<enum>I</enum><header>Peace Corps volunteer support</header> <section id="ida3bab1c38ead49529108b648863e1cf4"><enum>101.</enum><header>Peace Corps volunteer medical care reform</header> <subsection id="id5E1389F81F9146C69B026BA28A85BB7D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2501">22 U.S.C. 2501</external-xref> et seq.) is amended by inserting after section 5 (<external-xref legal-doc="usc" parsable-cite="usc/22/2504">22 U.S.C. 2504</external-xref>) the following:</text> <quoted-block display-inline="no-display-inline" id="id542EC94816044CD1B5E12BD681CF0093" style="OLC"> <section id="id0ED8D5E0B32B486CBEF9E4A62047ABF0"><enum>5A.</enum><header>Health care for volunteers at Peace Corps posts</header> <subsection id="id1488A9514C4442EDAB40FE12E3741CD6"><enum>(a)</enum><header>Health care medical officers selection criteria</header> <text>In selecting medical officers and support staff for overseas Peace Corps posts, the Director shall strive to hire well-qualified and capable personnel to support the effectiveness of health care for Peace Corps volunteers by evaluating each candidate’s—</text> <paragraph id="ida70a1a7855e1458c933c203d1a14bb58"><enum>(1)</enum><text>medical training, experience, and accreditations or other qualifications;</text> </paragraph><paragraph id="id188cb5e8b218400ab0c83690d9a7a3f4"><enum>(2)</enum><text>record of performance;</text> </paragraph><paragraph id="id75d87bd4547a43fb976cd4ce6b63df3c"><enum>(3)</enum><text>administrative capabilities;</text> </paragraph><paragraph id="id6d3b296321cf49dda3b06b9f16058cbd"><enum>(4)</enum><text>understanding of the local language and culture;</text> </paragraph><paragraph id="id378742d5f5c54701b5c16afe1876b76d"><enum>(5)</enum><text>ability to work in the English language;</text> </paragraph><paragraph id="ide62e135432834c20a2db8044f9b12a49"><enum>(6)</enum><text>interpersonal skills; and</text> </paragraph><paragraph id="id68e9948c49d24e919b65d36ac44b8eac"><enum>(7)</enum><text>such other factors that the Director considers to be appropriate.</text> </paragraph></subsection><subsection id="id51a44eaf7249422ca5ec6b8aa0b7d2c3"><enum>(b)</enum><header>Review and evaluation</header> <paragraph id="idBB64B136CBE34ED98B89BC19A8E5D4C3"><enum>(1)</enum><header>In general</header><text>The Director, acting through the Associate Director of the Office of Health Services and the country directors, shall review and evaluate the performance and health care delivery of all Peace Corps medical staff, including medical officers—</text> <subparagraph id="id99024bf62b8d42a69f5b823657b5f08a"><enum>(A)</enum><text>to ensure compliance with all relevant Peace Corps policies, practices, and guidelines; and</text> </subparagraph><subparagraph id="idbcd4cefc7bf1431b94b21727280ef4c0"><enum>(B)</enum><text>to ensure that medical staff complete the necessary continuing medical education to maintain their skills and satisfy licensing and credentialing standards, as designated by the Director.</text> </subparagraph></paragraph><paragraph id="id4363F977E60E427791A2BFF5351A7ECA"><enum>(2)</enum><header>Report to congress</header><text>The Director shall include, in the annual Peace Corps congressional budget justification, a confirmation that the review and evaluation of all Peace Corps medical staff required under paragraph (1) has been completed.</text> </paragraph></subsection><subsection id="ida5a5e3d9195c431ea33abce5ce93ff53"><enum>(c)</enum><header>Antimalarial drugs</header><text>The Director shall consult with experts at the Centers for Disease Control and Prevention regarding recommendations for prescribing malaria prophylaxis, in order to provide the best standard of care within the context of the Peace Corps environment.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="id55C5090AD938408EB00F0E5A5B377739"><enum>(b)</enum><header>Implementation of recommendations by the Inspector General of the Peace Corps</header> <paragraph id="idf653532834a240fcb9c7004698f3b4c0"><enum>(1)</enum><header>Inspector general report</header><text>As promptly as practicable, the Director shall implement the actions outlined in the agency response for all open recommendations of the Inspector General of the Peace Corps set forth in the report entitled <quote>Final Program Evaluation Report: OIG Follow-up Evaluation of Issues Identified in the 2010 Peace Corps/Morocco Assessment of Medical Care</quote> (Report No. IG–16–01–E).