1)</enum><text>section 138 of title 23, United States Code; or</text> </paragraph><paragraph id="idAA85E5FD95774F828BF7D080AC783A7F"><enum>(2)</enum><text>section 303 of title 49, United States Code.</text>
 </paragraph></subsection><subsection id="ide4c8410e32c84e198e1e619814331003"><enum>(h)</enum><header>Permits</header><text>Nothing in this section alters or limits—</text> <paragraph id="id48134853cd94453d840813ff844898bd"><enum>(1)</enum><text>any permit held by a ski area or other entity; or</text>
 </paragraph><paragraph id="id7ee52d8ffbdc4962bd01dd665962a1d8"><enum>(2)</enum><text>the acceptance, review, or implementation of associated activities or facilities proposed or authorized by law or permit outside the boundaries of the Recreation Management Area.</text>
					</paragraph></subsection></section><section id="id11418a754ddd4e35a9413e7f7698f47b"><enum>105.</enum><header>Porcupine Gulch Wildlife Conservation Area</header>
 <subsection id="id38de0c5e151e44a4a3dab02c29f870c6"><enum>(a)</enum><header>Designation</header><text>Subject to valid existing rights, the approximately 8,176 acres of Federal land located in the White River National Forest, as generally depicted on the map entitled <quote>Porcupine Gulch Wildlife Conservation Area Proposal</quote> and dated January 23, 2018, are designated as the <quote>Porcupine Gulch Wildlife Conservation Area</quote> (referred to in this section as the <term>Wildlife Conservation Area</term>).</text>
 </subsection><subsection id="id329a330ff8924b1faf925a2d29a5e73f"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Wildlife Conservation Area are—</text> <paragraph id="id418cb4735a984d3cbdb8be7096f53e92"><enum>(1)</enum><text>to conserve and protect a wildlife migration corridor over Interstate 70; and</text>
 </paragraph><paragraph id="idd2ce0f9db76b4e58a210f6b4b86af72e"><enum>(2)</enum><text>to conserve, protect, and enhance for the benefit and enjoyment of present and future generations the wildlife, scenic, roadless, watershed, and ecological resources of the Wildlife Conservation Area.</text>
					</paragraph></subsection><subsection id="idfd6d19529f6f4408bc72fd73385132f1"><enum>(c)</enum><header>Management</header>
 <paragraph id="id6ad91e5abc7c4bd3a81443b7ddea8345"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the Wildlife Conservation Area—</text> <subparagraph id="id1c7d8dd708394e819bc68d3608719cd5"><enum>(A)</enum><text>in a manner that conserves, protects, and enhances the purposes described in subsection (b); and</text>
 </subparagraph><subparagraph id="iddce6fdefc40b4ee993ccdd3233bfc355"><enum>(B)</enum><text>in accordance with—</text> <clause id="id261a5356454c4781b542a9487e671106"><enum>(i)</enum><text>the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600</external-xref> et seq.);</text>
 </clause><clause id="id43a9244a8c2e4023820da60ee784e435"><enum>(ii)</enum><text>any other applicable laws (including regulations); and</text> </clause><clause id="idddcf57b464e54193889d066b2be59563"><enum>(iii)</enum><text>this section.</text>
							</clause></subparagraph></paragraph><paragraph id="id1df4e984226949abafbd28fc2e67b730"><enum>(2)</enum><header>Uses</header>
 <subparagraph id="id8989cd5e736343b2ac2e6fbed65db097"><enum>(A)</enum><header>In general</header><text>The Secretary shall only allow such uses of the Wildlife Conservation Area as the Secretary determines would further the purposes described in subsection (b).</text>
 </subparagraph><subparagraph id="idd4caddc943054992b7e0b005b43b0a8e"><enum>(B)</enum><header>Recreation</header><text>The Secretary may permit such recreational activities in the Wildlife Conservation Area that the Secretary determines are consistent with the purposes described in subsection (b).</text>
						</subparagraph><subparagraph id="id76fa64ed1fb24be6ab2f19b1955e630d"><enum>(C)</enum><header>Motorized vehicles and mechanized transport; new or temporary roads</header>
 <clause id="id352ABA5E854F4C9CB20EFBF0DCC0A30D"><enum>(i)</enum><header>Motorized vehicles and mechanized transport</header><text>Except as provided in clause (iii), the use of motorized vehicles and mechanized transport in the Wildlife Conservation Area shall be prohibited.</text>
 </clause><clause id="id3cef4189150e4135abedc942e9f30f83"><enum>(ii)</enum><header>New or temporary roads</header><text>Except as provided in clause (iii) and subsection (e), no new or temporary road shall be constructed within the Wildlife Conservation Area.</text>
 </clause><clause id="id6f36f432b4834853a8c62c2c72660b40"><enum>(iii)</enum><header>Exceptions</header><text>Nothing in clause (i) or (ii) prevents the Secretary from—</text> <subclause id="id4385a340f818478fae7bfdd52e0ee4d0"><enum>(I)</enum><text>authorizing the use of motorized vehicles or mechanized transport for administrative purposes;</text>
 </subclause><subclause id="id12195c5a3e0140159916710dc9ecf96a"><enum>(II)</enum><text>constructing temporary roads or permitting the use of motorized vehicles or mechanized transport to carry out pre- or post-fire watershed protection projects;</text>
 </subclause><subclause id="idc7d2ff8223d84a48956d5e273ff553e9"><enum>(III)</enum><text>authorizing the use of motorized vehicles or mechanized transport to carry out activities described in subsection (d) or (e); or</text>
 </subclause><subclause id="id301e8c556eb9461e911acc4f70ea5923"><enum>(IV)</enum><text>responding to an emergency.</text> </subclause></clause></subparagraph><subparagraph id="idcd9fff322fe14dada871274bc0ccdc51"><enum>(D)</enum><header>Commercial timber</header> <clause id="idcb3bf4ef450d48f5a6c2b24f5537f200"><enum>(i)</enum><header>In general</header><text>Subject to clause (ii), no project shall be carried out in the Wildlife Conservation Area for the purpose of harvesting commercial timber.</text>
 </clause><clause id="id09dcb84329c348e9bc84f4c6445b3284"><enum>(ii)</enum><header>Limitation</header><text>Nothing in clause (i) prevents the Secretary from harvesting or selling a merchantable product that is a byproduct of an activity authorized under this section.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="id512fecb8668946b0bf154bbeb57dbcf9"><enum>(d)</enum><header>Fire, insects, and diseases</header><text>The Secretary may carry out any activity, in accordance with applicable laws (including regulations), that the Secretary determines to be necessary to prevent, control, and mitigate fire, insects, and diseases in the Wildlife Conservation Area, subject to such terms and conditions as the Secretary determines to be appropriate.</text>
 </subsection><subsection id="id2aed6cec88b4411496a35f67d68a3de1"><enum>(e)</enum><header>Regional transportation projects</header><text>Nothing in this section precludes the Secretary from authorizing, in accordance with applicable laws (including regulations), the use or leasing of Federal land within the Wildlife Conservation Area for—</text>
 <paragraph id="id413B578BE9D645B881650894A5A3DC5E"><enum>(1)</enum><text>a regional transportation project, including—</text> <subparagraph id="id6653EA828C2F43848A5F3D6DE4B05097"><enum>(A)</enum><text>highway widening or realignment; and</text>
 </subparagraph><subparagraph id="id49CB54016371417896B73FA67094C7D4"><enum>(B)</enum><text>construction of multimodal transportation systems; or</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDF52CDA3D552474D9C678E0B279677A3"><enum>(2)</enum><text>any infrastructure, activity, or safety measure associated with the implementation or use of a facility constructed under paragraph (1).</text>
 </paragraph></subsection><subsection id="id8d950a24ab4c41c8bf3190893cf4f3aa"><enum>(f)</enum><header>Applicable law</header><text>Nothing in this section affects the designation of the Federal land within the Wildlife Conservation Area for purposes of—</text>
 <paragraph id="idC33AE330A07941E6B81BE31B41797AC3"><enum>(1)</enum><text>section 138 of title 23, United States Code; or</text> </paragraph><paragraph id="id772B6FD155054388B3940E8F941F2E40"><enum>(2)</enum><text>section 303 of title 49, United States Code.</text>
 </paragraph></subsection><subsection id="id1eb11a56dd07474d8f1a83b3580dcc29"><enum>(g)</enum><header>Water</header><text>Section 3(e) of the James Peak Wilderness and Protection Area Act (<external-xref legal-doc="public-law" parsable-cite="pl/107/216">Public Law 107–216</external-xref>; 116 Stat. 1058) shall apply to the Wildlife Conservation Area.</text>
				</subsection></section><section id="id3de7d9d52284445aa95dd58b531f2c9e"><enum>106.</enum><header>Williams Fork Wildlife Conservation Area</header>
 <subsection id="ide939e748c1cf4026af5ce21416c9053f"><enum>(a)</enum><header>Designation</header><text>Subject to valid existing rights, the approximately 3,492 acres of Federal land in the White River National Forest in the State, as generally depicted on the map entitled <quote>Williams Fork Proposal</quote> and dated January 23, 2018, are designated as the <quote>Williams Fork Wildlife Conservation Area</quote> (referred to in this section as the <term>Wildlife Conservation Area</term>).</text>
 </subsection><subsection id="id55036561f5dd4084a9a940558395136a"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Wildlife Conservation Area are to conserve, protect, and enhance for the benefit and enjoyment of present and future generations the wildlife, scenic, roadless, watershed, recreational, and ecological resources of the Wildlife Conservation Area.</text>
				</subsection><subsection id="id6f261d740f3f45ec9b4366490da2ceba"><enum>(c)</enum><header>Management</header>
 <paragraph id="iddc8acc04beb74b68bd9bf0d49881cdf2"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the Wildlife Conservation Area—</text> <subparagraph id="id895d0ad1e60e44beacd0a4ceecb8deea"><enum>(A)</enum><text>in a manner that conserves, protects, and enhances the purposes described in subsection (b); and</text>
 </subparagraph><subparagraph id="idfbf2d46eac244e5c8140100ba73b4d6e"><enum>(B)</enum><text>in accordance with—</text> <clause id="ideb6b66d3a70045a9929c997184549625"><enum>(i)</enum><text>the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600</external-xref> et seq.);</text>
 </clause><clause id="id0f8e5c6aa8d64ab29cfc600439c4256c"><enum>(ii)</enum><text>any other applicable laws (including regulations); and</text> </clause><clause id="id7452926932b94374a1361474abd18186"><enum>(iii)</enum><text>this section.</text>
							</clause></subparagraph></paragraph><paragraph id="id86dec5168c624f56a1b27876cc70eea0"><enum>(2)</enum><header>Uses</header>
 <subparagraph id="ida651d78d870d42f0940371ac53b3c9ef"><enum>(A)</enum><header>In general</header><text>The Secretary shall only allow such uses of the Wildlife Conservation Area as the Secretary determines would further the purposes described in subsection (b).</text>
						</subparagraph><subparagraph id="ida5cfe13d2c9949e09b5991e4248bb2f8"><enum>(B)</enum><header>Motorized vehicles</header>
 <clause id="id500b5fc2c4be4fda82a782ab69126977"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (iii), the use of motorized vehicles in the Wildlife Conservation Area shall be limited to designated roads and trails.</text>
 </clause><clause id="id3426ea8cbd564cbcb3ca3d04f93f4d8d"><enum>(ii)</enum><header>New or temporary roads</header><text>Except as provided in clause (iii), no new or temporary road shall be constructed in the Wildlife Conservation Area.</text>
 </clause><clause id="id163fc8620c9e481daa95dc4b5a2391f9"><enum>(iii)</enum><header>Exceptions</header><text>Nothing in clause (i) or (ii) prevents the Secretary from—</text> <subclause id="idf1661221f61c441fa0b4a1971615a9d7"><enum>(I)</enum><text>authorizing the use of motorized vehicles for administrative purposes;</text>
 </subclause><subclause id="ida47776b579c84f4a982c83f91a13426c"><enum>(II)</enum><text>authorizing the use of motorized vehicles to carry out activities described in subsection (d); or</text>
 </subclause><subclause id="idaa04f7cb645f49b495b80fb740efe2ca"><enum>(III)</enum><text>responding to an emergency.</text> </subclause></clause></subparagraph><subparagraph id="idF3ECA5D4239C4520887F9538F965913D"><enum>(C)</enum><header>Bicycles</header><text>The use of bicycles in the Wildlife Conservation Area shall be limited to designated roads and trails.</text>
						</subparagraph><subparagraph id="id90dbb852d08e475684e874eae100d87a"><enum>(D)</enum><header>Commercial timber</header>
 <clause id="idd54283da56f4450ca99017d21540c021"><enum>(i)</enum><header>In general</header><text>Subject to clause (ii), no project shall be carried out in the Wildlife Conservation Area for the purpose of harvesting commercial timber.</text>
 </clause><clause id="id98ef1abfb29d494e894aca967cb7054d"><enum>(ii)</enum><header>Limitation</header><text>Nothing in clause (i) prevents the Secretary from harvesting or selling a merchantable product that is a byproduct of an activity authorized under this section.</text>
