			 exist for the House of Representatives to exercise the power vested by
			 article 1, section 2, clause 5 of the Constitution in respect to acts of
			 misconduct by Donald John Trump, President of the United States.</official-title></form>
	<resolution-body id="H4CEB8FB585C74FB1B701D8BC3C1986DB" style="traditional">
 <section display-inline="yes-display-inline" id="H2CC989D2F47B4BDA92A33F87BE38B137" section-type="undesignated-section"><enum></enum><text>That the Committee on the Judiciary, acting as a whole or by any subcommittee thereof appointed by the chairman for the purposes hereof and in accordance with the rules of the committee, is authorized and directed to investigate fully and completely whether sufficient grounds exist for the House of Representatives to exercise its constitutional power to impeach Donald John Trump, President of the United States of America, including but not limited to—</text>
 <paragraph id="HE69CAAE0C1A8479EA12C8A1DDB2C5D98"><enum>(1)</enum><text>violation of the Foreign Emoluments Clause of the United States Constitution;</text> </paragraph><paragraph id="H207C6D274AFC401A87BF2FE99D81C58F"><enum>(2)</enum><text>violation of the Domestic Emoluments Clause of the United States Constitution;</text>
 </paragraph><paragraph id="HB02D86ACDE244F028DA70D9BB6CF5747"><enum>(3)</enum><text>obstruction of justice;</text> </paragraph><paragraph id="H38AC70DB92F747078818680975708050"><enum>(4)</enum><text>abuse of power;</text>
 </paragraph><paragraph id="HD67CF9A8CD94458991222D928680C126"><enum>(5)</enum><text>misfeasance in public office;</text> </paragraph><paragraph id="HE465BC6E50614E8CB0EC085A0A45ABDF"><enum>(6)</enum><text>malfeasance in public office;</text>
 </paragraph><paragraph id="HB1142ECA3A184D54A67C1A1E9430662C"><enum>(7)</enum><text>failure to protect the confidentiality of national secrets from enemies foreign and domestic;</text> </paragraph><paragraph id="H4150706298C247F4B5AD7749279E7C18"><enum>(8)</enum><text>failure to take care that the laws be faithfully executed;</text>
 </paragraph><paragraph id="H572A204E77794392B7C3A15409E2A93E"><enum>(9)</enum><text>failure to preserve records required by the Presidential Recordings and Materials Preservation Act (PRMPA) of 1974 (<external-xref legal-doc="public-law" parsable-cite="pl/93/526">Public Law 93–526</external-xref>, 88 Stat. 1695);</text>
 </paragraph><paragraph id="H89E41D1C890342D59378DA88B5A7545E"><enum>(10)</enum><text>countenancing the payment of ransom with Federal funds to secure the release of an American hostage held in violation of international law by an outlaw nation;</text>
 </paragraph><paragraph id="HB093A326F035455FB0E2829FA8B527E2"><enum>(11)</enum><text>authorizing the issuance of security clearances and disclosure of national secrets to persons known by the U.S. Intelligence Community to pose security risks;</text>
 </paragraph><paragraph id="H80A7106ADB51408E99F454C55F0B6149"><enum>(12)</enum><text>refusal to acknowledge and failure to act to deter aggression and defend against attacks on the electoral systems and processes of the United States by foreign nations, actors, and entities;</text>
 </paragraph><paragraph id="HDA927E21FEAD4506BAD8BFCC3B0E0FBC"><enum>(13)</enum><text>engaging in a criminal scheme to violate Federal campaign finance laws to defraud the people of the United States;</text>
 </paragraph><paragraph id="HEAC55B16A87D49DBBFED6953A491C0A4"><enum>(14)</enum><text>mismanagement of the executive branch by failing to nominate persons for positions requiring confirmation by the United States Senate;</text>
 </paragraph><paragraph id="H1A1C335A89834158AD51043E813BE706"><enum>(15)</enum><text>destabilizing the peace and security of the United States by condoning and normalizing White nationalism and giving legitimacy to those who adhere to the doctrine of White supremacy;</text>
 </paragraph><paragraph id="H15855DB22DFF43C29115DBCC4D2DCF7C"><enum>(16)</enum><text>endeavoring to abuse the law enforcement powers of the United States to investigate and punish persons considered by Donald John Trump to be his political enemies;</text>