</text> </paragraph><paragraph id="id7e8ba0b94ffc494d84fd5630de5903ef"><enum>(2)</enum><header>Semiannual reports</header> <subparagraph id="idDB38484E4685433F911DF2823FBBF15C"><enum>(A)</enum><header>Initial report</header><text>Not later than 6 months after the date of the enactment of this Act, the Director shall submit a report to the appropriate congressional committees that describes the Director’s strategy for implementing the recommendations referred to in paragraph (1).</text> </subparagraph><subparagraph id="id6BBAA8E277144959922CA7210C7336D7"><enum>(B)</enum><header>Subsequent reports</header><text>Not later than 6 months after the submission of the report required under subparagraph (A), and semiannually thereafter, the Director shall submit a report to the appropriate congressional committees that describes the progress in implementing the recommendations referred to in paragraph (1) until all such recommendations have been implemented in accordance with the agency’s response to the report referred to in such paragraph.</text> </subparagraph></paragraph><paragraph id="id9c5447553f104beb968a734414c2eeeb"><enum>(3)</enum><header>Notification</header><text>After the submission of each report required under paragraph (2), the Inspector General of the Peace Corps may notify the appropriate congressional committees of any recommendations from the report referred to in paragraph (1) that the Inspector General determines remain unresolved.</text> </paragraph></subsection></section><section id="idd9f12623c0de4d048fecd9b8883bfac4"><enum>102.</enum><header>Post-service Peace Corps volunteer medical care reform</header><text display-inline="no-display-inline">Section 8142 of title 5, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id1570D3B16C3942BB9910846DA224E337" style="OLC"> <subsection id="id65d4e9bdbe524ff0ae1a66b70cf023f7"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idC49A695A261A418C94F27594C26A3EFE"><enum>(1)</enum><text>The Secretary shall authorize the Director of the Peace Corps to furnish medical benefits to a volunteer, who is injured during the volunteer’s period of service, for a period of 120 days following the termination of such service if the Director certifies that the volunteer’s injury probably meets the requirements under subsection (c)(3). The Secretary may then certify vouchers for these expenses for such volunteer out of the Employees’ Compensation Fund.</text> </paragraph><paragraph id="id1191BCC97D5843259CB30804F6184008" indent="up1"><enum>(2)</enum><text>The Secretary shall prescribe the form and content of the certification required under paragraph (1).</text> </paragraph><paragraph id="idE88496CC674C4D0EAC37FCBF095784ED" indent="up1"><enum>(3)</enum><text>A certification under paragraph (1) will cease to be effective if the volunteer sustains compensable disability in connection with volunteer service.</text> </paragraph><paragraph id="id999CCDAF15234A739A85FA119344B2DC" indent="up1"><enum>(4)</enum><text>Nothing in this subsection may be construed to authorize the furnishing of any medical benefit that the Secretary of Labor is not otherwise authorized to reimburse for former Peace Corps volunteers who receive treatment for injury or disease proximately caused by their service in the Peace Corps in accordance with this chapter.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id7b74d2bdaa774da9bbcf63154e0ce7e2"><enum>103.</enum><header>Peace Corps impact survey</header> <subsection id="id7e61df45a80b4be8ab6ba3273ac99563"><enum>(a)</enum><header>In general</header><text>Beginning not later than 1 year after the date of the enactment of this Act and once every 2 years for the following 6 years, the Director shall conduct a survey of former Peace Corps volunteers.</text> </subsection><subsection id="id1dbce43be9ae4a15831c565002063a95"><enum>(b)</enum><header>Scope of survey</header><text>The survey required under subsection (a) shall assess, with respect to each former Peace Corps volunteer completing the survey, the impact of the Peace Corps on the former volunteer, including the volunteer's—</text> <paragraph id="idF90B6F0B60F94E15A64B5ACAF2FFA172"><enum>(1)</enum><text>well-being;</text> </paragraph><paragraph id="id6C8D4EFA74D94733AB47CE5F9BC161C6"><enum>(2)</enum><text>career;</text> </paragraph><paragraph id="idACE8A5EF676A42438383060F7995B2C7"><enum>(3)</enum><text>civic engagement; and</text> </paragraph><paragraph id="idE73B98FD33C3428D974AA50288F83483"><enum>(4)</enum><text>commitment to public service.