 </clause></subparagraph><subparagraph id="id7c6947158f80457ea2dfa12d25c273e9"><enum>(E)</enum><header>Grazing</header><text>The laws (including regulations) and policies followed by the Secretary in issuing and administering grazing permits or leases on land under the jurisdiction of the Secretary shall continue to apply with regard to the land in the Wildlife Conservation Area, consistent with the purposes described in subsection (b).</text>
 </subparagraph></paragraph></subsection><subsection id="id83bd95dc20234a19b01edc1c30ef5c15"><enum>(d)</enum><header>Fire, insects, and diseases</header><text>The Secretary may carry out any activity, in accordance with applicable laws (including regulations), that the Secretary determines to be necessary to prevent, control, or mitigate fire, insects, or disease in the Wildlife Conservation Area, subject to such terms and conditions as the Secretary determines to be appropriate.</text>
 </subsection><subsection id="idfa09ec05c15c455a98a06f548609b512"><enum>(e)</enum><header>Regional transportation projects</header><text>Nothing in this section precludes the Secretary from authorizing, in accordance with applicable laws (including regulations), the use or leasing of Federal land within the Wildlife Conservation Area for—</text>
 <paragraph id="idFE624C3CFA5840D4A81488666505EB07"><enum>(1)</enum><text>a regional transportation project, including—</text> <subparagraph id="idA773C418B31D4DA3BA3F86B773650798"><enum>(A)</enum><text>highway widening or realignment; and</text>
 </subparagraph><subparagraph id="idBA6AEF43EB7445509369D973AC8871D8"><enum>(B)</enum><text>construction of multimodal transportation systems; or</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4EBCE6F9333E417E8391F11FFEC64C82"><enum>(2)</enum><text>any infrastructure, activity, or safety measure associated with the implementation or use of a facility constructed under paragraph (1).</text>
 </paragraph></subsection><subsection id="id9f32d9b92c644756bd2b30963da632ef"><enum>(f)</enum><header>Water</header><text>Section 3(e) of the James Peak Wilderness and Protection Area Act (<external-xref legal-doc="public-law" parsable-cite="pl/107/216">Public Law 107–216</external-xref>; 116 Stat. 1058) shall apply to the Wildlife Conservation Area.</text>
				</subsection></section><section id="idad85465429f04a8592b4e8ac90afb71a"><enum>107.</enum><header>Camp Hale National Historic Landscape</header>
 <subsection id="idDD2D67349D044FA1B550711C94912F76"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">Subject to valid existing rights, the approximately 28,728 acres of Federal land in the White River National Forest in the State depicted as <quote>Proposed Camp Hale National Historic Landscape</quote> on the map entitled <quote>Camp Hale National Historic Landscape Proposal</quote> and dated January 23, 2018, are designated the <quote>Camp Hale National Historic Landscape</quote>.</text>
 </subsection><subsection id="id080ba19a9ffc4371945b93b6689837ff"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Historic Landscape are—</text> <paragraph id="id0875594ba30545e1b4253d196e3294d4"><enum>(1)</enum><text>to provide for—</text>
 <subparagraph id="id65166660f2e24f3eb14e180d6e0fa4ae"><enum>(A)</enum><text>the interpretation of historic events, activities, structures, and artifacts of the Historic Landscape, including with respect to the role of the Historic Landscape in local, national, and world history;</text>
 </subparagraph><subparagraph id="id198ddc0a751d4c9e9252f1e8e676a391"><enum>(B)</enum><text>the historic preservation of the Historic Landscape, consistent with—</text> <clause id="id2F57400CCFE14B0A8E680E479CD4BFF8"><enum>(i)</enum><text>the designation of the Historic Landscape as a national historic site; and</text>
 </clause><clause id="id265109f1c246475eb9a1cce895961f6a"><enum>(ii)</enum><text>the other purposes of the Historic Landscape;</text> </clause></subparagraph><subparagraph id="id5b4ff207a11d4225aabf5fa4eba458b6"><enum>(C)</enum><text>recreational opportunities, with an emphasis on the activities related to the historic use of the Historic Landscape, including skiing, snowshoeing, snowmobiling, hiking, horseback riding, climbing, other road- and trail-based activities, and other outdoor activities; and</text>
 </subparagraph><subparagraph id="id77f857497d3743289e4675b85739f867"><enum>(D)</enum><text>the continued cleanup of unexploded ordnance and legacy hazards at the Camp Hale Formerly Used Defense Site and the Camp Hale historic cantonment area; and</text>
 </subparagraph></paragraph><paragraph id="id5ba65296994040749afa4084f2b638e6"><enum>(2)</enum><text>to conserve, protect, restore, and enhance for the benefit and enjoyment of present and future generations the scenic, watershed, and ecological resources of the Historic Landscape.</text>
					</paragraph></subsection><subsection id="idba902d77a332437280b49109f93fa543"><enum>(c)</enum><header>Management</header>
 <paragraph id="ide6a24714c1e543dca4bf24087798c823"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the Historic Landscape in accordance with—</text> <subparagraph id="id7c7bad92c0ab45ee90aeb94c1ce317c9"><enum>(A)</enum><text>the purposes of the Historic Landscape described in subsection (b); and</text>
 </subparagraph><subparagraph id="id9be49fca6575431c90f4d5e2dd0ce68f"><enum>(B)</enum><text>any other applicable laws (including regulations).</text> </subparagraph></paragraph><paragraph id="idbb96c7e92a014e799de31565ee51ded5"><enum>(2)</enum><header>Management plan</header> <subparagraph id="id3e8fa43a38ff41488755d64db0e65fcb"><enum>(A)</enum><header>In general</header><text>Not later than 5 years after the date of enactment of this Act, the Secretary shall prepare a management plan for the Historic Landscape.</text>
 </subparagraph><subparagraph id="id92ddc4b958954dba9486fd1e3362e327"><enum>(B)</enum><header>Contents</header><text>The management plan prepared under subparagraph (A) shall include plans for—</text> <clause id="idf472057ac43d4860bd71bf41646c1c4f"><enum>(i)</enum><text>improving the interpretation of historic events, activities, structures, and artifacts of the Historic Landscape, including with respect to the role of the Historic Landscape in local, national, and world history;</text>
 </clause><clause id="idd13195ae5713412ca839b4410e15cac2"><enum>(ii)</enum><text>conducting historic preservation activities;</text> </clause><clause id="id05f77b30e5f849c8b0dde5f77689b688"><enum>(iii)</enum><text>managing recreational opportunities, including the use and stewardship of—</text>
 <subclause id="idea0ba4ed4d054a89bb828a7b2b1ea866"><enum>(I)</enum><text>the road and trail systems; and</text> </subclause><subclause id="id8a9605dbc83e42b2b83ca6e2fa817c8a"><enum>(II)</enum><text>dispersed recreation resources;</text>
 </subclause></clause><clause id="id085195b5cc2f45f7bf9e7bc300e60676"><enum>(iv)</enum><text>the conservation, protection, restoration, or enhancement of the scenic, watershed, and ecological resources of the Historic Landscape, including conducting the restoration and enhancement project under subsection (d); and</text>
 </clause><clause id="idf40701747cc74460a820704d37e2a172"><enum>(v)</enum><text>consistent with subsection (e)(2), the removal of unexploded ordnance and other legacy hazards.</text>
 </clause></subparagraph></paragraph><paragraph id="id09cfc5c7bdd64e2eae6b57bfbe1839f2"><enum>(3)</enum><header>Environmental hazards</header><text>The Secretary shall provide to the Secretary of the Army a notification of any unexploded ordnance (as defined in section 101(e) of title 10, United States Code) that is discovered in the Historic Landscape.</text>
					</paragraph></subsection><subsection id="id0c6dc2fb672a4a1cb1149bbbbe388060"><enum>(d)</enum><header>Camp Hale restoration and enhancement project</header>
 <paragraph id="idd969ff0e518441bb8f6cbbb8750642e0"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a restoration and enhancement project in the Historic Landscape—</text> <subparagraph id="idbd8150d60ad64a63b40bd1decd9a2373"><enum>(A)</enum><text>to improve aquatic, riparian, and wetland conditions in and along the Eagle River and tributaries of the Eagle River;</text>
 </subparagraph><subparagraph id="ida18fdb7081cc423da604027dbb342431"><enum>(B)</enum><text>to maintain or improve recreation and interpretive opportunities and facilities; and</text> </subparagraph><subparagraph id="id94e85df0932846f497e459cdacee41bd"><enum>(C)</enum><text>to conserve historic values in the Camp Hale area.</text>
 </subparagraph></paragraph><paragraph id="idce094c38384340adbabb9ba5aaa63ca6"><enum>(2)</enum><header>Coordination</header><text>In carrying out the project described in paragraph (1), the Secretary shall coordinate with—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id82eacface2174d648e2a420a07615e33"><enum>(A)</enum><text display-inline="yes-display-inline">the Corps of Engineers;</text>
 </subparagraph><subparagraph id="idbf5cd5f204be4f009b6d2e159a17baa6"><enum>(B)</enum><text>the Camp Hale-Eagle River Headwaters Collaborative Group;</text> </subparagraph><subparagraph id="idb96cd4ff0de94197be345333efc0236f"><enum>(C)</enum><text>the National Forest Foundation;</text>
 </subparagraph><subparagraph id="id9651644a1b064deabbfc01b3dbb11117"><enum>(D)</enum><text>the Colorado Department of Public Health and Environment;</text> </subparagraph><subparagraph id="idfba0c552a6004390824fb7b8104358ec"><enum>(E)</enum><text>the Colorado State Historic Preservation Office;</text>
 </subparagraph><subparagraph id="id9653ce39c09e451ea1fbb5a4ff252d80"><enum>(F)</enum><text>units of local government; and</text> </subparagraph><subparagraph id="id1cd819e159a74b76acc64da15ea7dd49"><enum>(G)</enum><text>other interested organizations and members of the public.</text>
						</subparagraph></paragraph></subsection><subsection id="id74df759e96d946b1a0a34fe7562a55ee"><enum>(e)</enum><header>Environmental remediation</header>
 <paragraph id="id597dc46e19dd421c86428c8bdddde26c"><enum>(1)</enum><header>In general</header><text>The Secretary of the Army shall continue to carry out the projects and activities of the Department of the Army in existence on the date of enactment of this Act relating to cleanup of—</text>
 <subparagraph id="idDB1461D09BFD491C9815E9E5591DFA22"><enum>(A)</enum><text>the Camp Hale Formerly Used Defense Site; or</text>
 </subparagraph><subparagraph id="id37FC60638ECA4C599B980EAF170CEFCD"><enum>(B)</enum><text>the Camp Hale historic cantonment area.</text> </subparagraph></paragraph><paragraph id="id748951b806864365a1326357578690a9"><enum>(2)</enum><header>Removal of unexploded ordnance</header> <subparagraph id="iddd0942bfc35c428999e4aaa4ea21dd82"><enum>(A)</enum><header>In general</header><text>The Secretary of the Army may remove unexploded ordnance (as defined in section 101(e) of title 10, United States Code) from the Historic Landscape, as the Secretary of the Army determines to be appropriate—</text>
 <clause id="id672c78dfaf1f4c0491c18ca4b89fbfd6"><enum>(i)</enum><text>in any case in which the unexploded ordnance interferes with the management of the Historic Landscape; or</text>
 </clause><clause id="idd9c6eee790624e46aeb7819d72bab7c0"><enum>(ii)</enum><text>to ensure public safety.</text> </clause></subparagraph><subparagraph id="idee6b0702e8ba441cb0d24df10cef529a"><enum>(B)</enum><header>Action on receipt of notice</header><text>On receipt from the Secretary of a notification of unexploded ordnance under subsection (c)(3), the Secretary of the Army may remove the unexploded ordnance in accordance with—</text>
 <clause id="idebca40f6735d4715a94fde16c5959cf3"><enum>(i)</enum><text>the program for environmental restoration of formerly used defense sites under section 2701 of title 10, United States Code;</text>
 </clause><clause id="id34e461fc999541d6b87ae8630d359a64"><enum>(ii)</enum><text>the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9601">42 U.S.C. 9601</external-xref> et seq.); and</text>
 </clause><clause id="id38776ad14bc54647932aa5c3831d0904"><enum>(iii)</enum><text>any other applicable provision of law (including regulations).</text> </clause></subparagraph></paragraph><paragraph id="idc0828494e1d04d3c8b6e471759217691"><enum>(3)</enum><header>Effect of subsection</header><text>Nothing in this subsection modifies any obligation in existence on the date of enactment of this Act relating to the remediation or cleanup of any unexploded ordnance or legacy environmental hazard located in or around the Camp Hale historic cantonment area, the Camp Hale Formerly Used Defense Site, or the Historic Landscape, including such an obligation under—</text>
 <subparagraph id="idc9531548e6b049d189bce5a90d00c6ab"><enum>(A)</enum><text>the program for environmental restoration of formerly used defense sites under section 2701 of title 10, United States Code;</text>
 </subparagraph><subparagraph id="id1cc488791fc840cfb1fb5791e79ba6f5"><enum>(B)</enum><text>the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9601">42 U.S.C. 9601</external-xref> et seq.); or</text>
