	<preamble>
 <whereas><text>Whereas October 29, 2019, was the 50th anniversary of the first message sent from one computer to another using the Advanced Research Projects Agency Network (referred to in this preamble as the <quote>ARPANET</quote>), a pioneering predecessor to the internet;</text>
 </whereas><whereas><text>Whereas, on October 29, 1969, researchers using the SDS Sigma 7 Host computer in room 3240 of Boelter Hall at the University of California, Los Angeles (referred to in this preamble as <quote>UCLA</quote>), sent the first ever digital data transmission to researchers using the SDS 940 Host computer at the Stanford Research Institute on the ARPANET;</text>
 </whereas><whereas><text>Whereas the internet evolved in the last 50 years from an academic and governmental endeavor to the greatest communications network in the history of humanity, improving commerce, communications, entertainment, trans­por­ta­tion, and so many parts of our economy and society;</text>
 </whereas><whereas><text>Whereas the internet contributes more than $1 trillion of Gross Domestic Product and 3 million jobs to the United States economy annually; and</text>
 </whereas><whereas><text>Whereas the internet developed by efforts from every sector, including—</text> <paragraph id="HB545E71C7EE14EE5BBA26D999F344146"><enum>(1)</enum><text display-inline="yes-display-inline">Congress for funding the ARPANET and other networks and commercializing the internet;</text>
 </paragraph><paragraph id="H6EC7B77BB4134C35AB3044A153F44746"><enum>(2)</enum><text>Federal agencies, including—</text> <subparagraph id="H6BB07D8D603F44B0806CB1B9A8FF75E6"><enum>(A)</enum><text display-inline="yes-display-inline">the Department of Defense through the Advanced Research Projects Agency (now the Defense Advanced Research Projects Agency) for funding and administering the ARPANET and other networks and developing network protocols;</text>
 </subparagraph><subparagraph id="HF9FDA034D1A34F10BCD6A551DE0957F6"><enum>(B)</enum><text display-inline="yes-display-inline">the National Science Foundation for funding and administering the Computer Science Network (CSNET), the National Science Foundation Network (NSFNET), and other networks;</text>
 </subparagraph><subparagraph id="H029001EC253E41A58DB0134F856F3878"><enum>(C)</enum><text display-inline="yes-display-inline">the Department of Commerce through the National Telecommunications and Information Administration for its leadership role in managing multistakeholder technical bodies; and</text>
 </subparagraph><subparagraph id="H40818BE10EF9413BB3348CCE244EC70B"><enum>(D)</enum><text display-inline="yes-display-inline">the Federal Communications Commission in encouraging adoption and improving access to the internet;</text> </subparagraph></paragraph><paragraph id="H857295BCA6A4456CB7868C11710CB5B2"><enum>(3)</enum><text>State, local, and Tribal governments for encouraging connectivity and deploying infrastructure;</text>
 </paragraph><paragraph id="H66604B885DC9429984284DC1C7417697"><enum>(4)</enum><text>universities and research institutions for playing a critical role in development of the technologies underpinning the internet, including—</text>
 <subparagraph id="HF68E4F7067AF474CAA49F2AF8B7857DC"><enum>(A)</enum><text>for hosting the first four nodes of the ARPANET—</text> <clause id="H5A909DCA52AF47F981210ED8CB14C808"><enum>(i)</enum><text>UCLA;</text>
 </clause><clause id="HBBDB390427464EE2AAE641BB64EB1DC6"><enum>(ii)</enum><text>the Stanford Research Institute (now SRI International);</text> </clause><clause id="H7A20A22145C14778A479EA7B0281AD03"><enum>(iii)</enum><text>the University of California, Santa Barbara; and</text>
 </clause><clause id="H67F216AC631C46CD82076EBB7938DBBD"><enum>(iv)</enum><text>the University of Utah;</text> </clause></subparagraph><subparagraph id="H36040446F7ED4294BD0B1DB72322CE48"><enum>(B)</enum><text>the RAND Corporation; and</text>
