			 killed by the collapse of the Saint Francis Dam on March 12, 1928, and for
			 other purposes.</official-title>

 <section id="H96DF407353C2470A9137DDA4B231043C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saint Francis Dam Disaster National Memorial Act</short-title></quote>.</text> </section><section display-inline="no-display-inline" id="id38680266BAA1410CAB35D29F593F6EA6" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="id05EC6BE059094324A69D3B3EB822F547"><enum>(1)</enum><header>Memorial</header><text>The term <term>Memorial</term> means the Saint Francis Dam Disaster National Memorial authorized under section 3(a).</text> </paragraph><paragraph id="idA85DB0A9CE9B4B45B39181A916644E0D"><enum>(2)</enum><header>Monument</header><text>The term <term>Monument</term> means the Saint Francis Dam Disaster National Monument established by section 5(a).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7718E41447114285817D219207A3C381"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text> </paragraph><paragraph id="id931E83C0F2A744E5851C6D465496E76B"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of California.</text>
			</paragraph></section><section id="H1E20A8915E674461B78328A5583FD3FE"><enum>3.</enum><header>Saint Francis Dam Disaster National Memorial</header>
 <subsection id="HD690419AF6E84F5A86CBD2D5DB5FF2B3"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary may establish a memorial at the Saint Francis Dam site in the county of Los Angeles, California, for the purpose of honoring the victims of the Saint Francis Dam disaster of March 12, 1928.</text>
 </subsection><subsection id="H379F24D93C80496686C6ADA5459BE7C2"><enum>(b)</enum><header>Requirements</header><text>The Memorial shall be—</text> <paragraph id="HB5AF8E2BD2164831A4200DD9CC06CB05"><enum>(1)</enum><text>known as the <quote>Saint Francis Dam Disaster National Memorial</quote>; and</text>
 </paragraph><paragraph id="H7EEEDCDAC4DD458EB9A4CB0BCB9F82BC"><enum>(2)</enum><text>managed by the Forest Service.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H69C50055F8054079A049948756341380"><enum>(c)</enum><header>Donations</header><text display-inline="yes-display-inline">The Secretary may accept, hold, administer, invest, and spend any gift, devise, or bequest of real or personal property made to the Secretary for purposes of developing, designing, constructing, and managing the Memorial.</text>
			</subsection></section><section id="H767C3DDA78CD4370986CCF23023BE5AF"><enum>4.</enum><header>Recommendations for Memorial</header>
 <subsection id="HF36983E4AB484105B1E94D401ECD7315"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to Congress recommendations regarding—</text>
 <paragraph id="HE5E14CD74C5B4CCE9BB2770043A88DA9"><enum>(1)</enum><text>the planning, design, construction, and long-term management of the Memorial;</text> </paragraph><paragraph commented="no" id="HF232703048224271B1765DD062FE2E8B"><enum>(2)</enum><text>the proposed boundaries of the Memorial;</text>
 </paragraph><paragraph commented="no" id="HF090F329273F4DB6907C59CA768B710B"><enum>(3)</enum><text>a visitor center and educational facilities at the Memorial; and</text> </paragraph><paragraph commented="no" id="H3D55AEAB3CB343E0AC541FE0018063AF"><enum>(4)</enum><text>ensuring public access to the Memorial.</text>
 </paragraph></subsection><subsection commented="no" id="HE74616ED744B40C18D3E667317884EB3"><enum>(b)</enum><header>Consultation</header><text>In preparing the recommendations required under subsection (a), the Secretary shall consult with—</text> <paragraph commented="no" id="HEA9D255210374C26B5D8A57DAF4DF950"><enum>(1)</enum><text>appropriate Federal agencies;</text>
 </paragraph><paragraph commented="no" id="H4605B5C9FF594033A4A78F2B5F532BCE"><enum>(2)</enum><text>State, Tribal, and local governments, including the Santa Clarita City Council; and</text> </paragraph><paragraph commented="no" id="H0714817B97534CFE8DECAF549920AA86"><enum>(3)</enum><text>the public.</text>
				</paragraph></subsection></section><section id="H9622C29A0BA249F49DF2BD9183EF5714"><enum>5.</enum><header>Establishment of Saint Francis Dam Disaster National Monument</header>
 <subsection id="HD47574268A604142A833245AB17B86DD"><enum>(a)</enum><header>Establishment</header><text>There is established as a national monument in the State certain National Forest System land administered by the Secretary in the county of Los Angeles, California, comprising approximately 353 acres, as generally depicted on the map entitled <quote>Proposed Saint Francis Dam Disaster National Monument</quote> and dated September 12, 2018, to be known as the <quote>Saint Francis Dam Disaster National Monument</quote>.</text>
