		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title; references</header>
 <subsection id="idBC9987C3CDA941A0812210D654FC9244"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Museum and Library Services Act of 2018</short-title></quote>.</text>
 </subsection><subsection id="id8CFC95FB930B496BBAC13C48CCB36CFC"><enum>(b)</enum><header>References</header><text>Except as otherwise expressly provided, whenever in this Act an amendment or repeal is expressed in terms of an amendment to, or repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of the Museum and Library Services Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9101">20 U.S.C. 9101</external-xref> et seq.).</text>
 </subsection></section><section id="idE0ACFD0973AB45E0B6E82400193EC452"><enum>2.</enum><header>General definitions</header><text display-inline="no-display-inline">Section 202 (<external-xref legal-doc="usc" parsable-cite="usc/20/9101">20 U.S.C. 9101</external-xref>) is amended—</text> <paragraph id="idB7BC383108494A40BF9CAA997F4275FE"><enum>(1)</enum><text>in paragraph (2), by striking <quote>means the skills associated with using technology to enable users to find, evaluate, organize, create, and communicate information.</quote> and inserting “means the skills associated with—</text>
				<quoted-block display-inline="no-display-inline" id="idB24160C0759A44ADBBD05414913F9EE9" style="OLC">
 <subparagraph id="id05B82F5826A4480BA200633489932F29"><enum>(A)</enum><text>using technology to enable users to find, evaluate, organize, create, and communicate information; and</text>
 </subparagraph><subparagraph id="idEB9A5764F7F54C6EAB8A1B5D86929247"><enum>(B)</enum><text>developing digital citizenship and the responsible use of technology.</text></subparagraph><after-quoted-block>; <added-phrase reported-display-style="italic">and</added-phrase></after-quoted-block></quoted-block> </paragraph><paragraph id="idE0801CCEDC5A4377822DDEC524E607BE"><enum>(2)</enum><text>in paragraph (5), by striking <quote>by the Secretary of the <deleted-phrase reported-display-style="strikethrough">Interior</deleted-phrase><added-phrase reported-display-style="italic">Interior</added-phrase></quote><added-phrase reported-display-style="italic">.</added-phrase><deleted-phrase reported-display-style="strikethrough">;</deleted-phrase></text>
 </paragraph><paragraph changed="deleted" id="id55529D7945E145918F30F6CD34E012EB" reported-display-style="strikethrough"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (7) and (8) as paragraphs (8) and (9), respectively; and</text> </paragraph><paragraph changed="deleted" id="idA81D43F6FE71460984D6DC7B325397F5" reported-display-style="strikethrough"><enum>(4)</enum><text>by inserting after paragraph (6) the following:</text>

 <paragraph id="id88AF90167E7C4A53839FA2F8C49DAFFD"><enum>(7)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> means an institution of higher education as defined under section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idF89DFB6075C646659686C6F874E5C164"><enum>3.</enum><header>Director of the Institute</header><text display-inline="no-display-inline">Section 204 (<external-xref legal-doc="usc" parsable-cite="usc/20/9103">20 U.S.C. 9103</external-xref>) is amended—</text> <paragraph id="id1CECE02262AB4AF3B1976978C896382E"><enum>(1)</enum><text>in subsection (a)(2), by inserting <quote>, except that if a successor to the Director has not been appointed by the President, by and with the advice and consent of the Senate, as of the date of expiration of the Director’s term, the Director <deleted-phrase reported-display-style="strikethrough"></deleted-phrase>may serve <deleted-phrase reported-display-style="strikethrough">for not more than 1 additional year until a successor has been appointed and confirmed under paragraph (1)</deleted-phrase> <added-phrase reported-display-style="italic">for not more than 1 additional year or until a successor is appointed and confirmed, whichever is earlier</added-phrase></quote><deleted-phrase reported-display-style="strikethrough"> before</deleted-phrase> <added-phrase reported-display-style="italic">before</added-phrase> the period;</text>
