<section id="HC8291FB395AF4A338F8BC593A3491EF4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect American Taxpayers and Secure Border Act</short-title></quote>.</text></section> <section id="H67D5E5FD1296476FA2B61096B184CB1F"><enum>2.</enum><header>Prohibitions and requirements relating to border security</header> <subsection id="HC21CDE60D41C47D2A343B8236683E403"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No taxpayer funds may be obligated or expended to build a wall or barrier intended to impede travel between Mexico and the United States.</text></subsection>
<subsection id="H57C6F30EC1844701A68A8A581A1EF37C"><enum>(b)</enum><header>Foreign payment required</header><text>Any wall or barrier described in subsection (a) that is proposed to be built shall be paid for using funds provided by the Government of Mexico.</text></subsection> <subsection id="H08CC7978369940B28F4C63C873FC24E4"><enum>(c)</enum><header>Securing the southern border</header><text>The Secretary of Homeland Security shall take such actions as may be necessary to secure the southern border by making maximum effective utilization of technology and improved training of U.S. Custom and Border Protection agents and officers.</text></subsection>
<subsection id="H914CCB027F8A4A088061CEA146440BAE"><enum>(d)</enum><header>Increase in immigration judges</header><text display-inline="yes-display-inline">The Attorney General may appoint 100 additional immigration judges in addition to immigration judges currently serving as of the date of the enactment of this Act.</text></subsection> <subsection id="H8308D5887ECD48069A2CEE1DF5F244C6"><enum>(e)</enum><header>Humanitarian assistance</header><text>The Secretary of Homeland Security shall take such actions as may be necessary to ensure that humanitarian assistance is provided to immigrants, refugees, and other displaced persons who are in need of medical assistance and aid to sustain health and life.</text></subsection></section>