 </subparagraph><subparagraph id="idee40e7156a2545bcb2b41b63ba6d6fb4"><enum>(C)</enum><text>any other applicable provision of law (including regulations).</text> </subparagraph></paragraph></subsection><subsection id="iddf99e65f4cfa4056973c4d72b922025b"><enum>(f)</enum><header>Interagency agreement</header><text>The Secretary and the Secretary of the Army shall enter into an agreement—</text>
 <paragraph id="id616a6504923c44c3bf8b0abe593441f7"><enum>(1)</enum><text>to specify—</text> <subparagraph id="id8FA6AE9E36DC49338B6579C402B26BED"><enum>(A)</enum><text>the responsibility of the Secretary to manage the Historic Landscape; and</text>
 </subparagraph><subparagraph id="id1cec026d84df4a26a2d4ce7978d097e5"><enum>(B)</enum><text>the responsibility of the Secretary of the Army for the removal of unexploded ordnance and other legacy hazards in accordance with subsection (e) and other applicable laws; and</text>
 </subparagraph></paragraph><paragraph id="id8eca0c6397f441918200407ca9097331"><enum>(2)</enum><text>to require the Secretary to provide to the Secretary of the Army, by not later than 1 year after the date of enactment of this Act and periodically thereafter, as appropriate, a management plan for the Historic Landscape for purposes of the removal activities described in subsection (e).</text>
 </paragraph></subsection><subsection id="id3e582dda03a6408f8ccc442908de85ea"><enum>(g)</enum><header>Effect</header><text>Nothing in this section—</text> <paragraph id="idd4e36e4db12d42debabe394a1ec10995"><enum>(1)</enum><text>affects the jurisdiction of the State over any water law, water right, or adjudication or administration relating to any water resource;</text>
 </paragraph><paragraph id="id20429bbd6b544291bf8963d5082abdcd"><enum>(2)</enum><text>affects any water right in existence on or after the date of enactment of this Act, or the exercise of such a water right, including—</text>
 <subparagraph id="id6fcd2740cc1c43a993f0d8691464665a"><enum>(A)</enum><text>a water right under an interstate water compact (including full development of any apportionment made in accordance with such a compact);</text>
 </subparagraph><subparagraph id="id9c20fedf1fa54618b25afc79ade507d3"><enum>(B)</enum><text>a water right decreed within, above, below, or through the Historic Landscape;</text> </subparagraph><subparagraph id="idb545a0b44d134877aa23d27916e5af88"><enum>(C)</enum><text>a water right held by the United States;</text>
 </subparagraph><subparagraph id="id115886bfe825433d90582275abca8645"><enum>(D)</enum><text>the management or operation of any reservoir, including the storage, management, release, or transportation of water; and</text>
 </subparagraph><subparagraph id="id6f01961e958b4e818c5d175259085f1a"><enum>(E)</enum><text>the construction or operation of such infrastructure as is determined to be necessary by an individual or entity holding water rights to develop and place to beneficial use those rights, subject to applicable Federal, State, and local law (including regulations);</text>
 </subparagraph></paragraph><paragraph id="idc0df5276f56f4e17828b06d8cd5f3afe"><enum>(3)</enum><text>constitutes an express or implied reservation by the United States of any reserved or appropriative water right;</text>
 </paragraph><paragraph id="idc2ca3d593bbc4e8ea5a44beb1dae8864"><enum>(4)</enum><text>alters or limits—</text> <subparagraph id="id3401fda3774448aa85e3429a7c4ae0c2"><enum>(A)</enum><text>a permit held by a ski area;</text>
 </subparagraph><subparagraph id="idd3f09b45ee82486fad4e9a8f1f9460fa"><enum>(B)</enum><text>the implementation of activities governed by a ski area permit; or</text> </subparagraph><subparagraph id="ida0601c6feff24f7fb7f2168534885211"><enum>(C)</enum><text>the authority of the Secretary to modify or expand an existing ski area permit;</text>
 </subparagraph></paragraph><paragraph id="id78234655bd3d4f6bbc6689cbb01dd689"><enum>(5)</enum><text>prevents the Secretary from closing portions of the Historic Landscape for public safety, environmental remediation, or other use in accordance with applicable laws; or</text>
 </paragraph><paragraph id="idd6c145f558174e548a3e3385077a382a"><enum>(6)</enum><text>affects—</text> <subparagraph id="idC414A3562A1D4884851586BF9A8C409B"><enum>(A)</enum><text>any special use permit in effect on the date of enactment of this Act; or</text>
 </subparagraph><subparagraph id="id625D8B4E3C764490AB5CAC4AD5E354EA"><enum>(B)</enum><text>the renewal of a permit described in subparagraph (A).</text> </subparagraph></paragraph></subsection><subsection id="id729eba1cc6fc49ce9db0c330afd2abe2"><enum>(h)</enum><header>Funding</header> <paragraph id="id948df5a5f05a408ca3f6f41e6c060ef0"><enum>(1)</enum><header>In general</header><text>There is established in the general fund of the Treasury a special account, to be known as the <quote>Camp Hale Historic Preservation and Restoration Fund</quote>.</text>
 </paragraph><paragraph id="idd0e08b21af884a3ba08f98cc8848e236"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Camp Hale Historic Preservation and Restoration Fund $10,000,000, to be available to the Secretary until expended, for activities relating to historic interpretation, preservation, and restoration carried out in and around the Historic Landscape.</text>
					</paragraph></subsection></section><section id="id9d5ce66804194a94b8578695b49da716"><enum>108.</enum><header>White River National Forest boundary modification</header>
 <subsection id="id9bd778fe16ad4be3aeb52d1b765ce604"><enum>(a)</enum><header>In general</header><text>The boundary of the White River National Forest is modified to include the approximately 120 acres comprised of the SW <fraction>1/4</fraction>, the SE <fraction>1/4</fraction>, and the NE <fraction>1/4</fraction> of the SE <fraction>1/4</fraction> of sec. 1, T. 2 S., R. 80 W., 6th Principal Meridian, in Summit County in the State.</text>
 </subsection><subsection id="id198c92f34ddd48c09362c0ac82224508"><enum>(b)</enum><header>Land and Water Conservation Fund</header><text>For purposes of section 200306 of title 54, United States Code, the boundaries of the White River National Forest, as modified under subsection (a), shall be considered to be the boundaries of the White River National Forest as in existence on January 1, 1965.</text>
				</subsection></section><section id="id2ad54c7fe50e4da798e148952e4ea0db"><enum>109.</enum><header>Rocky Mountain National Park Wilderness boundary adjustment</header>
 <subsection id="id56020cb6024846f2b110eee2e67395e9"><enum>(a)</enum><header>Purpose</header><text>The purpose of this section is to provide for the ongoing maintenance and use of portions of the Trail River Ranch and the associated property located within Rocky Mountain National Park in Grand County in the State.</text>
 </subsection><subsection id="idbbaea14f0d954c09a9e49e52749563ab"><enum>(b)</enum><header>Boundary adjustment</header><text>Section 1952(b) of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref>; 123 Stat. 1070) is amended by adding at the end the following:</text>

 <paragraph id="idA26C475CE736417F9D785C25932E2549"><enum>(3)</enum><header>Boundary adjustment</header><text>The boundary of the Wilderness is modified to exclude the potential wilderness comprising approximately 15.5 acres of land identified as <quote>Potential Wilderness to Non-wilderness</quote> on the map entitled <quote>Rocky Mountain National Park Proposed Wilderness Area Amendment</quote> and dated January 16, 2018.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="idb36c221f4ee44534b73472780b910a77"><enum>110.</enum><header>Arapaho National Forest boundary adjustment</header>
 <subsection id="id7a5b97efe12848089dd4adb987f2b5f7"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), the boundary of the Arapaho National Forest in the State is adjusted to incorporate the approximately 92.95 acres of land depicted as <quote>The Wedge</quote> on the map entitled <quote>Arapaho National Forest Boundary Adjustment</quote> and dated November 6, 2013, and described as lots 3, 4, 8, and 9 of sec. 13, T. 4 N., R. 76 W., 6th Principal Meridian, in Grand County in the State.</text>
 </subsection><subsection id="idB66B2AD4E9D94661A89C876266807FF7"><enum>(b)</enum><header>Written permission required</header><text>A lot referred to in subsection (a) may be included within the adjusted boundary of the Arapaho National Forest under subsection (a) only after the Secretary obtains written permission from 1 or more owners of the lot to include the lot within the adjusted boundaries.</text>
 </subsection><subsection id="id3062dd1f0a8b42889df0c7f2c03ac923"><enum>(c)</enum><header>Bowen Gulch Protection Area</header><text>The Secretary shall include all Federal land within the boundary described in subsection (a) in the Bowen Gulch Protection Area established by section 6(a)(1) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/539j">16 U.S.C. 539j(a)(1)</external-xref>).</text>
 </subsection><subsection id="id04fdb07706614dcb8f80dc877cb05068"><enum>(d)</enum><header>Land and Water Conservation Fund</header><text>For purposes of section 200306(a)(2)(B)(i) of title 54, United States Code, the boundaries of the Arapaho National Forest, as modified by subsection (a), shall be considered to be the boundaries of the Arapaho National Forest as in existence on January 1, 1965.</text>
 </subsection><subsection id="idd270e88b5f9d41908816f54564c381a3"><enum>(e)</enum><header>Public motorized use</header><text>Nothing in this section opens privately owned land within the boundary described in subsection (a) to public motorized use.</text>
				</subsection></section><section id="id021ebb97a572409ca6de8f4354b3e0f3"><enum>111.</enum><header>Bolts Ditch access and use</header>
 <subsection id="idc1ea5e4af6b849809adba8ac2bbfa661"><enum>(a)</enum><header>Access granted</header><text>The Secretary shall permit by special use authorization nonmotorized access and use, in accordance with section 293.6 of title 36, Code of Federal Regulations (or successor regulations), of the Bolts Ditch headgate and the Bolts Ditch within the Holy Cross Wilderness in the State established by section 102(a)(5) <external-xref legal-doc="public-law" parsable-cite="pl/96/560">Public Law 96–560</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note), for the purposes of the diversion of water and use, maintenance, and repair of the ditch and headgate by the town of Minturn in the State, a Colorado Home Rule Municipality.</text>
 </subsection><subsection id="id18363e3496a944df926a51236d0d6c87"><enum>(b)</enum><header>Location of facilities</header><text>The Bolts Ditch headgate and ditch referred to in subsection (a) are as generally depicted on the map entitled <quote>Bolts Ditch headgate and Ditch Segment</quote> and dated November 2015.</text>
				</subsection></section><section id="id531634d2f4234b6682736eaf3c447087"><enum>112.</enum><header>Administrative provisions</header>
 <subsection id="id61285ca3521f49b7ba66426c522e8242"><enum>(a)</enum><header>Fish and wildlife</header><text>Nothing in this title affects the jurisdiction or responsibility of the State with respect to fish and wildlife in the State.</text>
				</subsection><subsection id="id250f2a3daaf441a1b74a2bb6da6fa463"><enum>(b)</enum><header>No buffer zones</header>
 <paragraph id="id81e0a04da3b1486fadabb7eab8ed9f5d"><enum>(1)</enum><header>In general</header><text>Nothing in this title or an amendment made by this title establishes a protective perimeter or buffer zone around—</text>
 <subparagraph id="id0E7B5F8926A34D0A99AECFA10A0687BF"><enum>(A)</enum><text>a covered area;</text> </subparagraph><subparagraph id="id03BFC8E37D0F4275A26EC8DBCE9EC3FC"><enum>(B)</enum><text>a wilderness area or potential wilderness area designated by section 103;</text>
 </subparagraph><subparagraph id="id26D4D798B189450FABF92314B672B796"><enum>(C)</enum><text>the Recreation Management Area;</text>
 </subparagraph><subparagraph id="idD13B788F35F846E482FB0BDCA7CBC213"><enum>(D)</enum><text>a Wildlife Conservation Area; or</text> </subparagraph><subparagraph id="id264304C2A81647ACA30D91F2BA024BA3"><enum>(E)</enum><text>the Historic Landscape.</text>
 </subparagraph></paragraph><paragraph id="id3d068c99e8864f5f9f237a39bc4418d4"><enum>(2)</enum><header>Outside activities</header><text>The fact that a nonwilderness activity or use on land outside of a covered area can be seen or heard from within the covered area shall not preclude the activity or use outside the boundary of the covered area.</text>
					</paragraph></subsection><subsection id="idb52f3e88bf464965b076be68ffadebeb"><enum>(c)</enum><header>Maps and legal descriptions</header>
 <paragraph id="id817bea5982a84845b41cde5792a06dde"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall file maps and legal descriptions of each area described in subsection (b)(1) with—</text>
 <subparagraph commented="no" id="ide35ceed2a20e48dbb55e513809937584"><enum>(A)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text> </subparagraph><subparagraph commented="no" id="idc06a171d1e2145e0ac57b89a178928a9"><enum>(B)</enum><text>the Committee on Energy and Natural Resources of the Senate.</text>