 </paragraph><paragraph id="id54C8BB0221454A78A42CE7C99CED5668"><enum>(2)</enum><text>in subsection (f)—</text> <subparagraph id="id2A6C604E1FC5427BAECEFD27D13188FA"><enum>(A)</enum><text>by striking paragraph (1) and inserting the following:</text>

 <paragraph id="idaf0d97b092bc47e9a6dac46992961370"><enum>(1)</enum><text>programs and activities under the Elementary and Secondary Education Act of 1965 (including programs and activities under subparts 2 and 3 of part B of title II, and parts A and B of title IV, of such Act);</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="id9857250F63A244798759BD3F50AD7A96"><enum>(B)</enum><text>by striking paragraph (4) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="idDE85147DFB5746ABB6F976CC787D4FF2" style="OLC"> <paragraph id="idD4421E2E5D314AFEAA2136F7CC1AFE90"><enum>(4)</enum><text>Federal programs and activities that increase the capacity of libraries and museums to act as partners in supporting economic and community development, providing education and research, improving digital literacy skills, strengthening financial literacy and other types of literacy skills, and enhancing public safety and health awareness.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id4BD432739E05474498C4869C3326348F"><enum>(3)</enum><text>in subsection (g)—</text> <subparagraph id="id918DBE10D7F44B6184F17CD7BE0CE489"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking “Humanities, and the Director of the Office of Management and Budget,” and inserting “Humanities, the Director of the Office of Management and Budget, the Secretary of Commerce, the Secretary of Veterans Affairs, the Secretary of Defense, the Secretary of Homeland Security, the Secretary of Agriculture, the Chief Executive Officer of the Corporation for National and Community Service, the Librarian of Congress, the Archivist of the United States, and the Director of the United States Government Publishing Office,”;</text>
 </subparagraph><subparagraph id="idA12EB2E279EA42F7A9C6B3B23833A965"><enum>(B)</enum><text>by striking paragraph (1) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id2D4348725EDB49DB80028249A4949B7C" style="OLC"> <paragraph id="id50CBA4A3EC7A45BA8E94FD112FE3E7D4"><enum>(1)</enum><text>initiatives, materials, technology, or research to support education, workforce development, economic and business development, and related activities and services undertaken by libraries;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="id46D90196E2E1415387B56A05E48D74FA"><enum>(C)</enum><text>in paragraph (3), by striking <quote>or technology</quote> and inserting <quote>technology, or research</quote>.</text> </subparagraph></paragraph></section><section id="id1AA6D91FD6C44EAA862D6EE7289D9C76"><enum>4.</enum><header>National Museum and Library Services Board</header><text display-inline="no-display-inline">Section 207(b) (<external-xref legal-doc="usc" parsable-cite="usc/20/9105a">20 U.S.C. 9105a(b)</external-xref>) is amended—</text>
 <paragraph id="id482A3D72BF074BAABF10D43220A08715"><enum>(1)</enum><text>in paragraph (2)(A)(i)(II), by inserting <quote>, including rural communities</quote> after <quote>underserved communities</quote>;</text> </paragraph><paragraph id="idE04F89A0C1B0472B822A6C36A1A55F98"><enum>(2)</enum><text>in paragraph (3), in the first sentence—</text>
 <subparagraph id="idAC11ABF79D1B4005981D2F7AE8686674"><enum>(A)</enum><text>by inserting <quote>, and the needs of,</quote> after <quote>persons from</quote>; and</text> </subparagraph><subparagraph id="idFC8A394324E046CCAA392554EF1DB517"><enum>(B)</enum><text>by inserting <quote>, including rural areas</quote> after <quote>United States</quote>;</text>
 </subparagraph></paragraph><paragraph id="id91A21111D46F494EBC2E42D3B27A7B30"><enum>(3)</enum><text>in paragraph (4), by striking <quote>and the Deputy Director of the Office of Museum Services</quote> and inserting “the Deputy Director of the Office of Museum Services, and the General Counsel of the Institute”;</text>