</text> </paragraph></subsection><subsection id="id9B927ABEACF54964A626F7A1C5D73A19"><enum>(c)</enum><header>Report</header><text>The Director shall submit a report containing the results of the survey conducted under subsection (a) to—</text> <paragraph id="id8F3F33DAEFBA4BBA9635DBAE7139B5DF"><enum>(1)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text> </paragraph><paragraph id="id4E06ACEAF1A5442EAEBE25CF9A74A24F"><enum>(2)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>;</text> </paragraph><paragraph id="id47A29EA6826541869E6E2F7C6FE5716E"><enum>(3)</enum><text>the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>; and</text> </paragraph><paragraph id="id0A433E450E874BCB8D5007C096E34847"><enum>(4)</enum><text>the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name>.</text> </paragraph></subsection><subsection id="id2686dd140eec469d8c41bb1c2d5643a8"><enum>(d)</enum><header>Paperwork Reduction Act exemption</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act of 1980</quote>), shall not apply to the collection of information through the survey required under this section.</text> </subsection></section><section id="idD8F4D2DCF78B4D099A5B8513EDA79537"><enum>104.</enum><header>Extension of positions for Peace Corps employees</header><text display-inline="no-display-inline">Section 7(a) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2506">22 U.S.C. 2506(a)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idC45891508DBB47CCBE54A4DEBA910113" style="OLC"> <paragraph id="id900573D4284A4D8C9B20AC8E6E0CD836"><enum>(8)</enum><header>Designation of critical positions</header> <subparagraph id="id84B36350A9CB4FD7AB37C15DB60672ED"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Peace Corps may designate Peace Corps positions as critical management or management support positions that require specialized technical or professional skills and knowledge of Peace Corps operations. Such positions may include positions in the following fields:</text> <clause id="id2B3C22DBEFAE4784BC64DCDD4FBF5E60"><enum>(i)</enum><text display-inline="yes-display-inline">Volunteer health services.</text> </clause><clause id="id00C9FE7295A446919C6BF6B5B0F68ACA"><enum>(ii)</enum><text display-inline="yes-display-inline">Financial management.</text> </clause><clause id="id96CC1B239C0E46FC810639148B6DF313"><enum>(iii)</enum><text display-inline="yes-display-inline">Information technology.</text> </clause><clause id="id2A71615C79694E2E910084059B18CBE0"><enum>(iv)</enum><text display-inline="yes-display-inline">Procurement.</text> </clause><clause id="id45F2EC787E5D41D296DC74CEC1F1DAFC"><enum>(v)</enum><text display-inline="yes-display-inline">Personnel.</text> </clause><clause id="idD16A1EC04E3842BFB94D000931C31F4C"><enum>(vi)</enum><text display-inline="yes-display-inline">Legal services.</text> </clause><clause id="id22E75C796E6E4BD89EF97A00252C34CC"><enum>(vii)</enum><text>Safety and security.</text> </clause></subparagraph><subparagraph id="id2D02D0EA005D4C7EB43D1BCB9085E959"><enum>(B)</enum><header>Authority</header><text>Subject to subparagraphs (C) and (D), with respect to positions designated pursuant to subparagraph (A), the Director may make or extend renewable appointments or assignments under paragraph (2) notwithstanding limitations under subparagraphs (A) and (B) of paragraph (2) and paragraph (5).</text> </subparagraph><subparagraph id="id5CDB5E1941474882A197E93B479C466A"><enum>(C)</enum><header>Requirements</header><text display-inline="yes-display-inline">In exercising authority under subparagraph (B), the Director shall ensure that all decisions regarding the appointment, assignment, or extension of employees to any such position—</text> <clause id="idF67E515CB52D44FA88CD7EA91AA80EB9"><enum>(i)</enum><text display-inline="yes-display-inline">are consistent with Federal law and Peace Corps policy; and</text> </clause><clause id="id50357EBF0C774B14BCAD3500D7D2AC0F"><enum>(ii)</enum><text display-inline="yes-display-inline">are based upon operational and programmatic factors.</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id69A0929FB4294D94B3D7A618EE64AB5E"><enum>(D)</enum><header>Duration of appointments</header><text display-inline="yes-display-inline">The term of any appointment or assignment to any position designated under subparagraph (A) may not exceed 5 years.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </section>

Definitions

In this Act: (1)

Appropriate congressional committees

The term appropriate congressional committees means— (A)the Committee on Foreign Relations of the Senate; (B)the Committee on Appropriations of the Senate; (C)the Committee on Foreign Affairs of the House of Representatives; and (D)the Committee on Appropriations of the House of Representatives. (2)

Director

The term Director means the Director of the Peace Corps. (3)

Peace corps volunteer

The term Peace Corps volunteer means an individual described in section 5(a) of the Peace Corps Act (22 U.S.C. 2504(a)).

