			 establish a farm and ranch stress assistance network, and for other
			 purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Facilitating Accessible Resources for Mental health and Encouraging Rural Solutions For Immediate Response to Stressful Times Act</short-title></quote> or the <quote><short-title>FARMERS FIRST Act</short-title></quote>.</text>
		</section><section id="idFECFD068446E4D80B737B820238A6B2A"><enum>2.</enum><header>Farm and ranch stress assistance networks</header>
 <subsection id="idBAD0742917CE437984D5C4DF35C4D40F"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text> <paragraph id="ida8880cd063d140fe8e8623b4992b8e67"><enum>(1)</enum><text>agricultural work continues to be—</text>
 <subparagraph id="id30A7420EE7564DA28F5FA477A4CAFFD0"><enum>(A)</enum><text>highly stressful;</text> </subparagraph><subparagraph id="id00ED8A50988C48A98BA844B8301E3E91"><enum>(B)</enum><text>characterized by uncertainty; and</text>
 </subparagraph><subparagraph id="id11A4767997BE4F30B1764A8AF06DDCDF"><enum>(C)</enum><text>subject to—</text> <clause id="id3FAF8B8D0D3B47D59965132734138558"><enum>(i)</enum><text>changing market conditions;</text>
 </clause><clause id="idD6C3F69F88CC42EF85C62577E2CD5F42"><enum>(ii)</enum><text>the unpredictable nature of weather; and</text> </clause><clause id="id0EB69F3E79EF46D1A71E711FB55FA0D9"><enum>(iii)</enum><text>other factors beyond the control of agricultural producers;</text>
 </clause></subparagraph></paragraph><paragraph id="id76dd769743994b5288fe15bc7f629000"><enum>(2)</enum><text>individuals working in agriculture have the highest overall suicide rate among all occupations;</text> </paragraph><paragraph id="idf2f60d7bb6b043ce832b7f34d251e303"><enum>(3)</enum><text>access to behavioral health care is often limited among individuals working in agriculture due to time and geographical constraints; and</text>
 </paragraph><paragraph id="idb9a00e9225094bc985260f8934598161"><enum>(4)</enum><text>agricultural workers are in need of specialized behavioral health programs that are—</text> <subparagraph id="id8BFEC3A4BB654A5FBF59796ACBE33722"><enum>(A)</enum><text>affordable;</text>
 </subparagraph><subparagraph id="idEB38238AA29B4B1C945EAD6894E615B2"><enum>(B)</enum><text>available as needed; and</text> </subparagraph><subparagraph id="idF92FC9B7DAB6487493562ED8F6F934B3"><enum>(C)</enum><text>carried out with understanding of concerns specific to agricultural work.</text>
 </subparagraph></paragraph></subsection><subsection id="idAAA8120B420C44749917E11FBB604395"><enum>(b)</enum><header>Farm and ranch stress assistance</header><text display-inline="yes-display-inline">The National Agricultural Research, Extension, and Teaching Policy Act of 1977 is amended by inserting after subtitle I (<external-xref legal-doc="usc" parsable-cite="usc/7/3291">7 U.S.C. 3291</external-xref> et seq.) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id00464B7DFE904FAFB5AFC36502DBC0A8" style="OLC">
					<subtitle id="idDE77DDAF55D7411F8334DBA1E672FD17" style="OLC"><enum>J</enum><header>Farm and ranch stress assistance</header>
 <section id="id7E6AAA3C6FB54E9FA525CDC3DAEA4C26"><enum>1460.</enum><header>Definitions</header><text display-inline="no-display-inline">In this subtitle:</text> <paragraph id="id0951C77B06BD433685A29592927AF60C"><enum>(1)</enum><header>Affected individual</header><text>The term <term>affected individual</term> means any individual engaged, as determined by the Secretary, in—</text>
 <subparagraph id="idFE8D02AAA4F744018633A7D6DF570D57"><enum>(A)</enum><text>farming;</text> </subparagraph><subparagraph id="id743E4D809EBB4D849E9A9785DF118B98"><enum>(B)</enum><text>ranching; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1F6603BD6DED4D398E7A86937A818467"><enum>(C)</enum><text>another agriculture-related occupation.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8C61C658B0CD412D909312E519E66FCA"><enum>(2)</enum><header display-inline="yes-display-inline">Committee</header><text display-inline="yes-display-inline">The term <term>Committee</term> means the Farm and Ranch Stress Assessment Committee established under section 1461A(a).</text>
 </paragraph><paragraph id="idE553F6E38D4544D3BCFB93383D5D13A3"><enum>(3)</enum><header>National network</header><text>The term <term>national network</term> means the National Farm and Ranch Stress Assistance Network established under section 1461(b)(1).</text> </paragraph><paragraph id="id306E35B8673049F2A5611121630A318B"><enum>(4)</enum><header>State network</header><text>The term <term>State network</term> means a State farm and ranch stress assistance network established under section 1461(a)(1).</text>
							</paragraph></section><section id="idC90BED30FBD34F03B048A5FA3014F72D"><enum>1461.</enum><header>Farm and ranch stress assistance networks</header>