 </paragraph><paragraph id="id85DA37BA35BE4068BEB96DFAF6061D2D"><enum>(4)</enum><text>by redesignating subsections (f) through (i) as subsections (g) through (j), respectively; and</text> </paragraph><paragraph id="id6C200082C3C9401392B5E620E7AFFCBE"><enum>(5)</enum><text>by inserting after subsection (e) the following:</text>

 <subsection id="ida1cbc2d14b834a2a961649a4adb84295"><enum>(f)</enum><header>Secretary</header><text>The General Counsel of the Institute shall serve as Secretary of the Museum and Library Services Board.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idFC9163DDE3A44CD9BB086C76C3BFBCB9"><enum>5.</enum><header>Policy research, data collection, analysis and modeling, evaluation, and dissemination</header><text display-inline="no-display-inline">Section 210 (<external-xref legal-doc="usc" parsable-cite="usc/20/9108">20 U.S.C. 9108</external-xref>) is amended—</text> <paragraph id="id9d649c5f617747619256c20baf690688"><enum>(1)</enum><text>by striking the section heading and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9F12F3322A0E420487F8B601F1DD1B12" style="OLC">
					<section id="id2CACEE2FE2B64F3883EA5E0EE394B7D7"><enum>210.</enum><header>Policy research, data collection, analysis and modeling, evaluation, and dissemination</header></section><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idEEEB49BDC0AD458AB10563D3664B98A6"><enum>(2)</enum><text>by redesignating subsection (f) as subsection (g);</text> </paragraph><paragraph id="id331d6c1ac2f843b0af2124397e8e072c"><enum>(3)</enum><text>by striking subsections (a) through (e) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id60A58895C9664CBEA53C02810F186BD0" style="OLC">
 <subsection commented="no" id="id6cd0f2efb31c4015b6c580bd1d2c3857"><enum>(a)</enum><header>In general</header><text>The Director shall regularly support and conduct, as appropriate, policy research, data collection, analysis and modeling, evaluation, and dissemination of information to extend and improve the Nation’s museum, library, and information services.</text>
 </subsection><subsection commented="no" id="id38afda17fddc44d6ae666edadefe6dfb"><enum>(b)</enum><header>Objectives</header><text>The objectives of the policy research, data collection, analysis and modeling, evaluation, and dissemination of information carried out under this section include the following:</text>
 <paragraph commented="no" id="ide40ef4a3059b4b4e880f0c0a6c0305e7"><enum>(1)</enum><text>To enhance and expand the capacity of museums, libraries, and information services to anticipate, respond to, and meet the evolving needs of communities and the public, including by identifying trends and developments that may impact the need for and delivery of services.</text>
 </paragraph><paragraph commented="no" id="iddb59b68ab4fe4579929f2f6d505da5c2"><enum>(2)</enum><text>To provide information and data on the role, value, and impact of museum, library, and information resources, including the identification of trends and potential gaps in the availability and use of museum and library services by their communities and the public.</text>
 </paragraph><paragraph commented="no" id="idb76bdf54224d4067963550744678bd02"><enum>(3)</enum><text>To measure the effectiveness of museums, libraries, and information services throughout the United States, including the impact of Federal programs authorized under this Act.</text>
 </paragraph><paragraph commented="no" id="idc62d5c3b2e004bb5a8467835ad11befd"><enum>(4)</enum><text>To identify indicators and outcomes that can be used to create enhancements to the efficiency and efficacy of museum, library, and information services.</text>
 </paragraph><paragraph commented="no" id="id6ae8410614e8465f9d67f804829ac295"><enum>(5)</enum><text>To promote advancement and growth in museum, library, and information services through sharing of best practices and effective strategies in order to better serve the people of the United States.</text>
 </paragraph><paragraph commented="no" id="id19b20ed698c342ff8cbe3980c6a332fa"><enum>(6)</enum><text>To facilitate planning for, and building of, institutional capacity in order to improve—</text> <subparagraph commented="no" id="idBE49C02CC0A240E980DA1ED5DEE0B48B"><enum>(A)</enum><text>museum, library, and information services at the national, State, local, and regional levels; and</text>
