<section id="H8A786D268A694166900054DABF7583F2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Recognizing Achievement in Classified School Employees Act</short-title></quote>.</text></section> <section id="HA872365C23F84A71B7D536EF5269E33C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H83864C51B497462FAF5D1DC3AC6413E6"><enum>(1)</enum><text>Classified school employees provide valuable service in the United States.</text></paragraph> <paragraph id="HCE84C9ACC13544FDB80EDE760AE2DFD1"><enum>(2)</enum><text>Classified school employees provide essential services, such as transportation, facilities maintenance and operations, food service, safety, and health care.</text></paragraph> 
<paragraph id="H7525425A5A744BE89DD6CC36BE1584D3"><enum>(3)</enum><text>Classified school employees play a vital role in providing for the welfare and safety of students.</text></paragraph> <paragraph id="HF455A63DFD1943FA8354C54976B0E650"><enum>(4)</enum><text>Classified school employees strive for excellence in all areas of service to the education community.</text></paragraph> 
<paragraph id="H2DECFD772D9D4C3080AB3422CC8CCE0D"><enum>(5)</enum><text>Exemplary classified school employees should be recognized for their outstanding contributions to quality education in the United States.</text></paragraph></section> <section id="H6C5AE5F869AB404E9D23BBC17EB7C5A3"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HB6D94763B43E43128A2A3A6DD5B905E0"><enum>(1)</enum><header>Classified school employee</header><text display-inline="yes-display-inline">The term <term>classified school employee</term> means an employee of a State or of any political subdivision of a State, or an employee of a nonprofit entity, who works in any grade from prekindergarten through high school in any of the following occupational specialties:</text> <subparagraph id="H96DF170625E0476C9558558581DB57C0"><enum>(A)</enum><text display-inline="yes-display-inline">Paraprofessional, including paraeducator services.</text></subparagraph> 
<subparagraph id="H523D2F0B0D0D4FA293AD08E8E7A70FFE"><enum>(B)</enum><text>Clerical and administrative services.</text></subparagraph> <subparagraph id="H4AE6D81F7AB2471C9DEF3727DED6C97B"><enum>(C)</enum><text>Transportation services.</text></subparagraph> 
<subparagraph id="HB14697E0CFD645EA8824735CBA6AA3A9"><enum>(D)</enum><text>Food and nutrition services.</text></subparagraph> <subparagraph id="HC2A33E9A77B74B23B4E59F108C21F71C"><enum>(E)</enum><text>Custodial and maintenance services.</text></subparagraph> 
<subparagraph id="H8106D05ABCDB45AF8FC9AD70CB4F9B93"><enum>(F)</enum><text>Security services.</text></subparagraph> <subparagraph id="H58F657789897466A9BF3B6877EE882A4"><enum>(G)</enum><text>Health and student services.</text></subparagraph> 
<subparagraph id="HFC8F4BA708684545824A7713E8F59B06"><enum>(H)</enum><text>Technical services.</text></subparagraph> <subparagraph id="H71EFC40A5E0D4782B82F3429CAB52024"><enum>(I)</enum><text>Skilled trades.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HD1F36578E08B4890999BE33E468235E0"><enum>(2)</enum><header>Other definitions</header><text>The terms used in this Act have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph></section> <section id="H65DE6D0CE7B14975A1E6DED1C3F75795"><enum>4.</enum><header>Recognition program established</header> <subsection id="H9C38F410A88A49D4AA1134119B80FC10"><enum>(a)</enum><header>In general</header><text>The Secretary of Education shall establish a national recognition program to be known as the <quote>Recognizing Inspiring School Employees Award Program</quote> or the <quote>award program</quote>. The purpose of the award program shall be to recognize and promote the commitment and excellence exhibited by classified school employees who provide exemplary service to students in prekindergarten through high school.</text></subsection> 
<subsection id="HE5250DE0F8DB451A9A291D2B87B10926"><enum>(b)</enum><header>Award</header> 