 </subparagraph></paragraph><paragraph id="id7f805e8e3fef4307b26b96e8c7148660"><enum>(2)</enum><header>Force of law</header><text>Each map and legal description filed under paragraph (1) shall have the same force and effect as if included in this title, except that the Secretary may correct any typographical errors in the maps and legal descriptions.</text>
 </paragraph><paragraph id="idcd8fc9e0c004465394b34a6d3e7cf8d1"><enum>(3)</enum><header>Public availability</header><text>Each map and legal description filed under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Forest Service.</text>
					</paragraph></subsection><subsection id="id9b4ac6aacac5453e896d2e81b342e157"><enum>(d)</enum><header>Acquisition of land</header>
 <paragraph id="id31ad4c1d9deb403aaa5f1ddce59c95a5"><enum>(1)</enum><header>In general</header><text>The Secretary may acquire any land or interest in land within the boundaries of an area described in subsection (b)(1) only through exchange, donation, or purchase from a willing seller.</text>
 </paragraph><paragraph id="ide76ae810e71c4424a1491660b708270b"><enum>(2)</enum><header>Management</header><text>Any land or interest in land acquired under paragraph (1) shall be incorporated into, and administered as a part of, the wilderness area, Recreation Management Area, Wildlife Conservation Area, or Historic Landscape, as applicable, in which the land or interest in land is located.</text>
 </paragraph></subsection><subsection id="id180532275128438fa5088a06a89cc5be"><enum>(e)</enum><header>Withdrawal</header><text>Subject to valid rights in existence on the date of enactment of this Act, the areas described in subsection (b)(1) are withdrawn from—</text>
 <paragraph id="ida001986563d94846b074a829055af17f"><enum>(1)</enum><text>entry, appropriation, and disposal under the public land laws;</text> </paragraph><paragraph id="idc7f00f87e28f4391a908ff3d316866af"><enum>(2)</enum><text>location, entry, and patent under mining laws; and</text>
 </paragraph><paragraph id="id583799eda4e84c338f9d339faf206362"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text> </paragraph></subsection><subsection id="id01f156236d024703b79f4f072aacb0ae"><enum>(f)</enum><header>Military overflights</header><text display-inline="yes-display-inline">Nothing in this title or an amendment made by this title restricts or precludes—</text>
 <paragraph id="idcf71ca89b4a54b01bd8508a8304805f3"><enum>(1)</enum><text>any low-level overflight of military aircraft over any area subject to this title or an amendment made by this title, including military overflights that can be seen, heard, or detected within such an area;</text>
 </paragraph><paragraph id="id3e4be6daa4cf4f52953271fd1a64d198"><enum>(2)</enum><text>flight testing or evaluation over an area described in paragraph (1); or</text> </paragraph><paragraph id="id0af32204fcc04ae0871e4785ce3e48b8"><enum>(3)</enum><text>the use or establishment of—</text>
 <subparagraph id="id36334d5e6b144234a22d465a3318c4ba"><enum>(A)</enum><text>any new unit of special use airspace over an area described in paragraph (1); or</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4cdd30700cab49cfbfe071039c79a4ad"><enum>(B)</enum><text>any military flight training or transportation over such an area.</text>
						</subparagraph></paragraph></subsection></section></title><title id="id6655CAAE1A7C425AB0EA82C5BB178EE5" style="OLC"><enum>II</enum><header>San Juan Mountains</header>
 <section id="HE8E69C12A25C4C7A8B301D0632CF3DE0"><enum>201.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>San Juan Mountains Wilderness Act</short-title></quote>.</text>
 </section><section id="id49076C425B094EA3A335EB85777DC06B"><enum>202.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> <paragraph id="H27229EEF7F2D468ABE5BAD5D3617C5A5"><enum>(1)</enum><header>Covered land</header><text display-inline="yes-display-inline">The term <term>covered land</term> means—</text>
 <subparagraph id="HBAC55D0EAE244A5796354BCEFA053762"><enum>(A)</enum><text display-inline="yes-display-inline">land designated as wilderness under paragraphs (27) through (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203); and</text>
 </subparagraph><subparagraph id="H5F6657E6D72D4ED6A4E24D283D0168D6"><enum>(B)</enum><text display-inline="yes-display-inline">a Special Management Area.</text> </subparagraph></paragraph><paragraph id="HA45ACFF0EA9B4AF9B6E307D4D073CBDB"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Agriculture.</text>
				</paragraph><paragraph id="idC8E900470A99475F8DE15878656A2BD1"><enum>(3)</enum><header>Special
 Management Area</header><text>The term <term>Special Management Area</term> means each of—</text>
 <subparagraph id="idE7835CBD4E644EDA9E8AF260B671C583"><enum>(A)</enum><text>the Sheep Mountain Special Management Area designated by section 204(a)(1); and</text>
 </subparagraph><subparagraph id="idD9CB92ED957C4F1384AE914F641E1FBF"><enum>(B)</enum><text>the Liberty Bell East Special Management Area designated by section 204(a)(2).</text> </subparagraph></paragraph></section><section id="idF960085268344DCFBC3A5FD790D81C46"><enum>203.</enum><header>Additions to National Wilderness Preservation System</header><text display-inline="no-display-inline">Section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as amended by section 102(a)(2)) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id586594c9a3774e55a393c974e26f5012" style="OLC">
 <paragraph id="id8ae4c43e3e0847f99ef51306af6de6f1"><enum>(27)</enum><header>Lizard Head Wilderness addition</header><text>Certain Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests comprising approximately 3,141 acres, as generally depicted on the map entitled <quote>Proposed Wilson, Sunshine, Black Face and San Bernardo Additions to the Lizard Head Wilderness</quote> and dated September 6, 2018, which is incorporated in, and shall be administered as part of, the Lizard Head Wilderness.</text>
					</paragraph><paragraph id="id964fd8cb1e364ca19261804f20ff024b"><enum>(28)</enum><header>Mount Sneffels Wilderness additions</header>
 <subparagraph id="id2b76d3c510cb4f3f8051b1c3b1006505"><enum>(A)</enum><header>Liberty Bell and Last Dollar additions</header><text>Certain Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests comprising approximately 7,235 acres, as generally depicted on the map entitled <quote>Proposed Liberty Bell and Last Dollar Additions to the Mt. Sneffels Wilderness, Liberty Bell East Special Management Area</quote> and dated September 6, 2018, which is incorporated in, and shall be administered as part of, the Mount Sneffels Wilderness.</text>
 </subparagraph><subparagraph id="id0f753df6e0754a71930f1d54f64c325c"><enum>(B)</enum><header>Whitehouse additions</header><text>Certain Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests comprising approximately 12,465 acres, as generally depicted on the map entitled <quote>Proposed Whitehouse Additions to the Mt. Sneffels Wilderness</quote> and dated September 6, 2018, which is incorporated in, and shall be administered as part of, the Mount Sneffels Wilderness.</text>
 </subparagraph></paragraph><paragraph id="idefed860b962047a8959a3eca8fbe7c37"><enum>(29)</enum><header>McKenna Peak Wilderness</header><text>Certain Federal land in the State of Colorado comprising approximately 8,884 acres of Bureau of Land Management land, as generally depicted on the map entitled <quote>Proposed McKenna Peak Wilderness Area</quote> and dated September 18, 2018, to be known as the <quote>McKenna Peak Wilderness</quote>.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="idedf42501b67d4b1ea3f6a5ac540b80b7"><enum>204.</enum><header>Special Management Areas</header>
				<subsection id="id5f9aaf7e60804099b09796af872c1981"><enum>(a)</enum><header>Designation</header>
 <paragraph id="idc68a994ed4c34669ada5f63bf2381aad"><enum>(1)</enum><header>Sheep Mountain Special Management Area</header><text>The Federal land in the Grand Mesa, Uncompahgre, and Gunnison and San Juan National Forests in the State comprising approximately 21,663 acres, as generally depicted on the map entitled <quote>Proposed Sheep Mountain Special Management Area</quote> and dated September 19, 2018, is designated as the <quote>Sheep Mountain Special Management Area</quote>.</text>
 </paragraph><paragraph id="id4105b44ce65f43eeb0f71c6cbaed2b87"><enum>(2)</enum><header>Liberty Bell East Special Management Area</header><text>The Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests in the State comprising approximately 792 acres, as generally depicted on the map entitled <quote>Proposed Liberty Bell and Last Dollar Additions to the Mt. Sneffels Wilderness, Liberty Bell East Special Management Area</quote> and dated September 6, 2018, is designated as the <quote>Liberty Bell East Special Management Area</quote>.</text>
 </paragraph></subsection><subsection id="idbed89e60d38d41f48e21eacec6c6ce51"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Special Management Areas is to conserve and protect for the benefit and enjoyment of present and future generations the geological, cultural, archaeological, paleontological, natural, scientific, recreational, wilderness, wildlife, riparian, historical, educational, and scenic resources of the Special Management Areas.</text>
				</subsection><subsection id="id4d8053eef0074b39a80a1f637e5b5731"><enum>(c)</enum><header>Management</header>
 <paragraph id="id9676ef0853b54390b32ade5ffc2c4eae"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the Special Management Areas in a manner that—</text> <subparagraph id="id5c6780a752dc4ab6baed8b83ad0a611e"><enum>(A)</enum><text>conserves, protects, and enhances the resources and values of the Special Management Areas described in subsection (b);</text>
 </subparagraph><subparagraph id="id7120783569934e21976f720877f6dad6"><enum>(B)</enum><text>subject to paragraph (3), maintains or improves the wilderness character of the Special Management Areas and the suitability of the Special Management Areas for potential inclusion in the National Wilderness Preservation System; and</text>
 </subparagraph><subparagraph id="idec401616eee040dfa1e4234b236945b2"><enum>(C)</enum><text>is in accordance with—</text> <clause id="id72b6d84d46e94ea6a53bd39c594e985e"><enum>(i)</enum><text>the National Forest Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600</external-xref> et seq.);</text>
 </clause><clause id="idc4b9b2ad63244effa8e5cae04e01fcd7"><enum>(ii)</enum><text>this title; and</text> </clause><clause id="id0cbe607151f446dcb4f1fcf69fee10ee"><enum>(iii)</enum><text>any other applicable laws.</text>
 </clause></subparagraph></paragraph><paragraph id="id9f4a279c5dc942a1a197bd91b361f05b"><enum>(2)</enum><header>Prohibitions</header><text>The following shall be prohibited in the Special Management Areas:</text> <subparagraph id="id6ae4d140328b419ba4e8c35f4d339170"><enum>(A)</enum><text>Permanent roads.</text>
 </subparagraph><subparagraph id="id722ca87b4a6a4451b5e0d2306fadb624"><enum>(B)</enum><text>Except as necessary to meet the minimum requirements for the administration of the Federal land, to provide access for abandoned mine cleanup, and to protect public health and safety—</text>
 <clause id="id0f925a839a2342839a1ed1c09528e4ed"><enum>(i)</enum><text>the use of motor vehicles, motorized equipment, or mechanical transport (other than as provided in paragraph (3)); and</text>
 </clause><clause id="id32033f03bc424cb98a7295714e4e3e1e"><enum>(ii)</enum><text>the establishment of temporary roads.</text> </clause></subparagraph></paragraph><paragraph id="id19c0a7aab17644b6a4d2821249df77e0"><enum>(3)</enum><header>Authorized activities</header> <subparagraph id="id9aea26f8148a4e3291efa8f0e785c29e"><enum>(A)</enum><header>In general</header><text>The Secretary may allow any activities (including helicopter access for recreation and maintenance and the competitive running event permitted since 1992) that have been authorized by permit or license as of the date of enactment of this Act to continue within the Special Management Areas, subject to such terms and conditions as the Secretary may require.</text>
 </subparagraph><subparagraph id="ida40a116865d94b7cab456779a0f7a4a9"><enum>(B)</enum><header>Permitting</header><text>The designation of the Special Management Areas by subsection (a) shall not affect the issuance of permits relating to the activities covered under subparagraph (A) after the date of enactment of this Act.</text>
 </subparagraph><subparagraph id="id00077e35b00d48e0b8e4ff410dbb202f"><enum>(C)</enum><header>Bicycles</header><text>The Secretary may permit the use of bicycles in—</text> <clause id="id5fe5b223ad844da58cef63288b977b89"><enum>(i)</enum><text>the portion of the Sheep Mountain Special Management Area identified as <quote>Ophir Valley Area</quote> on the map entitled <quote>Proposed Sheep Mountain Special Management Area</quote> and dated September 19, 2018; and</text>
