			 engagement, enhance national unity, and foster a sense of shared sacrifice
			 by helping young Americans participate in national service, and for other
			 purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="HA5F29198582B4648900E2852864C5874" style="OLC">
 <section id="H4236FEA1CCB743758E520006C7B65BA7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>21st Century American Service Act</short-title></quote>.</text> </section><section id="HB93410338C064D3991CBE3EA8BE1CDA8"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Section 2(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12501">42 U.S.C. 12501(a)</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H2F5071B07F694A4596B5B5DF67AC10B6" style="OLC">
 <paragraph id="H540E77CBD5B04E728B6C159F31240CE3"><enum>(7)</enum><text display-inline="yes-display-inline">The number of Americans applying to participate in national service programs each year significantly exceeds the number of available positions, depriving hundreds of thousands of Americans from participating in national and community service.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4CC2C629F82F4FD5A409A7A4F60E1BD8"><enum>(8)</enum><text display-inline="yes-display-inline">By dramatically lowering the barriers to participating in national service and expanding the network of quality volunteer opportunities, the United States can address important national priorities and promote a sense of shared purpose among the citizenry, at a time when less than one percent of Americans are serving as members of the Armed Forces.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6BA45F4CEBD14164832AF6F20F6378EC"><enum>3.</enum><header>Exclusion from gross income of AmeriCorps educational awards</header>
 <subsection id="H1F489EE4ACA74CF4AF7FB4B6D4FDBD47"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/117">Section 117</external-xref> of the Internal Revenue Code of 1986 (relating to qualified scholarships) is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H55A266B69A8140F6A4BC3D8BE7BC43E9" style="OLC">
 <subsection id="H6AD0ACB3017044CCA51B5C030560A53B"><enum>(e)</enum><header>AmeriCorps Educational Awards</header><text display-inline="yes-display-inline">Gross income shall not include any national service educational award described in subtitle D of title I of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12601">42 U.S.C. 12601</external-xref> et seq.).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HEBD340FA99C2439E816411019EAC1FB5"><enum>(b)</enum><header>Effective Date</header><text display-inline="yes-display-inline">The amendment made by this section shall apply to taxable years ending after the date of the enactment of this Act.</text>
			</subsection></section><section id="id5D3877FE2E7F415FAB21DC34D3283BCF"><enum>4.</enum><header>Income tax exclusion for living allowance</header>
 <subsection id="idD45E7B6A1A484F2CBECC46912CCD7028"><enum>(a)</enum><header>In general</header><text>Part III of subchapter B of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after section 139G the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="idA8FB6F2A72DD42DE9D176E09DC93416E" style="OLC">
 <section id="id012A42442D7A4DE8AA8CD7A1B403E43D"><enum>139H.</enum><header>Living allowance for national service participants</header><text display-inline="no-display-inline">Gross income does not include the amount of any living allowance provided under section 140 of the National and Community Service Act of 1990.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id1F01C3654958476D9C59F5EE16397079"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for part III of subchapter B of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after the item relating to section 139G the following new item:</text>
				<quoted-block id="id8d09ff23-34b6-472a-bbf3-9e4a926dbc3c" style="OLC"><toc><toc-entry idref="id012A42442D7A4DE8AA8CD7A1B403E43D" level="section">Sec. 139H. Living allowance for national service participants.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idBE2E4B261A3B4884AD39F4635B3EAE97"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to taxable years beginning after the date of the enactment of this Act.</text>
			</subsection></section><section id="ide75bc154bfc04fc5a275bdea39fec0e5"><enum>5.</enum><header>21st Century National Service Program</header>
 <subsection id="ided103e2498e340e5804ef5670cf2de31"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="idef8476b2681941d8b96f656adef2cf85"><enum>(1)</enum><header>Corporation</header><text>The term <term>Corporation</term> has the meaning given the term in section 101 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12511">42 U.S.C. 12511</external-xref>).</text>