The Secretary may then certify vouchers for these expenses for such volunteer out of the Employees’ Compensation Fund.</text> </paragraph><paragraph id="id1191BCC97D5843259CB30804F6184008" indent="up1"><enum>(2)</enum><text>The Secretary shall prescribe the form and content of the certification required under paragraph (1).</text> </paragraph><paragraph id="idE88496CC674C4D0EAC37FCBF095784ED" indent="up1"><enum>(3)</enum><text>A certification under paragraph (1) will cease to be effective if the volunteer sustains compensable disability in connection with volunteer service.</text> </paragraph><paragraph id="id999CCDAF15234A739A85FA119344B2DC" indent="up1"><enum>(4)</enum><text>Nothing in this subsection may be construed to authorize the furnishing of any medical benefit that the Secretary of Labor is not otherwise authorized to reimburse for former Peace Corps volunteers who receive treatment for injury or disease proximately caused by their service in the Peace Corps in accordance with this chapter.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id7b74d2bdaa774da9bbcf63154e0ce7e2"><enum>103.</enum><header>Peace Corps impact survey</header> <subsection id="id7e61df45a80b4be8ab6ba3273ac99563"><enum>(a)</enum><header>In general</header><text>Beginning not later than 1 year after the date of the enactment of this Act and once every 2 years for the following 6 years, the Director shall conduct a survey of former Peace Corps volunteers.</text> </subsection><subsection id="id1dbce43be9ae4a15831c565002063a95"><enum>(b)</enum><header>Scope of survey</header><text>The survey required under subsection (a) shall assess, with respect to each former Peace Corps volunteer completing the survey, the impact of the Peace Corps on the former volunteer, including the volunteer's—</text> <paragraph id="idF90B6F0B60F94E15A64B5ACAF2FFA172"><enum>(1)</enum><text>well-being;</text> </paragraph><paragraph id="id6C8D4EFA74D94733AB47CE5F9BC161C6"><enum>(2)</enum><text>career;</text> </paragraph><paragraph id="idACE8A5EF676A42438383060F7995B2C7"><enum>(3)</enum><text>civic engagement; and</text> </paragraph><paragraph id="idE73B98FD33C3428D974AA50288F83483"><enum>(4)</enum><text>commitment to public service.</text> </paragraph></subsection><subsection id="id9B927ABEACF54964A626F7A1C5D73A19"><enum>(c)</enum><header>Report</header><text>The Director shall submit a report containing the results of the survey conducted under subsection (a) to—</text> <paragraph id="id8F3F33DAEFBA4BBA9635DBAE7139B5DF"><enum>(1)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text> </paragraph><paragraph id="id4E06ACEAF1A5442EAEBE25CF9A74A24F"><enum>(2)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>;</text> </paragraph><paragraph id="id47A29EA6826541869E6E2F7C6FE5716E"><enum>(3)</enum><text>the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>; and</text> </paragraph><paragraph id="id0A433E450E874BCB8D5007C096E34847"><enum>(4)</enum><text>the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name>.</text> </paragraph></subsection><subsection id="id2686dd140eec469d8c41bb1c2d5643a8"><enum>(d)</enum><header>Paperwork Reduction Act exemption</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act of 1980</quote>), shall not apply to the collection of information through the survey required under this section.</text> </subsection></section><section id="idD8F4D2DCF78B4D099A5B8513EDA79537"><enum>104.</enum><header>Extension of positions for Peace Corps employees</header><text display-inline="no-display-inline">Section 7(a) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2506">22 U.S.C. 2506(a)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idC45891508DBB47CCBE54A4DEBA910113" style="OLC"> <paragraph id="id900573D4284A4D8C9B20AC8E6E0CD836"><enum>(8)</enum><header>Designation of critical positions</header> <subparagraph id="id84B36350A9CB4FD7AB37C15DB60672ED"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of the Peace Corps may designate Peace Corps positions as critical management or management support positions that require specialized technical or professional skills and knowledge of Peace Corps operations. Such positions may include positions in the following fields:</text> <clause id="id2B3C22DBEFAE4784BC64DCDD4FBF5E60"><enum>(i)</enum><text display-inline="yes-display-inline">Volunteer health services.</text> </clause><clause id="id00C9FE7295A446919C6BF6B5B0F68ACA"><enum>(ii)</enum><text display-inline="yes-display-inline">Financial management.</text> </clause><clause id="id96CC1B239C0E46FC810639148B6DF313"><enum>(iii)</enum><text display-inline="yes-display-inline">Information technology.