			 reserve banks by the Comptroller General of the United States, and for
			 other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Reserve Transparency Act of 2019</short-title></quote>.</text>
		</section><section id="id5749032762f64b27a5a7f3910c35478c"><enum>2.</enum><header>Audit reform and transparency for the Board of Governors of the Federal Reserve System</header>
 <subsection id="ide20847d805494db1b206e8508dd24b55"><enum>(a)</enum><header>In general</header><text>Notwithstanding section 714 of title 31, United States Code, or any other provision of law, the Comptroller General of the United States shall complete an audit of the Board of Governors of the Federal Reserve System and the Federal reserve banks under subsection (b) of that section not later than 12 months after the date of the enactment of this Act.</text>
			</subsection><subsection id="idc01a28a0be4c4a1ab11759f63524d716"><enum>(b)</enum><header>Report</header>
 <paragraph id="id5ecb5898b5884efdacf96816bbef6fdc"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date on which the audit required pursuant to subsection (a) is completed, the Comptroller General—</text>
 <subparagraph id="id1d871c9e045f4aabb8a35933de04341c"><enum>(A)</enum><text>shall submit to Congress a report on the audit; and</text> </subparagraph><subparagraph id="id301155202fcb4e2a99afea5dee7ee9ba"><enum>(B)</enum><text>shall make the report described in subparagraph (A) available to the Speaker of the House, the majority and minority leaders of the House of Representatives, the majority and minority leaders of the Senate, the Chairman and Ranking Member of the committee and each subcommittee of jurisdiction in the House of Representatives and the Senate, and any other Member of Congress who requests the report.</text>
 </subparagraph></paragraph><paragraph id="id825d17c664c4443d94ec56bf84e04338"><enum>(2)</enum><header>Contents</header><text>The report required under paragraph (1) shall include a detailed description of the findings and conclusion of the Comptroller General with respect to the audit that is the subject of the report, together with such recommendations for legislative or administrative action as the Comptroller General may determine to be appropriate.</text>
 </paragraph></subsection><subsection id="id0aaeb7f8be37454e9301a666773d8eed"><enum>(c)</enum><header>Repeal of certain limitations</header><text>Subsection (b) of section 714 of title 31, United States Code, is amended by striking the second sentence.</text>
			</subsection><subsection id="id529af375ffbd42c2ae490a387add723b"><enum>(d)</enum><header>Technical and conforming amendments</header>
 <paragraph id="idec635b0749694266b87216df1a93a7fa"><enum>(1)</enum><header>In general</header><text>Section 714 of title 31, United States Code, is amended—</text> <subparagraph id="id1ad184cc7b7248ae8c0defbaf1440304"><enum>(A)</enum><text>in subsection (d)(3), by striking <quote>or (f)</quote> each place the term appears;</text>
 </subparagraph><subparagraph id="id5b4fe2b07b3f401e8853bcc057408fdf"><enum>(B)</enum><text>in subsection (e), by striking <quote>the third undesignated paragraph of section 13</quote> and inserting <quote>section 13(3)</quote>; and</text> </subparagraph><subparagraph id="id68a8a3b8c0f24c0abfb7e71c94eaa543"><enum>(C)</enum><text>by striking subsection (f).</text>
 </subparagraph></paragraph><paragraph id="idab9bcac4bc3744bcb4635ebe007b3521"><enum>(2)</enum><header>Federal Reserve Act</header><text>Subsection (s) (relating to <quote>Federal Reserve Transparency and Release of Information</quote>) of section 11 of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/248">12 U.S.C. 248</external-xref>) is amended—</text> <subparagraph id="idb57f537b40af4432a2d55032991ccd41"><enum>(A)</enum><text>in paragraph (4)(A), by striking <quote>has the same meaning as in section 714(f)(1)(A) of title 31, United States Code</quote> and inserting <quote>means a program or facility, including any special purpose vehicle or other entity established by or on behalf of the Board of Governors of the Federal Reserve System or a Federal reserve bank, authorized by the Board of Governors under section 13(3), that is not subject to audit under section 714(e) of title 31, United States Code</quote>;</text>
 </subparagraph><subparagraph id="idfda4c382f598487ca054a9d1b97d53fd"><enum>(B)</enum><text>in paragraph (6), by striking <quote>or in section 714(f)(3)(C) of title 31, United States Code, the information described in paragraph (1) and information concerning the transactions described in section 714(f) of such title,</quote> and inserting <quote>the information described in paragraph (1)</quote>; and</text>
 </subparagraph><subparagraph id="id1fa7167b75fc4de0a824bdc3ab94eca9"><enum>(C)</enum><text>in paragraph (7), by striking <quote>and section 13(3)(C), section 714(f)(3)(C) of title 31, United States Code, and</quote> and inserting <quote>, section 13(3)(C), and</quote>.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
