<official-title display="yes">To direct the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration, to conduct coastal community vulnerability assessments related to ocean acidification, and for other purposes.</official-title>

<section id="H80FA8B1D5FFB41A3B71AFBD8CD4F14B2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coastal Communities Ocean Acidification Act of 2019</short-title></quote>.</text></section> <section id="H25175608F7C94DB794676BA1224285DF"><enum>2.</enum><header>State and United States defined</header><text display-inline="no-display-inline">Section 12403 of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3702">33 U.S.C. 3702</external-xref>) is amended—</text> 
<paragraph id="H7623C016CD724A5D8BA18D4FFAF631BF"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4);</text></paragraph> <paragraph id="HE597C30A89844BABA524A0D3BD0F5F4E"><enum>(2)</enum><text>by inserting after paragraph (2) the following: </text>

<paragraph id="H9FF831C8E0104CD8966E036325B6F3C8"><enum>(3)</enum><header>State</header><text display-inline="yes-display-inline">The term <quote>State</quote> means each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States. </text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="H26A5B3E7A51E4CD4B4BA313D90E79F90"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H0F11C764E02C4EB3BAA41E5DF4DDA58F"><enum>(5)</enum><header>United States</header><text display-inline="yes-display-inline">The term <quote>United States</quote> means the States, collectively.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="H6AB139F0FD5A4E06AAD9CB1888446105"><enum>3.</enum><header>Coastal community vulnerability assessment</header> <subsection id="H3F6A1A14F7E441EB96C188F3857CCF9D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 12406 of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3705">33 U.S.C. 3705</external-xref>) is amended—</text> 
<paragraph id="H17246666C2DD46018996B7CE6FF3C4C7"><enum>(1)</enum><text>by redesignating subsection (b) as subsection (d); and</text></paragraph> <paragraph id="HE6639651D0874A359AD33BDE7D2624FB"><enum>(2)</enum><text>by inserting after subsection (a) the following:</text>