</text> </clause><clause id="id2A71615C79694E2E910084059B18CBE0"><enum>(iv)</enum><text display-inline="yes-display-inline">Procurement.</text> </clause><clause id="id45F2EC787E5D41D296DC74CEC1F1DAFC"><enum>(v)</enum><text display-inline="yes-display-inline">Personnel.</text> </clause><clause id="idD16A1EC04E3842BFB94D000931C31F4C"><enum>(vi)</enum><text display-inline="yes-display-inline">Legal services.</text> </clause><clause id="id22E75C796E6E4BD89EF97A00252C34CC"><enum>(vii)</enum><text>Safety and security.</text> </clause></subparagraph><subparagraph id="id2D02D0EA005D4C7EB43D1BCB9085E959"><enum>(B)</enum><header>Authority</header><text>Subject to subparagraphs (C) and (D), with respect to positions designated pursuant to subparagraph (A), the Director may make or extend renewable appointments or assignments under paragraph (2) notwithstanding limitations under subparagraphs (A) and (B) of paragraph (2) and paragraph (5).</text> </subparagraph><subparagraph id="id5CDB5E1941474882A197E93B479C466A"><enum>(C)</enum><header>Requirements</header><text display-inline="yes-display-inline">In exercising authority under subparagraph (B), the Director shall ensure that all decisions regarding the appointment, assignment, or extension of employees to any such position—</text> <clause id="idF67E515CB52D44FA88CD7EA91AA80EB9"><enum>(i)</enum><text display-inline="yes-display-inline">are consistent with Federal law and Peace Corps policy; and</text> </clause><clause id="id50357EBF0C774B14BCAD3500D7D2AC0F"><enum>(ii)</enum><text display-inline="yes-display-inline">are based upon operational and programmatic factors.</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id69A0929FB4294D94B3D7A618EE64AB5E"><enum>(D)</enum><header>Duration of appointments</header><text display-inline="yes-display-inline">The term of any appointment or assignment to any position designated under subparagraph (A) may not exceed 5 years.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </section><enum>II</enum><header>Peace Corps oversight and accountability</header> <section id="id1CDF2B48A812450FA7EE76D61ACAB05B"><enum>201.</enum><header>Peace Corps volunteer access to Inspector General</header><text display-inline="no-display-inline">Section 8 of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507">22 U.S.C. 2507</external-xref>) is amended—</text> <paragraph id="id06235d4da5e84705857e3065cdd54069"><enum>(1)</enum><text>in subsection (a), by striking <quote>he</quote> and inserting <quote>the President</quote>; and</text> </paragraph><paragraph id="idfdca9d6743084ccdab03b88e1fab6fa8"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id8e93195ea367457da42248cfd32ca22d" style="OLC"> <subsection id="id36c045a3cd454cf6945d25dd349719fe"><enum>(c)</enum><header>Availability of the Office of Inspector General</header> <paragraph id="idd46900680a28458aac9b7035e3db358d"><enum>(1)</enum><header>Training requirement</header><text>As part of the training provided to all volunteers under subsection (a), and in coordination with the Inspector General of the Peace Corps, the President shall provide all volunteers with—</text> <subparagraph id="id37373464b0c74b20a6b7f5638f3fead8"><enum>(A)</enum><text>information regarding the mandate of the Inspector General and the availability of the Inspector General as a resource for volunteers; and</text> </subparagraph><subparagraph id="id877ae48d113b4e3c9b743d73c6f09563"><enum>(B)</enum><text>the contact information of the Inspector General.</text> </subparagraph></paragraph><paragraph id="ide9f9d9f424c64d729189fb68ad8a50c4"><enum>(2)</enum><header>Frequency of training</header><text>The President shall ensure that volunteers receive the information described in paragraph (1) not less frequently than—</text> <subparagraph id="ide52c39054b6c452588f3bd5acf32cf27"><enum>(A)</enum><text>once during pre-enrollment training; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idaee0737bad894dc4809795429dbf65ba"><enum>(B)</enum><text>once during each significant training provided by the Peace Corps to volunteers after enrollment.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="id03E3809A1E5A4749B78E42508A6CA666"><enum>202.</enum><header>Consultation with Congress required before opening or closing overseas offices and country programs</header><text display-inline="no-display-inline">The Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2501">22 U.S.C. 2501</external-xref> et seq.) is amended by inserting after section 10 (<external-xref legal-doc="usc" parsable-cite="usc/22/2509">22 U.S.C. 2509</external-xref>) the following:</text> <quoted-block display-inline="no-display-inline" id="id736181C9127548B889A392E69B4238BD" style="OLC"> <section id="idB0B9CFC66EA94BBCB861241BAFA0DE73"><enum>10A.