 </subparagraph><subparagraph id="H647E6C5C34B14D68A075642043DEAD58"><enum>(C)</enum><text>countless other universities, think tanks, and independent researchers;</text> </subparagraph></paragraph><paragraph id="HBE1C5B711BB84CDC86F6CC11D0A7F9E7"><enum>(5)</enum><text>private companies and nonprofit organizations, including those that—</text>
 <subparagraph id="H319EC80193114A24B693E6319C0F7548"><enum>(A)</enum><text>enable fixed and mobile internet con­nec­tiv­i­ty by deploying infrastructure, including—</text> <clause id="HC01951DEDAF14F6886CFD03D76C98085"><enum>(i)</enum><text>coaxial, copper, and fiberoptic cables for backbone, submarine, middle-mile, backhaul, and to-the-home services;</text>
 </clause><clause id="H699BE14881834FDEABE1B56846A041CB"><enum>(ii)</enum><text>radio and broadcast towers and small cell sites;</text> </clause><clause id="HEA7DC01E00FC4028844D737860028954"><enum>(iii)</enum><text>satellite earth stations;</text>
 </clause><clause id="HF6BB88AB96E4494D9917160D9A0CAB03"><enum>(iv)</enum><text>routers, modems, switches, and con­nec­tiv­i­ty equipment; and</text> </clause><clause id="HBF419F45AA1D41AE89CE65C961EF8B38"><enum>(v)</enum><text>internet exchanges;</text>
 </clause></subparagraph><subparagraph id="H2D64EB08A3B64210898AB6C3208142CA"><enum>(B)</enum><text>produce and sell computers, smartphones, and other devices that connect to the internet;</text> </subparagraph><subparagraph id="HDD30EAB99A8F4C4FB381FE57492074C0"><enum>(C)</enum><text>develop software to administer and access email, the world wide web, and other internet applications;</text>
 </subparagraph><subparagraph id="H8960B4419CE5481DA4BF919801BD1E88"><enum>(D)</enum><text>provide websites, applications, and other software for communications, commerce, education, entertainment, employment, and so many other parts of our lives;</text>
 </subparagraph><subparagraph id="HBD5CAD50ED7C40D8BAF7B56F52F2DB34"><enum>(E)</enum><text>provide cybersecurity services to protect networks, devices, applications, and software; and</text> </subparagraph><subparagraph id="H9C8063CABC7C45B299921A11BEEE8E68"><enum>(F)</enum><text>enable internet companies through business-to-business services; and</text>
 </subparagraph></paragraph><paragraph id="HA6CC9B8530CA44EE900A467792E5C459"><enum>(6)</enum><text>multistakeholder bodies for internet governance, including—</text> <subparagraph id="HD3510CDB8AC64816A96485E1B5C10251"><enum>(A)</enum><text>the Internet Corporation for Assigned Names and Numbers;</text>
 </subparagraph><subparagraph id="HFEC73A5D4AC44799A3600B68C348452C"><enum>(B)</enum><text>the Internet Engineering Task Force;</text> </subparagraph><subparagraph id="HC67BD7470FEC4364A3E269A1AEDC2EA0"><enum>(C)</enum><text>the North American Network Operators’ Group; and</text>
 </subparagraph><subparagraph id="H11432378A4584A85BC857C08D059AC6D"><enum>(D)</enum><text>the American Registry for Internet Numbers: Now, therefore, be it</text></subparagraph></paragraph></whereas></preamble> <resolution-body id="H9D3C05B01483484D8EAE1C9A650AF7FF" style="OLC"> <section display-inline="yes-display-inline" id="H909B7AC7DBEB441381D7B283EAF745A3" section-type="undesignated-section"><enum></enum><text>That the House of Representatives—</text>
 <paragraph id="H005FDAA56AD2407EB29DEDB0CDF848EE"><enum>(1)</enum><text>recognizes the 50th anniversary of the first internet message; and</text> </paragraph><paragraph id="H130879AC7DA24E58A88C333E8A811951"><enum>(2)</enum><text>recognizes the important efforts of government, universities, nonprofit organizations, private companies, and multistakeholder bodies that helped in the establishment and continue to aid in the growth of the internet.</text>