<paragraph id="HA0084D5130E44A279A97A8F45DEFC49B"><enum>(1)</enum><header>In General</header><text>Prior to May 31 of each year (beginning with the second calendar year that begins after the date of the enactment of this Act), the Secretary shall select a classified school employee to receive the Recognizing Inspiring School Employees Award for the year.</text></paragraph> <paragraph id="H8E9476E93C294043A8DAD03D550FC662"><enum>(2)</enum><header>Non-Monetary Value</header><text>The award and recognition provided under this Act shall have no monetary value. </text></paragraph></subsection> 
<subsection id="H6F30F342D1B54DC5AFFA8E374D92E3D6"><enum>(c)</enum><header>Selection process</header> 
<paragraph id="H26F4FBEA0527450EBEE78FFBF0A9B7E7"><enum>(1)</enum><header>Nomination process</header> 
<subparagraph id="HC1F335A0F65140F88F9ECE324C69A64C"><enum>(A)</enum><header>In general</header><text>Not later than November 1 of each year (beginning with the first calendar year that begins after the date of the enactment of this Act), the Secretary shall solicit nominations of classified school employees from the occupational specialties described in section 3(1) from the Governor of each State.</text></subparagraph> <subparagraph id="HCFA5BCA862B24F748CC21AAADE47D09A"><enum>(B)</enum><header>Nomination submissions</header><text>In order for individuals in a State to be eligible to receive recognition under this section, the Governor of the State shall consider nominations submitted by the following:</text> 
<clause id="H7F3E7F20D4AA4655AC1B847758B1F38E"><enum>(i)</enum><text>Local educational agencies.</text></clause> <clause id="H54B7E82380CE402FB01EDC91F7D9B994"><enum>(ii)</enum><text>School administrators.</text></clause> 
<clause id="H88D2B0116A7544BC8CE956D9F2C2A06D"><enum>(iii)</enum><text>Professional associations.</text></clause> <clause id="H1795D5751C614B158622E7F01C052540"><enum>(iv)</enum><text>Labor organizations.</text></clause> 
<clause id="H93D18A9CC9E24C149FB22C9336FE980A"><enum>(v)</enum><text>Educational service agencies.</text></clause> <clause id="H9E42876ED1744EB1B6C2A621BB65C3E6" commented="no"><enum>(vi)</enum><text>Nonprofit entities.</text></clause> 
<clause id="H57C4ECC88A9941149DCEAA46FA3EB0A0"><enum>(vii)</enum><text>Parents and students.</text></clause> <clause id="H761A1C1403304178A9319A8914372232"><enum>(viii)</enum><text display-inline="yes-display-inline">Any other group determined appropriate by the Secretary.</text></clause></subparagraph></paragraph> 
<paragraph id="H215C1172044D4C298DE3A22CA3F04588"><enum>(2)</enum><header>Demonstration</header><text display-inline="yes-display-inline">Each Governor of a State who desires individuals in the State to receive recognition under this section shall submit the nominations described in paragraph (1) to the Secretary in such manner as may be required by the Secretary. Each such nomination shall contain, at a minimum, demonstrations of excellence in the following areas:</text> <subparagraph id="H53ECDAE566474CEAAAE26215E5FEBE74"><enum>(A)</enum><text>Work performance.</text></subparagraph> 
<subparagraph id="H2E429CA192D7414DA137A6EE585226F6"><enum>(B)</enum><text>School and community involvement.</text></subparagraph> <subparagraph id="H3C6EC517E53F478BAC3C7FD164274044"><enum>(C)</enum><text>Leadership and commitment.</text></subparagraph> 
<subparagraph id="HE0246DEF5D65466FA44CBEF1CEE0960E"><enum>(D)</enum><text>Local support.</text></subparagraph> <subparagraph id="H644FEE413B0747B4B63E72732A6BB04C"><enum>(E)</enum><text>Enhancement of classified school employees’ image in the community and schools.</text></subparagraph> </paragraph> 
<paragraph id="HD5B69CB627CC4C74B6FB2A516A9238AD"><enum>(3)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary shall develop uniform national guidelines for evaluating nominations submitted under paragraph (2) in order to select the most deserving nominees based on the demonstrations made in the areas described in such paragraph.</text></paragraph></subsection></section> </legis-body></bill>