</enum><header>Consultation with Congress required before opening or closing overseas offices and country programs</header> <subsection id="id8a2ad93be1034cc1bbc4d5eaec08087d"><enum>(a)</enum><header>In general</header><text>Except as provided in subsection (b), the Director of the Peace Corps may not open, close, significantly reduce, or suspend a domestic or overseas office or country program unless the Director has notified and consulted with the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>.</text> </subsection><subsection commented="no" display-inline="no-display-inline" id="idFC1EB8BFF367421F95DDA87CBDDDFC1D"><enum>(b)</enum><header>Waiver</header><text>The Director may waive the application of subsection (a) if an action described in such subsection is necessary to ameliorate a substantial security risk to Peace Corps volunteers or other Peace Corps personnel.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="idE5A28700255948338CA3DCD48A5EAC07"><enum>203.</enum><header>Publication requirement for volunteer surveys</header><text display-inline="no-display-inline">Section 8E of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507e">22 U.S.C. 2507e</external-xref>) is amended—</text> <paragraph id="id15f34c12720647e7986875c613da786c"><enum>(1)</enum><text>in subsection (b), by inserting after the first sentence the following: <quote>The President shall ensure that each performance plan established under this subsection for a Peace Corps representative includes a consideration of the results, with respect to such representative and the country of service of such representative, of each survey conducted under subsection (c).</quote>; and</text> </paragraph><paragraph id="id33462502c44545629c0c707d98ad99af"><enum>(2)</enum><text>in subsection (c)—</text> <subparagraph id="iddf190c76447844499ce3dcdf67c21616"><enum>(A)</enum><text>in the first sentence, by striking <quote>2018</quote> and inserting <quote>2023</quote>; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7066a8ac6f5142de8fe59f32acbe24fc"><enum>(B)</enum><text>by adding at the end the following: <quote>The President shall publish, on a publicly available website of the Peace Corps, a report summarizing the results of each survey related to volunteer satisfaction in each country in which volunteers serve, and the early termination rate of volunteers serving in each such country. The information published shall be posted in an easily accessible place near the description of the appropriate country and shall be written in an easily understood manner.</quote>.</text> </subparagraph></paragraph></section><enum>III</enum><header>Crime risk reduction enhancements</header> <section commented="no" display-inline="no-display-inline" id="id270CC6C874E94FB38DD794EEB0FBFA45"><enum>301.</enum><header display-inline="yes-display-inline">Independent review of volunteer death</header><text display-inline="no-display-inline">Section 5 of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2504">22 U.S.C. 2504</external-xref>) is amended by inserting after subsection (c) the following:</text> <quoted-block display-inline="no-display-inline" id="id9AAA5CCA68B14BB3A64DA7AA81AAEA8D" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="id3d746c0cb356469186a66bb10e0a755c"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id887AFD5FEDB0456692AE363D95ACD481"><enum>(1)</enum><text>Consistent with the Inspector General Act of 1978 (5 U.S.C. App.), the Inspector General of the Peace Corps may independently review the facts and circumstances surrounding the death of a volunteer and the actions taken by the Peace Corps in responding to such incident.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA8F9340C64314D0581F9595F204F65C7" indent="up1"><enum>(2)</enum><text>Not later than 10 days after receiving notification of the death of a volunteer, the President shall provide a briefing to the Inspector General, which shall include—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id7EE51422AB5D45C3AE65F664535E5162"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idD0E2B3067FF44DC487BB711838E4AE11"><enum>(i)</enum><text>the available facts and circumstances surrounding the death of the volunteer, including a preliminary timeline of the events immediately preceding the death of the volunteer, subsequent actions taken by the Peace Corps, and any information available to the Peace Corps reflecting on the cause or root cause of the volunteer’s death; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="id6AB8225341B14320A7357C7E6DA2D63B" indent="up1"><enum>(ii)</enum><text>a