 </clause><clause id="ida23318a3743445b08192261f6c38d882"><enum>(ii)</enum><text>the portion of the Liberty Bell East Special Management Area identified as <quote>Liberty Bell Corridor</quote> on the map entitled <quote>Proposed Liberty Bell and Last Dollar Additions to the Mt. Sneffels Wilderness, Liberty Bell East Special Management Area</quote> and dated September 6, 2018.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="id1e6211c0858441e19f440d05e51d7bf4"><enum>(d)</enum><header>Applicable law</header><text>Water and water rights in the Special Management Areas shall be administered in accordance with section 8 of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>; 107 Stat. 762), except that—</text>
 <paragraph id="id439d9c3127d740d691bc6c546d60947a"><enum>(1)</enum><text>any reference contained in that section to <quote>the lands designated as wilderness by this Act</quote>, <quote>the Piedra, Roubideau, and Tabeguache areas identified in section 9 of this Act, or the Bowen Gulch Protection Area or the Fossil Ridge Recreation Management Area identified in sections 5 and 6 of this Act</quote>, or <quote>the areas described in sections 2, 5, 6, and 9 of this Act</quote> shall be considered to be a reference to <quote>the Special Management Areas</quote>; and</text>
 </paragraph><paragraph id="ide9a2659fdad84145a099fbad3fcefa57"><enum>(2)</enum><text>any reference contained in that section to <quote>this Act</quote> shall be considered to be a reference to <quote>the <short-title>San Juan Mountains Wilderness Act</short-title></quote>.</text> </paragraph></subsection></section><section id="id4882c37a1278452885b5a905cdac57f8"><enum>205.</enum><header>Release of Wilderness Study Areas</header> <subsection id="idd394f29fe44f45779406a43322d47d8f"><enum>(a)</enum><header>Dominguez Canyon Wilderness Study Area</header><text>Subtitle E of title II of <external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref> is amended—</text>
 <paragraph id="id1add2f1634bd4d7394399b63129ebe49"><enum>(1)</enum><text>by redesignating section 2408 (<external-xref legal-doc="usc" parsable-cite="usc/16/460zzz-7">16 U.S.C. 460zzz–7</external-xref>) as section 2409; and</text> </paragraph><paragraph id="id326d241c224a4ca0ad753b9082bd23b8"><enum>(2)</enum><text>by inserting after section 2407 (<external-xref legal-doc="usc" parsable-cite="usc/16/460zzz-6">16 U.S.C. 460zzz–6</external-xref>) the following:</text>
						<quoted-block display-inline="no-display-inline" id="idd053be3a321948b89a8d47b6ac012bb3" style="OLC">
							<section id="ida42c9e322c924f6ab8c197bab3908b01"><enum>2408.</enum><header>Release</header>
 <subsection id="id00f299f23bc34e1d933304692ed8b232"><enum>(a)</enum><header>In general</header><text>Congress finds that, for the purposes of section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>), the portions of the Dominguez Canyon Wilderness Study Area not designated as wilderness by this subtitle have been adequately studied for wilderness designation.</text>
 </subsection><subsection id="id5f8b7dca617248e3a2362d6b020ea8c5"><enum>(b)</enum><header>Release</header><text>Any public land referred to in subsection (a) that is not designated as wilderness by this subtitle—</text>
 <paragraph id="id049bfbf401bb4ed3a335cdde2e4cb49f"><enum>(1)</enum><text>is no longer subject to section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>); and</text>
 </paragraph><paragraph id="id02ff06b50c0e4105adb99f4a7bf91f7d"><enum>(2)</enum><text>shall be managed in accordance with this subtitle and any other applicable laws.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="ided8fa235a51c47fc9fa0fead1810d79f"><enum>(b)</enum><header>McKenna Peak Wilderness Study Area</header> <paragraph id="id3dfccea4959e45dfb6b1e696fabc938d"><enum>(1)</enum><header>In general</header><text>Congress finds that, for the purposes of section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>), the portions of the McKenna Peak Wilderness Study Area in San Miguel County in the State not designated as wilderness by paragraph (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203) have been adequately studied for wilderness designation.</text>
 </paragraph><paragraph id="id0c32c0fa13fd4586b1815bfc9e49cc80"><enum>(2)</enum><header>Release</header><text>Any public land referred to in paragraph (1) that is not designated as wilderness by paragraph (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203)—</text>
 <subparagraph id="id1409f801b7ca44c98017d4d3d8a5b668"><enum>(A)</enum><text>is no longer subject to section 603(c) of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1782">43 U.S.C. 1782(c)</external-xref>); and</text>
 </subparagraph><subparagraph id="id5cc9f756b876452fa5961df07c5db8c3"><enum>(B)</enum><text>shall be managed in accordance with applicable laws.</text> </subparagraph></paragraph></subsection></section><section id="idc1c84abb38e74b99869da4c43efb2575"><enum>206.</enum><header>Administrative provisions</header> <subsection id="id7d438a55c19d4413893244726cb70e64"><enum>(a)</enum><header>Fish and wildlife</header><text>Nothing in this title affects the jurisdiction or responsibility of the State with respect to fish and wildlife in the State.</text>
				</subsection><subsection id="id5ffdd91f2ca849bd839ee72e90251592"><enum>(b)</enum><header>No buffer zones</header>
 <paragraph id="idbae9a5ec684c453d8b9caa72557ccb48"><enum>(1)</enum><header>In general</header><text>Nothing in this title establishes a protective perimeter or buffer zone around covered land.</text> </paragraph><paragraph id="id6d03e8f7498b47b29857e79f95074bad"><enum>(2)</enum><header>Activities outside wilderness</header><text>The fact that a nonwilderness activity or use on land outside of the covered land can be seen or heard from within covered land shall not preclude the activity or use outside the boundary of the covered land.</text>
					</paragraph></subsection><subsection id="idf1b04270a90b4fa8aebf9173224dd7db"><enum>(c)</enum><header>Maps and legal descriptions</header>
 <paragraph id="idc46b7ab47adf4dd2bf7efb8ed43ec244"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary or the Secretary of the Interior, as appropriate, shall file a map and a legal description of each wilderness area designated by paragraphs (27) through (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203) and the Special Management Areas with—</text>
 <subparagraph id="id4db94d5b68a2472b970244072cb77b3c"><enum>(A)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text> </subparagraph><subparagraph id="idf8760fd405304e429da24dd986414a7c"><enum>(B)</enum><text>the Committee on Energy and Natural Resources of the Senate.</text>
 </subparagraph></paragraph><paragraph id="id91db0931635d4150a7100118ba12978c"><enum>(2)</enum><header>Force of law</header><text>Each map and legal description filed under paragraph (1) shall have the same force and effect as if included in this title, except that the Secretary or the Secretary of the Interior, as appropriate, may correct any typographical errors in the maps and legal descriptions.</text>
 </paragraph><paragraph id="id3eb17b228437421cbcd85b9b028f7a16"><enum>(3)</enum><header>Public availability</header><text>Each map and legal description filed under paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Bureau of Land Management and the Forest Service.</text>
					</paragraph></subsection><subsection id="id48e5ca9b220c4ca0a9cf2cbd072aea6f"><enum>(d)</enum><header>Acquisition of land</header>
 <paragraph id="id48c8dfbda09540579b2d3bcc3cefaa34"><enum>(1)</enum><header>In general</header><text>The Secretary or the Secretary of the Interior, as appropriate, may acquire any land or interest in land within the boundaries of a Special Management Area or the wilderness designated under paragraphs (27) through (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203) only through exchange, donation, or purchase from a willing seller.</text>
 </paragraph><paragraph id="id8af4872ee2884da6b6946f4c32c93b6a"><enum>(2)</enum><header>Management</header><text>Any land or interest in land acquired under paragraph (1) shall be incorporated into, and administered as a part of, the wilderness or Special Management Area in which the land or interest in land is located.</text>
 </paragraph></subsection><subsection id="ida1776875367c4b589b45143dbc50e286"><enum>(e)</enum><header>Grazing</header><text>The grazing of livestock on covered land, if established before the date of enactment of this Act, shall be permitted to continue subject to such reasonable regulations as are considered to be necessary by the Secretary with jurisdiction over the covered land, in accordance with—</text>
 <paragraph id="id628e3104dcd642789de2a583f79651f9"><enum>(1)</enum><text>section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text> </paragraph><paragraph id="id5d63ea727e23432fa7b174525904b097"><enum>(2)</enum><text>the applicable guidelines set forth in Appendix A of the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (H. Rept. 101–405) or H.R. 5487 of the 96th Congress (H. Rept. 96–617).</text>
 </paragraph></subsection><subsection id="id28ca572ab38a43a091866d19a7904260"><enum>(f)</enum><header>Fire, insects, and diseases</header><text>In accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>), the Secretary with jurisdiction over a wilderness area designated by paragraphs (27) through (29) of section 2(a) of the Colorado Wilderness Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/77">Public Law 103–77</external-xref>) (as added by section 203) may carry out any activity in the wilderness area that the Secretary determines to be necessary for the control of fire, insects, and diseases, subject to such terms and conditions as the Secretary determines to be appropriate.</text>
 </subsection><subsection id="id85e1d7e789cf40f685d35e4eb6a04663"><enum>(g)</enum><header>Withdrawal</header><text>Subject to valid rights in existence on the date of enactment of this Act, the covered land and the approximately 6,590 acres generally depicted on the map entitled <quote>Proposed Naturita Canyon Mineral Withdrawal Area</quote> and dated September 6, 2018, is withdrawn from—</text>
 <paragraph id="id1c02ac97598b4cbe9e91ff227e08bcfd"><enum>(1)</enum><text>entry, appropriation, and disposal under the public land laws;</text> </paragraph><paragraph id="id545fa55027264c2683dd9dcde544dc51"><enum>(2)</enum><text>location, entry, and patent under mining laws; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2ce9d8231763479b833b6fb35c581910"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text> </paragraph></subsection></section></title><title id="id0AE67B1D1364472CA0C239C6C89BB8BC" style="OLC"><enum>III</enum><header>Thompson Divide</header> <section id="idf2bd3c3341724a438760bf456e458f20"><enum>301.</enum><header>Purposes</header> <text display-inline="no-display-inline">The purposes of this title are—</text>
 <paragraph id="id99df61f38b0f43fa9980beb79bec1e3b"><enum>(1)</enum><text>subject to valid existing rights, to withdraw certain Federal land in the Thompson Divide area from mineral and other disposal laws; and</text>
 </paragraph><paragraph id="id461f4a9618c640a690b4742d48499ab1"><enum>(2)</enum><text>to promote the capture of methane gas that would otherwise be emitted into the atmosphere—</text> <subparagraph id="id317827B0780A4E81A79F1F73EC60683B"><enum>(A)</enum><text>to reduce greenhouse gas emissions; and</text>
 </subparagraph><subparagraph id="id1EF3DD2E417A42EC81ED256A67FD5C65"><enum>(B)</enum><text>to provide—</text> <clause id="id978C38658BFF49E4A032181DDF7CEA8A"><enum>(i)</enum><text>new renewable electricity supplies; and</text>
 </clause><clause id="idC5145156F10A4BC48B2CB3766075B449"><enum>(ii)</enum><text>increased royalties for taxpayers.</text> </clause></subparagraph></paragraph></section><section id="id898506a641404716be7b8252d7f66cf2"><enum>302.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
 <paragraph id="id61e1583632114f6a8381c8368f678f10"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph><paragraph id="id1a15f248b6294a7b8a93e2b3cf4ed5cd"><enum>(2)</enum><header>Thompson Divide lease</header> <subparagraph id="id86A54E40F1D6437EB64672AF77F24B00"><enum>(A)</enum><header>In general</header><text>The term <term>Thompson Divide lease</term> means any oil or gas lease in effect on the date of enactment of this Act within the Thompson Divide Withdrawal and Protection Area.</text>
 </subparagraph><subparagraph id="idB9DD0DC4A89949FABA80204919B1CF4A"><enum>(B)</enum><header>Exclusions</header><text>The term <term>Thompson Divide lease</term> does not include any oil or gas lease that—</text> <clause id="id8427CEACB62F4B1B99EF832791E89A36"><enum>(i)</enum><text>is associated with a Wolf Creek Storage Field development right; or</text>
 </clause><clause id="id5E2031A9F3F04029AA7D83AA146E9E42"><enum>(ii)</enum><text>before the date of enactment of this Act, has expired, been cancelled, or otherwise terminated.</text>