 </paragraph><paragraph id="id766AF5DFB5844243BF31B44A668F27C7"><enum>(2)</enum><header>Eligible individual</header><text>The term <term>eligible individual</term> means an individual who is eligible for a national service program.</text> </paragraph><paragraph id="id7a8dd9a2a51d47a0a2023504124c13b3"><enum>(3)</enum><header>National service program</header><text>The term <term>national service program</term> means a voluntary civilian national service program authorized under the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12501">42 U.S.C. 12501</external-xref> et seq.) or the Domestic Volunteer Service Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4950">42 U.S.C. 4950</external-xref> et seq.).</text>
				</paragraph></subsection><subsection id="id6AF3D30AED7D49C89E63390FD59F3252"><enum>(b)</enum><header>Program established</header>
 <paragraph id="id71D582ADA75F43528008299B4E92F8FD"><enum>(1)</enum><header>In General</header><text>The Corporation shall develop a plan to establish a 21st Century National Service Program to ensure that each eligible individual who applies to serve in a national service program will be provided an opportunity to serve in such program.</text>
 </paragraph><paragraph id="HF4F0DAE9ECCC4B3BAF6D47F7F107F06E"><enum>(2)</enum><header>Development of the program</header><text>In developing the 21st Century National Service Program, the Corporation shall—</text>
 <subparagraph id="id2BF8CCC92CEB4FC9B1F63E8D3CE4DBC2"><enum>(A)</enum><text>determine how the Corporation will work with Federal or State agencies and other entities to—</text>
 <clause id="H592B8085B9AF4C6AB624C230BAAE9784"><enum>(i)</enum><text>contact each eligible individual upon such individual’s 17th birthday to notify the individual about—</text>
 <subclause id="H839FAA4A415F4B8FA679684ED8AC22F1"><enum>(I)</enum><text>the individual’s eligibility for national service programs;</text> </subclause><subclause id="HECE0E1A471A44CE0B4FB321505C2B8E3"><enum>(II)</enum><text>such national service programs and how to register for a specific program;</text>
 </subclause><subclause id="H6BF5A9A2E7014C76AA5B00C03C2962C6"><enum>(III)</enum><text display-inline="yes-display-inline">other service programs for which the individual may be eligible, including the Peace Corps (as established by the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2501">22 U.S.C. 2501</external-xref> et seq.)) and military service; and</text>
 </subclause><subclause id="HF355D49FE5ED4EECBB53C01B5AF8DAED"><enum>(IV)</enum><text>the individual’s option to opt-out of receiving any notifications, or just notifications in a paper format, under clause (ii); and</text>
 </subclause></clause><clause id="H4F65D4FF4E204B36ACE312E9789221CE"><enum>(ii)</enum><text display-inline="yes-display-inline">after contacting an eligible individual under clause (i), notify the eligible individual every 2 years thereafter of the information described in subclauses (I) through (IV) of clause (i), unless—</text>
 <subclause id="HF96AA59E3B424A5FB34987B07343C431"><enum>(I)</enum><text>the individual is serving in a national service program; or</text> </subclause><subclause id="HE2AED402B3574C08A22420A21A0E39E9"><enum>(II)</enum><text>the individual has opted out of receiving such notifications under clause (i)(IV); and</text>
 </subclause></clause></subparagraph><subparagraph id="id531BE6BE9A2F4E72AF99B67FAFD82B63"><enum>(B)</enum><text>determine how the Corporation will enable eligible individuals to register for a specific national service program and ensure that such registration process is the most effective process for the purpose of registering for such a program.</text>
					</subparagraph></paragraph><paragraph id="HB86CB92B49DB442EB41E27B2DA872940"><enum>(3)</enum><header>Strategic plan</header>
 <subparagraph id="id5806FEFAD5104E4ABA3443D3C677D5AA"><enum>(A)</enum><header>Plan for implementation</header><text>The Corporation shall develop a strategic implementation plan to fully implement the 21st Century National Service Program, which shall include—</text>
 <clause id="idEE1CCEB86C29496B9CB2F8B12D6F8571"><enum>(i)</enum><text>concrete timelines and milestones for an effective and phased implementation; and</text>
 </clause><clause id="id407BF0AD80C24381B57680F777EF8899"><enum>(ii)</enum><text>beginning the notification under paragraph (2)(A)(i) not later than 1 year after the date of enactment of this Act, to the greatest extent practicable.</text>