 </subparagraph><subparagraph commented="no" id="idD4093DE33FE74E6BBB7D7E59DC39C009"><enum>(B)</enum><text>international communications and cooperative networks.</text> </subparagraph></paragraph><paragraph commented="no" id="id3a9220d6c9f0457ea5cf5cf298523e60"><enum>(7)</enum><text>To support and enhance collaborative professional networks and consortia that use shared, meaningful, and actionable data analysis and modeling to advance museum, library, and information services and address community needs.</text>
 </paragraph></subsection><subsection commented="no" id="id54e47b14ede4470fb6e555e632960f10"><enum>(c)</enum><header>Authority To contract and enter into other arrangements</header><text>The Director is authorized to enter into grants, contracts, cooperative agreements, and other arrangements with Federal agencies, public and private organizations, and other entities with expertise the Director determines appropriate, to further the objectives described in subsection (b) and to carry out the responsibilities under subsection (f).</text>
 </subsection><subsection commented="no" id="idd076ae35ec2a4e6da8db3bf26517adff"><enum>(d)</enum><header>Consultation and public engagement</header><text>In carrying out subsection (a) and in furtherance of the objectives described in subsection (b), the Director—</text>
 <paragraph commented="no" id="id526AD4CF7FE9467EB2CB31B5CE384895"><enum>(1)</enum><text>shall conduct ongoing collaboration (as determined appropriate by the Director) and consult with—</text> <subparagraph commented="no" id="id97dcd5a41f1c4f4da1c71db69ebd9f4d"><enum>(A)</enum><text>State library administrative agencies; and</text>
 </subparagraph><subparagraph commented="no" id="id9773058430ca4c3d86c96518ca886943"><enum>(B)</enum><text>National, State, tribal, and regional museum and library organizations; and</text> </subparagraph></paragraph><paragraph commented="no" id="id52683fea97b64e4a9b0706599c9ffb7c"><enum>(2)</enum><text>may also collaborate or consult with—</text>
 <subparagraph commented="no" id="id50A0E9B078294975BF110B45EF33AB19"><enum>(A)</enum><text>cooperative networks of geographic- or discipline-based museums and libraries; and</text> </subparagraph><subparagraph commented="no" id="id6590fefcd99f40fb8c5a4ecd75437f32"><enum>(B)</enum><text>other applicable agencies, organizations (including international organizations), entities (including entities with expertise in the fields of data collection, analysis and modeling, and evaluation), and community stakeholders.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" id="id99af41d5a03646e5a74592e1d91a6af4"><enum>(e)</enum><header>Assistance to museums and libraries</header><text>The Director shall provide technical support and assistance (and other resources, to the extent practicable) to ensure consistency in data reporting and help the museum and library fields with meeting the objectives of this section.</text>
					</subsection><subsection commented="no" id="idfde8e3ea93644ea499259b88097e8443"><enum>(f)</enum><header>Dissemination</header>
 <paragraph commented="no" id="id2cf815c5d7ff4d69afc6e3d60d4f1efe"><enum>(1)</enum><header>In general</header><text>Each year, the Director shall widely disseminate, as appropriate to further the objectives described in subsection (b)—</text>
 <subparagraph commented="no" id="id57170a172f294d128f0b72939266a05a"><enum>(A)</enum><text>the results, data, reports, findings, studies, surveys, and other information obtained under this section;</text>
 </subparagraph><subparagraph commented="no" id="id7d334a06a6d64f45b38e5ea31a797959"><enum>(B)</enum><text>the means and approaches by which the objectives described in subsection (b) were accomplished; and</text> </subparagraph><subparagraph commented="no" id="id9006767ADAC94BD79D2451EC29CB42C4"><enum>(C)</enum><text>information regarding the manner and extent to which collaboration and consultation were conducted, as required by subsection (d).</text>