 </clause></subparagraph></paragraph><paragraph id="id94faf5ec5be9451fa384bab0f9191f45"><enum>(3)</enum><header>Thompson Divide map</header><text>The term <term>Thompson Divide map</term> means the map entitled <quote>Greater Thompson Divide Area Map</quote> and dated September 22, 2016.</text> </paragraph><paragraph id="idca4faa54fa844ab5b3f296667ffcb726"><enum>(4)</enum><header>Thompson Divide Withdrawal and Protection Area</header><text>The term <term>Thompson Divide Withdrawal and Protection Area</term> means the Federal land and minerals generally depicted on the Thompson Divide map as the <quote>Thompson Divide Withdrawal and Protection Area</quote>.</text>
				</paragraph><paragraph id="id248271c450244f6cbc4172febc9add74"><enum>(5)</enum><header>Wolf Creek Storage Field development right</header>
 <subparagraph id="id54265579d78d4f1c9d3ed7e5db06ef5d"><enum>(A)</enum><header>In general</header><text>The term <term>Wolf Creek Storage Field development right</term> means a development right for any of the Federal mineral leases numbered COC 007496, COC 007497, COC 007498, COC 007499, COC 007500, COC 007538, COC 008128, COC 015373, COC 0128018, COC 051645, and COC 051646, and generally depicted on the Thompson Divide map as <quote>Wolf Creek Storage Agreement</quote>.</text>
 </subparagraph><subparagraph id="id1b36c17f0421411597c11d7c8d345901"><enum>(B)</enum><header>Exclusions</header><text>The term <term>Wolf Creek Storage Field development right</term> does not include any storage right or related activity within the area described in subparagraph (A).</text>
					</subparagraph></paragraph></section><section id="id4b9309dfb6454d7fb3a9e83a7d46eb83"><enum>303.</enum><header>Thompson Divide Withdrawal and Protection Area</header>
 <subsection id="id9113b8d3ab71427c8fdf65c906e9ffc6"><enum>(a)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Thompson Divide Withdrawal and Protection Area is withdrawn from all forms of—</text>
 <paragraph id="ide314309d2d064cdf9f18500d67324cb6"><enum>(1)</enum><text>entry, appropriation, and disposal under the public land laws;</text> </paragraph><paragraph id="id1d92ba075fbe4ebe868adbc82aaa6364"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text>
 </paragraph><paragraph id="id7245a2e55bbb4f0e8c4ae19c005702c7"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text> </paragraph></subsection><subsection id="idf1832a89cbe940aa8b227cb7217e336c"><enum>(b)</enum><header>Surveys</header><text>The exact acreage and legal description of the Thompson Divide Withdrawal and Protection Area shall be determined by surveys approved by the Secretary, in consultation with the Secretary of Agriculture.</text>
				</subsection></section><section id="id591d4f3d720d486f8f5d8aa72c10071f"><enum>304.</enum><header>Thompson Divide lease exchange</header>
 <subsection id="id79061960c8624497a15d0ca7cbaa7771"><enum>(a)</enum><header>In general</header><text>In exchange for the relinquishment by a leaseholder of all Thompson Divide leases of the leaseholder, the Secretary may issue to the leaseholder credits for any bid, royalty, or rental payment due under any Federal oil or gas lease on Federal land in the State, in accordance with subsection (b).</text>
				</subsection><subsection id="id6d2aa274a0064ea8ba278a55dc0126fd"><enum>(b)</enum><header>Amount of credits</header>
 <paragraph id="idbe2f0754598c4b3abd0931fe5b2d1501"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), the amount of the credits issued to a leaseholder of a Thompson Divide lease relinquished under subsection (a) shall—</text>
 <subparagraph id="id5b837ef531244b498d951881c8ef01ad"><enum>(A)</enum><text>be equal to the sum of—</text> <clause id="iddb757071bc4e4eb4ae3ed8b17345180a"><enum>(i)</enum><text>the amount of the bonus bids paid for the applicable Thompson Divide leases;</text>
 </clause><clause id="id1156dda9313c40faa6b86696ecd4cc76"><enum>(ii)</enum><text>the amount of any rental paid for the applicable Thompson Divide leases as of the date on which the leaseholder submits to the Secretary a notice of the decision to relinquish the applicable Thompson Divide leases; and</text>
 </clause><clause id="id1f0606bb662c468eaf328f231ebdaefa"><enum>(iii)</enum><text>the amount of any expenses incurred by the leaseholder of the applicable Thompson Divide leases in the preparation of any drilling permit, sundry notice, or other related submission in support of the development of the applicable Thompson Divide leases as of January 28, 2019, including any expenses relating to the preparation of any analysis under the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321</external-xref> et seq.); and</text>
 </clause></subparagraph><subparagraph id="idbd274b8591ce40cc8f9a31f2efeb970e"><enum>(B)</enum><text>require the approval of the Secretary.</text> </subparagraph></paragraph><paragraph id="ide4f5541be91649aa9d4940dc752c8e2f"><enum>(2)</enum><header>Exclusion</header><text>The amount of a credit issued under subsection (a) shall not include any expenses paid by the leaseholder of a Thompson Divide lease for legal fees or related expenses for legal work with respect to a Thompson Divide lease.</text>
 </paragraph></subsection><subsection id="id5b81829cfd5741f4bc9c2f7944631c04"><enum>(c)</enum><header>Cancellation</header><text>Effective on relinquishment under this section, and without any additional action by the Secretary, a Thompson Divide lease—</text>
 <paragraph id="ide133bef0d04a484cb7a0dafa639cdf9e"><enum>(1)</enum><text>shall be permanently cancelled; and</text> </paragraph><paragraph id="ida1f4bcfbfa0341b5a2db2bf8e646770e"><enum>(2)</enum><text>shall not be reissued.</text>
					</paragraph></subsection><subsection id="idec1acc2718ac4abcb7150759a78a9675"><enum>(d)</enum><header>Conditions</header>
 <paragraph id="id42c6db86f20745ccb6af703aabbe09b6"><enum>(1)</enum><header>Applicable law</header><text>Except as otherwise provided in this section, each exchange under this section shall be conducted in accordance with—</text>
 <subparagraph id="iddce610fb66ed4c03ac48f5938d5bcc2b"><enum>(A)</enum><text>this Act; and</text> </subparagraph><subparagraph id="id96a9665d3b8749ab9e4ee6208dd752a9"><enum>(B)</enum><text>other applicable laws (including regulations).</text>
 </subparagraph></paragraph><paragraph id="id3bf2c0c1d1ed479aa7d84ade0e42b6de"><enum>(2)</enum><header>Acceptance of credits</header><text>The Secretary shall accept credits issued under subsection (a) in the same manner as cash for the payments described in that subsection.</text>
 </paragraph><paragraph id="id18f518084c064442966cb50e36e64486"><enum>(3)</enum><header>Applicability</header><text>The use of a credit issued under subsection (a) shall be subject to the laws (including regulations) applicable to the payments described in that subsection, to the extent that the laws are consistent with this section.</text>
 </paragraph><paragraph id="ida37c9f1b79be470a801bdea1c5df5294"><enum>(4)</enum><header>Treatment of credits</header><text>All amounts in the form of credits issued under subsection (a) accepted by the Secretary shall be considered to be amounts received for the purposes of—</text>
 <subparagraph id="idb1dbe81e2f53418591481b9ca22d0973"><enum>(A)</enum><text>section 35 of the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/191">30 U.S.C. 191</external-xref>); and</text> </subparagraph><subparagraph id="idd170670c988043219f36e94be5fb1a62"><enum>(B)</enum><text>section 20 of the Geothermal Steam Act of 1970 (<external-xref legal-doc="usc" parsable-cite="usc/30/1019">30 U.S.C. 1019</external-xref>).</text>
						</subparagraph></paragraph></subsection><subsection id="id995bf00663fd483da27c7c2ec73778ec"><enum>(e)</enum><header>Wolf Creek Storage Field development rights</header>
 <paragraph id="idad816f47a93c4515a3c3684d8542efde"><enum>(1)</enum><header>Conveyance to Secretary</header><text>As a condition precedent to the relinquishment of a Thompson Divide lease, any leaseholder with a Wolf Creek Storage Field development right shall permanently relinquish, transfer, and otherwise convey to the Secretary, in a form acceptable to the Secretary, all Wolf Creek Storage Field development rights of the leaseholder.</text>
 </paragraph><paragraph id="id0b944117f5ad48ef8c7509e91fc560e1"><enum>(2)</enum><header>Limitation of transfer</header><text>An interest acquired by the Secretary under paragraph (1)—</text> <subparagraph id="id7F8E62872402458C8E24CC44531168A1"><enum>(A)</enum><text>shall be held in perpetuity; and</text>
 </subparagraph><subparagraph id="id9EF9A7EA5256491C9E3C659E334A2E1F"><enum>(B)</enum><text>shall not be—</text> <clause id="id2FFEFC46C271434F8FF565BE0F1DB629"><enum>(i)</enum><text>transferred;</text>
 </clause><clause id="id4C328EFA2EAA440C95498A4369CE943D"><enum>(ii)</enum><text>reissued; or</text> </clause><clause id="id22D672B72C214842B99B3B99F7CF0B90"><enum>(iii)</enum><text>otherwise used for mineral extraction.</text>
							</clause></subparagraph></paragraph></subsection></section><section id="id267ca62443094466b0bc2a6ba55ab356"><enum>305.</enum><header>Methane leasing in Lower North Fork Valley</header>
 <subsection id="id14e0486f79a340da8c5f8d6e036350b2"><enum>(a)</enum><header>Inventory</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall complete, or shall collaborate with agencies of the State or with institutions of higher education in the State to complete, an inventory of all significant emissions of methane in the North Fork Valley in the State, including methane emissions from active, inactive, and abandoned coal mines.</text>
				</subsection><subsection id="id9cbd08830053436ebd823244ff0af05e"><enum>(b)</enum><header>Leasing program</header>
 <paragraph id="id7239DFF885BA4658A1CF14807061CBC3"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of completion of the inventory required under subsection (a), the Secretary shall carry out, to the extent permissible under applicable law, a program to offer for lease Federal methane from active, inactive, and abandoned coal mines where methane is escaping into the atmosphere, subject to valid existing rights.</text>
 </paragraph><paragraph id="idc076335d81014918901a94ef901c319b"><enum>(2)</enum><header>Conditions</header><text>The program carried out under paragraph (1) shall—</text> <subparagraph id="id15f9b6de435d453899fbcfbbd1a5609c"><enum>(A)</enum><text>only include methane that can be collected and transported in a manner that does not—</text>
 <clause id="id91264ae69f4547b8941266ee5d5ba728"><enum>(i)</enum><text>endanger the safety of coal mine workers; or</text> </clause><clause id="idb9741ff86bdb440d9e738f35c5e2ba59"><enum>(ii)</enum><text>unreasonably interfere with ongoing operations at coal mines; and</text>
 </clause></subparagraph><subparagraph id="idabc17bbf391f4ce29954fc66471f9652"><enum>(B)</enum><text>provide for the owners or operators of mines with leases that overlap potential methane leases under the program carried out under paragraph (1) to elect to remove the areas from potential methane leasing under the program, if the owner or operator determines that the conditions described in subparagraph (A) are not met.</text>
						</subparagraph></paragraph></subsection><subsection id="idf12400e5a8b244bf912ff1fd522c7531"><enum>(c)</enum><header>Coal mine methane electrical power generation demonstration program</header>
 <paragraph id="id19f08aa38e21485fbafb9bb07bd0f205"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of completion of the inventory required under subsection (a), the Secretary shall consult with the eligible entities described in paragraph (2) to develop a program to facilitate the sale and delivery of methane from active, inactive, and abandoned coal mines where methane is escaping into the atmosphere to 1 or more of the eligible entities to demonstrate the feasibility, cost-effectiveness, and environmental benefits of producing electrical power from methane that—</text>
 <subparagraph id="idF0F613C5C4A040979FF66C638356EA29"><enum>(A)</enum><text>is subject to subsection (b); but</text> </subparagraph><subparagraph id="id64E7FAFDC7B7427E808F29BBAA9A208E"><enum>(B)</enum><text>has not been leased under that subsection.</text>
 </subparagraph></paragraph><paragraph id="idC6D7797E689244068987A86B6A5A1017"><enum>(2)</enum><header>Description of eligible entities</header><text>An eligible entity referred to in paragraph (1) is any rural electric utility, energy cooperative, or municipal utility the service area boundaries of which are located within 100 miles of Paonia in the State.</text>
 </paragraph><paragraph id="idfd560a2bfb93451d84cac14ea0f86b20"><enum>(3)</enum><header>Establishment of pricing</header><text>The Secretary shall establish pricing for the sale and delivery of methane under paragraph (1) that is sufficient to reimburse all costs to the Secretary for the implementation and management of the demonstration program under that paragraph.</text>
 </paragraph><paragraph id="id1487061d5f1f43c6a6188c5956cb0f92"><enum>(4)</enum><header>Contracts</header><text>The Secretary may enter into a contract with the State or 1 or more institutions of higher education in the State to provide services to the eligible entities described in paragraph (2) to facilitate the program under paragraph (1), with all related costs to be included in the pricing established under paragraph (3).</text>