description of any steps the Peace Corps plans to take to inquire further into the cause or root cause of the volunteer’s death, including the anticipated date of the completion of such inquiry; or</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6DCB2B256770498C9707455F56C4E0DC"><enum>(B)</enum><text>an explanation of why the Peace Corps has determined that no further inquiry into the cause or root cause of the volunteer’s death is necessary, including—</text> <clause commented="no" display-inline="no-display-inline" id="idC8A1B4C61DAD41689463D323AD2DB9D8"><enum>(i)</enum><text>a description of the steps the Peace Corps took to determine further inquiry was not necessary; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="id9B37E685098E43EFAAA4BF2147FDDCFA"><enum>(ii)</enum><text>the basis for such determination.</text> </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id985EA4B01118486C9391D3DC10E252B2" indent="up1"><enum>(3)</enum><text>If the Peace Corps has performed or engaged another entity to perform a root cause analysis or similar report that describes the root cause or proximate cause of a volunteer death, the President shall provide the Inspector General of the Peace Corps with—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idF5D0CED27EB44A54829D02B5F456964F"><enum>(A)</enum><text>a copy of all information provided to such entity at the time such information is provided to such entity or used by the Peace Corps to perform the analysis;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id687881A786E9488D8D08E72893AB6E0A"><enum>(B)</enum><text>a copy of any report or study received from the entity or used by the Peace Corps to perform the analysis; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB64104150CC34E4FA35FE6869DCEBD3C"><enum>(C)</enum><text>any supporting documentation upon which the Peace Corps or such entity relied to make its determination, including the volunteer’s complete medical record, as soon as such information is available to the Peace Corps.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0A20CF4D13BC446493B01398C3F38048" indent="up1"><enum>(4)</enum><text>If a volunteer dies, the Peace Corps shall take reasonable measures, in accordance with local laws, to preserve any information or material, in any medium or format, that may be relevant to determining the cause or root cause of the volunteer’s death, including personal effects, medication, and other tangible items belonging to the volunteer, as long as such measures do not interfere with the legal procedures of the host country if the government of the host country is exercising jurisdiction over the investigation of such death. The Inspector General of the Peace Corps shall be provided an opportunity to inspect such items before their final disposition.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id83AD720149D04F6892870E5BAC0CFAAB" indent="up1"><enum>(5)</enum><text>For the purposes of undertaking a review under this section, an officer or employee of the United States or a member of the Armed Forces may be detailed to the Inspector General of the Peace Corps from another department of the United States Government on a nonreimbursable basis, as jointly agreed to by the Inspector General and the detailing department, for a period not to exceed 1 year. This paragraph may not be construed to limit or modify any other source of authority for reimbursable or nonreimbursable details. A nonreimbursable detail made under this section shall not be considered an augmentation of the appropriations of the Peace Corps.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA4F61F0254B84D25BDADA78B6950355D" indent="up1"><enum>(6)</enum><text>Upon request, the Peace Corps may make available necessary funds to the Inspector General of the Peace Corps for reviews conducted by the Inspector General under this section. The request shall be limited to costs relating to hiring, procuring, or otherwise obtaining medical-related experts or expert services, and associated travel.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC3E2DD17795E41329009BF69CFB8F0F3" indent="up1"><enum>(7)</enum><text>The undertaking of a review under this section shall not be considered a transfer of program operating responsibilities to the Inspector General of the Peace Corps.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id109972b360324f11b02b406b6db03b1d"><enum>302.