	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Compensation for Federal and other government employees affected by the lapse in
			 appropriations</header>
 <subsection commented="no" display-inline="no-display-inline" id="id9037F616DF644303A354FEDDCAEC40C0"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section—</text> <paragraph commented="no" display-inline="no-display-inline" id="id45DB1D3BA3A4473FBE3E2126E1E20BAC"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>agency</term> means each establishment in the Federal Government;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id669C4E96298E4D9BA51AEA7A469342B3"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>covered lapse in appropriations</term> means the lapse in appropriations that began on or about December 22, 2018;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id52856DFB6243457A82D06BFAADE702C1"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>District of Columbia public employer</term> means—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id2520E9F4D7A746A7AEB291FDE2AB9981"><enum>(A)</enum><text display-inline="yes-display-inline">the District of Columbia Courts;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6AD4934BED6A4F95A80750A51A6EA9FB"><enum>(B)</enum><text>the Public Defender Service for the District of Columbia; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id888FD5A24EA6413390241C2061154E71"><enum>(C)</enum><text>the District of Columbia government; and</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6AFD29627EA249C891CEE3536D2AD0D3"><enum>(4)</enum><text display-inline="yes-display-inline">the term <term>excepted employee</term> means an excepted employee or an employee performing emergency work, as such terms are defined by the Office of Personnel Management or the appropriate District of Columbia public employer, as applicable.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idFA1969B468A94910B04544730980C3A1"><enum>(b)</enum><header>Pay</header><text display-inline="yes-display-inline">During the period of the covered lapse in appropriations, the head of each agency or District of Columbia public employer that is subject to the covered lapse in appropriations shall compensate, at the employee's standard rate of compensation—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idBB5439C039CF4B019A480BA502E9F855"><enum>(1)</enum><text display-inline="yes-display-inline">each employee of the agency or of a District of Columbia public employer who was furloughed as a result of the covered lapse in appropriations; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id09172B8DB21D4A92B8C5DACAFD6BA221"><enum>(2)</enum><text display-inline="yes-display-inline">each excepted employee who is required to perform work during the covered lapse in appropriations.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB2C7E708987C48B392B21B027281D54E"><enum>(c)</enum><header>Funding</header>
 <paragraph commented="no" display-inline="no-display-inline" id="idFC5A50289B5D45779C9AAE03C2F976FC"><enum>(1)</enum><header>In general</header><text>There are appropriated for the fiscal year ending September 30, 2019, out of any money in the Treasury not otherwise appropriated, to the head of each agency or District of Columbia public employer that is subject to the covered lapse in appropriations such sums as are necessary to carry out this section.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7D069CE9AFE145AABE26C034CC00EB74"><enum>(2)</enum><header>Charging to full-year appropriations</header><text>Expenditures made pursuant to this Act shall be charged to the applicable appropriation, fund, or authorization whenever a bill in which such applicable appropriation, fund, or authorization is contained is enacted into law.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0FF61A27B3114879A036E2A5CADBF255"><enum>(3)</enum><header>Interaction with other law</header><text>For purposes of section 1341(c) of title 31, United States Code, the appropriations provided under paragraph (1) shall constitute an end of the covered lapse in appropriations.</text></paragraph></subsection></section></legis-body></bill>