 </paragraph></subsection></section><section id="ide32a034a37e84bd5aba1a7e424dd9e89"><enum>306.</enum><header>Effect</header><text display-inline="no-display-inline">Except as expressly provided in this title, nothing in this title—</text> <paragraph id="idc775f4a7f1af4a9f8fd63b1ea47565a4"><enum>(1)</enum><text>expands, diminishes, or impairs any valid existing mineral leases, mineral interest, or other property rights wholly or partially within the Thompson Divide Withdrawal and Protection Area, including access to the leases, interests, rights, or land in accordance with applicable Federal, State, and local laws (including regulations);</text>
 </paragraph><paragraph id="id5e6f0b4d92ea462bb95293c233299171"><enum>(2)</enum><text>prevents the capture of methane from any active, inactive, or abandoned coal mine covered by this title, in accordance with applicable laws; or</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaa09dd7ddd864c3bbcc5fa95aecdb8a6"><enum>(3)</enum><text>prevents access to, or the development of, any new or existing coal mine or lease in Delta or Gunnison County in the State.</text>
				</paragraph></section></title><title id="idD6BCA4097B75483589A58DEA4531B6E9" style="OLC"><enum>IV</enum><header>Curecanti National Recreation Area</header>
 <section id="id17deee117ed34728b504d0052a3dc6e7"><enum>401.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> <paragraph id="id59d37c4afbd3490cafb1df2fe4ca2b21"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Curecanti National Recreation Area, Proposed Boundary</quote>, numbered 616/100,485C, and dated August 11, 2016.</text>
				</paragraph><paragraph id="id3ef5eb64903c4c78a35b3ede3cf83921"><enum>(2)</enum><header>National Recreation
 Area</header><text>The term <term>National Recreation Area</term> means the Curecanti National Recreation Area established by section 402(a).</text>
 </paragraph><paragraph id="idd74ce029d48841ab999af63f58933012"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph></section><section id="id4fbd6874c937477881192dae904862b6"><enum>402.</enum><header>Curecanti
			 National Recreation Area</header>
 <subsection id="id44b02aeb6fed4b11a623cf68debdcf6c"><enum>(a)</enum><header>Establishment</header><text>Effective beginning on the earlier of the date on which the Secretary approves a request under subsection (c)(2)(B)(i)(I) and the date that is 1 year after the date of enactment of this Act, there shall be established as a unit of the National Park System the Curecanti National Recreation Area, in accordance with this Act, consisting of approximately 50,667 acres of land in the State, as generally depicted on the map as <quote>Curecanti National Recreation Area Proposed Boundary</quote>.</text>
				</subsection><subsection id="id1d2b45e4dd1c480a9a3c58fa2ca18c83"><enum>(b)</enum><header>Availability of
 map</header><text>The map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
				</subsection><subsection id="id5d157c793b574210b22ea92925a28ded"><enum>(c)</enum><header>Administration</header>
					<paragraph id="id105259c61b6641adb799c948ea4e000f"><enum>(1)</enum><header>In
 general</header><text>The Secretary shall administer the National Recreation Area in accordance with—</text>
 <subparagraph id="id7ff9a151fac9477a92df5ed09f53dbe2"><enum>(A)</enum><text>this title; and</text> </subparagraph><subparagraph id="idf07dab9443c942d88d19e6784ac3ab8b"><enum>(B)</enum><text>the laws (including regulations) generally applicable to units of the National Park System, including section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code.</text>
						</subparagraph></paragraph><paragraph id="id0f647cada3c94e4095ebdc3d3b3dfe52"><enum>(2)</enum><header>Dam,
			 powerplant, and reservoir management and operations</header>
						<subparagraph id="id200cbdf6d41142aa830f14fd3fd5ac2e"><enum>(A)</enum><header>In
 general</header><text>Nothing in this title affects or interferes with the authority of the Secretary—</text>
 <clause id="id44f11eff32ec479984f1c8b80670dbca"><enum>(i)</enum><text>to operate the Uncompahgre Valley Reclamation Project under the reclamation laws;</text>
 </clause><clause id="id2216b6469a1d4d809c7a65d9231849fe"><enum>(ii)</enum><text>to operate the Wayne N. Aspinall Unit of the Colorado River Storage Project under the Act of April 11, 1956 (commonly known as the <quote>Colorado River Storage Project Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/620">43 U.S.C. 620</external-xref> et seq.); or</text>
 </clause><clause id="id3d9a208a0bdd459ca161d5ee01d6731d"><enum>(iii)</enum><text>under the Federal Water Project Recreation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/460l">16 U.S.C.460<italic>l</italic></external-xref>–12 et seq.).</text>
							</clause></subparagraph><subparagraph id="ide5c2f1ba3d8a4c3a8e6474385ff098d6"><enum>(B)</enum><header>Reclamation
			 land</header>
 <clause id="id4ADC735D781240B584C4BE5573FA54D9"><enum>(i)</enum><header>Submission of request to retain administrative jurisdiction</header><text>If, before the date that is 1 year after the date of enactment of this Act, the Commissioner of Reclamation submits to the Secretary a request for the Commissioner of Reclamation to retain administrative jurisdiction over the minimum quantity of land within the land identified on the map as <quote>Lands withdrawn or acquired for Bureau of Reclamation projects</quote> that the Commissioner of Reclamation identifies as necessary for the effective operation of Bureau of Reclamation water facilities, the Secretary may—</text>
 <subclause id="id50FD407AD1C8454BB21E45E6FB542C22"><enum>(I)</enum><text>approve, modify, or disapprove the request; and</text> </subclause><subclause id="idAAAD14C94C5D417DABD067642EEF83EE"><enum>(II)</enum><text>if the request is approved under subclause (I), make any modifications to the map that are necessary to reflect that the Commissioner of Reclamation has management authority over the minimum quantity of land required to fulfill the reclamation mission.</text>
								</subclause></clause><clause id="idEAD38800719A45A387D2B9B7CB4BF25F"><enum>(ii)</enum><header>Transfer of land</header>
 <subclause id="idB90141007B6444149D45FF8962C46C96"><enum>(I)</enum><header>In general</header><text>Administrative jurisdiction over the land identified on the map as <quote>Lands withdrawn or acquired for Bureau of Reclamation projects</quote>, as modified pursuant to clause (i)(II), if applicable, shall be transferred from the Commissioner of Reclamation to the Director of the National Park Service by not later than the date that is 1 year after the date of enactment of this Act.</text>
								</subclause><subclause id="idC1EC97DD3CF348169944EB956ED89B37"><enum>(II)</enum><header>Access to transferred land</header>
 <item id="id83DC76892A4D40BBA89F567781D9A115"><enum>(aa)</enum><header>In general</header><text>Subject to item (bb), the Commissioner of Reclamation shall retain access to the land transferred to the Director of the National Park Service under subclause (I) for reclamation purposes, including for the operation, maintenance, and expansion or replacement of facilities.</text>
 </item><item id="idD936CE2C4CD24CC192E8F179930D1521"><enum>(bb)</enum><header>Memorandum of understanding</header><text>The terms of the access authorized under item (aa) shall be determined by a memorandum of understanding entered into between the Commissioner of Reclamation and the Director of the National Park Service not later than 1 year after the date of enactment of this Act.</text>
									</item></subclause></clause></subparagraph></paragraph><paragraph id="id7f4f6c3bfd81445998140c440fe72873"><enum>(3)</enum><header>Management
			 agreements</header>
						<subparagraph id="idcea031ebe2fb4723a136763931a5ddc4"><enum>(A)</enum><header>In
 general</header><text>The Secretary may enter into management agreements, or modify management agreements in existence on the date of enactment of this Act, relating to the authority of the Director of the National Park Service, the Commissioner of Reclamation, the Director of the Bureau of Land Management, or the Chief of the Forest Service to manage Federal land within, adjacent to, or near the boundary of the National Recreation Area.</text>
						</subparagraph><subparagraph id="idb0781528bd594717b72184f00cb644c1"><enum>(B)</enum><header>State
 land</header><text>The Secretary may enter into cooperative management agreements for any land administered by the State that is within, adjacent to, or near the National Recreation Area, in accordance with the cooperative management authority under section 101703 of title 54, United States Code.</text>
						</subparagraph></paragraph><paragraph id="idfce307f6da264822a3941766b1d28173"><enum>(4)</enum><header>Recreational
			 activities</header>
 <subparagraph id="id0692810be6bd48749801d32b725ec0b2"><enum>(A)</enum><header>Authorization</header><text>Except as provided in subparagraph (B), the Secretary shall allow boating, boating-related activities, hunting, and fishing in the National Recreation Area in accordance with applicable Federal and State laws.</text>
						</subparagraph><subparagraph id="ide4369a4a4c4a4bce91321f760ad9f60f"><enum>(B)</enum><header>Closures; designated zones</header>
 <clause id="id61B8D75F68484CB7937BDB2CC6F54B76"><enum>(i)</enum><header>In general</header><text>The Secretary, acting through the Superintendent of the National Recreation Area, may designate zones in which, and establish periods during which, no boating, hunting, or fishing shall be permitted in the National Recreation Area under subparagraph (A) for reasons of public safety, administration, or compliance with applicable laws.</text>
 </clause><clause id="id12749E1571BE4B4899DB2292A347EF2A"><enum>(ii)</enum><header>Consultation required</header><text>Except in the case of an emergency, any closure proposed by the Secretary under clause (i) shall not take effect until after the date on which the Superintendent of the National Recreation Area consults with—</text>
 <subclause id="id1C346FE0650B4E75B82567BF08C6C054"><enum>(I)</enum><text>the appropriate State agency responsible for hunting and fishing activities; and</text> </subclause><subclause id="id8F9F36EE9C4B4C558074DCBE070732DF"><enum>(II)</enum><text>the Board of County Commissioners in each county in which the zone is proposed to be designated.</text>
 </subclause></clause></subparagraph></paragraph><paragraph id="idc0a1988cea984c12b811743f4fcd156f"><enum>(5)</enum><header>Landowner assistance</header><text>On the written request of an individual that owns private land located not more than 3 miles from the boundary of the National Recreation Area, the Secretary may work in partnership with the individual to enhance the long-term conservation of natural, cultural, recreational, and scenic resources in and around the National Recreation Area—</text>
 <subparagraph id="id95886e94b300447180c7e58282234082"><enum>(A)</enum><text>by acquiring the portion of the private land or interests in private land located not more than 3 miles from the boundary of the National Recreation Area by purchase, exchange, or donation, in accordance with section 403;</text>
 </subparagraph><subparagraph id="idcd6fb81c3d4744ceb61001048669de51"><enum>(B)</enum><text>by providing technical assistance to the individual, including cooperative assistance;</text>
 </subparagraph><subparagraph id="id09AD33E4F5F841B6A0881F7BAECA45E6"><enum>(C)</enum><text>through available grant programs; and</text> </subparagraph><subparagraph id="idEC30337C7A9749A3BBBD80E021D08CEA"><enum>(D)</enum><text>by supporting conservation easement opportunities.</text>
 </subparagraph></paragraph><paragraph id="id7c15aaac14274374a7ed3196d0840139"><enum>(6)</enum><header>Withdrawal</header><text>Subject to valid existing rights, all Federal land within the National Recreation Area is withdrawn from—</text>
 <subparagraph id="id11c453c28a434d37938b4d9ddafa46f7"><enum>(A)</enum><text>all forms of entry, appropriation, or disposal under the public land laws;</text>
 </subparagraph><subparagraph id="id915de2b26bfc4998b43c9fba2f91a656"><enum>(B)</enum><text>location, entry, and patent under the mining laws; and</text>
 </subparagraph><subparagraph id="id78df5518fbef4cb5b5d249dd130b4ce6"><enum>(C)</enum><text>disposition under all laws relating to mineral and geothermal leasing.</text>
						</subparagraph></paragraph><paragraph id="id52754d7b288d4390ae00581d8f0c2317"><enum>(7)</enum><header>Grazing</header>
						<subparagraph id="id9fd7209ef0c546afb280e5fbcbd4f4f3"><enum>(A)</enum><header>State land subject to a State grazing lease</header>
 <clause id="id3af0d6cb8950407dab0bf186fa5789e5"><enum>(i)</enum><header>In general</header><text>If State land acquired under this title is subject to a State grazing lease in effect on the date of acquisition, the Secretary shall allow the grazing to continue for the remainder of the term of the lease, subject to the related terms and conditions of user agreements, including permitted stocking rates, grazing fee levels, access rights, and ownership and use of range improvements.</text>