 </clause></subparagraph><subparagraph id="H1129FE59C4B94D2E85BF4BC2240B5B31"><enum>(B)</enum><header>Publication</header><text>The Corporation shall publish on the website of the Corporation the information described in this paragraph.</text>
 </subparagraph></paragraph><paragraph id="id83216fdae83848a6bd490a198c6e4d4d"><enum>(4)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Corporation such sums as are necessary to carry out this section.</text>
				</paragraph></subsection></section><section id="idB4D55E49798D41EA8092924793F25F15"><enum>6.</enum><header>Living allowance amounts</header>
 <subsection id="idCD492803D0A24277A891736B5C0112C1"><enum>(a)</enum><header>Domestic Volunteer Service Act of 1973</header><text display-inline="yes-display-inline">Section 105(b) of the Domestic Volunteer Service Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4955">42 U.S.C. 4955(b)(2)</external-xref>) is amended—</text> <paragraph id="idAE26A492D02D4E7DB4AEA3B731BDFE98"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
 <subparagraph id="idACE40B14B4C345EB88D8867D4E7FF18E"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>95 percent</quote> and inserting <quote>150 percent</quote>; and</text> </subparagraph><subparagraph id="idDD5241EBEDA841FE8542C0D11718FF9E"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>105 percent</quote> and inserting <quote>210 percent</quote>; and</text>
 </subparagraph></paragraph><paragraph id="id4506A95859F0464993DB2D9F7FE51C4D"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id0B913F1EF56D4903BC15CF1C858FC28E" style="OLC"> <paragraph id="id4F8A68CBA10C42DC80E35C6EF7890495"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id94DB0CCFD8124279871E19DA9A69F1C7"><enum>(A)</enum><text>A stipend or allowance under this subsection shall not be increased as a result of amendments made by the <short-title>21st Century American Service Act</short-title>, or any other amendment made to this subsection unless the funds appropriated for carrying out this part are sufficient to maintain for the fiscal year in question a number of participants to serve under this part at least equal to the number of such participants serving during the preceding fiscal year.</text>
 </subparagraph><subparagraph id="id9492DEB16F724D688C95F04868A11634" indent="up1"><enum>(B)</enum><text>In the event that sufficient appropriations for any fiscal year are not available to increase any such stipend or allowance provided to the minimum amount specified in paragraph (2), the Director shall increase the stipend or allowance to such amount as appropriations for such year permit consistent with subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="idADF0E005733D43EDB0477E5CE4953187"><enum>(b)</enum><header>National and Community Service Act of 1990</header><text>Section 189 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12645c">42 U.S.C. 12645c</external-xref>) is amended—</text> <paragraph id="idAF5EF95AB2BE412198EB6A00BE5E214A"><enum>(1)</enum><text>in subsection (a), by striking <quote>$18,000</quote> and inserting <quote>$28,244</quote>;</text>
 </paragraph><paragraph id="idEAE899DFCA3D4E30AB85A67A0A13AE3D"><enum>(2)</enum><text>in subsection (e)(1), by striking <quote>$19,500</quote> and inserting <quote>$39,000</quote>; and</text> </paragraph><paragraph id="idBE341D28798A44ADA388E95498E62459"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id28F6DC29F765433490A22514FFA341BF" style="OLC">
 <subsection commented="no" id="id4F0AE974D1734FDDA52CE48F7EF69DD0"><enum>(f)</enum><header>Insufficient appropriations</header><text>Notwithstanding the increased limitation on grant amounts per full-time equivalent position described in subsection (a) and the increased limitation described in subsection (e)(1) as a result of amendments made by the <short-title>21st Century American Service Act</short-title>, or any other amendment made to this section, the amount of funds per full-time equivalent position approved by the Corporation for a grant, as described in those subsections, shall not be increased unless the funds appropriated for carrying out this subtitle are sufficient to make such increase while maintaining for the fiscal year in question a number of approved national service positions at least equal to the number of such positions during the preceding fiscal year.</text></subsection><after-quoted-block>. </after-quoted-block></quoted-block>
