		<official-title display="yes">To direct the Comptroller General of the United States to conduct a study on disability and pension
			 benefits provided to members of the National Guard and members of reserve
			 components of the Armed Forces by the Department of Veterans Affairs, and
			 for other purposes.</official-title>

 <section id="H5E6C3A131598434A935176E6973CE922" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Identifying Barriers and Best Practices Study Act</short-title></quote>.</text> </section><section id="H1FD85F6BAD004AC68F6FD0BD2957CA99" section-type="subsequent-section"><enum>2.</enum><header>Comptroller General study on disability and pension benefits provided to members of the National Guard and members of reserve components of the Armed Forces by the Department of Veterans Affairs</header> <subsection id="H5EB766C4FDBD492B813F7862101CEFBF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 36 months after the date of the enactment of this Act, the Comptroller General of the United States shall complete a study on disability and pension benefits provided to members of the National Guard and members of reserve components of the Armed Forces by the Department of Veterans Affairs. In conducting such study, the Comptroller General shall review, for the period beginning on January 1, 2008, and ending on December 31, 2018, each of the following:</text>
 <paragraph id="H7756E692DD86479EA37A2DC529178A3F"><enum>(1)</enum><text>The number of members of the National Guard and the number of members of reserve components of the Armed Forces who received disability compensation or pension provided by the Department of Veterans Affairs.</text>
 </paragraph><paragraph id="H070540E6CCA244E3AA9FE9806D184A50"><enum>(2)</enum><text>A comparison of each of the following between veterans who served only in the National Guard or reserve components and veterans who served in the regular components of the Armed Forces:</text>
 <subparagraph id="H72E2D32BF9A84EFB9C42BF7D6F1BFDE0"><enum>(A)</enum><text>The percentage of each group of such veterans with service-connected disabilities.</text> </subparagraph><subparagraph id="HD4200D89C525414A87C3E3C64DC819C7"><enum>(B)</enum><text>The number of veterans in each group with each disability rating.</text>
 </subparagraph><subparagraph id="H7A5E7D366425425C9A04FEC0548D0824"><enum>(C)</enum><text display-inline="yes-display-inline">The number of veterans in each group with a service-connected disability, including the number of each of the following types of such veterans in each group:</text>
 <clause id="HC60320533FF54666954B53D1F3A7C6FB"><enum>(i)</enum><text display-inline="yes-display-inline">Pilots.</text> </clause><clause id="H9B5BC574206B49AA8AFF136FFF5DD902"><enum>(ii)</enum><text>Veterans who served in the special forces.</text>
 </clause><clause id="HD570CD3E5C594EE3A0E1BF2CB2C1669E"><enum>(iii)</enum><text>Veterans who participated in the Personnel Reliability Program.</text> </clause><clause id="H8D215FE137B444AEB4BFC1DA226F58BF"><enum>(iv)</enum><text>Veterans who underwent diving or flight physicals as a regular component of their service in the Armed Forces and who have a muscular-skeletal or mental health condition.</text>
 </clause></subparagraph><subparagraph id="H66D255EB54F644E1A64086CA419C932E"><enum>(D)</enum><text>The number of total claims for disability compensation and pension submitted, approved, and disapproved for each group of veterans.</text>
 </subparagraph></paragraph><paragraph id="HB7B95CF568D64D59A43B49A8894E6D58"><enum>(3)</enum><text display-inline="yes-display-inline">An identification of common barriers for members of the National Guard and members of reserve components in obtaining disability benefits under the laws administered by the Secretary of Veterans Affairs, including barriers relating to documentation of injuries incurred while serving, such as line of duty letters.</text>
				</paragraph></subsection><subsection id="H209891AFA12042D697B4FAD529BF5E18"><enum>(b)</enum><header>Reports</header>
 <paragraph id="HDC9B389A16FF495CAFBDA1A71EAB402A"><enum>(1)</enum><header>Preliminary report</header><text>Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a preliminary report on the findings of the study required by subsection (a).</text>
 </paragraph><paragraph id="H98519B697B714850AC7BE5E6A2022188"><enum>(2)</enum><header>Final report</header><text>Upon completion of the study, the Comptroller General shall submit to such Committees a final report on such study.</text>
				</paragraph></subsection></section></legis-body>
