 <section id="HB8BD85EDE3834E219BC5E387EE8AB881" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Christa McAuliffe Commemorative Coin Act of 2019</short-title></quote>.</text> </section><section id="H9CE8926FB2B840A2AC1FE7B226E4F675"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="H94499F22118F44DCB496B43A360003B6"><enum>(1)</enum><text>Christa McAuliffe was a social studies teacher at Concord High School in Concord, New Hampshire.</text> </paragraph><paragraph id="H41E05572DD4B4A039E04B55D1D3D42BB"><enum>(2)</enum><text>In 1985, Christa McAuliffe was selected to be the first participant in the Teacher in Space program of the National Aeronautics and Space Administration.</text>
 </paragraph><paragraph id="HB85B1C6712CD4C188A5581B30FF9234D"><enum>(3)</enum><text>On January 28, 1986, Christa McAuliffe and 6 other astronauts were tragically killed during the Space Shuttle Challenger disaster.</text>
 </paragraph><paragraph id="H3ED2742EEE9940D8B7B9CBAFA3405FAB"><enum>(4)</enum><text>In 1989, For Inspiration and Recognition of Science and Technology (in this Act referred to as <quote>FIRST</quote>) was founded to inspire young people’s interest and participation in science and technology.</text> </paragraph><paragraph id="H93553456456841EA9B0C19FF5D5D0C4D"><enum>(5)</enum><text>The mission of FIRST <quote>is to inspire young people to be science and technology leaders, by engaging them in exciting mentor-based programs that build science, engineering, and technology skills, that inspire innovation, and that foster well-rounded life capabilities including self-confidence, communication, and leadership</quote>.</text>
 </paragraph><paragraph id="id323cc34e51d1421cbd9ad242f08584b9"><enum>(6)</enum><text>2019 marks the 30th anniversary of the founding of FIRST.</text> </paragraph><paragraph id="HA71C9F2B21D245948D17FE90751302D0"><enum>(7)</enum><text>Each year, more than 1,000,000 children from the United States and more than 86 countries participate in a FIRST program.</text>
 </paragraph><paragraph id="HE5936CB4B0DB469ABA1673D3BD0A4677"><enum>(8)</enum><text>Studies have shown that alumni of FIRST programs are more likely to become scientists and engineers and to volunteer in their communities.</text>
 </paragraph><paragraph id="HC8C98D61B91B465CAD1707844EC6CDE5"><enum>(9)</enum><text>FIRST is dedicated to carrying on the mission of Christa McAuliffe of inspiring students and creating a new generation of dreamers and in­no­va­tors.</text>
 </paragraph><paragraph id="H6016F933FD994DCB987C85AE1E3BB282"><enum>(10)</enum><text>2016 marked the 30th anniversary of the Space Shuttle Challenger tragedy.</text> </paragraph></section><section id="H3E94151EC4404373A4BA891A12800BF8"><enum>3.</enum><header>Coin specifications</header> <subsection id="H0DB17EF0736549F78D9DB00A17DE80A2"><enum>(a)</enum><header>Denominations</header><text>In commemoration of Christa McAuliffe, the Secretary of the Treasury (hereafter referred to in this Act as the <quote>Secretary</quote>) shall mint and issue not more than 350,000 $1 coins, each of which shall—</text>
 <paragraph id="H6040DDC789934932A34AC282E0F39FEF"><enum>(1)</enum><text>weigh 26.73 grams;</text> </paragraph><paragraph id="H09519F6D91FD46938B89AC6D25FB77E8"><enum>(2)</enum><text>have a diameter of 1.500 inches; and</text>
 </paragraph><paragraph id="HADBF1B7B34944969A5DCC760DBD94B2E"><enum>(3)</enum><text>contain at least 90 percent silver.</text> </paragraph></subsection><subsection id="H9D14CBD818224F87BC9C873112D477B4"><enum>(b)</enum><header>Legal tender</header><text>The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31, United States Code.</text>
 </subsection><subsection id="H0C89429F44284F51A6534E5D5F21AA5C"><enum>(c)</enum><header>Numismatic items</header><text>For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.</text>
			</subsection></section><section id="H9520767F703240EB99777645ADE30621"><enum>4.</enum><header>Design of coins</header>
			<subsection id="H0B89213C29254607AF977B8853D0CA5B"><enum>(a)</enum><header>Design requirements</header>
 <paragraph id="H9A164A8D90C64F42833C57EC3FD41D3A"><enum>(1)</enum><header>In general</header><text>The design of the coins minted under this Act shall bear—</text> <subparagraph id="HB90A4D56F04B4CC3B6B0FAEF79D05D41"><enum>(A)</enum><text>an image of and the name of Christa McAuliffe on the obverse side; and</text>
 </subparagraph><subparagraph id="H2E189374FF884CC1896F35993C68F76B"><enum>(B)</enum><text>a design on the reverse side that depicts the legacy of Christa McAuliffe as a teacher.</text> </subparagraph></paragraph><paragraph id="H795AB5522C05422980340F193307E758"><enum>(2)</enum><header>Designation and inscriptions</header><text>On each coin minted under this Act, there shall be—</text>
 <subparagraph id="H8539554041F34309AC97A9809F63AB6B"><enum>(A)</enum><text>a designation of the value of the coin;</text> </subparagraph><subparagraph id="HAFFE4A64BE764524B3FC149DCACF2DDF"><enum>(B)</enum><text>an inscription of the year <quote>2020</quote>; and</text>
 </subparagraph><subparagraph id="H38BAA6041700461F84009622D646599C"><enum>(C)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text> </subparagraph></paragraph></subsection><subsection id="HF37AB9B1D5C443A6AF1508FAF2CEC5D8"><enum>(b)</enum><header>Selection</header><text>The design for the coins minted under this Act shall be—</text>
