<whereas><text>Whereas almost 200,000 veterans are incarcerated;</text></whereas> <whereas><text>Whereas more than half of justice-involved veterans have either a mental health issue or a substance abuse disorder;</text></whereas> 
<whereas><text>Whereas a substantial number of justice-involved veterans are homeless or at risk for homelessness;</text></whereas> <whereas><text>Whereas many veterans have difficulty finding work and reintegrating into society after living in formalized environments;</text></whereas> 
<whereas><text>Whereas veterans who get involved in the criminal justice system may be at a higher risk for suicide;</text></whereas> <whereas><text>Whereas justice-involved veterans in prison cannot receive medical services furnished by the Department of Veterans Affairs, but may receive outreach services;</text></whereas> 
<whereas><text>Whereas justice-involved veterans have more specialized needs upon reentry into society;</text></whereas> <whereas><text>Whereas veterans treatment courts serve only veterans who are charged with nonviolent crimes and are in need of mental health or substance abuse treatment;</text></whereas> 
<whereas commented="no"><text>Whereas prosecutors work with defense attorneys to negotiate whether a veteran’s case should be heard in the treatment court, and veterans go through counseling funded by the Department of Veterans Affairs;</text></whereas> <whereas><text>Whereas once the veteran finishes the program, which can last from a few months to years, all charges are dropped; and</text></whereas> 
<whereas><text>Whereas only approximately 500 counties have veterans treatment courts: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="HD51825258EE8414880F7E9C0B092BE7F"> <section display-inline="yes-display-inline" section-type="undesignated-section" id="H3E3FF081FFD044B084D7FAD31F64994E"><text>That the House of Representatives—</text> 
<paragraph id="HAF03FB839E3845C0A413513E254D9623"><enum>(1)</enum><text>supports the expansion of the veterans treatment court program;</text></paragraph> <paragraph id="H719C0A87B2CE4A8D8F2A91DF2DF1D869"><enum>(2)</enum><text>encourages deeper studies into the efficacy of these programs and best practices; and</text></paragraph> 
<paragraph id="HF5E5CB51203B411DBEB4F888371FAA99"><enum>(3)</enum><text>reaffirms the commitment of the House of Representatives to helping all veterans reintegrating to civilian life.</text></paragraph></section> </resolution-body></resolution>
