		<official-title>To broaden unmanned aircraft systems safety awareness, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drone Safety Enhancement Act</short-title></quote>.</text>
 </section><section id="id67DE5C92A28045669D976E5CD0934F64"><enum>2.</enum><header>Authorization of appropriations for Know Before You Fly campaign</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Administrator of the Federal Aviation Administration $1,000,000 for each of fiscal years 2019 through 2024 for the Know Before You Fly educational campaign or similar public informational efforts intended to broaden unmanned aircraft systems safety awareness.</text>
		</section><section id="id88c28eeab4cc4cb3afd24057da450698"><enum>3.</enum><header>United States counter-UAS system review of interagency coordination processes</header>
 <subsection id="id197129d1340a408cb4e1c48deb09a3f0"><enum>(a)</enum><header>In general</header><text>Not later than 60 days after that date of enactment of this Act, the Administrator of the Federal Aviation Administration (referred to in this section as the <term>Administration</term>), in consultation with government agencies currently authorized to operate Counter-Unmanned Aircraft System (C-UAS) systems within the United States (including the territories and possessions of the United States), shall initiate a review of the following:</text>
 <paragraph id="id22387925f4824feca756d47540c08c46"><enum>(1)</enum><text>The process the Administration is utilizing for interagency coordination of C-UAS activity pursuant to a relevant Federal statute authorizing such activity within the United States (including the territories and possessions of the United States).</text>
 </paragraph><paragraph id="id23698b8eaa914addb7c039d96866401e"><enum>(2)</enum><text>The standards the Administration is utilizing for operation of a C-UAS system pursuant to a relevant Federal statute authorizing such activity within the United States (including the territories and possessions of the United States), including whether the following criteria are being taken into consideration in the development of the standards:</text>
 <subparagraph id="id8ab65978f8034b6bb107e69156da87c9"><enum>(A)</enum><text>Safety of the national airspace.</text> </subparagraph><subparagraph id="id29d54fb1f3da4b88a97522b19a2a2515"><enum>(B)</enum><text>Protecting individuals and property on the ground.</text>
 </subparagraph><subparagraph id="id91279e1037924bb699b09dc3d5954198"><enum>(C)</enum><text>Noninterference with avionics of manned aircraft, and unmanned aircraft, operating legally in the national airspace.</text>
 </subparagraph><subparagraph id="id6160b1deef814b57b6ef2fac4de01163"><enum>(D)</enum><text>Noninterference with air traffic control systems.</text> </subparagraph><subparagraph id="idc7388c086ee04709b2d071dc141302d2"><enum>(E)</enum><text>Consistent procedures in the operation of C-UAS systems to the maximum extent practicable.</text>
 </subparagraph><subparagraph id="ideb5ec3bbd59845e39d53a73c8e4c7efe"><enum>(F)</enum><text>Adequate coordination procedures and protocols with the Federal Aviation Administration during the operation of C-UAS systems.</text>
 </subparagraph><subparagraph id="id7b3ad02b07664a9aba543169664bc565"><enum>(G)</enum><text>Adequate training for personnel operating C-UAS systems.</text> </subparagraph><subparagraph id="id399a2f75e8de4c0881c81d1581a77581"><enum>(H)</enum><text>Assessment of the efficiency and effectiveness of the coordination and review processes to ensure national airspace safety while minimizing bureaucracy.</text>
 </subparagraph><subparagraph id="id41391468f13a430990fccdb84010372a"><enum>(I)</enum><text>Such other matters the Administrator deems necessary for the safe and lawful operation of C-UAS systems.</text>
 </subparagraph></paragraph></subsection><subsection id="idce03d13a51284fc3b715d07ce2a8763c"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date upon which the review in subsection (a) is initiated, the Administrator of the Federal Aviation Administration shall submit to the Committee on Commerce, Science, and Transportation in the Senate and the Committee on Armed Services of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Armed Services of the House of Representatives a report on the Administration’s activities related to C-UAS systems, including—</text>
 <paragraph id="idb34657802056436394b5eba660d0e9bc"><enum>(1)</enum><text>any coordination with Federal agencies and States, subdivisions and States, and political authorities of at least 2 States that operate C-UAS systems; and</text>
 </paragraph><paragraph id="idea896dde780c46aa98fe7ebf50c766f4"><enum>(2)</enum><text>an assessment of the standards being utilized for the operation of a counter-UAS systems within the United States (including the territories and possessions of the United States).</text>
 </paragraph></subsection></section><section id="idfbca2507d9794c87ae3fa0ec5126e818"><enum>4.</enum><header>UAS critical infrastructure rulemaking applications for designation</header><text display-inline="no-display-inline">Section 2209 of the FAA Extension, Safety, and Security Act of 2016 (<external-xref legal-doc="usc" parsable-cite="usc/49/40101">49 U.S.C. 40101</external-xref> note) is amended—</text>
 <paragraph id="id8b4585f3d69a4e6bb2accccbd28d7521"><enum>(1)</enum><text>in subsection (b)(1)(C)(i), by striking <quote>and distribution facilities and equipment</quote> and inserting <quote>distribution facilities and equipment, and railroad facilities</quote>; and</text> </paragraph><paragraph id="ida0f39bcff8514bcc91d4deb2b3f398a0"><enum>(2)</enum><text>by adding at the end the following:</text>

					<subsection id="id05fdd12e396f4a6b887b8e16aa7490d3"><enum>(e)</enum><header>Deadlines</header>
 <paragraph id="id09981f3610cb4d2dbab481606a966f23"><enum>(1)</enum><text>Not later than March 31, 2019, the Administrator shall publish a notice of proposed rulemaking to carry out the requirements of this section.</text>
 </paragraph><paragraph id="id0c5c89ae568545579da54c728c42000d"><enum>(2)</enum><text>Not later than 12 months after publishing the notice of proposed rulemaking under paragraph (1), the Administrator shall issue a final rule.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