 </clause><clause id="idf9e6b071b31b43ebbaaf8dc17cf214b3"><enum>(ii)</enum><header>Access</header><text>A lessee of State land may use established routes within the National Recreation Area to access State land for purposes of administering the lease if the use was established before the date of enactment of this Act, subject to such terms and conditions as the Secretary may require.</text>
 </clause></subparagraph><subparagraph id="id78e92a8e16b14c2b905afd4ed1c8440f"><enum>(B)</enum><header>State and private land</header><text>The Secretary may, in accordance with applicable laws, authorize grazing on land acquired from the State or private landowners under section 403, if grazing was established before the date of acquisition.</text>
 </subparagraph><subparagraph id="iddf72f289d8e84c1f810ba594ee24a0b8"><enum>(C)</enum><header>Private land</header><text>On private land acquired from a willing seller under section 403 for the National Recreation Area on which authorized grazing is occurring before the date of enactment of this Act, the Secretary, in consultation with the lessee, may allow the continuation and renewal of grazing on the land based on the terms of negotiation of the individual land acquisition by the lessee on the date of acquisition, subject to applicable law (including regulations).</text>
						</subparagraph><subparagraph id="id927d48f186ee4b2c880a700c6ab70459"><enum>(D)</enum><header>Federal
 land</header><text>The Secretary shall—</text> <clause id="id39D1815F25CD445EBAABF6C8C33FBD8F"><enum>(i)</enum><text>allow, consistent with the grazing leases, uses, and practices in effect as of the date of enactment of this Act, the continuation and renewal of grazing on Federal land located within the boundary of the National Recreation Area on which grazing is allowed before the date of enactment of this Act, unless the Secretary determines that grazing on the Federal land would present unacceptable impacts (as defined in section 1.4.7.1 of the National Park Service document entitled <quote>Management Policies 2006: The Guide to Managing the National Park System</quote>) to the natural, cultural, recreational, and scenic resource values and the character of the land within the National Recreation Area; and</text>
 </clause><clause id="id8A2433FB83124A9EA9027B5A31AC8D21"><enum>(ii)</enum><text>retain all authorities to manage grazing in the National Recreation Area.</text> </clause></subparagraph><subparagraph id="idf54825429a7e48c4959fbdac330121c0"><enum>(E)</enum><header>Termination of leases</header><text>The Secretary may—</text>
 <clause id="id90682FE92FE74D3CAA3AA291E8CCB645"><enum>(i)</enum><text>accept the voluntary termination of a lease or permit for grazing; or</text>
 </clause><clause id="id125F877D03B54BCEBDB3AFF23789953E"><enum>(ii)</enum><text>in the case of a lease or permit vacated for a period of 3 or more years, terminate the lease or permit.</text>
 </clause></subparagraph></paragraph><paragraph id="idb4fd4b2a4e3e4870ab82babd9b7b8e04"><enum>(8)</enum><header>Water rights</header><text>Nothing in this title—</text> <subparagraph id="id41d67b7fd5cc417abfa6da32ec5d1ebc"><enum>(A)</enum><text>affects any use or allocation in existence on the date of enactment of this Act of any water, water right, or interest in water;</text>
 </subparagraph><subparagraph id="idbdafbe58277b49aca7dee2323c2a14e0"><enum>(B)</enum><text>affects any vested absolute or decreed conditional water right in existence on the date of enactment of this Act, including any water right held by the United States;</text>
 </subparagraph><subparagraph id="id47c0d6ea67344e198a9a5990ca7f3f73"><enum>(C)</enum><text>affects any interstate water compact in existence on the date of enactment of this Act;</text> </subparagraph><subparagraph id="id7556e22d89884ab4a2819060e5596ee0"><enum>(D)</enum><text>authorizes or imposes any new reserved Federal water right; or</text>
 </subparagraph><subparagraph id="id3c3c6cff9dbf4e9f84b671435cbca45d"><enum>(E)</enum><text>shall be considered to be a relinquishment or reduction of any water right reserved or appropriated by the United States in the State on or before the date of enactment of this Act.</text>
						</subparagraph></paragraph><paragraph id="idA3BE28DF432F438EAA85A6B4AF0AA9CE"><enum>(9)</enum><header>Fishing easements</header>
 <subparagraph id="idD43E95A3C25B4C49A59B6DEFE8B48CE6"><enum>(A)</enum><header>In general</header><text>Nothing in this title diminishes or alters the fish and wildlife program for the Aspinall Unit developed under section 8 of the Act of April 11, 1956 (commonly known as the “Colorado River Storage Project Act”) (70 Stat. 110, chapter 203; <external-xref legal-doc="usc" parsable-cite="usc/43/620g">43 U.S.C. 620g</external-xref>), by the United States Fish and Wildlife Service, the Bureau of Reclamation, and the Colorado Division of Wildlife (including any successor in interest to that division) that provides for the acquisition of public access fishing easements as mitigation for the Aspinall Unit (referred to in this paragraph as the <term>program</term>).</text>
 </subparagraph><subparagraph id="id5DF5CC22F85E4A55A3DFF9E8E9A132EA"><enum>(B)</enum><header>Acquisition of fishing easements</header><text>The Secretary shall continue to fulfill the obligation of the Secretary under the program to acquire 26 miles of class 1 public fishing easements to provide to sportsmen access for fishing within the Upper Gunnison Basin upstream of the Aspinall Unit, subject to the condition that no existing fishing access downstream of the Aspinall Unit shall be counted toward the minimum mileage requirement under the program.</text>
 </subparagraph><subparagraph id="id2521F08C4801425B9411E3DABCE63D45"><enum>(C)</enum><header>Plan</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall—</text> <clause id="id698BF5ABC70F43F2BD949CC40B149CED"><enum>(i)</enum><text>develop a plan for fulfilling the obligation of the Secretary described in subparagraph (B); and</text>
 </clause><clause id="id12F986C2789A47C4A12DC1F49611F11A"><enum>(ii)</enum><text>submit to Congress a report that—</text> <subclause commented="no" display-inline="no-display-inline" id="id83D5DC929E454E56B8AFAC6D7DD272FD"><enum>(I)</enum><text display-inline="yes-display-inline">includes the plan developed under clause (i); and</text>
 </subclause><subclause id="id4E0893AEA9D4469AA46EC15248108882"><enum>(II)</enum><text>describes any progress made in the acquisition of public access fishing easements as mitigation for the Aspinall Unit under the program.</text>
								</subclause></clause></subparagraph></paragraph></subsection></section><section id="idfc20580b3f1c422bbdcfb82d32796037"><enum>403.</enum><header>Acquisition of
			 land; boundary management</header>
				<subsection id="id78B21BB5C1F446EB976E30C6CF9B3B1A"><enum>(a)</enum><header>Acquisition</header>
					<paragraph id="id1053ed29ed4b487aba18400b8b91efe9"><enum>(1)</enum><header>In
 general</header><text>The Secretary may acquire any land or interest in land within the boundary of the National Recreation Area.</text>
					</paragraph><paragraph id="id04b8903dc7794ceeafa19232698509f2"><enum>(2)</enum><header>Manner of
			 acquisition</header>
						<subparagraph id="idf860a3bf4aae4476bfd666cf29c56898"><enum>(A)</enum><header>In
 general</header><text>Subject to subparagraph (B), land described in paragraph (1) may be acquired under this subsection by—</text>
 <clause id="id28f9367d72434a17a8f7110f390e9aea"><enum>(i)</enum><text>donation;</text> </clause><clause id="id4fa7451c3a184bffa4dcdca2c16a4ce5"><enum>(ii)</enum><text>purchase from willing sellers with donated or appropriated funds;</text>
 </clause><clause id="id673da3392f8d452b83c156731404e9eb"><enum>(iii)</enum><text>transfer from another Federal agency; or</text>
 </clause><clause id="idd7525c5980ba4843b07293719d0975ab"><enum>(iv)</enum><text>exchange.</text> </clause></subparagraph><subparagraph id="id944013ad2b494b7e837167f556b58149"><enum>(B)</enum><header>State land</header><text>Land or interests in land owned by the State or a political subdivision of the State may only be acquired by purchase, donation, or exchange.</text>
						</subparagraph></paragraph></subsection><subsection id="id60c328007adb4cb19985628cb6bdf816"><enum>(b)</enum><header>Transfer of
			 administrative jurisdiction</header>
					<paragraph id="id83bb67540aca4b67b1125a5977765ee0"><enum>(1)</enum><header>Forest Service
			 land</header>
						<subparagraph id="id11FA5B216CE04AAFB5469CF74F22B930"><enum>(A)</enum><header>In
 general</header><text>Administrative jurisdiction over the approximately 2,560 acres of land identified on the map as <quote>U.S. Forest Service proposed transfer to the National Park Service</quote> is transferred to the Secretary, to be administered by the Director of the National Park Service as part of the National Recreation Area.</text>
						</subparagraph><subparagraph id="idBD5C896FC1C048CEA11B7DAD790D65A3"><enum>(B)</enum><header>Boundary
 adjustment</header><text>The boundary of the Gunnison National Forest shall be adjusted to exclude the land transferred to the Secretary under subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="id481204ABFC8947B3B165F87183CBC8AA"><enum>(2)</enum><header>Bureau of Land
 Management land</header><text>Administrative jurisdiction over the approximately 5,040 acres of land identified on the map as <quote>Bureau of Land Management proposed transfer to National Park Service</quote> is transferred from the Director of the Bureau of Land Management to the Director of the National Park Service, to be administered as part of the National Recreation Area.</text>
 </paragraph><paragraph id="idd206ef4dd55d4988a250e27d87eeed69"><enum>(3)</enum><header>Withdrawal</header><text>Administrative jurisdiction over the land identified on the map as <quote>Proposed for transfer to the Bureau of Land Management, subject to the revocation of Bureau of Reclamation withdrawal</quote> shall be transferred to the Director of the Bureau of Land Management on relinquishment of the land by the Bureau of Reclamation and revocation by the Bureau of Land Management of any withdrawal as may be necessary.</text>
					</paragraph></subsection><subsection id="id38e4fb35b72546ec81d2ccb0b8beb281"><enum>(c)</enum><header>Potential land
			 exchange</header>
 <paragraph id="id838B4470268D4EF681E053148535CEBF"><enum>(1)</enum><header>In general</header><text>The withdrawal of land identified on the map as <quote>Potential exchange lands</quote> shall be relinquished by the Commissioner of Reclamation and revoked by the Director of Bureau of Land Management and the land shall be transferred to the National Park Service.</text>
 </paragraph><paragraph id="idD7AA318301654C58BCFAC443B0B8DF9A"><enum>(2)</enum><header>Exchange; inclusion in National Recreation Area</header><text>On transfer of the land described in paragraph (1), the transferred land—</text> <subparagraph id="id2FDBAC2226EC44ACB984968E94624391"><enum>(A)</enum><text>may be exchanged by the Secretary for the private land described in section 402(c)(5)—</text>
 <clause id="id9885A2B07C1D408FA82644BDD8D35C26"><enum>(i)</enum><text>subject to a conservation easement remaining on the transferred land, to protect the scenic resources of the transferred land; and</text>
 </clause><clause id="idC9023135C543428AAC7D2DFBFDA798C7"><enum>(ii)</enum><text>in accordance with the laws (including regulations) and policies governing National Park Service land exchanges; and</text>
 </clause></subparagraph><subparagraph id="id9DD84C3E63CF4F93A9032A88282228FE"><enum>(B)</enum><text>if not exchanged under subparagraph (A), shall be included in the boundary of the National Recreation Area.</text>
 </subparagraph></paragraph></subsection><subsection id="id07d04c0134cd4a0abf9a676226a63725"><enum>(d)</enum><header>Addition to National Recreation Area</header><text>Any land within the boundary of the National Recreation Area that is acquired by the United States shall be added to, and managed as a part of, the National Recreation Area.</text>
				</subsection></section><section id="id7ef00c1c534741c383e15a67b8ab8f11"><enum>404.</enum><header>General
 management plan</header><text display-inline="no-display-inline">Not later than 3 years after the date on which funds are made available to carry out this title, the Director of the National Park Service, in consultation with the Commissioner of Reclamation, shall prepare a general management plan for the National Recreation Area in accordance with section 100502 of title 54, United States Code.</text>
			</section><section commented="no" display-inline="no-display-inline" id="id3debde8daeaf4987a31da7b5973d1b97"><enum>405.</enum><header>Boundary
 survey</header><text display-inline="no-display-inline">The Secretary (acting through the Director of the National Park Service) shall prepare a boundary survey and legal description of the National Recreation Area.</text></section></title></legis-body></bill>