</enum><header>Monitoring training records</header><text display-inline="no-display-inline">Section 8 of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507">22 U.S.C. 2507</external-xref>), as amended by section 201, is further amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id025970bd2f1e4f60b4c0626295205c18" style="OLC"> <subsection id="id49987a6eaa8b4ad2bfb51d86a1f87e70"><enum>(d)</enum><header>Training records</header><text>The President shall implement procedures to maintain a written record verifying the attendance of each individual completing the training required under this section and sections 8A, 8B, and 8F.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="id2b8998ee4a6d4d0882c71a9300a96fcd"><enum>303.</enum><header>Additional disclosures to applicants for enrollment as volunteers</header><text display-inline="no-display-inline">Section 8A(d) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507a">22 U.S.C. 2507a(d)</external-xref>) is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="id3c2fce4cc0744f52926182c36934f8bd" style="OLC"> <subsection id="id75aa76549226473ab894ea04b208fae3"><enum>(d)</enum><header>Information regarding crimes and risks</header> <text>Each applicant for enrollment as a volunteer shall be provided, with respect to the country in which the applicant has been invited to serve, with information regarding crimes against and risks to volunteers, including—</text> <paragraph id="id9AE9AB8C3B4844A786616B541FD26110"><enum>(1)</enum><text>an overview of past crimes against volunteers in such country;</text> </paragraph><paragraph id="id056078D6A89A4697BCA66FC3781E1BEB"><enum>(2)</enum><text>the current early termination rate of volunteers serving in such country;</text> </paragraph><paragraph id="idEDAAFD931DB1425187D6203ED437D0A7"><enum>(3)</enum><text>health risks in such country; and</text> </paragraph><paragraph id="id83F4B8C06CB9461299EE62C828D541D0"><enum>(4)</enum><text>the level of satisfaction reported by volunteers serving in such country.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section><section id="idde92f1ed5bb74c68a206852494bb12e8"><enum>304.</enum><header>Additional protections against sexual misconduct</header><text display-inline="no-display-inline">Section 8B(a) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507b">22 U.S.C. 2507b(a)</external-xref>) is amended—</text> <paragraph id="id8da4c2768f7743e983eb90819999b8d3"><enum>(1)</enum><text>in paragraph (5), by striking <quote>and</quote> at the end;</text> </paragraph><paragraph id="id86ba6cfeddf848dabe8eafd19bb4a509"><enum>(2)</enum><text>in paragraph (6), by striking the period at the end and inserting a semicolon; and</text> </paragraph><paragraph id="id20f0744e5d1341e99759aea37a8127da"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id1393f2b00e2d48f6988d8051f4baaeb1" style="OLC"> <paragraph id="id512bb29c30e442adb6247f004fd9788c"><enum>(7)</enum><text>maintains a record of the resignation of any employee or volunteer of the Peace Corps who resigns before a determination has been made regarding an allegation that such person committed a sexual assault or other serious misconduct;</text> </paragraph><paragraph id="id0e14a19fd9934b85999201a6e883043a"><enum>(8)</enum><text>takes into account the record maintained under paragraph (7) before such employee or volunteer is hired, is enrolled, or otherwise work with the Peace Corps; and</text> </paragraph><paragraph id="id40bb13bf74ab42f49414e707df0dcbcd"><enum>(9)</enum><text>provides orientation to families who host volunteers regarding the awareness and prevention of sexual assault.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section commented="no" id="id72430cde28c44158914cd7e06facc2c1"><enum>305.</enum><header>Immediate victim advocacy notification</header><text display-inline="no-display-inline">Section 8B(a)(3) of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507b">22 U.S.C. 2507b(a)(3)</external-xref>) is amended by striking <quote>SARLs to immediately contact</quote> and inserting <quote>the Peace Corps to designate the staff at each post who shall be responsible for providing the services described in subsection (c) and for immediately contacting</quote>.</text> </section><section id="id16df5a481e3c48be92b879165a8e86cc"><enum>306.</enum><header>Extension of the Office of Victim Advocacy</header><text display-inline="no-display-inline">Section 8C of the Peace Corps Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2507c">22 U.S.C. 2507c</external-xref>) is amended—</text> <paragraph id="id6527942659ca4768aeccb44d9813100f"><enum>(1)</enum><text>in the heading to subsection (a), by striking <quote><header-in-text level="subsection" style="OLC">Victims</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Victim</header-in-text></quote>;