							<subsection id="id692AF79FAB364C60BB39566995DCB9D4"><enum>(a)</enum><header>State networks</header>
 <paragraph id="idBE8CA8C876914999A9B7CCB1D2A41218"><enum>(1)</enum><header>Grants</header><text>The Secretary, in coordination with the Secretary of Health and Human Services, shall establish a program under which the Secretary shall provide competitive grants to State departments of agriculture, State cooperative extension services, and nonprofit organizations to carry out eligible cooperative programs described in paragraph (2).</text>
 </paragraph><paragraph id="idEEC78F7C6CAA4AD1A605D9D3B0312E04"><enum>(2)</enum><header>Description of eligible cooperative programs</header><text>An eligible cooperative program referred to in paragraph (1) is a program—</text> <subparagraph id="id6F5C81DC13A84E05A7FEEC18014F9D6E"><enum>(A)</enum><text>established and carried out by a partnership between—</text>
 <clause id="id29F34551F9AE4D9FB007EFB53D908CF2"><enum>(i)</enum><text>one or more State departments of agriculture, one or more State cooperative extension services, or one or more nonprofit organizations, as applicable; and</text>
 </clause><clause id="idAF6B6F06994B49B4BFA78593ADC89C41"><enum>(ii)</enum><text>entities providing appropriate services in the one or more States; and</text> </clause></subparagraph><subparagraph id="id6B5D702DF2A045CAA87F2E61DBEE0409"><enum>(B)</enum><text>the purpose of which is to establish a farm and ranch stress assistance network to provide stress assistance programs to affected individuals, including counseling and support (including behavioral health counseling and referral for other forms of assistance, as necessary) through—</text>
 <clause id="id6493b86915f246e785d155bfcdd50016"><enum>(i)</enum><text>farm telephone helplines and internet websites;</text> </clause><clause id="idbe3defa33761469da560385b26035b81"><enum>(ii)</enum><text>training for advocates for affected individuals and other individuals or entities that may assist affected individuals in crises, including training programs and workshops;</text>
 </clause><clause id="id39f112c725eb41d8913abf0f2ecc8db9"><enum>(iii)</enum><text>support groups;</text> </clause><clause id="id608b2485191948978a799e3d1265f8ae"><enum>(iv)</enum><text>outreach services and activities, including the dissemination of information and materials; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id76f02b22ec3c49e6b7fed72d477a6029"><enum>(v)</enum><text>home delivery of assistance, in any case in which a farm resident is homebound.</text> </clause></subparagraph></paragraph><paragraph id="id7B29CE13C24E4FD48378719B993F1F5A"><enum>(3)</enum><header>Use of funds</header><text>A competitive grant provided under this subsection may be used to enter into a contract, on a multiyear basis, with a community-based, direct-service organization to initiate, expand, or maintain an eligible cooperative program in the State.</text>
								</paragraph></subsection><subsection commented="no" id="idDA186A2C6A744C458217F63C2A3FE379"><enum>(b)</enum><header>National network</header>
 <paragraph commented="no" id="id0231E28B60DD452180DD88E5D25F54A8"><enum>(1)</enum><header>Establishment</header><text>The Secretary, in coordination with the Secretary of Health and Human Services, shall establish a National Farm and Ranch Stress Assistance Network to coordinate stress assistance programs on a national scale for affected individuals, including through programs and activities described in subsection (a)(2)(B).</text>
 </paragraph><paragraph commented="no" id="id55095599D7F2490A8F01CB6DFB0E037A"><enum>(2)</enum><header>Director</header><text>The Secretary, in coordination with the Secretary of Health and Human Services, shall appoint an individual in the Department of Agriculture to be the Director of the national network.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0a0a48c6642748fc8e67bda62a6f978c"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, there is authorized to be appropriated to the Secretary to carry out activities through the national network and State networks $10,000,000 for each of fiscal years 2019 through 2023.</text>
							</subsection></section><section id="id2E0FF7C3E86345A6A9FB5FF81C61D521"><enum>1461A.</enum><header>Farm and Ranch Stress Assessment Committee</header>
 <subsection id="idDF309245E6FC4B3C8BA706BB1D94575C"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of the <short-title>FARMERS FIRST Act</short-title>, the Secretary and the Secretary of Health and Human Services shall establish an advisory committee, to be known as the <quote>Farm and Ranch Stress Assessment Committee</quote>.</text>
 </subsection><subsection id="idA05D7E7EE2C24972B71CFD5A66B431B1"><enum>(b)</enum><header>Membership</header><text>The Committee shall consist of—</text> <paragraph id="id0699C488D9E74F7DBB334346E5585306"><enum>(1)</enum><text>the Secretary (or a designee);</text>
