			 and for other purposes.</official-title></form>
	<legis-body id="H6865FA41AC304AB3A31912C796FEBF46" style="OLC">
 <section id="H2BD45B79C5474D41857582BDA0D87322" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Too Long; Didn’t Read Act of 2019</short-title></quote> or the <quote><short-title>TL; DR Act of 2019</short-title></quote>.</text> </section><section id="H75CC7AF44044492DBA0280EBA0BE26E0"><enum>2.</enum><header>Responsibilities of executive agencies</header> <subsection id="H20A0D51DB44848A3A81F6C17B770EA40"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Beginning on the date that is not later than 6 months after the date of the enactment of this Act, the head of each agency shall provide, to the extent practicable, at the top of each communication (both hard copy and electronic) that the agency sends to an individual that authorizes or requires such individual to take an action, a clearly marked section that includes—</text>
 <paragraph id="H4026DD8E1B3F43E4A4CFBA11E28B0CA4"><enum>(1)</enum><text>the authorized or required action;</text> </paragraph><paragraph id="H163724866865440E9D6B9DBE5FF0E1D8"><enum>(2)</enum><text>if a response by the individual is required, optional, or not permitted;</text>
 </paragraph><paragraph id="HB9E5659666CD41E7941631ECF9F722F4"><enum>(3)</enum><text>all deadlines to complete the authorized or required action;</text> </paragraph><paragraph id="H63F7D67DD6214E728D83964976EE6BF2"><enum>(4)</enum><text>how to complete the authorized or required action; and</text>
 </paragraph><paragraph id="H13CD26FE2C984BEB81B4AE3E266442EC"><enum>(5)</enum><text>the contact information for any agency, or department or office thereof, that can assist or answer questions relating to the authorized or required action.</text>
				</paragraph></subsection><subsection id="H5D5CFE46FD6D4804B0032BF212368520"><enum>(b)</enum><header>Public reports of compliance</header>
 <paragraph id="H988BEFA69CAE42958F0881CD99BC82C2"><enum>(1)</enum><header>Initial report</header><text>Not later than 9 months after the date of the enactment of this Act, the head of each agency shall publish on the plain writing section of the agency’s website, maintained pursuant to section 4(a) of the Plain Writing Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/5/301">5 U.S.C. 301</external-xref> note), a report that describes the agency plan for compliance with the requirements of this Act.</text>
 </paragraph><paragraph id="H55A0FDDBAD4B4B0BAA185303A9CE072D"><enum>(2)</enum><header>Annual compliance report</header><text>Not later than 18 months after the date of the enactment of this Act, and annually thereafter, the head of each agency shall publish on the plain writing section of the website of the agency, maintained pursuant to section 4(a) of the Plain Writing Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/5/301">5 U.S.C. 301</external-xref> note), a report on agency compliance with the requirements of this Act.</text>
 </paragraph></subsection><subsection id="HC0754A7B22E447A783503700151E5DA1"><enum>(c)</enum><header>Authority of Director of the Office of Management and Budget</header><text>The Director of the Office of Management and Budget may promulgate regulations or develop and issue guidance to implement the requirements under this section.</text>
 </subsection><subsection id="HAE745C2D3B754949ADE2A2F2D4D3709E"><enum>(d)</enum><header>Agency defined</header><text display-inline="yes-display-inline">In this Act, the term <quote>agency</quote> has the meaning given the term <quote>Executive agency</quote> as that term is defined in section 105 of title 5, United States Code.</text> </subsection></section></legis-body></bill>