 </subparagraph></paragraph><paragraph commented="no" id="ide57771c4bca84cbbbf580677e27a7603"><enum>(2)</enum><header>Formats to be used</header><text>The information described in paragraph (1) shall be shared in formats that facilitate access and ease of use and are searchable.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" id="id5C78CCE3AC6C46D599B4EF9785E2F37B"><enum>(4)</enum><text>in subsection (g)(1), as redesignated by paragraph (2)—</text> <subparagraph commented="no" id="id476E8CBCB1D341419859D8406FCF9376"><enum>(A)</enum><text>by striking <quote><added-phrase reported-display-style="italic">fiscal year</added-phrase> 2011</quote> and inserting <quote><deleted-phrase reported-display-style="strikethrough">2018 </deleted-phrase> <added-phrase reported-display-style="italic">each of the fiscal years 2020 through 2025</added-phrase></quote>; and</text>
 </subparagraph><subparagraph commented="no" id="id3E9887E12B6545D08C7F42E133CC166C"><enum>(B)</enum><text>by striking <quote><added-phrase reported-display-style="italic">and such sums as may be necessary for each of the fiscal years</added-phrase> 2012 through 2016</quote> <deleted-phrase reported-display-style="strikethrough">and inserting <quote>2019 through 2023</quote></deleted-phrase>.</text>
 </subparagraph></paragraph></section><section id="id5BEC0B3062F043F2ABEB5A4AFB425829"><enum>6.</enum><header>Administrative funds</header><text display-inline="no-display-inline">Section 210C (<external-xref legal-doc="usc" parsable-cite="usc/20/9111">20 U.S.C. 9111</external-xref>) is amended—</text> <paragraph id="idABF1322890734661943B5FBA10E2D0A1"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>a total of 7 percent of the funds</quote> and inserting <quote>$17,000,000 of the total funds</quote>; and</text>
 </paragraph><paragraph changed="added" id="idE46524449B164899A2D26BDB57047A7D" reported-display-style="italic"><enum>(2)</enum><text>by striking <quote>sections 210(f), 214, and 275</quote> and inserting <quote>sections 210(g), 214, and 276</quote>.</text> </paragraph><paragraph changed="deleted" id="idE1789E226D6E48DCAE857EE5528A8583" reported-display-style="strikethrough"><enum>(2)</enum><text>by striking <quote>sections 210(f)</quote> and inserting <quote>sections 210(g)</quote>.</text>
 </paragraph></section><section id="idAEF0403453A647DEB9E93DDE5EC220A7"><enum>7.</enum><header>Purpose relating to library services and technology</header><text display-inline="no-display-inline">Section 212 (<external-xref legal-doc="usc" parsable-cite="usc/20/9121">20 U.S.C. 9121</external-xref>) is amended—</text> <paragraph id="id1B1D491CDA0B418AB969B04515E15157"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>, education,</quote> after <quote>library</quote>;</text>
 </paragraph><paragraph id="idAC016BBC095249169A1303E23D70F00B"><enum>(2)</enum><text>by striking paragraph (5) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id4e397bb2bd5b481da03d7a64cf078a1b" style="OLC"> <paragraph id="id167ef004ddee4bae818ae47b0e2ecd09"><enum>(5)</enum><text>to promote literacy, education, and lifelong learning, including by building learning partnerships with school libraries in our Nation's schools, including tribal schools, and developing resources, capabilities, and programs in support of <deleted-phrase reported-display-style="strikethrough">State and local</deleted-phrase> <added-phrase reported-display-style="italic">State, tribal, and local</added-phrase> efforts to offer a well-rounded educational experience to all students;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>

 </paragraph><paragraph id="id3C42EA8BEBBC40E5A1741D5062EE4947"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 274 the following:</text> <quoted-block display-inline="no-display-inline" id="id8C5309A4A7224027B321E3C55330354F" style="OLC"> <section commented="no" id="id8aa38cc7bf2d490f9ba2320236a9c5c7"><enum>275.</enum><header>21st century museum professional program</header> <subsection commented="no" id="idFE8EEC812EEA412C8D54F5E28F1D146E"><enum>(a)</enum><header>Purpose</header><text>It is the purpose of this section to develop and enhance the diverse workforce of museum professionals in order to best anticipate and serve the needs of their local communities and the public by—</text>