 </paragraph></subsection></section><section id="id10A8A4546DCB4B9394FC7FA286FD780B"><enum>7.</enum><header>Educational award amounts</header><text display-inline="no-display-inline">Section 147(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12603">42 U.S.C. 12603(a)</external-xref>) is amended—</text>
 <paragraph id="idC42F442652E64B099E5976020D6E1EF4"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>Except as provided</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id926C807BCF0F4189901DF79E55F9D555" style="OLC"> <paragraph id="id25D3C650ACD54D60A5689062AC6D456B"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">Except as provided</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </paragraph><paragraph id="id9082B10CE64A4A90A58419D34E892267"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting <quote>twice</quote> before <quote>the maximum amount of a Federal Pell Grant</quote>; and</text> </paragraph><paragraph id="id77A7A279D2504721B6C46B50BD305080"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idCF5030C9B8614A4683C4693FC4B170BD" style="OLC">
					<paragraph id="id2F23997C5A4944D7A0D8A235DF200EFC"><enum>(2)</enum><header>Insufficient appropriations</header>
 <subparagraph id="idC2D687532C4D42E3A52469CC7E392780"><enum>(A)</enum><header>No increase in educational award</header><text>Notwithstanding paragraph (1), the national service educational award under this subsection shall not be increased as a result of amendments made by the <short-title>21st Century American Service Act</short-title>, or any other amendment made to this subsection, unless the funds appropriated for carrying out this subtitle are sufficient to maintain for the fiscal year in question a number of such national service educational awards that is at least equal to the number of such awards during the preceding fiscal year.</text>
 </subparagraph><subparagraph id="idB9A7E609811D4B11949652C2B4DEAFD7"><enum>(B)</enum><header>Limited increase in educational award</header><text>In the event that sufficient appropriations for any fiscal year are not available to increase any such national service educational award provided to the amount specified in paragraph (1), the amount of such award shall be increased to such amount as appropriations for such year permit consistent with subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="id2C35690F71DB46F99A231560A02A82E1"><enum>8.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 501(a)(2) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12681">42 U.S.C. 12681(a)(2)</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="id6AA7638200DB45B4AC519284451F8452" style="OLC">
				<paragraph id="idEF8CECEAC4D349CC97ACC18DBC7CA92F"><enum>(2)</enum><header>Subtitles c and d</header>
 <subparagraph id="idBABCE1A5FEFD44599DF5823078AC43EE"><enum>(A)</enum><header>In general</header><text>There are authorized to be appropriated, for each fiscal year, such sums as may be necessary to provide financial assistance under subtitle C of title I and to provide national service educational awards under subtitle D of title I for—</text>
 <clause id="id60237F5B47A843C99B15BF00B72A3CFF"><enum>(i)</enum><text>the number of positions specified in section 121(f)(1) for such fiscal year, if that number is so specified for that fiscal year; or</text>
 </clause><clause id="id9D5E876CA346449A9E3C4D4989EEF00D"><enum>(ii)</enum><text>otherwise, the number of positions specified in section 121(f)(1) for the most recent fiscal year.</text> </clause></subparagraph><subparagraph id="id0C52B2BC166045B98B9429CD6F74306D"><enum>(B)</enum><header>Maintaining positions and awards</header><text>For the purpose of authorizing appropriations under subparagraph (A) for a fiscal year, there are authorized to be appropriated—</text>
 <clause id="idB4F89A46F65345FA9005CBD5AC7336E2"><enum>(i)</enum><text>for supporting (including providing living allowances for) approved national service positions, an amount sufficient to ensure that the amendments made by section 6 of the <short-title>21st Century American Service Act</short-title> may be carried out, while supporting the number of positions determined under subparagraph (A) for the fiscal year involved; and</text>
 </clause><clause id="id467DB5A72B644BBCB095AF5DFA6C510A"><enum>(ii)</enum><text>for funding the national service educational awards associated with those positions, an amount sufficient to ensure that the amendments made by section 7 of the <short-title>21st Century American Service Act</short-title> may be carried out.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
