			 preventative health care service under the military health system and the
			 TRICARE program.</official-title></form>
	<legis-body id="H6C2E703568C0402583CCA00CE622DEA8" style="OLC">
 <section id="HD891CE17CB9D4CFA92320FF0CB4AF7BB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">The Act may be cited as the <quote>Better and Robust Screening Today Act</quote> or the <quote>BRST Act</quote>.</text> </section><section id="HC559B5597EF5437C983FB019A4B77261"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="HA50B4A657D474337AC323F35A353208F"><enum>(1)</enum><text display-inline="yes-display-inline">A woman born today has a one in eight chance of being diagnosed with breast cancer at some time during her life.</text>
 </paragraph><paragraph id="H26312D03AABE4D15A930F63968D8386D"><enum>(2)</enum><text>Breast cancer is the most commonly diagnosed cancer and the second leading cause of cancer death among women.</text>
 </paragraph><paragraph id="HF907AE2445114F65A0DD2E1CFE6D7509"><enum>(3)</enum><text>Death rates from breast cancer in the United States have dropped 40 percent between 1989 and 2017 which translates to 375,900 deaths avoided during those 28 years.</text>
 </paragraph><paragraph id="HD53C1AD2021A436FA00BBC73D74031BB"><enum>(4)</enum><text>The decline in breast cancer death rates have been attributed to both improvements in treatment and early detection and screening.</text>
 </paragraph><paragraph id="HD9E93BC0337E40AAB4C53A1C604A0976"><enum>(5)</enum><text>When breast cancer is detected in an early and localized stage, the five-year survival rate is 99 percent, further demonstrating why proper screening is essential.</text>
 </paragraph><paragraph id="HD72025546C3244F590CA0A1F995D63AF"><enum>(6)</enum><text>Conventional mammography and digital mammography are known to be less effective in the breast cancer screening process for all women, including those with dense breast tissue, than digital breast tomosynthesis screening.</text>
 </paragraph><paragraph id="HD77602662AF04DDDA37711E226199FFD"><enum>(7)</enum><text display-inline="yes-display-inline">Medicare and the Veterans Health Administration cover digital breast tomosynthesis mammography screenings.</text>
 </paragraph><paragraph id="H4D345C00904644D9ACD1A196C40ABF55"><enum>(8)</enum><text display-inline="yes-display-inline">The TRICARE program does not currently cover digital breast tomosynthesis mammography screenings.</text> </paragraph></section><section id="H182524B9106C4D8BB9BC71AC6D650AF3"><enum>3.</enum><header>Improvement to breast cancer screening</header><text display-inline="no-display-inline">Section 1074d(b)(2) of title 10, United States Code, is amended by inserting before the period at the end the following: <quote>, including through the use of digital breast tomosynthesis</quote>.</text>