<subsection id="H8EA614C6C4914780ADB668170D3DFB67"><enum>(b)</enum><header>Community vulnerability assessment</header> 
<paragraph id="HBC1FEB2D3A584CF9AD48D520E6F19608"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, through the program established under subsection (a), shall conduct an ocean acidification coastal community vulnerability assessment, and issue a corresponding public report, which shall be updated at least once every 7 years.</text></paragraph> <paragraph id="HF5B116C4D9DC4BF39D4DD169D685613F"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">The assessment conducted under paragraph (1) shall—</text> 
<subparagraph id="H4281E89CD1DA40D98DC6A8623EEC667B"><enum>(A)</enum><text>identify the United States coastal communities, including island communities, low-population rural communities, and subsistence communities, that are most dependent on coastal and ocean resources that may be impacted by ocean acidification;</text></subparagraph> <subparagraph id="HA60EB337D05C448D979083E035F788B0"><enum>(B)</enum><text display-inline="yes-display-inline">assess the nature of the social and economic vulnerabilities of those communities, including the economic impact on local or regional commercial fisheries and recreational opportunities;</text></subparagraph> 
<subparagraph id="HFA6F3D812CA549B9981C8625F41577A5"><enum>(C)</enum><text>identify the ocean acidification impacts that might harm those communities, including impacts from changes in ocean and coastal marine resources that are not managed by the Federal Government;</text></subparagraph> <subparagraph id="H5B28C600A65D4C2CAACEAD965714B7D7"><enum>(D)</enum><text>identify key knowledge gaps where research could be devoted to better understand the possible impacts of ocean acidification on those communities, the risks and threats facing those communities, and possible adaptation strategies for those communities; and</text></subparagraph> 
<subparagraph id="H41ED0F6022EF4B55B4EFFCA5288FD0BC"><enum>(E)</enum><text display-inline="yes-display-inline">be conducted in collaboration with experts, indigenous knowledge groups, and stakeholders who are familiar with the unique economic, social, ecological, geographic, and resource concerns of coastal communities in the United States, including representatives of—</text> <clause id="H6658F9032AF647F9BF177250307920D2"><enum>(i)</enum><text display-inline="yes-display-inline">the National Marine Fisheries Service and the Office for Coastal Management of the National Oceanic and Atmospheric Administration;</text></clause> 
<clause id="H8AF86F615FA945E1931E6DE53FE82B1F"><enum>(ii)</enum><text display-inline="yes-display-inline">National Integrated Coastal and Ocean Observation System regional information coordination entities established under section 12304(c)(4) of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3603">33 U.S.C. 3603(c)(4)</external-xref>);</text></clause> <clause id="HABE12693537B47E0B038F728C0386E7F"><enum>(iii)</enum><text display-inline="yes-display-inline">regional ocean acidification networks; and</text></clause> 
<clause id="H1B4E9A2A704D409D9F578B223245B24C"><enum>(iv)</enum><text display-inline="yes-display-inline">State sea grant programs (as defined in section 203 of the National Sea Grant College Program Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1122">33 U.S.C. 1122</external-xref>)).</text></clause></subparagraph></paragraph></subsection> <subsection id="HD827AF1FB2B74FC3831B87E4C7BA0549"><enum>(c)</enum><header>Support for State and local vulnerability assessments and strategic research planning</header><text display-inline="yes-display-inline">In carrying out the program established under subsection (a), the Secretary shall collaborate with State, local, and tribal government entities that are conducting or have completed vulnerability assessments, strategic research planning, or other similar activities related to ocean acidification and its impacts on coastal communities, for the purpose of—</text> 
<paragraph id="H055CBD1641EC420183CC90217EA321CD"><enum>(1)</enum><text>determining whether such activities can be used as a model for other communities; and</text></paragraph> <paragraph id="H595F4F4709B744E3B4DCCC2F8373C707"><enum>(2)</enum><text>identifying opportunities for the National Oceanic and Atmospheric Administration and other relevant Federal agencies to support such activities.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HBD24AE53410A4210A87B868389A2BF0E"><enum>(b)</enum><header>Ongoing input mechanism</header><text display-inline="yes-display-inline">Section 12404(b)(5) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3703">33 U.S.C. 3703(b)(5)</external-xref>) is amended—</text> <paragraph id="HC67FE15EFF734FA29CCD1008E3725FA3"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>including information</quote> and inserting the following: “including—</text> 
<quoted-block display-inline="no-display-inline" id="HE9A78D232CA54F64B4A099F5974C69C8" style="OLC"> 
<subparagraph id="HC10AE964956648329ABBCB95F38EC936"><enum>(A)</enum><text display-inline="yes-display-inline">information</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></paragraph> <paragraph id="H52DADE91860F4A30AD571B35ADB743F2"><enum>(2)</enum><text>by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="H6B1D04FB5B2244C29783675B9FD2ADAC"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H4B3F9F528A444466943F23716B2E6690" style="OLC"> <subparagraph id="H6834D1CC6DB64172856B58E08A8524BC"><enum>(B)</enum><text display-inline="yes-display-inline">an ongoing mechanism that allows affected industry members, coastal stakeholders, non-Federal resource managers, community acidification networks, indigenous knowledge groups, and scientific experts not employed by the Federal Government to provide input on research, data, and monitoring that is necessary to support on-the-ground management, decisionmaking, and adaptation related to ocean acidification and its impacts.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H17F09D358FA84B85A810B69B32BE394B"><enum>(c)</enum><header>Strategic research plan</header><text display-inline="yes-display-inline">Section 12405 of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3704">33 U.S.C. 3704</external-xref>) is amended—</text> <paragraph id="H2582A9DD34B14C9DA77CB283EFDFF198"><enum>(1)</enum><text>in subsection (b)—</text> 
<subparagraph id="H25B9845309AC441BA1B596D8EEB01557"><enum>(A)</enum><text>in paragraph (8), by striking <quote>and</quote> after the semicolon;</text></subparagraph> <subparagraph id="H795B1193B9C9423FA0800AEE24F4E038"><enum>(B)</enum><text>in paragraph (9), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="H4D9BD3C202D94692B2CDEFAEFD65BF8F"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H9D7197E7C1AC450C892D81D1F8DD7B2C" style="OLC"> <paragraph id="H7F6258E473F640A4A607C9CD4FD6906C"><enum>(10)</enum><text display-inline="yes-display-inline">make recommendations for research that should be conducted, including in the social sciences and economics, to address the key knowledge gaps identified in the community vulnerability assessment report conducted under section 12406(b).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H6505F84D80584AB58B094A3DE54B30B6"><enum>(2)</enum><text>in subsection (e), by inserting <quote>, tribal governments, indigenous knowledge groups,</quote> after <quote>industry</quote>.</text></paragraph></subsection> <subsection id="HB51B770531734782BDD3A0D85ECB7964"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 12409(a) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3708">33 U.S.C. 3708(a)</external-xref>) is amended to read as follows: </text> 
<quoted-block style="OLC" id="HB0434507294D435CA52D5C6F868442EA" display-inline="no-display-inline"> 
<subsection id="HC76F13E877EE4E7B94D3B41163D1D383"><enum>(a)</enum><header>NOAA</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out the purposes of this subtitle $2.7 million for each of fiscal years 2020 through 2024. </text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HCCE9AB2E90C34FF19ECB4DCFD91657EE"><enum>(e)</enum><header>Report on support for State and local vulnerability assessments and strategic research planning</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Administrator of the National Oceanic and Atmospheric Administration shall submit to Congress a report on the efforts of the National Oceanic and Atmospheric Administration to support State, local, and tribal community vulnerability assessments, strategic research and planning, and monitoring needs, pursuant to section 12406(c) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (as added by subsection (a) of this section).</text></subsection></section>