 </paragraph><paragraph id="H5203A7B64F96416D9DC4793E862DB9DF"><enum>(17)</enum><text>undermining the essential institution of a free and independent press by attacking media organizations and individuals as <quote>enemies of the people</quote>;</text>
 </paragraph><paragraph id="HCA6E99C66A05442B94D9039F3DAFCF3D"><enum>(18)</enum><text>denigrating immigrants and undermining the international standing of the United States by separating minor-age immigrant children from their parents with no means or intention of family reunification; and for</text>
 </paragraph><paragraph id="H2F54D3949B0549E5A7F0BAB8E4E6C77D"><enum>(19)</enum><text>irreparable breaches of the public trust.</text> </paragraph></section><section id="HEC46C36287EF45ED8AB84594302A8B62"><enum>2.</enum><text display-inline="yes-display-inline">The committee shall report to the House of Representatives such resolutions, articles of impeachment, or other recommendations as it deems proper.</text>
		</section><section id="H252DA036FEB3492387D0BCE320B02D4C"><enum>3.</enum>
 <subsection commented="no" display-inline="yes-display-inline" id="H413BDAD7C9A846A7B7BDF16B4C9132C8"><enum>(a)</enum><text>For the purpose of making such investigation, the committee, as it deems necessary to such investigation, is authorized to require—</text>
 <paragraph id="HDE8B70B3176642CE835A557E6274F98A"><enum>(1)</enum><text>by subpoena or otherwise—</text> <subparagraph id="HCDE56F5324404E57879F9854D2189592"><enum>(A)</enum><text>the attendance and testimony of any person (including at a taking of a deposition by counsel for the committee); and</text>
 </subparagraph><subparagraph id="HA8ED728E3D4249818F0C24767B92F66E"><enum>(B)</enum><text>the production of such things; and</text> </subparagraph></paragraph><paragraph id="H3B9D9F7E2B7C4218BE9AF4E5F2BB04FA"><enum>(2)</enum><text>by interrogatory, the furnishing of such information;</text>
 </paragraph></subsection><subsection id="HC50F592188604530AAADDC149049EAFB"><enum>(b)</enum><text>Such authority of the committee may be exercised—</text> <paragraph id="H50BCBA1EC9E446BEAD8C6286E1EFBF52"><enum>(1)</enum><text display-inline="yes-display-inline">by the chairman and the ranking minority member acting jointly, or, if the ranking member declines to act, by the chairman acting alone, except that in the event either so declines, either shall have the right to refer to the committee for decision the question whether such authority shall be so exercised and the committee shall be convened promptly to render that decision; or</text>
 </paragraph><paragraph id="HA3578A8B1A6E4297AE6A97F188E02C12"><enum>(2)</enum><text>by the committee acting as a whole or by subcommittee.</text> </paragraph><continuation-text continuation-text-level="subsection">Subpoenas and interrogatories so authorized may be issued over the signature of the chairman, and may be served by any person designated by the chairman, or any member designated by the chairman. The chairman, or any member designated by the chairman (or, with respect to any deposition, answer to interrogatory, or affidavit, any person authorized by law to administer oaths) may administer oaths to any witness. For the purposes of this section, <quote>things</quote> includes, without limitation, books, records, correspondence, logs, journals, memorandums, papers, documents, writings, drawings, graphs, charts, photographs, reproductions, recordings, tapes, transcripts, printouts, data compilations from which information can be obtained (translated if necessary, through detection devices into reasonably usable form), tangible objects, and other things of any kind.</continuation-text></subsection></section><section id="H76272312E6CE46A88A967E4CB6E6C147"><enum>4.</enum><text display-inline="yes-display-inline">There shall be paid out of the applicable accounts of the House such sums as may be necessary to assist the Committee on the Judiciary in conducting the inquiry under this resolution, any of which may be used for the procurement of staff or consultant services.</text>