 <paragraph commented="no" id="idcdbd9046e76844348f104d0bda2aac25"><enum>(1)</enum><text>recruiting and educating future museum professionals from diverse and underrepresented backgrounds, including through encouraging middle or high school students and postsecondary students to pursue careers and build skills in museum services;</text>
 </paragraph><paragraph commented="no" id="id8cc0895d4c6545e0b130c043daa5f383"><enum>(2)</enum><text>developing museum leaders from diverse and underrepresented backgrounds, including by increasing the capacity of institutions that offer early career and mid-career professional development, specialized training, and leadership programs that directly relate to museum studies and management; and</text>
 </paragraph><paragraph commented="no" id="id9b58c6b855044188af0353a861be7bc9"><enum>(3)</enum><text>supporting the professional development of current museum professionals and the museum workforce to enable them to meet identified needs of their communities.</text>
 </paragraph></subsection><subsection commented="no" id="id7a56f16ed96b44a89718567635183573"><enum>(b)</enum><header>Activities</header><text>From the amounts provided under section 276, the Director may enter into arrangements, including grants, contracts, cooperative agreements, and other forms of assistance, with museums, museum consortia and associations, institutions of higher education <added-phrase reported-display-style="italic">(as defined in section 264(b))</added-phrase>, and other entities that the Director determines appropriate, for projects that further the purpose of this section, such as projects that—</text>
 <paragraph commented="no" id="ida109ddcad3a549ad8724ea8d3ecf3e1c"><enum>(1)</enum><text>increase the number of students from diverse and underrepresented backgrounds enrolled in graduate and undergraduate museum-related programs as well as other relevant programs offered through other education-focused entities, such as State and local governments, associations, and nonprofit organizations, in order to effectively prepare the students for, and retain the students in, careers in museum services;</text>
 </paragraph><paragraph commented="no" id="idd22d217c217246669afc4ec3232f9e81"><enum>(2)</enum><text>recruit future museum professionals from diverse and underrepresented backgrounds, including efforts to attract promising middle school, high school, or postsecondary students to consider careers in museum services such as through offering paid internships, mentoring, and fellowship opportunities;</text>
 </paragraph><paragraph commented="no" id="id7153f3e8db574c54a03b6899c0cd7b1d"><enum>(3)</enum><text>develop new or enhance current professional development and retention programs for museum professionals and the museum workforce, including through mid-career skill-building, mentoring, and fellowships, and by supporting the development of local and regional networks for those who may not have easy access to such opportunities; and</text>
 </paragraph><paragraph commented="no" id="idb64902d107904194ad7fbcab1eba24f2"><enum>(4)</enum><text>support and conduct research, needs assessments, pilot programs, and evaluation of education and professional development programs to explore successful approaches that can successfully recruit, prepare, educate, and retain the next generation of museum professionals.</text>
 </paragraph></subsection><subsection commented="no" id="iddfd7c99b7e7646b7a9dc4e7674faadd2"><enum>(c)</enum><header>Evaluation</header><text>The Director shall establish procedures for reviewing and evaluating arrangements supported under this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="idE4BCD34F8B884FDA94B55B7D170BF7FC"><enum>20.</enum><header>Authorization of appropriations for museum services</header><text display-inline="no-display-inline">Section 276 (<external-xref legal-doc="usc" parsable-cite="usc/20/9176">20 U.S.C. 9176</external-xref>), as redesignated by section <deleted-phrase reported-display-style="strikethrough">17</deleted-phrase> <deleted-phrase reported-display-style="strikethrough"></deleted-phrase><added-phrase reported-display-style="italic">19</added-phrase><deleted-phrase reported-display-style="strikethrough"></deleted-phrase>(1), is amended—</text>