 </subsection><subsection id="HCCA46A63B0A247DAA718ECEDB568C8BB"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Monument is to conserve and enhance for the benefit and enjoyment of the public the cultural, archaeological, historical, watershed, educational, and recreational resources and values of the Monument.</text>
			</subsection></section><section id="H4E6ECA6AD2284FBC9B7C42A10074AA25"><enum>6.</enum><header>Duties of the Secretary with respect to Monument</header>
			<subsection id="H35567656C9E14C7383545AC4280F7C79"><enum>(a)</enum><header>Management plan</header>
 <paragraph id="H57619DD5EB5E438EA4DCCE963AC0B6C1"><enum>(1)</enum><header>In general</header><text>Not later than 4 years after the date of enactment of this Act, the Secretary shall develop a management plan for the Monument.</text>
 </paragraph><paragraph id="HED12F026A66441FB944E9AEEBBABE5F9"><enum>(2)</enum><header>Consultation</header><text>The management plan shall be developed in consultation with—</text> <subparagraph id="H973A24F276384EECA4CBF6E0EE9310BA"><enum>(A)</enum><text>appropriate Federal agencies;</text>
 </subparagraph><subparagraph id="H941C29F052014C0F87B22364F20F4011"><enum>(B)</enum><text>State, Tribal, and local governments; and</text> </subparagraph><subparagraph id="H9A61B787DBED42ADBAA5281F913840CE"><enum>(C)</enum><text>the public.</text>
 </subparagraph></paragraph><paragraph id="HF8E82C03385A4C08B0F10137658F7EEB"><enum>(3)</enum><header>Considerations</header><text>In developing and implementing the management plan, the Secretary shall, with respect to methods of protecting and providing access to the Monument, consider the recommendations of the Saint Francis Disaster National Memorial Foundation, the Santa Clarita Valley Historical Society, and the Community Hiking Club of Santa Clarita.</text>
 </paragraph></subsection><subsection id="HF56D397433C64D65BE9340E5BC0BACA7"><enum>(b)</enum><header>Management</header><text>The Secretary shall manage the Monument—</text> <paragraph id="H083156D66BAC4BE2BB78756BAEB0E7FD"><enum>(1)</enum><text>in a manner that conserves and enhances the cultural and historic resources of the Monument; and</text>
 </paragraph><paragraph id="H2AC065A128364CD7AAE9F9C7531BA115"><enum>(2)</enum><text>in accordance with—</text> <subparagraph id="H46577B55170847A19B7BB50FC59653F9"><enum>(A)</enum><text display-inline="yes-display-inline">the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1600">16 U.S.C. 1600</external-xref> et seq.);</text>
 </subparagraph><subparagraph id="idB1387A5D2EF649F284F42472F2EECF12"><enum>(B)</enum><text display-inline="yes-display-inline">the laws generally applicable to the National Forest System;</text>
 </subparagraph><subparagraph id="H569DA43EE7B54EB99653CEB3C5BBE741"><enum>(C)</enum><text>this Act; and</text> </subparagraph><subparagraph id="H99E81673D1524C07B1B62BD3E5325DF7"><enum>(D)</enum><text>any other applicable laws.</text>
					</subparagraph></paragraph></subsection><subsection id="H9BD1C4A43F524CDA9D2CE3E5B210D683"><enum>(c)</enum><header>Uses</header>
 <paragraph id="HB1F2F4B1EE81409984E4F5BBFAD2DE18"><enum>(1)</enum><header>Use of motorized vehicles</header><text display-inline="yes-display-inline">The use of motorized vehicles within the Monument may be permitted only—</text> <subparagraph id="H86A8A72870234788BE80EC2BE73D8960"><enum>(A)</enum><text>on roads designated for use by motorized vehicles in the management plan required under subsection (a);</text>
 </subparagraph><subparagraph id="H868CC53F9CF54226982052805541B44B"><enum>(B)</enum><text>for administrative purposes; or</text> </subparagraph><subparagraph id="HC64CD4395EC44AF58D39258EF00474EB"><enum>(C)</enum><text>for emergency responses.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H47B1FBFC1A52494A806DF403594C9137"><enum>(2)</enum><header>Grazing</header><text>The Secretary shall permit grazing within the Monument, where established before the date of enactment of this Act—</text>
 <subparagraph commented="no" id="H082304C984E84ED7B4160B54ADB3A934"><enum>(A)</enum><text>subject to all applicable laws (including regulations and Executive orders); and</text> </subparagraph><subparagraph commented="no" id="HEDD8B74BC5FA4D75BD07529FA28E46EE"><enum>(B)</enum><text>consistent with the purpose described in section 5(b).</text>
					</subparagraph></paragraph></subsection></section><section id="H8F5CE563D5684401B03B6C7FB9D9A6C1"><enum>7.</enum><header>Clarification on funding</header>
 <subsection id="id9C09FE3F18D54F1E886B89ED070D9A03"><enum>(a)</enum><header>Use of existing funds</header><text display-inline="yes-display-inline">This Act shall be carried out using amounts otherwise made available to the Secretary.</text> </subsection><subsection id="id5025346458D742E3844D1A9C3F39BE3F"><enum>(b)</enum><header>No additional funds</header><text display-inline="yes-display-inline">No additional funds are authorized to be appropriated to carry out this Act.</text>
