			 states of the North Atlantic Treaty Organization (NATO) in order to

 <section id="H59F87C59B54C4C7ABB4EC35F9EF1BB4D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Support of NATO Through Dual Use Infrastructure Act</short-title></quote>.</text> </section><section id="HFC9656449C294A669B6CE38FCE5C9C46"><enum>2.</enum><header>Report on value of investments in dual use infrastructure projects by NATO member states</header> <subsection id="H81779F9128814259A28CEF623F703169"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than June 1, 2020, the Secretary of Defense, jointly with the Secretary of State, shall submit to the appropriate congressional committees a report on the value of investments in dual use infrastructure projects by the member states of the North Atlantic Treaty Organization (NATO) in order to improve military mobility and interoperability across Europe.</text>
 </subsection><subsection id="H69FB51FC73104057808F07843EFBD2CD"><enum>(b)</enum><header>Elements</header><text>The report required by subsection (a) shall include the following:</text> <paragraph id="H849BF0570F0C4D5DAC8EED72D3859E8C"><enum>(1)</enum><text display-inline="yes-display-inline">The value to collective deterrence provided by investments in dual use infrastructure projects by the member states of NATO in order to meet the military mobility goals set out at the 2018 NATO Summit in Brussels.</text>
 </paragraph><paragraph id="HAA7CE523EBC944D3877B625AE476FE5F"><enum>(2)</enum><text>An assessment of proposed dual use infrastructure projects for NATO.</text> </paragraph><paragraph id="HA1BEF423AE4144EE86ACD3C7B010ACB9"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of proposed dual use infrastructure projects with respect to which the United States can provide support, including a recommended prioritization of such projects.</text>
 </paragraph></subsection><subsection id="H544D25D27B05487CB472AB99BF33300F"><enum>(c)</enum><header>Form</header><text>The report required by subsection (a) shall be submitted in unclassified form, but may include a classified annex.</text>
 </subsection><subsection id="H3F09ABE7FFAF4B29ACF963B1EF289F55"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HFAB20E15D1194734AAE7145A924B9BDD"><enum>(1)</enum><header>Dual use infrastructure projects</header><text>The term <quote>dual use infrastructure projects</quote> means those projects identified by the European Commission Action Plan on Military Mobility as necessary to improve the trans-European transport network (TEN–T) to meet the military requirements for military mobility within and beyond the European Union.</text>
 </paragraph><paragraph id="HDDF653EF297A4019AFD92BFA09D8EB65"><enum>(2)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text> <subparagraph id="H1E5B9DA2B7604AFD8E8639B699B56D81"><enum>(A)</enum><text>the congressional defense committees (as such term is defined in section 101(a)(16) of title 10, United States Code); and</text>
 </subparagraph><subparagraph id="HB67128BF6E1E4E8FA2DCD37BCF419C23"><enum>(B)</enum><text>the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.</text>