 </paragraph><paragraph id="idcee649c66f214011b4b6e3a208029c6d"><enum>(2)</enum><text>the Secretary of Health and Human Services (or a designee);</text> </paragraph><paragraph id="idF5792DE7383C430DA1B8C78652EE7A91"><enum>(3)</enum><text>the Assistant Secretary of Health and Human Services for Mental Health and Substance Abuse (or a designee);</text>
 </paragraph><paragraph id="id96bea7fec9e040baae2069560ea430cd"><enum>(4)</enum><text>the Administrator of the Health Resources and Services Administration (or a designee);</text> </paragraph><paragraph id="idC11C868AAFEA4B80AE2555CC3D7722A5"><enum>(5)</enum><text>the Director of the Centers for Disease Control and Prevention (or a designee);</text>
 </paragraph><paragraph id="idAD43A23CC0554F908ACB034C0306B2A8"><enum>(6)</enum><text>the Director of the National Institutes of Health;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2AA404B5EE2C4364994F9F3BB2B48CBE"><enum>(7)</enum><text display-inline="yes-display-inline">the Under Secretary for Rural Development (or a designee); and</text>
 </paragraph><paragraph id="idAE52CA04D7E74760A9AAA1FBD0CA1F43"><enum>(8)</enum><text>4 members, to be appointed by the Secretary, one of which shall be a representative of each of—</text> <subparagraph id="ide25481df462741d8b3eb38b3f30d865d"><enum>(A)</enum><text>affected individuals;</text>
 </subparagraph><subparagraph id="id311f6b37849e475cbdb4934eb3f9c327"><enum>(B)</enum><text>behavioral health professionals;</text> </subparagraph><subparagraph id="ide1d55d85dd914158ac9698c6affa1417"><enum>(C)</enum><text>advocates for affected individuals; and</text>
 </subparagraph><subparagraph id="idfe2c608aea3a40abbf3b7a9e1f733519"><enum>(D)</enum><text>as appropriate, other experts in occupational stress and behavioral health among affected individuals.</text>
 </subparagraph></paragraph></subsection><subsection id="id317AED117ED042368B9AAFAE2158EB7E"><enum>(c)</enum><header>Meetings</header><text>The Committee shall meet not fewer than 2 times each year.</text> </subsection><subsection id="idE7CE8F10F2174F67871CDB7D16620BCC"><enum>(d)</enum><header>Report</header> <paragraph id="idD00142F6F2324BD38D8D7562C7732E1F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>FARMERS FIRST Act</short-title>, the Committee shall submit to Congress and any other relevant Federal department or agency, and make publicly available, a report describing the state of behavioral and mental health in farmers and ranchers.</text>
 </paragraph><paragraph id="idFAF21F65478549888B931C0294E39735"><enum>(2)</enum><header>Contents</header><text>The report under paragraph (1) shall include—</text> <subparagraph id="id4d17503cdc8f411aa24e730ff22a7b67"><enum>(A)</enum><text>an inventory and assessment of efforts to support the behavioral and mental health of farmers and ranchers by—</text>
 <clause id="idc47747a8d23b4c0dbeec1bbb503ec55e"><enum>(i)</enum><text>the Federal Government, States, and units of local government;</text> </clause><clause id="id71ddc286bdfd40af89e17909562e3075"><enum>(ii)</enum><text>communities that are comprised of farmers and ranchers;</text>
 </clause><clause id="ida014ba5d796a4e26a6fd29cfc65cbf94"><enum>(iii)</enum><text>healthcare providers;</text> </clause><clause id="idd926ac2e5041459a99dc572ae0de8843"><enum>(iv)</enum><text>State cooperative extension services; and</text>
 </clause><clause id="id6bad7b93555f4909bd4c9be5ca02c7a1"><enum>(v)</enum><text>other entities, as determined by the Secretary;</text> </clause></subparagraph><subparagraph id="id8efa89ae62d04704a9c6437dfbb6badb"><enum>(B)</enum><text>a description of the challenges faced by farmers and ranchers (including financial, medical, and other challenges) that may impact the behavioral and mental health of farmers and ranchers;</text>
 </subparagraph><subparagraph id="id131659fbafab4bc5b9cb9fb3e74535bc"><enum>(C)</enum><text>an evaluation of the impact of farmer and rancher suicides on—</text> <clause id="id885b873e3c1448d08da60462c19bf0d0"><enum>(i)</enum><text>the agricultural workforce;</text>
 </clause><clause id="idb1a82b9334914897837fc991a9727adc"><enum>(ii)</enum><text>agricultural production;</text> </clause><clause id="idbab01850da974ab398f56d7643f5829e"><enum>(iii)</enum><text>rural families and communities; and</text>
 </clause><clause id="ide03bdbf4b8a54bffbf1b0f134571d597"><enum>(iv)</enum><text>succession planning; and</text> </clause></subparagraph><subparagraph id="id6fdedc775cbd4876a5adabe0e4da087e"><enum>(D)</enum><text>an outline of a long-term strategy and recommendations based on best practices to appropriate Federal departments or agencies for addressing the challenges identified under subparagraph (B).</text></subparagraph></paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