 <paragraph id="HD9C88A96D52E4D82AC365A5D356B3444"><enum>(1)</enum><text>selected by the Secretary, after consultation with the family of Christa McAuliffe, FIRST, and the Commission of Fine Arts; and</text>
 </paragraph><paragraph id="H92ABF8CF9BDE48EAB22203C55D597924"><enum>(2)</enum><text>reviewed by the Citizens Coinage Advisory Committee.</text> </paragraph></subsection></section><section id="H86C4FF27012C4A4B9EC6A6E4662C5B43"><enum>5.</enum><header>Issuance of coins</header> <subsection id="H5BA80CCA1AE84BB2AB20274C17E1DFB4"><enum>(a)</enum><header>Quality of coins</header><text>Coins minted under this Act shall be issued in uncirculated and proof qualities.</text>
 </subsection><subsection id="H0E5E3BEBFF4F47D79204769024800564"><enum>(b)</enum><header>Mint facility</header><text>Only 1 facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</text>
 </subsection><subsection id="HEF59415E27314C32A13314E46E877969"><enum>(c)</enum><header>Period for issuance</header><text>The Secretary may issue coins under this Act only during the period beginning on January 1, 2020, and ending on December 31, 2020.</text>
			</subsection></section><section id="H95BBA4BFE5AD42FA83394AFE3244563A"><enum>6.</enum><header>Sale of coins</header>
 <subsection id="H6497C4767B6F40C69BBCD3C076F957F0"><enum>(a)</enum><header>Sale price</header><text>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</text> <paragraph id="H99F9049685BB487AB333F5E87248EA8F"><enum>(1)</enum><text>the face value of the coins;</text>
 </paragraph><paragraph id="HCD3AA2CE71DC4E4C9CA10559A6691170"><enum>(2)</enum><text>the surcharge provided under section 7(a) with respect to the coins; and</text> </paragraph><paragraph id="H5199A1454FD54044BCD18DFDDD3CD465"><enum>(3)</enum><text>the cost of designing and issuing the coins, including—</text>
 <subparagraph id="H1EEC477CE99149F7B4C858276870B339"><enum>(A)</enum><text>labor;</text> </subparagraph><subparagraph id="H2A1E700C5C544D74A29DBBA09A28F594"><enum>(B)</enum><text>materials;</text>
 </subparagraph><subparagraph id="H058E84B065C745F0861E8719394C3A81"><enum>(C)</enum><text>dies;</text> </subparagraph><subparagraph id="HF7A54FB077864A5698E46D1955B2154F"><enum>(D)</enum><text>use of machinery;</text>
 </subparagraph><subparagraph id="H43D6F6886FED4070A778F43C165F455B"><enum>(E)</enum><text>overhead expenses;</text> </subparagraph><subparagraph id="H1CAF7664B0EA42A2ACCA202345B487EA"><enum>(F)</enum><text>marketing; and</text>
 </subparagraph><subparagraph id="H35E963508D314C848B6D5D0F5E8E0A1F"><enum>(G)</enum><text>shipping.</text> </subparagraph></paragraph></subsection><subsection id="H8EBF1E9DE8F04DDB95FC32BE6A362FE2"><enum>(b)</enum><header>Bulk sales</header><text>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text>
			</subsection><subsection id="H5F3C634788AA4D199A7028A55105104D"><enum>(c)</enum><header>Prepaid orders</header>
 <paragraph id="HABF79B85652D4355B10C9F4B46E3DFDC"><enum>(1)</enum><header>In general</header><text>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of the coins.</text>
 </paragraph><paragraph id="HCCB6EF2961AC42EC81D6EB711A58742E"><enum>(2)</enum><header>Discount</header><text>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text> </paragraph></subsection></section><section id="H16215CCD0E744C76BF48C9103B6A1D4C"><enum>7.</enum><header>Surcharges</header> <subsection id="HAB97F4E29D954AA89E46F844E49D01BB"><enum>(a)</enum><header>In general</header><text>All sales of coins issued under this Act shall include a surcharge of $10 per coin.</text>
 </subsection><subsection id="H3065521AA03F46CEA6E053F34F37CFF5"><enum>(b)</enum><header>Distribution</header><text>Subject to section 5134(f) of title 31, United States Code, and section 8(2), all surcharges received by the Secretary from the sale of coins issued under this Act shall be promptly paid by the Secretary to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.</text>
 </subsection><subsection id="HD3C951B0CF7E452FADBE6E2E974213DF"><enum>(c)</enum><header>Audits</header><text>The FIRST robotics program shall be subject to the audit requirements of section 5134(f)(2) of title 31, United States Code, with respect to the amounts received under subsection (b).</text>
 </subsection></section><section id="H127D6AE226B04CDAA896D25741034FA3"><enum>8.</enum><header>Financial assurances</header><text display-inline="no-display-inline">The Secretary shall take such actions as may be necessary to ensure that—</text> <paragraph id="HCB890BE8D8FD4D879B53442C9217C4FB"><enum>(1)</enum><text>minting and issuing coins under this Act result in no net cost to the Federal Government; and</text>
 </paragraph><paragraph id="H7205E61790E24AFE89576CDD32773B12"><enum>(2)</enum><text>no funds, including applicable surcharges, are disbursed to any recipient designated in section 7(b) until the total cost of designing and issuing all of the coins authorized by this Act, including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping, is recovered by the United States Treasury, consistent with sections 5112(m) and 5134(f) of title 31, United States Code.</text></paragraph></section></legis-body></bill>
