<official-title display="yes">To authorize the conveyance of and remove the reversionary interest of the United States in certain lands in the City of Tulare, California.</official-title>

<section id="H56BE4E91DF0E4315B45741AF8A980430" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tulare Youth Recreation and Women’s History Enhancement Act</short-title></quote>.</text> </section> <section id="H8D6E8A7025BB48F7BD53E60C29D83D8F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> 
<paragraph id="HAE833CAA5C634CA5B90CE83E0907F105"><enum>(1)</enum><text>The City of Tulare requires clear title to two Parcels of land within the City’s business corridor.</text> </paragraph> <paragraph id="HF20C656914E9480B9C7C74DF090EBF4C"><enum>(2)</enum><text>The Parcels are part of a right-of-way granted to the Railroad by the Federal Government by the Act dated July 27, 1866.</text> </paragraph>
<paragraph id="H4D4DE742D7DD4D55A9497816F7C38DF1"><enum>(3)</enum><text>The Parcels, which are currently under lease to the City, are currently occupied by an outdoor recreation facility for youth and a historic women’s club.</text> </paragraph> <paragraph id="H5E45BCA87EF74CD6B3796328FDB8B9E0"><enum>(4)</enum><text>The City desires to improve and restore these facilities but cannot absent clear title to the Parcels.</text> </paragraph>
<paragraph id="H2A1A5F3109974A02A6A7EA08BA9A762A"><enum>(5)</enum><text>The United States retained a reversionary interest in the Parcels conveyed to the Railroad in 1866 and has not exercised this authority.</text> </paragraph> <paragraph id="H9B964CB0C5874CCF8A7E9E09A7989344"><enum>(6)</enum><text>The Union Pacific Railroad desires to sell the Parcels to the City.</text> </paragraph>
<paragraph id="HF31B76743E244D34A4C1645E931392CD"><enum>(7)</enum><text>Public Law 105–195 conveyed the reversionary interest to all surrounding Parcels in 1998, which were conveyed by the Union Pacific Railroad to the City.</text> </paragraph></section> <section id="H43DB115F1D55424DBAF61715E5539055"><enum>3.</enum><header>Authorization of conveyance and removal of reversionary interest</header> <subsection id="HDBCCD899148D4CABA08CB94D4254F2E5"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H8D0690A62AEF4E259F778F50AB9F7C7D"><enum>(1)</enum><header>City</header><text>The term <quote>City</quote> means the City of Tulare, California.</text> </paragraph> <paragraph id="HD90C6833CC0B49C59673670C842C04E0"><enum>(2)</enum><header>Map</header><text>The term <quote>Map</quote> means the map entitled <quote>Tulare Railroad Parcels Proposed to be Acquired</quote>, dated April 30, 2015.</text> </paragraph>
<paragraph id="H332836598A314C708DCC41BC3D94DFF0"><enum>(3)</enum><header>Parcels</header><text>The term <quote>Parcels</quote> means the land identified as <quote>Tulare Railroad Proposed Parcels</quote> on the Map.</text> </paragraph> <paragraph id="H0145212B4C014639AD81C037F5185EA2"><enum>(4)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text> </paragraph>
<paragraph id="H0E44ECEB4C9947F7AC1D052DCB16119C"><enum>(5)</enum><header>Railroad</header><text>The term <quote>Railroad</quote> means the Union Pacific Railroad.</text> </paragraph></subsection> <subsection id="H6A4667AB98404E5897FF865364F1E98A"><enum>(b)</enum><header>Reversionary Interest Extinguished</header> <paragraph id="H51FD7C1585C94F5B8DC4186839CDB808"><enum>(1)</enum><header>In general</header><text>To promote recreational opportunities for youth and commemorate women’s history in the City, the United States authorizes the conveyance of and relinquishes its reversionary interest in the Parcels retained under the Act of July 27, 1866 (14 Stat. 292, chapter 278).</text> </paragraph>
<paragraph id="HF90732669E744A2A8DCA142B48859F51"><enum>(2)</enum><header>Required documentation</header><text>The relinquishment of the reversionary interest under paragraph (1) shall be executed by the Secretary in an instrument that—</text> <subparagraph id="H0CFB2ADD97A74AA0BA74C1EEE51A2A65"><enum>(A)</enum><text>is suitable for recording in the records of Tulare County, California; and</text> </subparagraph>
<subparagraph id="H454C2A108E3344F986719D6ACD8C6DCE"><enum>(B)</enum><text>references this Act and any prior instruments relating to the United States interest in the Parcels.</text> </subparagraph></paragraph> <paragraph id="H024076CE4D88497586B660459D2FDC07"><enum>(3)</enum><header>Costs</header><text>Any costs associated with the required documentation under paragraph (2) shall be paid by the City.</text> </paragraph>
<paragraph id="H51E5D0673D844A98B97E7FD5F37CE67C"><enum>(4)</enum><header>Condition</header><text>The relinquishment of the reversionary interest under paragraph (1) shall be effective on the date that the Railroad conveys the Parcels to the City.</text> </paragraph></subsection> <subsection id="H79CF251FAABE411AB25EAAA49FA4D3A9"><enum>(c)</enum><header>Map on file</header><text>The Map shall be kept on file and available for public inspection in the appropriate offices of the Bureau of Land Management.</text> </subsection>
<subsection id="H80F2808118DD48658001ABFCED96365E"><enum>(d)</enum><header>Preservation of existing rights of access</header><text>Nothing in this Act shall impair any existing rights of access in favor of the public or any owner of adjacent lands over, under or across the Parcels.</text> </subsection> <subsection id="H179F6D99FE2F42A5BE1F84D5423EB619"><enum>(e)</enum><header>Surface entry</header><text>The Parcels shall be subject to the same conditions as those parcels affected by <external-xref legal-doc="public-law" parsable-cite="pl/105/195">Public Law 105–195</external-xref> regarding rights of surface entry.</text> </subsection></section>
