 <subsection id="idF439FFC7ECE141B593BC9C4545580CB3"><enum>(a)</enum><header>Authorization</header><text>Section 200302 of title 54, United States Code, is amended—</text> <paragraph id="idf31f461704f246b48641f1b358cf2898"><enum>(1)</enum><text>in subsection (b), in the matter preceding paragraph (1), by striking <quote>During the period ending September 30, 2018, there</quote> and inserting <quote>There</quote>; and</text>
 </paragraph><paragraph id="id2f4c9be7a3204f7796fe6ee0ee513225"><enum>(2)</enum><text>in subsection (c)(1), by striking <quote>through September 30, 2018</quote>.</text> </paragraph></subsection><subsection id="id8341137A2F184391B9F8641BEA7A6FC8"><enum>(b)</enum><header>Full funding</header> <paragraph id="idC04A3AEA317143F3B7A8A939C20A8411"><enum>(1)</enum><header>In general</header><text>Section 200303 of title 54, United States Code, is amended to read as follows:</text>

						<section id="idC963F4A6DDD94F8CBA02CD2B381CEACA"><enum>200303.</enum><header>Availability of funds</header>
 <subsection id="id485BEC50DC054A8AAFBEE6268A4F5211"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Amounts deposited in the Fund under section 200302 shall be made available for expenditure, without further appropriation or fiscal year limitation, to carry out the purposes of the Fund (including accounts and programs made available from the Fund under the Consolidated and Further Continuing Appropriations Act, 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/113/235">Public Law 113–235</external-xref>)).</text>
							</subsection><subsection id="id8879077DC3DF464993DD990D0438EE89"><enum>(b)</enum><header>Additional
 amounts</header><text>Amounts made available under subsection (a) shall be in addition to amounts made available to the Fund under section 105 of the Gulf of Mexico Energy Security Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/43/1331">43 U.S.C. 1331</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/109/432">Public Law 109–432</external-xref>) or otherwise appropriated from the Fund.</text>
							</subsection><subsection id="idaf53800a39e9410bb953f49fb2607836"><enum>(c)</enum><header>Allocation
		authority</header>
								<paragraph id="id347fbec36c9d463b925c2e959fae57f5"><enum>(1)</enum><header>Submission of
 cost estimates</header><text>The President shall submit to Congress detailed account, program, and project allocations to be funded under subsection (a) as part of the annual budget submission of the President.</text>
								</paragraph><paragraph id="id9403866db0374a99b6e87c6105d09877"><enum>(2)</enum><header>Alternate
		allocation</header>
									<subparagraph id="id87AE8B50ECB24D349A0C55A342FD9AC1"><enum>(A)</enum><header>In
 general</header><text>Appropriations Acts may provide for alternate allocation of amounts made available under subsection (a), including allocations by account and program.</text>
									</subparagraph><subparagraph id="id4A053ECBD4B94A37BA27516C2E0E8D63"><enum>(B)</enum><header>Allocation by
		president</header>
										<clause id="idDEF82306596D46DBA74E534EACB045BE"><enum>(i)</enum><header>No
 alternate allocations</header><text>If Congress has not enacted legislation establishing alternate allocations by the date that is 120 days after the date on which the applicable fiscal year begins, amounts made available under subsection (a) shall be allocated by the President.</text>
										</clause><clause id="id76664BEFDAB64DCAA9DD48CF487B46B1"><enum>(ii)</enum><header>Insufficient
 alternate allocation</header><text>If Congress enacts legislation establishing alternate allocations for amounts made available under subsection (a) that are less than the full amount appropriated under that subsection, the difference between the amount appropriated and the alternate allocation shall be allocated by the President.</text>
										</clause></subparagraph></paragraph><paragraph id="id0a9e087b45034f139478da37be5491d1"><enum>(3)</enum><header>Annual
 report</header><text>The President shall submit to Congress an annual report that describes the final allocation by account, program, and project of amounts made available under subsection (a), including a description of the status of obligations and expenditures.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id0F44E7FE49AC4CF89E91212BBE4B02A6"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/2003">chapter 2003</external-xref> of title 54, United States Code, is amended by striking the item relating to section 200303 and inserting the following:</text>

 access</header><text>Section 200306 of title 54, United States Code, is amended by adding at the end the following:</text> <quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="idA3207B56B45447A8997334C61436BF43" reported-display-style="strikethrough" style="OLC"> <subsection id="id632bc33fe3714c27bd66353daf32279c"><enum>(c)</enum><header>Public access</header><text>Not less than 1.5 percent of the annual authorized funding amount shall be made available each year for projects that secure recreational public access to existing Federal public land for hunting, fishing, or other recreational purposes.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body>

 </paragraph><paragraph id="id1B7BA2D2AEE04B07B2BC19C26C1A5320"><enum>(2)</enum><text>in subsection (c)—</text> <subparagraph id="idE6DB43E7ED4D4F88853982D16DDFF98C"><enum>(A)</enum><text>in paragraph (1), by striking <quote>through September 30, 2018</quote>; and</text>

 <subsection id="id478dca19-7970-4216-b5af-8670cd36d293"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For fiscal year 2019 and each fiscal year thereafter, amounts deposited in the Fund under section 200302 shall be made available for expenditure, without further appropriation or fiscal year limitation, to carry out the purposes of the Fund (including accounts and programs made available from the Fund under the Consolidated and Further Continuing Appropriations Act, 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/113/235">Public Law 113–235</external-xref>)).</text>
							</subsection><subsection id="idd67285a0-bb68-45a5-ad67-db2f7ffb6f60"><enum>(b)</enum><header>Additional

			</subsection></section><section changed="added" committee-id="SSEG00" id="idE431B61BC82340329302D246F87B07D4" reported-display-style="italic"><enum>3.</enum><header>Report</header>
 <subsection id="id78A6CFEE38594B5A9BC3EC0DE69899EB"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, and every year thereafter, the Secretary of the Interior and the Secretary of Agriculture shall jointly submit to Congress a report that describes the amounts from the Land and Water Conservation Fund established under section 200302 of title 54, United States Code (referred to in this section as the <quote>Fund</quote>), that were expended in each State in the previous year.</text>
 </subsection><subsection id="id8A048FBA0566439BA4770A34A162E026"><enum>(b)</enum><header>Requirement</header><text>The report under subsection (a) shall include a breakdown of all programs and activities for which amounts were expended in a State, including—</text>
 <paragraph id="id94F0F3634C6442729A82B4A41F67EDB0"><enum>(1)</enum><text>Federal land acquisitions;</text> </paragraph><paragraph id="id90D5D3755EBC42A2964410CEDFCD0A9C"><enum>(2)</enum><text>State grants, including competitive State grants; and</text>
 </paragraph><paragraph id="id835EE71F1645474A9A3F04841A72759B"><enum>(3)</enum><text>all other programs and activities that use amounts from the Fund.</text></paragraph></subsection></section></legis-body><endorsement><action-date>December 4, 2018</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
